Ofcial party platform close to

including historic language

By CHRIS JOHNSON
cjohnson@washblade.com
The Democratic Party platform drafting
committee approved language this week endorsing
same-sex marriage in addition to adopting other
pro-LGBT positions as part of the ofcial party
platform, according to two sources familiar with the
drafting process.
Retiring gay Rep. Barney Frank (D-Mass.), who
sits on the committee, told the Washington Blade
on Monday that the 15-member panel unanimously
backed the inclusion of a marriage equality plank
after a national hearing last weekend in Minneapolis,
in which several witnesses testied in favor of such
language.
I was part of a unanimous decision to include
it, Frank said. There was a unanimous decision in
the drafting committee to include it in the platform,
which I supported, but everybody was for it.
Frank emphasized that support for marriage
equality is a position that has been established
for the Democratic Party, from the president, who
endorsed marriage equality in May, to House
Democratic lawmakers who voted to reject an
amendment reafrming the Defense of Marriage

Brothers and Sisters (HOBS) over ownership rights
to the plot where Kamenys ashes were scheduled to
be interred on March 2 forced the cancellation of the
interment. HOBS purchased the plot earlier this year
without consulting the estate, a development that the
estates attorney says triggered the dispute.
The ashes, along with a headstone provided by the
U.S. Veterans Administration recognizing Kamenys
military service during World War II and a separate
marker inscribed with Kamenys famous slogan Gay
is Good have languished in storage at the cemetery
since shortly after the interment was cancelled.
But in a surprise development on Wednesday,
Con_ressional Cemerery's new presicenr, Faul
Williams, disclosed in an email to the estate and
HOBS that HOBS never had legal ownership rights to
the Kameny plot because it failed to pay the balance
on the purchase price.
Because it had a balance, no deed was issued for
the site to HOBS, Williams said in his email.
I propose we issue the deed directly to the
estate (copy to HOBS) showing proof of ownership,
he wrote. The estate would also need to sign an
authorization of interment, which can be done at the
same time. Then, we can replace the two stones in
storage that we also have onsite and proceed with a
private interment, Williams wrote.
Glen Ackerman, an attorney representing the estate
on Lehall ol Timorhy Clark, whom Kameny namec in
his will as the main beneciary of the estate, said the
estate has accepted Williams proposal.

Pannell enters Ward 8
school board race
Veteran gay activist and Ward 8
community leader Phil Pannell led papers
last week to become a candidate for a
seat on the D.C. State Board of Education
from Ward 8.
Pannell, 61, came in second place
in a nine-candidate race for the seat
in an April 2011 special election called
after the incumbent, William Lockridge,
died in ofce. Pannell lost to 26-year-
old Trayon White, who received
endorsements from Lockridges wife and
from D.C. Council member Marion Barry
(D-Ward 8). Pannell was endorsed by the
Washington Post.
Pannells supporters said Barrys
popularity and inuence in the ward
most likely enabled White to beat
Pannell, whom supporters say has more
experience and knowledge in education
and D.C. public school related issues
than White.
During last years campaign, White said
he founded a non-prot organization to
provide assistance to inner city youth and
noted that he had been mentored on
education issues by Lockridge.
As of this week, White, whos seeking re-
election to a full term, has one opponent
in addition to Pannell Larry T. Pretlow II.
Pannell becomes the second out gay
candidate this year for a seat on the
State Board of Education. Dupont Circle
Advisory Neighborhood Commissioner
Jack Jacobson is running unopposed for
the boards Ward 2 seat.
In a July 24 commentary, Washington
Post columnist Courtland Milloy
portrayed Pannell as a seasoned
community activist who has been
active in D.C. politics and grassroots
community work since 1975.

Police seek witnesses in
attack on gay couple

D.C. police have issued an appeal for
witnesses to a July 22 incident in which
three unidentied males assaulted a gay
male couple at 3rd and U streets, N.E. in
the citys Eckington neighborhood.
Preliminary investigation has revealed
that there were witnesses to the assault,
according to a police statement.
Michael Hall Jr., 29, a D.C. yoga
instructor, was hospitalized for a broken
cheekbone and fractured jaw from
injuries suffered in the attack, which
police say occurred around midnight.
Police listed the incident as an anti-gay
hate crime.
Halls partner, Michael Roike, told the
Blade the three assailants attacked him
and Hall minutes after the two got out of
a car they hired to drive them home from
a night out at two restaurants on Capitol
Hill.
Roike said Hall underwent surgery at
Howard University Hospital to treat severe
face and jaw injuries he sustained from
the attackers, whom he said punched Hall
in the face, knocking him to the ground.
He said hes uncertain what provoked the
assault.
Police spokesperson Gwendolyn
Crump told the Blade in an email that
the three attackers appeared from
an unknown direction and began to
yell homophobic slurs at Roike and
Hall. The only information about the
suspects released by police so far
describes them as three black males
wearing dark clothing.
Roike said they appeared to be in
their late teens but said he and Hall were
unable to provide more information about
their appearance.
Police said they are urging anyone
who witnessed the incident or anyone
who has information about it to contact
police at 202-727-9099. Friends of Roike
and Hall created a Facebook page
called Friends of Michael Joel Hall and
Michael Roike to help the two raise
money to cover some of Halls medical
expenses. Friends said Hall doesnt
have medical insurance.

Del. guv courts gay Dems
at Rehoboth fundraiser

Delaware Gov. Jack Markell; Delaware
Attorney General Beau Biden, the son of
Vice President Joe Biden; and U.S. Rep.
John Carney (D-Del.), the states sole
member of the U.S. House, were among
nearly a dozen elected ofcials who
attended a Rehoboth Beach fundraiser
on July 28 for the Delaware Stonewall
Democrats.
Markell and Biden praised the group
for playing a key role, along with the
statewide LGBT group Equality Delaware,
in successfully lobbying the legislature
last year for a civil unions bill that Markell
signed into law.
I think a marriage equality bill is
inevitable in Delaware and my guess is
it will be fairly soon, Markell told the
Blade at the fundraiser, which was held
at Mariachi Restaurant located near the
Rehoboth boardwalk.
I dont know for sure it will happen in
this next session but I dont think its far
off, he said in discussing a state same-
sex marriage bill. And its something that
I would support.
Biden told those attending the event
that he and his parents were deeply
moved earlier this year when the Biden
family watched Vice President Biden
declare his support for same-sex marriage
on the Sunday morning news show Meet
the Press.
Noting that his fathers interview on the
program was taped two days in advance,
Beau Biden said he, his wife and their two
children and his mom and dad gathered
in the living room of the vice presidents
house in Washington to watch the
program together.
That Sunday morning when you
were all watching Meet the Press, I
was sitting there with my mom and my
dad, he said. I watched my dad and
I watched him watching and my mom
watching. But even more than that, I
watched my kids watching us watch
this, said Beau Biden.
I have an eight year old and a seven
year old, who know their dad and their
grandpop watch the news a bunch,
he told the crowd, which was listening
in silence. And they knew something
was going on because at the end of
the interview we all had tears in our
eyes my mom and my dad, my mom
and I. And they asked me what was
going on.
And I tried to explain to them why
what my dad said was so meaningful to
me and to my mom But to me what it
means and I think what it meant to them
was Im not going to have to explain to
them anymore as they get older why their
parents friends cant get married.
Biden joined Markell in expressing
support for a same-sex marriage bill in
Delaware.
Others attending the fundraiser
were three out gay candidates running
for state offices Mitch Crane, who
is running for the statewide office
of insurance commissioner; Andy
Staton, whos running for a seat in
the State Senate from the Rehoboth
area; and Marie Mayor, whos running

Polls suggest gaming will
have little impact; others
say its a crap shoot
By MICHAEL K. LAVERS
mlavers@washblade.com
As Maryland lawmakers prepare to debate
the proposed expansion of gambling in the
state, same-sex marriage supporters are
divided over whether the issue will inuence
the outcome of the November referendum.
Josh Levin, campaign director of
Marylanders for Marriage Equality,
pointed to a Maryland pollster who said
in an undated memo that a referendum,
no matter how controversial, would
not by itself drive up turnout among
reluctant voters in a presidential year.
The memo specically notes that 2,631,434
Marylanders voted in the 2008 presidential
election, compared to only 2,525,424 who
cast votes in the gaming referendum that
allowed ve casinos with slot machines
and table games on video screens to open
in the state. (Voters approved Question 2
by a 58.6 to 41.4 percent margin.)
The Washington Post last month noted
that a second poll of 700 Maryland voters
that the Mellman Group conducted on
behalf of MGM Resorts International
between June 28 and July 7 found 63
percent of gambling proponents support
same-sex marriage. The survey found that
only 34 percent of those who oppose
gaming are against nuptials for gays and
lesbians. MGM is seeking rights to build a
proposed National Harbor casino.
Both issues are going to motivate
voters to get out on both of the issues,
said Levin, referring to the Mellman Group
survey. He spoke to the Blade hours
after Gov. Martin OMalley, who signed
the same-sex marriage law in March,
announced a special legislative session to
decide the fate of the proposed National
Harbor casino in Prince Georges County
that will start on Aug. 9. Where we have
the momentum, we dont see it affecting
turnout in ways that will be harmful to us.
A Public Policy Polling survey in May
found that 57 percent of the states voters
would vote for the same-sex marriage law
in the referendum. The same PPP poll also
noted that 55 percent of black Marylanders
back nuptials for gays and lesbians.
Neither OMalleys ofce nor the Maryland
Family Alliance, the group that backs the
November same-sex marriage referendum,
returned the Blades requests for comment.
Some LGBT advocates fear that the
group of existing Maryland casino operators
will target conservative blacks and white
evangelicals who traditionally oppose
gambling and same-sex marriage
in a well-funded campaign against the
proposed National Harbor complex. A
separate referendum on the Maryland
Dream Act that would extend tuition
to undocumented immigrants further
complicates the electoral landscape.
Its a tricky question because gambling
and marriage have never been on the ballot
together in Maryland, said Jeff Krehely,
vice president of LGBT programs at the
Center for American Progress. Knowing
there could be a morality argument against
gambling, I feel like having any kind of
gambling effort on the ballot is going to
increase those with a more conservative
perspective on the world to come out to
the ballot referendum.
A Gonzalez Research and Marketing
poll in January found the economy, jobs,
education and taxes and not same-sex
marriage were the top issues among
Maryland voters. Less than one percent of
respondents identied nuptials for gays
and lesbians as their biggest concern.
Only 19 percent of those who took part
in the annual Conservative Political Action
Committee straw poll in D.C. in February
described traditional values as their top
issue going into this years election cycle.
Only 1 percent of those who voted in the
2011 CPAC straw poll cited stopping same-
sex marriage as their primary concern.
In spite of these numbers, some
Maryland LGBT activists are not ready
to discount the impact a gambling
referendum could have on efforts to
defend the states same-sex marriage law.
At this point its a crap shoot, the Rev.
Meredith Moise, co-chair of Baltimore
Black Pride, told the Blade. I do know
some of the pastors are organizing
against the gambling pieces for good
reason focus on gaming is taking away
from a lot of important issues and just the
money drain it will bring to the community
is unfathomable. Anytime you have
something that can motivate and organize
anti-gay constituencies could spell trouble
for us.

Anti-gay law again
deemed unconstitutional
By CHRIS JOHNSON
cjohnson@washblade.com
A Connecticut federal court has added
yet another ruling striking down the
Defense of Marriage Act and determined
the law is unconstitutional on the basis of
two standards of review.
On Tuesday, U.S. District Judge Vanessa
Bryant of the U.S. District Court of
Connecticut granted summary judgment
in the case of Pedersen et al v. Ofce
of Personnel Management and ruled
against DOMA, which prohibits federal
recognition of same-sex marriage, on
the basis that it violates equal protection
under the Fifth Amendment of the U.S.
Constitution.
Among the reasons why Bryant, who
was appointed in 2007 by former President
George W. Bush, determined that DOMA
is unconstitutional is the negative effect
that it has on children reared by married
same-sex couples.
For example, Section 3 of DOMA
deprives members of same-sex marriages
of the right, under the FMLA, to take leave
to care for a spouse with a serious health
condition, Bryant writes. Children of
same-sex families would undoubtedly
suffer from their parents inability to rely
on this federal marital benet, as their
household would be put under greater
stress in attempting to cope with the
serious illness of a parent.
The lawsuit was led by the New
England-based Gay & Lesbian Advocates
& Defenders. Co-counsel on Pedersen are
Jenner & Block LLP in D.C., Horton, Shields
& Knox in Hartford, Conn., and Sullivan &
Worcester LLP in Boston.
The 104-page ruling rst lays out
reasons why DOMA fails rst on the
heightened scrutiny standard of review,
but also under the lower standard
of rational basis review. Only in the
case of Golinksi v. United States has a
court before determined that DOMA
is unconstitutional on both of these
standards of review.
Doug NeJaime, whos gay and a
professor at Loyola Law School, said the
application of both standards of review
in the case is noteworthy, and added that
Bryant isnt the rst judge to strike down
DOMA in this manner.
The striking thing is that the judge has
applied the heightened scrutiny standard
and determined that sexual orientation
should get heightened scrutiny and does
an analysis on why DOMA fails rational
basis anyway, NeJaime said.
The plaintiffs in the case are ve
couples and a widower from Connecticut,
Vermont and New Hampshire who
have been denied the federal benets,
including benets afforded to the
spouses of federal employees. The
lead plaintiff is Joanne Pedersen, who
retired from a civilian position within the
Department of the Navy after 30 years
and is seeking health benets for her
spouse, Ann Meitzen.
Pedersen said shes thrilled the court
ruled her marriage should be respected
by the federal government just as it is in
her home state of Connecticut, which
legalized same-sex marriage in 2008.
I loved working for the Navy for many
years, and now that I am retired I now just
want to care for my wife and make sure we
can enjoy some happy and healthy years
together, Pedersen said. DOMA has
prevented us from doing that.
Mary Bonauto, GLADs civil rights
project director, said in a conference
call with reporters that the ruling makes
convincing arguments against DOMA
on both heightened scrutiny and rational
basis standards of review.
Judge Bryants ruling is very clear:
married people are married and should
be treated as such by the federal
government. There is no legitimate
basis for DOMAs broad disrespect of
the marriages of same-sex couples,
Bonauto said in a statement. We are
very pleased that the court recognized
that DOMAs creation of second-class
marriages harms our clients who simply
seek the same opportunities to care
and provide for each other and for their
children that other families enjoy.
Additionally, Bonauto said she expects
the Bipartisan Legal Advisory Group to
appeal the case to the U.S. Second Circuit
Court of Appeals, which must happen
within 60 days. BLAG, under the direction
of U.S. House Speaker John Boehner
(R-Ohio) and other Republicans, took
up defense of DOMA after the Obama
administration stopped defending DOMA
in court last year.
A spokesperson for Boehners ofce
didnt immediately respond to a request
for comment on the Connecticut court
ruling against DOMA.
Several courts at various levels have
made rulings against DOMA. The tally
now stands at ve district courts, one
appeals court and one bankruptcy court.
A number of parties both for and against
DOMA have asked the Supreme Court to
consider the constitutionality of DOMA,
although no such request has been made
in the Pedersen case.
Iconic author Gore Vidal dies at 86
Gore Vidal, the celebrated queer author, playwright and commentator, died at
age 86 in Los Angeles on Tuesday.
Vidal had been sick for quite a while and died of complications from
pneumonia, according to an AP report.
Vidal wrote 25 novels and hundreds of essays but is perhaps best known for the
novels Myra Breckenridge and Lincoln.
In a long and diverse career, Vidal ran unsuccessfully for Congress, served in the
U.S. military and wrote lm scripts for Suddenly Last Summer and Ben-Hur.
He was open about his sexual orientation though not fond of the term gay
and known for introducing gay characters into his early work. He shared a villa in
Italy with companion Howard Austen for more than 50 years. Austen died in 2003
and was buried in Rock Creek Cemetery in D.C., where Vidal will also be buried.
Prop 8 case appealed to Supreme Court
SAN FRANCISCO Supporters of Californias 2008 ballot measure limiting
marriage to opposite-sex couples have asked the United States Supreme Court to
review a Ninth Circuit Court of Appeals decision that struck down the law in February.
The petition asks the high court to specically review whether or not Proposition
8 which passed in 2008 violates the Equal Protection clause of the
Fourteenth Amendment to the Constitution. Federal District Court judge Vaughn
Walker struck down the law in August 2010 on grounds that it violated the Equal
Protection clause, but the ruling earlier this year was much narrower in scope.
According to the Courage Campaign Prop 8 Trial Tracker blog, the defendants
seek a SCOTUS review of the decision because it is exceedingly important, and
the decision conicts with or misapplies previous Supreme Court decisions.
If the Supreme Court does not overturn the Ninth Courts decision, a ruling in
favor of Perry v. Brown would see marriage rights restored to same-sex couples in
California, but perhaps not other states, which the Ninth Circuit may have allowed
for in their its ruling, some legal scholars believe.

Healthy mothers make
healthy families
By MICHAEL K. LAVERS
mlavers@washblade.com
Former rst lady Laura Bush stressed
last week that women continue to play a
crucial role in the global ght against HIV/
AIDS.
When you look around the world, you
see that women are in the forefront of
life changing progress, she said during
her speech at the International AIDS
Conference at the Walter E. Washington
Convention Center. Women have been
central in the ght against AIDS.
Bush cited a woman with HIV whom she
met with her husband, former President
George W. Bush, in Africa last December
that had been shunned by her family
after her husband died. A faith-based
organization subsequently taught her how
to make purses from recycled materials.
And she now supports her children and
the family that had once ostracized her.
Her story is a powerful testament to why
we must do more to promote the good
health of women everywhere, said Bush.
The health of women affects families,
communities and whole countries. Healthy
mothers make healthy families.
Bush also referenced her mother-in-law,
former rst lady Barbara Bush, as someone
who helped change attitudes about HIV in
this country. She noted that the elder Mrs.
Bush held babies and hugged people
with AIDS and met with families of those
who had lost loved ones to the epidemic
at a time when stigma against those with
the virus was rampant. Barbara Bush also
visited the AIDS Memorial Quilt on the
National Mall.
Her graceful example challenged all
Americans to confront HIV/AIDS with care
and compassion, rather than fear and
judgment, said Laura Bush.
She further categorized the Presidents
Emergency Plan for AIDS Relief that her
husband announced during his 2003
State of the Union address as a blueprint
to ght other global epidemics. PEPFAR
committed $15 billion over ve years to
fund HIV prevention efforts, anti-retroviral
drugs for those living with the virus and
programs for children orphaned by AIDS.
Laura Bush stressed that both she and
her husband have seen rst-hand the
devastating toll of AIDS during several
trips they made to Africa during and after
his presidency. She further recalled a
young girl wearing a lavender dress that
she and her daughter Barbara met at a
Botswanan pediatric clinic a few months
after the then-president announced
PEPFAR.
This precious little child lay on an
examining table so frail and sick; her
mothers last hope was to make her
beautiful, said Laura Bush, who visited
the same facility three weeks ago. Today
with access to antiretrovirals, that little girl
would have another chance at life.
Statistics continue to show that women
and girls remain disproportionately
impacted by HIV/AIDS.
UNAIDS noted that 1.3 million women
and girls became HIV-positive last year.
The agency further reported that 63
percent of those between 15-24 living
with the virus are young women and 60
percent of those with HIV in sub-Saharan
Africa are women and girls.
Laura Bush noted that rates of cervical
cancer are nearly ve times higher among
women with HIV. The George W. Bush
Institute, PEPFAR, Susan G. Komen for
the Cure and UNAIDS last September
pledged at least $75 million over ve
years to ght cervical and breast cancer
among those with the virus through the
Pink Ribbon, Red Ribbon initiative
that Zambian rst lady Christine Kaseba
and other female African leaders have
endorsed. The former rst lady said
more than 14,000 Zambian women have
received these screenings and nearly
40 percent of them live with HIV. Nearly
a third of them tested positive for pre-
cancerous or cancerous cervical cells. Of
those, more than 80 percent were able to
receive immediate treatment.
In our ght against AIDS, weve learned
that any measure of success requires
sustained leadership at every level, said
Bush. By working together, we can give
hope to mothers and fathers, to sisters
and brothers, to wives and husbands and
sons and daughters so they and their
families can live full and productive lives.
Laura Bush focuses on women in AIDS ght
Former president seeks
transparency in spending
By MICHAEL K. LAVERS
mlavers@washblade.com
Former President Bill Clinton last week
called for a more effective use of resources
in the ght against HIV/AIDS.
We need a new level of openness
about how every last dollar is spent by
countries, by governments, by NGOs,
he said during the International AIDS
Conferences closing session at the Walter
E. Washington Convention Center.
The Clinton Health Access Initiative
through the former presidents foundation
in 2010 announced a partnership with
the South African government to expand
access to HIV testing and antiretroviral
treatment. More than 400,000 additional
South Africans with HIV had received
these drugs within a year of the programs
inception. Clinton further pointed out that
the initiative has saved the country roughly
$700 million over the last two years.
A CHAI and Center for Global
Development study of more than 100
health facilities in Ethiopia, Malawi,
Rwanda and Zambia in 2011 found it cost
an average of $200 $682 annually in
South Africa because of higher health and
labor costs a year to treat a person with
HIV. A Presidents Emergency Plan for AIDS
Relief analysis that was released during
the 2010 International AIDS Conference
in Vienna placed this gure at $880 a year.
The World Health Organization
estimated that 5.2 million of the 15
million people with HIV globally received
treatment at the end of 2009. There is
no excuse for failing to provide treatment
for the remaining 10 million people in
need, said Clinton, referring to the goal
of universal access by 2015.
The international HIV/AIDS community
also seeks to virtually eliminate mother-to-
child transmissions Secretary of State
Hillary Clinton on Monday announced
that the U.S. government would pledge
an additional $80 million to achieve this
benchmark as part of a broader $157 million
pledge toward what she described as an
AIDS-free generation. They have also
pledged to reduce new HIV infection rates
by 50 percent over the next three years.
The former president acknowledged
that the global nancial crisis has adversely
affected the amount of money that donor
countries can give although he noted
that the United Kingdom and Ireland are
among those that continue to contribute
despite austerity measures. He further
pointed to the Bill and Melinda Gates
Foundation and other private foundations
and donors that have increased their
support of global HIV/AIDS efforts in
recent years.
Theres an enormous amount of
private money being raised and spent
and there will be more, said Clinton.
Governments, even in this difcult time,
I believe will do more if we prove were
maximizing the amount of money they
have given.
He noted only slightly more than a
quarter of the 1.2 million Americans living
with HIV are getting optimum care. He
further cited statistics that new infection
rates among young gay men and
particularly among black men under 30
who have sex with men continue to rise.
Clinton also spoke about the epidemics
continued impact on Latinos, Native
Americans, Asians and Pacic Islanders.
Many of them feel that because of the
overall progress made in the ght against
AIDS, theyre just going to be left out and
left behind, he said.
Clinton also applauded D.C. for its
efforts to ght HIV. These include the
distribution of more than ve million
male and female condoms last year and
a 72 percent decrease in HIV rates among
intravenous drug users between 2007 and
2010. Mayor Vincent Gray reiterated at the
AIDS Memorial Quilt on the National Mall
on Sunday that no baby has been born
with HIV in the city since 2009.
In this city, government and community
leadership has been reinvigorated, said
Clinton. They are making a difference.

Baldwin rakes in $2.2
million; Tisei bests Dem
incumbent
By CHRIS JOHNSON
cjohnson@washblade.com
Gay and lesbian candidates running
for Congress posted strong fundraising
numbers in the second quarter in a year
when more out contenders than ever are
making bids for high ofce.
The Washington Blade examined the
second quarter campaign nance reports
for the eight candidates seeking ofce in
the U.S. House and U.S. Senate that were
endorsed by the Gay & Lesbian Victory
Fund. The second quarter numbers
represent fundraising for the candidates
starting in April through June and were
posted recently to the Federal Election
Commission website.
In the most high-prole race, lesbian
U.S. Senate candidate Tammy Baldwin
has been doing well in fundraising in
her bid to become the rst openly gay
U.S. senator. Baldwin took in $2.2 million
during the second quarter. That means
she has raised $6.7 million this cycle while
spending $3.96 million and having $3.5
million in cash on hand.
Technically, she didnt come out on top
in comparison to one of her Republican
opponents. Eric Hovde, a hedge fund
manager who recently entered the race,
posted $2,494,211 for the second quarter.
But Hovde, whose net worth has been
estimated at $58 million, has spent millions
on his own campaign and spent $3.5
million to make his name more well known.
Others in the race came out behind: former
Wisconsin Gov. Tommy Thompson raised
$834,000, former congressman and
gubernatorial candidate Mark Neumann
raised $733,450 and State Assembly
Speaker Jeff Fitzgerald raised $41,033.
The race between Baldwin and
her potential Republican opponents
appears tight. According to data
published last month from Public Policy
Polling, shes in a dead heat with Novde,
who leads her 45-44, and Thompson,
whom she ties 45-45. Baldwin leads
Neumann by 45-41 and Fitzgerald 46-42.
Perhaps the most surprising numbers
come from Richard Tisei, a gay Republican
former state legislator in Massachusetts,
who raised $571,371 in the second quarter
in his bid to represent Massachusetts
6th congressional district. That means he
outraised Rep. John Tierney (D-Mass.),
who raised $421,944 even though hes
an incumbent Democrat running in a
heavily blue state.
In a statement, Tisei, who outraised Tierney
in the rst quarter of 2012, thanked donors.
I am consistently impressed with
the strong support I am receiving from
individual donors in support of my
candidacy, Tisei said. In my wildest
dreams, I wouldnt have imagined that
so many people would be supporting
our message of change with their
pocketbooks particularly in these very
tough economic times.
The fundraising numbers for the
second quarter mean Tisei has raised
$1,237,000 thus far this cycle, has spent
$435,410 and has $802,000 in cash on
hand. Comparatively, Tierney has raised
$1,325,650 this cycle, has spent $820,875
and has $693,000 in cash on hand.
On Wednesday, the D.C. newspaper
Roll Call shifted the status of the race
from leans Democrat to toss-up. The
race is becoming competitive, in part,
because Tierney, an eight-term U.S House
member, has been under scrutiny because
of controversy involving his family.
Tierneys brother-in-law, Daniel Eremian,
was convicted of federal racketeering
charges related to his operation of an
illegal offshore casino, and Tierneys wife
was sent to jail for tax fraud related to this
operation.
Tierney has a strong pro-LGBT record
in the U.S. House: he voted in favor of
Dont Ask, Dont Tell repeal, hate crimes
protections legislation and a version of
the Employment Non-Discrimination Act
in addition to voting against the Federal
Marriage Amendment.
Similarly strong numbers were posted
in the second quarter by Mark Pocan, a
gay Wisconsin Assembly member whos
seeking to represent Wisconsins 2nd
congressional district. Baldwin is vacating
the seat to run for Senate.
But Pocan is in a different situation
because he still needs to win the
Democratic primary, which is set for Aug.
14, and other Democrats are seeking the
nomination to represent the party in the
general election. Pocan raised $250,000
in the second quarter, besting his most
serious competitor, Kelda Helen Roys,
another state legislator in Wisconsin, who
raised $130,833.
In a statement, Pocan said he accepted
contributions from more than 3,300 donors
over the course of his campaign, and 80
percent of donations came in increments
of $100 or less.
I am truly grateful for the outpouring
of support from the District 2 community,
Pocan said. Ive met and talked to voters
from Beloit to Baraboo, and its clear my
message of progressive values with real
results resonates with people.
The second quarter numbers mean
Pocan has raised $734,550 over the course
of his campaign, has spent $280,635 and
has $454,000 in cash on hand. Meanwhile,
Roys has $392,393, spent $130,833 and
has $190,120 in cash on hand.
Not all gay candidates are faring as
well. Sean Patrick Maloney, didnt raise
as much as incumbent Rep. Nan Hunter
(R-N.Y.) in his bid to represent New Yorks
18th congressional district. Maloney, who
in June won the Democratic primary,
raised $319,000 in the second quarter,
while Hunter took in $459,000.
Tim Perisco, campaign manager for
Maloney, said special interests were the
reason his boss didnt raise as much as
the incumbent Republican in the past few
months, but said hes still in good position
to win.
Sean Patrick Maloney doesnt have the
same protable relationship with PACs
and corporate lobbyists that brought
Congresswoman Hayworth over a million
dollars, but the outpouring of support
from friends, family and even complete
strangers has put him in a position to win,
Perisco said.
Support from the LGBT community
is coming from both sides in this race.
Hayworth, who has a gay son, Will Hayworth,
has been seen as a friend to the LGBT
community since she took ofce at the start
of last year. For example, she was among ve
Republicans to vote against a recent measure
to reafrm the Defense of Marriage Act when
it came to the oor last month.
One of the gay U.S. House members
seeking re-election and whos also
facing a serious challenge in the primary
and general election also came out on
top in fundraising last quarter. Rep. David
Cicilline (D-R.I.), who last year became the
newest openly gay member of Congress,
raised $302,000 in the second quarter.
But his opponents arent too far behind.
Anthony Gemma, a businessman, is
Cicillines main challenger in the Democratic
primary, which is set for Sept. 11, and
raised $243,000 in the second quarter. The
Republican in the race, Brendan Doherty,
the Rhode Island State Polices former
superintendent, raised $221,711.
Cicilline is facing a complicated road
to re-election because the city that he
governed as mayor prior to winning
election to the U.S. House, Providence,
R.I., is facing nancial problems. A report
commissioned by the City Council last
year blamed his administration for a lack
of transparency and for making a series
of moves like tapping into Providences
rainy-day fund without councilors
approval. The lawmaker apologized in
April, saying he should have been more
forthright about the nancial condition of
the city.
Polls are showing Cicilline could be
in danger of losing the Democratic
nomination. A poll from local TV afliate
WPRI published in May of 302 likely
Democratic primary voters had Cicilline
leading with 40 percent and Gemma
following close behind at 36 percent
and 20 percent still undecided.
So far this cycle, Cicilline has raised
$1,570,486, spent $771,723 and has
$836,325 in cash on hand. At the same
time, Doherty has raised $990,882, spent
$321,532 and has $669,350 in cash on
hand, while Gemma has raised $990,882,
spent $87,071 and has $343,040 in cash on
hand.
The bisexual lawmaker seeking to
represent Arizonas 9th congressional
district is also coming out on top of a
crowded eld of a half dozen candidates
seeking to win this newly created seat.
Kyrsten Sinema, whos bisexual and a state
legislator, raised $367,554 in the second
quarter. Thats above her most serious
competitor in the primary set for Aug.
28, Andrei Cherny, whos a former state
party chair endorsed by former President
Clinton. Cherny took in $301,895 during
the same period.
In total this cycle, Sinema has raised
$626,288, spent $267,492 and has $358,796
in cash in hand. In comparison, Cherny has
raised $732,973, spent $263,913 and has
$469,060 in cash on hand.
The gay candidate has also come out
on top in Californias 41st congressional
district. Mark Takano, a school teacher
and member of the Riverside Community
College Districts Board of Trustees, raised
$197,660, while his opponent, Riverside
County Supervisor John Tavaglione,
raised $160,173. Takano is seeking to
become the rst openly gay person of
color to serve in the U.S. House in this
newly created Democratic-leaning district.
So far this cycle, Takano has raised
$758,156, spent $517,138 and has $241,093
in cash on hand. Meanwhile, Tavaglione
has raised $790,027, spent $338,186 and
has $451,991 in cash on hand.
Rep. Jared Polis (D-Colo.), who if re-
elected would become the most senior
openly gay member of the U.S. House,
raised $59,503 in the second quarter.
Those numbers put him at $848,000 in
total for fundraising this cycle and leave
him with $347,000 in cash on hand. An
incumbent running in a safe Democratic
seat, hes not expected to face serious
competition in his bid for re-election.

Mugisha decries inuence
of U.S. evangelicals
By MICHAEL K. LAVERS
mlavers@washblade.com
Does the ght for LGBT rights directly
impact efforts to combat HIV/AIDS,
especially in places like sub-Saharan Africa?
Ugandan gay activist Frank Mugisha
stressed during an interview with the
Washington Blade before he attended
the International AIDS Conference at the
Walter E. Washington Convention Center
last week that he feels the two movements
are interconnected. He said that a majority
of LGBT Ugandans remain in heterosexual
relationships, but a lack of information and
pervasive homophobia contribute to the
spread of HIV/AIDS.
Theyre married, theyre partnered,
theyre in heterosexual relationships
but as well theyre keeping their same-
sex relations, stressed Mugisha. So
that means theres no information on
any protective measures. Theres no
information on anything so that means
theyre engaging in unsafe sex and it is
increasing HIV/AIDS.
Mugisha, who is the executive
director of Sexual Minorities Uganda,
was among those who discussed the
virus impact on men and boys and
ways they can prevent its spread during
a July 22 panel at the International
AIDS Conference.
He said he also spoke with a Ugandan
government ofcial whom he declined to
identify about anti-LGBT discrimination
in the East African country during the
conference. Mugisha told the Blade
before AIDS 2012 that he planned to
ask other Ugandan politicians who had
traveled to D.C. to attend the ve-day
gathering about the so-called Anti-
Homosexuality Bill that once contained
a provision that would have imposed the
death penalty upon anyone found guilty
of repeated same-sex sexual acts and its
impact on efforts to prevent the spread
of HIV/AIDS.
I think they may be a bit defensive,
he said. They may say that no, we dont
discriminate against anyone. Anyone
can go seek help, treatment. We dont
ask peoples sexual orientation. Ill tell
them lets be logical here. Theres no
programming, theres no information so
how do you expect someone to go and
seek genuine services.
Mugisha, who is the Robert F.
Kennedy Center for Justice and Human
Rights 2011 laureate, also met with HIV/
AIDS service providers and activists
from Uganda and across Africa during
AIDS 2012, which drew about 30,000
delegates, journalists and activists to the
nations capital.
For me at the conference, the most
important part is the network, he said.
The January 2011 murder of activist
David Kato, who was SMUGs then-
advocacy and litigation ofcer, inside his
Kampala home after a tabloid published
his name and home address brought
the plight of LGBT Ugandans onto the
international stage.
While it remains unclear when
Ugandan Parliamentarians will once
again debate the Anti-Homosexuality
Bill, the government last month faced
criticism after it shut down a gay rights
workshop that the East and Horn of
Africa Human Rights Defenders Project
presented. SMUG in a lawsuit it led in
a Massachusetts federal court in March
accused American evangelical Scott
Lively of violating international law when
he allegedly conspired with Ugandan
political and religious leaders to further
exploit homophobic attitudes in the East
African country before Parliamentarian
David Bahati introduced the Anti-
Homosexuality Bill in 2009.
Mugisha, who debated Lively on Al-
Jazeera English last week, stressed during
a Georgetown University panel in May
that the case is about highlighting the
ex-gay leaders homophobia.
Weve seen most of the homophobia
come from here from the U.S. to Uganda,
the American evangelicals, he said.
Ugandan activist ghting anti-gay bias, AIDS
Ugandan gay activist FRANK MUGISHA talked about the connection between gay rights and the
ght against AIDS.
WASHINGTON BLADE PHOTO BY MICHAEL K. LAVERS
Act earlier this month.
A Democratic National Committee
staffer, who is familiar with the process
and spoke on condition of anonymity, said
the language in the platform approved
on Sunday not only backs marriage
equality, but also rejects DOMA and has
positive language with regard to the
Employment Non-Discrimination Act.
The exact wording of the language wasnt
immediately available.
In an e-mail sent to DNC supporters
Wednesday, Frank was quoted as saying,
Make no mistake: This is a historic
step toward fairness for all. Once again,
Democrats are ghting to move this
country forward.
The platform is still in a draft phase.
Writers of the platform are now set to
come up with a close-to-nal draft that
will be presented to the full platform
committee in Detroit from Aug. 10 to
Aug. 12. That committee will discuss
amendments before presenting the
platform at the convention in Charlotte
in September.
A number of witnesses were to
testify in favor of a marriage equality
plank in the platform: Marc Solomon,
national campaign director for
Freedom to Marry; Allison Herwitt,
legislative director for the Human
Rights Campaign; Army Chief Warrant
Ofcer Charlie Morgan, a lesbian New
Hampshire guardsman with stage-
four incurable breast cancer and a
plaintiff in Servicemembers Legal
Defense Networks lawsuit against
the Defense of Marriage Act; Michael
Macleod-Ball, the ACLUs chief of staff
for the Washington legislative ofce;
and Aaron Zellhoefer, a gay delegate
to the Democratic National Convention
representing the National Stonewall
Democrats.
Solomon, whose organization has been
leading the effort to include a marriage
equality plank in the platform, praised the
committee in a statement.
We are grateful for the Platform
Drafting Committees unanimous vote to
include the freedom to marry in its draft of
the Democratic Party platform, Solomon
said. As I testied to the Committee on
Friday, the Democratic Party has a noble
history of ghting for the human and civil
rights of all Americans. We are proud that
the Committee is including language that
will ensure the Party is leading the way
forward in supporting marriage for loving
and committed same-sex couples and
their families.
Zeke Stokes, an SLDN spokesperson,
said following Morgans testimony that
Frank spoke favorably about marriage
equality and expressed the sentiment
that such language would wind up in the
platform.
He spoke very passionately of his
support for marriage equality following
the Morgans testimony and left a strong
impression that he believed it would
ultimately be included, Stokes said.
White House Press Secretary Jay Carney
deferred to the DNC a series of questions on
Tuesday about the implications of including
same-sex marriage in the Democratic Party
platform.
Under questioning initiated by Sirius
XM Radios Jared Rizzi, Carney deferred
to the DNC when asked whether
President Obama would embrace a
national campaign to promote marriage
equality.
And I would simply refer you to
what the president has said and what
his personal views are, and then to the
DNC for what I understand is a process
that is still developing as regards to their
platform, Carney said.
Carney similarly deferred a question
from the Washington Blade on whether
the administration thinks the inclusion
of a marriage equality plank in the party
platform should prompt Democrats
running for ofce who dont support
same-sex marriage including Jon
Tester of Montana, Claire McCaskill of
Missouri and Tim Kaine of Virginia to
reconsider their position.

He said Williams disclosure that HOBS
never had a deed to the cemetery plot
and that the cemetery would issue the
deed to the estate effectively ends the
dispute by turning over the plot to Clark
and the estate.
HOBS President Marvin Carter couldnt
immediately be reached Wednesday
afternoon to comment on Williams
disclosure that the cemetery planned to
issue to the Kameny estate the deed to
the cemetery plot.
Ackerman has said all along that the
dispute centered on the estates desire to
own the cemetery plot to ensure, among
other things, that no one else would be
buried or interred in the plot.
Under cemetery rules, two cofns and
three urns may be buried or interred in
Congressional Cemetery plots.
HOBS, which purchased the cemetery
plot earlier this year from money donated
by Kamenys friends and admirers, has
said it had no intention of burying others
at the site.
Carter has said he and HOBS were
always willing to transfer ownership of
the plot to the estate. But people familiar
with the dispute have said the point of
contention was whether the estate should
reimburse HOBS for the purchase price of
the plot.
Ackerman has said Clarks position was
that donors from the LGBT community
put up the money to buy the plot by
giving it to HOBS, a non-prot group
with tax-exempt status, so the donors
could receive a tax deduction on their
contribution. HOBS, in turn, made the
purchase on behalf of the donors, the
estate has maintained.
Meanwhile, the cemeterys former
interim director, Patrick Crowley, said he
had the headstone and marker removed
from the gravesite earlier this year until the
estate and HOBS reached an agreement
over nal ownership of the plot.
Ackerman has said Clark and the estate
became alarmed in February when a small
group of Kameny friends announced in a
press release that an interment ceremony
for Kamenys ashes would take place
at the cemetery on March 3. Ackerman
said organizers of the interment never
consulted Clark or the estate, even
though the estate had legal rights to the
ashes.
Organizers of the interment ceremony
abruptly cancelled the ceremony and
burial the day before it was scheduled to
take place on March 3, saying they did so
out of respect for the Kameny estate.
The urn bearing Kamenys ashes has been
in storage in the cemeterys ofces at 1801
E St., S.E. ever since that time.
The burial ceremony organizers, led
by gay rights advocates and longtime
Kameny friends Charles Francis and Bob
Witeck, have said through intermediaries
at the time that they invited Clark
to participate in the ceremony and
attempted to keep him informed of their
plans. They said Ackerman refused to
allow them to speak directly to Clark.
Gay activist Rick Rosendall, who said he
played a minor role in helping to organize
the interment ceremony, told the Blade
that as tensions heightened between the
estate and the circle of Kameny friends
organizing the interment, it became
difcult for the organizers to communicate
with the estate.
Ackerman said the estate didnt learn of
the burial service until it obtained a copy
of the organizers Feb. 13 press release
announcing the ceremony.
He said the Kameny friends decision
to organize the burial without initially
consulting Clark or the estate created an
atmosphere of mistrust between the two
parties. Because of that, he said, Clark has
insisted that ownership of the cemetery
plot be transferred from HOBS to the
estate without charge before the estate
would consent to allowing the ashes to
be buried.
Clark told the Blade in an interview
earlier this year that he planned to keep
half of the ashes and would donate
the remaining half to be interred at
Congressional Cemetery.
Francis and Witeck took initial
possession of the ashes following
Kamenys death after Kamenys sister,
Edna Kameny, Kamenys surviving next
of kin, signed over power of attorney
for Kamenys remains to Witeck. Edna
Kameny, who lives in New York and is
in frail health, told the Blade she was
pleased to entrust to Witeck and other
Kameny friends the task of carrying out
her brothers stated wish to be cremated
and to make funeral and memorial
arrangements.

HHS examining possibility
of ending lifetime ban
By MICHAEL K. LAVERS
mlavers@washblade.com
Is the United States any closer to repealing
the lifetime ban on gay blood donors?
The Department of Health and Human
Services Advisory Committee on Blood
Safety and Availability in 2010 categorized
the current policy that has been in place
since 1985 as suboptimal because it
allows some potentially high-risk donors
to give blood while excluding other lower-
risk groups. Although the committee did
not recommend a specic policy change,
it did call for additional research on efforts
to better screen potential donors and
gauge their potential risk to the blood
supply if they were able to donate.
Massachusetts Sen. John Kerry and
Illinois Congressman Mike Quigley in June
applauded HHS Secretary Kathleen Sebelius
support of a pilot study designed to help
the agency with further assessments of the
lifetime deferral. Their letter also outlined
specic recommendations, including the
collection of information from prospective
donors on whether they are in a monogamous
relationship or practice safer-sex.
Weve been working on this a long
time and I applaud Secretary Sebelius for
taking this important step toward ending
the lifetime ban on gay men donating
blood, and instead relying on the science
of today not the myths of 20 years ago,
wrote Kerry in a letter onto which Colorado
Sens. Michael Bennet and Mark Udall,
Washington Sens. Maria Cantwell and Patty
Murray and U.S. Sens. Frank Lautenberg
(D-N.J.,) Carl Levin (D-Mich.,) Jeanne
Shaheen (D-N.H.,) Kirsten Gillibrand
(D-N.Y.,) Daniel Akaka (D-Hawaii,) Bernie
Sanders (I-Vt.,) and Mark Begich (D-Alaska)
signed. Well at last have an informed
evaluation of the nal roadblocks to
ending a ban against healthy, responsible
Americans donating blood.
Several countries in recent years have
modied their existing bans on gay blood
donors or eliminated them altogether.
The U.K. Department of Health
announced last September that men
who have not had sex with another man
in 12 months are able to donate blood in
England, Scotland and Wales. Australia
has a similar policy, while South Africa
allows MSM donors who have not had
sexual contact with another man in six
months. Gay and bisexual New Zealand
men who have not had sex with another
man in ve years are able to donate blood.
Chilean health ofcials in May
announced that a potential donors sexual
orientation cannot specically exclude
them from donating blood. The new
regulation is expected to take effect in the
coming weeks; Colombia, Romania and
Russia have already adopted similar rules.
Italy and Spain screen both heterosexual
and gay potential blood donors based
on specic behaviors that include the
number of sexual partners they have had
and whether they engage in sex work.
Were hopeful that is what HHS will
consider with this pilot, said Nathan
Schaefer, director of public policy at Gay
Mens Health Crisis in New York City. We
really look to those examples as ideally
what wed like to see.
The HHS study has an 18 to 36
month timeline. Schaefer, who gave a
presentation on gay-specic blood donor
bans and deferrals last week during the
International AIDS Conference at the
Walter E. Washington Convention Center,
conceded it remains unclear when the
Food and Drug Administration, which is
within HHS, will ultimately announce its
decision on the ban.
The rest of the world is really looking to
the U.S. in terms of what well do, he said.
Countries relax restrictions
on gay blood donors
HHS Secretary KATHLEEN SEBELIUS supports a pilot study designed to help the agency with
further assessments of the lifetime ban on blood donations by gay men.

Many reeling after marriage
opponents revealed
Randee and Josh, a gay couple living in
Columbia and raising two young sons, were
taken aback when they had the opportunity
to review the names and addresses of
people in their neighborhood who signed
the petition to force the issue of marriage
equality to the ballot in November.
Just found out that our next door neighbors
of 10 YEARS signed the Civil Marriage Petition
to repeal the change coming in Maryland. A sad
day, Randee posted to his Facebook page.
The Washington Blade obtained a
database of the names last week and
posted them to its website.
Howard County Register of Wills Byron
Macfarlane of Woodstock, Md. the rst
openly gay ofce holder in the county
was stunned by the list. As any of us looks
through this list I think well receive a wake-
up call to just how much work we have to do
to win at the polls this November, he told
the Blade. It really is disappointing to see so
many people we know on this list. Personally,
nding that aunts and uncles and my own
father had signed was very upsetting. My
hope is that over the next few months were
able to tell our stories and talk to them about
love and commitment and win their votes.
Marriage advocates from around the
state who have reviewed the list of more
than 113,000 names are discovering similar
surprises by noticing family members,
neighbors and co-workers have signed the
petition. Their reactions have ranged from
resignation to sheer anger. People in the
heart of traditionally gay neighborhoods,
such as Waverly and Charles Village, are
included among the petitioners as are a large
number of folks from normally progressive
areas in Howard and Montgomery counties.
Apparently a lot of people didnt realize
their signatures would be made public,
noted Bob Ford of Clarksville. This brings into
question the validity of recent polling data.
Activist Gerry Fisher of Baltimore sees the
revelation of the petitioners as an opportunity.
I think its worthwhile asking them if theyd be
open to sitting down over coffee and chatting
about each others families, says Fisher. If
they say yes, then they are in the moveable
middle. If they say no, move on. The real
tragedy would be to let this list distract us from
having persuasive conversations with those
in the moveable middle, because its those
people who will determine this election.
Equality Maryland
board chair resigns
Lisa Polyak, a mainstay on the board of
directors of Equality Maryland for many
years, has resigned from her position.
This was a planned transition, Polyak told
the Blade. Truthfully I am so happy and grateful
for the new board members, and I am exhausted
from the last few years, so this is a healthy
transition for both me and the organization.
Polyak and her partner Gita Deane, who
have been together for 30 years, were the lead
plaintiffs in the marriage equality lawsuit (Deane
and Polyak v. Conaway) led in 2004 by Equality
Maryland and the ACLU of Maryland. A lower
court ruled for the plaintiffs but the ruling was
stayed pending appeal. In 2007, the Maryland
Court of Appeals by a margin of 4-3 ruled that
the states ban on same-sex marriage did not
violate the Maryland Constitution.
Polyak and Deane married in D.C. last year
and live in Baltimore raising their two daughters.
Community center
continues reorganization
The board of directors of the Gay,
Lesbian, Bisexual and Transgender
Community Center of Baltimore and
Central MD (GLCCB) on July 23 signed a
contract to engage attorney Mark Scurti
to help reorganize debts incurred over the
past decade. After a careful internal review,
the Board has decided this is an important
next step to address the organizations
nancial health, said board president
Bud Beehler. The board is committed to
doing whatever it takes to ensure that the
GLCCB will once again be nancially stable
and able to be out in front, leading the way
to achieving equality, understanding and
respect for the full LGBT community.
Over the past month, the GLCCB has
reorganized its structure, elected a new board
president, nished a full review of its bylaws and
held a community town hall meeting. We are
fully committed to recreating a thriving center
at the forefront of LGBT life in Maryland, says
board member Rachael Stern. But to do
that, we have to attend to the health of the
organization. This isnt terminal, but rather a
physical that waited just a bit too long.

Freedom of speech more
important than feel-good
attacks on restaurant
Whats worse than the president of a
large national company denouncing mar-
riage equality and donating millions in
company prots to anti-gay causes?
How about government ofcials using
homophobia as an excuse to deny that
company the right to operate?
Thats exactly whats happening in the
debate over Chick-l-A, whose president
Dan Cathy backs the biblical denition of
family, according to remarks he made in
two recent interviews.
I think we are inviting Gods judgment
on our nation when we shake our st at
Him and say, We know better than you as
to what constitutes a marriage, and I pray
Gods mercy on our generation that has
such a prideful, arrogant attitude to think
that we have the audacity to try to rede-
ne what marriage is about, Cathy said.
Of course Cathys views are repugnant
and backward, but theres an easy, sen-
sible response: Dont eat at Chick-l-A.
Unfortunately, some well-meaning politi-
cians have jumped into the fray and are
taking their good intentions to dangerous
extremes.
Chicago Alderman Joe Moreno threat-
ened to block the opening of a Chick-l-
A restaurant there unless the company
adopts an anti-discrimination policy, ac-
cording to an AP report.
In Boston, Mayor Thomas Menino
wrote a letter that went viral last week in
which he offers passionate support for
marriage equality before taking that sup-
port too far. I was angry to learn on the
heels of your prejudiced statements about
your search for a site to locate in Boston.
There is no place for discrimination on
Bostons Freedom Trail and no place for
your company alongside it.
Predictably, some LGBT rights groups
gushed in support of this frightening
overreach. The Human Rights Campaign
issued a press release commending Me-
ninos rebuke of Chick-l-A titled, HRC
Commends Boston Mayor Thomas Me-
nino for Saying No to Chick-l-A.
We applaud Mayor Menino for call-
ing out Chick-l-As anti-gay policies,
HRCs Fred Sainz said in the statement.
Chick-l-A is on the wrong side of his-
tory, and we look forward to seeing more
and more elected ofcials and businesses
speak out against their discriminatory
practices.
Meanwhile, in Chicago, an LGBT group
called The Civil Rights Agenda, offered
similar praise for Moreno.
We applaud the statements made by
Alderman Moreno and Mayor Emmanuel
regarding Chick-l-A, said Anthony Mar-
tinez, executive director of The Civil Rights
Agenda. The statements made by
Dan Cathy show that this restaurant has
no place in Chicago. We will continue to
work to ensure that Chick-l-A is not wel-
come in this city until they see the value of
acceptance and diversity.
These tactics are mindboggling in their
shortsightedness. Leave it to LGBT activ-
ists to render Chick-l-As hate mongers
the victims.
Its true that the bigots at Chick-l-A are
on the wrong side of history, but unfor-
tunately so are HRC and the groups that
support government retaliation against a
citizen on the basis of his political views.
Does the LGBT movement really want to
nd itself on the losing side of a debate
over freedom of speech? Sure, criticize
Cathy and his views. Organize boycotts
and protests of the restaurants. And use
this ugly episode to make the case for the
federal Employment Non-Discrimination
Act, because surely Cathys LGBT em-
ployees lack job security. But endorsing
government attacks on a business over
its presidents views however offensive
and wrong is reckless and ignores our
communitys long, painful history of being
victimized by government ofcials.
This government intrusion on free speech
rights is a double-edged sword. Have we
forgotten the days when police raided our
bars? When the White House ignored the
exploding AIDS epidemic because gay men
were the ones seen as suffering? When writ-
ers for this newspaper were forced to use
pen names because they feared for their
day jobs working in the government?
Members of the LGBT community
ought to be the most aggressive in de-
fending the freedom of speech. We con-
tinue to use it in powerful ways to advance
our equality. To now applaud politicians
who would deny business licenses to
companies based on the political views
of their owners might feel good, but are
we so desperate for validation that we
want to stoop to the ugly (and unconsti-
tutional) practices of our opponents?
New York Mayor Michael Bloomberg
got it right when he said, trampling on
the freedom to marry whoever you want
is exactly the same as trampling on your
freedom to open a store. Dan Cathy de-
serves the right of free speech. Hes enti-
tled to his views and welcome to spend his
money funding our enemies. Its ultimately
a losing ght so his money is wasted. We
should counter his message of hate and
intolerance by pressing for justice. This
controversy should be Exhibit A in the
case for ENDA.

FEEDBACK
Re: Who signed the Md. anti-gay
marriage petition?
The full listing of the petition to chal-
lenge the Civil Marriage Protection Act is
now public record. You may nd the sig-
natures of friends, family or colleagues on
this petition. You may wonder how they
are willing to vote to deny you rights,
to dismiss your full being in society and
still consider you friend, family or col-
league. It can feel like a kick in the gut,
or a wave of dread that things are not as
they seem. You may feel the shock of real-
ization that you are not as safe as you had
thought, nor as seen as you had hoped.
The work of transformation which
is what we are doing in our advocacy
is neither smooth, nor logical. There are
levels of acceptance, degrees of cour-
age and a varied willingness to under-
stand. But know this: you are held in a
vast network of advocates who recognize
your beauty, who see your mutual worth,
and who know that equality is vital to us
all. You are held. You are not alone. God
be with you. Rev. Lisa Ward, Maryland

It all seemed normal, until I
reached middle school
By INGRID GOOCH
In my parents house there is a photo
on the mantle, faded from years of expo-
sure to the sun. It has always been a part
of our house; for as long as I can remem-
ber, that faded photo has overlooked our
family room. In it, my mom is dressed in
blue and gold and two men are stand-
ing to her right. Her hair is up in a bun,
decorated with owers, and she is resting
her hand on her stomach. The men are
in suits with the most jovial expressions
on their faces. I am also in the photo,
though I was not yet born. I did not arrive
until ve months after this photo of my
godparents civil union was taken. I nev-
er thought much about that photo until
I began to grow up and realize that the
world is not quite the haven of tolerance
and acceptance of diversity that I had al-
ways assumed was typical.
Tolerance and acceptance of diversity
are core values in our family, and this fad-
ed photo reminds me of the gift that my
parents gave me by modeling these val-
ues over the course of my life. Today, civil
unions and gay marriage are discussed
openly in the news, but 17 years ago, be-
fore this topic was even acknowledged,
we were doing it in our backyard.
As I am writing this, I am realizing that I
have chosen the most difcult question to
address because I have always recognized
homosexuality as a normal part of life, and
it had never occurred to me that this was
something not everyone accepts; that lov-
ing my godparents fell into the category
of acceptance and tolerance of diversity. I
lost this naivety as I grew up and began to
learn that homosexuality was considered a
societal taboo. For example, when I start-
ed school, I would talk to people about
my godparents, unintentionally making
it clear that they were two men. It was a
non-issue in my family, so at six years old
I neither concealed it nor blurted it out. In
fact, I didnt even realize my godparents
were gay until I was about 11 years old; it
was that normal.
Once I got into middle and high
school, though, I began to see opposi-
tion toward gays. For example, during
a school dance, my straight girlfriend
could not bring her straight girlfriend
from another school because it was con-
sidered too suggestively homosexual.
Additionally, I dated a boy who was hor-
ried to discover that my cherished god-
parents were gay. He expressed his feel-
ings by referring to them as perverted
and disgusting. Since I had grown up
with two men as godparents, this op-
position was foreign to me, but once I
was able to grasp that homosexuality
was a controversy in our society, I made
the conscious decision to support gay
rights. Basically, I continued with what
I had been doing all my life, exercising
tolerance and acceptance of the diversi-
ty in our society, I just understood more
clearly what I was really doing in making
this conscious decision.
In high school, I began to lead by ex-
ample rather than sitting quietly on the
sidelines. Two of my high school friends
found the courage the come out to me,
an action that I deeply respect, as I now
understand the level of trust such an ac-
tion requires. Sadly, neither friend felt
comfortable coming out to their par-
ents. They both told me that if they were
to tell their parents, they would be dis-
owned. Whether that is an accurate as-
sessment of how their parents would re-
act is irrelevant; this is the very real fear
with which they live.
I am concerned for my friends because,
based on my godparents experiences,
I know what life could be like for them.
In 1984, one of my godparents was on a
date with another man, enjoying a walk in
the park. Thinking they were alone, they
shared an innocent kiss and returned
to their car. Suddenly, several men ap-
proached them, severely beat them, and
chased after them with shotguns yelling
that they were going to kill you fags.
My other godparent was so tormented by
the intolerance he witnessed in his school
that, in order to survive, he joined the
other boys in beating up gay schoolmates
simply to hide the fact that he, himself,
was gay an act that he now thoroughly
regrets.
Even today, despite the great progress
our society has made for gay rights since
the 20th century, intolerance exists en
masse. My godparents cannot wear their
wedding rings on their left hands, they
cannot keep photos of their wedding,
their vacations or their families on their
desks at work; they cannot talk about their
personal lives in the workplace or secure
spousal insurance through their jobs; they
cannot hold hands in public all simple
acts that the straight community takes for
granted.
As a college-bound young adult, I re-
spect the rights of those who disagree
with me, but my concern is in the harm
that intolerance of diversity can breed.
I have a richer life because my friends
gay and straight feel comfortable
sharing their lives and experiences with
me. Conversely, they have richer lives be-
cause I share my life and experiences with
them. Our peaceful, non-judgmental co-
existence benets everyone and harms no
one. This is, to me, the greatest gift that
diversity in life grants us.

Recent scandals highlight
need for new leadership
By MERRICK GARB & BRYAN
WEAVER
For nearly two years now, elected of-
cials in the District of Columbia have been
embroiled in one ethical lapse after another.
Weve had fully loaded SUVs paid for by
taxpayers, questionable hiring practices,
suspect handling of Metro and lottery con-
tracts, a Council chief of staff sent to prison
for taking bribes from the taxi cab industry,
one Council member indicted for stealing
hundreds of thousands of dollars from a
youth sports league, and our Council chair
indicted for mortgage fraud. And, of course,
our mayor is facing questions about what he
knew and when about a shadow campaign
that illegally raised and spent more than half
a million dollars on his 2010 election.
Each scandal has brought growing,
unwanted attention from the national
media spotlight.
Some, such as Washington Blade col-
umnist Peter Rosenstein (Scandals, low
turnout in D.C. April 12, 2012) argue that
local reporters are focusing too much on
the scandal du jour and not enough on
the progress being made in the city.
There is no doubt that progress contin-
ues to be made each and every day in D.C.
New environmental programs seem to be
launching on almost a weekly basis; while the
unemployment rate is still high, residents are
getting back to work; our budget is balanced
and our rainy-day fund is being restored.
However, simply because the trash is still
getting picked up and a contract is signed
for a streetcar vendor does not mean we as
District residents should turn a blind eye to
some very serious ethical lapses in the Wil-
son Building. One of the best ways to stop
the ethical lapses and turn the media spot-
light elsewhere is to remove the culture of
pay-to-play politics from D.C. government.
Comprehensive ethics and campaign
nance reform are paramount. A variety of
legislation is pending before the Council
covering everything from banning second-
ary jobs for Council members to better dis-
closure of campaign nances. The Council
needs to carefully consider all of this legis-
lation and set personal agendas and pock-
etbooks aside and approve much of this
legislation for the betterment of the city.
In addition, a citizen-led initiative cur-
rently under review by the D.C. Board of
Elections would, if approved, place an ini-
tiative on the November ballot that would
ban direct corporate donations to cam-
paigns. District residents would not be
breaking new ground by approving this
initiative. Currently, 21 other states ban
direct corporate campaign contributions.
But more than anything, the residents
of the District of Columbia must get in-
volved. We can no longer sit on the side-
lines of democracy in the District. Whether
youre a native Washingtonian or some-
one who has only moved here recently, we
all call D.C. home now. We should all try
to improve our city by paying attention to
city politics even when scandals dont ll
up the front page, by registering to vote
and by actually voting. If we vote for can-
didates who are transparent in both their
professional and campaign dealings, we
can steadily clean up this mess.
The District of Columbia is the nations
capital and we should be seen as a model
for high-functioning, thoughtful city govern-
ment, not a model of corruption and greed.

If we vote for candidates who are transparent in
both their professional and campaign dealings,
we can steadily clean up this mess.

New hope for millions
living with disease
Can we really nd a cure for AIDS?
That is the question people are asking
after hearing about Timothy Ray Brown,
and the two other people who have been
cured. What does it actually mean to be
cured of AIDS?
AIDS is a virus and to be cured you need
to kill the virus and stop it from replicating in
the body. We havent found the miracle drug
that will do that and the scientic community
is focused on drugs that are turning AIDS into
a chronic illness and continuing to look for a
vaccine that will prevent it like the vaccines
we take to prevent measles and polio.
During the International AIDS Con-
ference, the World AIDS Institute held a
news conference to introduce Timothy
Ray Brown to the United States. Timothy
is a frail looking man who has survived
more medical issues than any one person
should have to face in a lifetime. He is an
American who was diagnosed with HIV/
AIDS while attending school in Berlin in
1995. Thanks to that countrys Universal
Health Care system, he was given new
medications as they came on the market
and believed with these pills he could
most likely live a long life even with all the
side effects they caused.
Then in 2006 Timothy was diagnosed
with acute myeloid leukemia. He underwent
chemotherapy. Although chemo put his leu-
kemia in remission, it returned. By that time
his doctors heard about studies being done
on something called the CCR5 receptor. It
seems that receptor in our bodies is what al-
lows HIV to attach to the T-cell, infect it and
spread the disease. The research seemed to
show that people without the CCR5 recep-
tor were resistant to HIV infection. It is very
rare to nd people without the receptor.
When it was clear that Timothy would
need a stem cell transplant to ght his leu-
kemia he was lucky and his doctors in Ger-
many who knew of this research were willing
to look for a donor who could accomplish
two things. The rst was to ght his leukemia
and the second was to nd a donor without
the CCR5 receptor to potentially ght his
AIDS at the same time. They found such a
donor. He had his stem cell transplant and
it worked. His leukemia was again in remis-
sion and his body was free of AIDS. While
his leukemia returned and he underwent an-
other stem cell transplant from the original
donor, which nearly destroyed his body (he
is still slowly recovering from that) it is now
more than ve years since his rst stem cell
transplant and he is still free of HIV/AIDS. He
took his last HIV medications on the day of
his rst stem cell transplant.
Timothy was called the Berlin Patient
because he didnt want his name known
and didnt want to be a public gure. But
after one of his doctors inadvertently dis-
closed his name to the media, Timothy
decided that he could make a difference
and give hope to people with HIV/AIDS if
he went public with his story.
So while he has spoken in Europe and
been an inspiration to many last week, Tim-
othy with the help of two other amazing
men held his rst news conference in
the United States. David Purdy, the CEO of
the World AIDS Institute who is successfully
ghting his own battle with HIV, and Chad
Johnson, its co-founder, CFO and general
council, helped Timothy announce the for-
mation of the Timothy Ray Brown Founda-
tion dedicated to nding a cure for AIDS.
Currently only 3 percent of the money
going into research is dedicated to looking
for a cure. Timothy wants to change that
and to fund research to nd a cure giving
hope to the millions infected with HIV/AIDS.
You cant help but be inspired by this
man who is willing to share his life to give
hope to others. Lets hope he can raise
money through his foundation and give
impetus to others to ensure that while we
look to nd a vaccine to prevent AIDS and
drugs that make it possible to live with HIV/
AIDS we also focus attention on nding a
cure. Timothy said his dream is not to be
the man who stands before you and says,
I am cured but to be the man who stands
before you and says We are cured.

As a Chick-l-A virgin, no taste bud
recall explains why so many including
gay and lesbian devotees delight in
what has been referred to as the chicken
crack of popular fast food offerings.
People love the stuff. Its the side dish of
anti-gay political sentiment by the national
chains CEO Dan Cathy that leaves a bad taste.
In D.C., there is only a single restrict-
ed-access college food court spot with
a limited menu selection and a mere
handful of metropolitan area full-service
outlets among the chains nearly 2,000
locations. However, the announcement
earlier this year of a summer food truck
launch triggered a robust discussion of
Chick-l-A corporate political contribu-
tions to groups opposing LGBT civil and
marriage equality.
For locals, the national controversy
that erupted last week had a been-there-
done-that squawk to it.
Former local restaurateur and now
food scribe, cookbook writer and Wash-
ington Post culinary columnist David
Hagedorn sent feathers ying in March
when he responded via Twitter to the
breathless chatter about a coming Chick-
l-A curbside mobile vendor now operat-
ing on District streets. He set off an on-
going months-long discussion on social
media, generating extensive local news
and blog reporting.
The chains funding of anti-gay organiza-
tions quickly became as well known in the na-
tions capital as their crazy-beloved wafe fries.
When the debate went nationwide,
however, it took a decidedly wrong turn
at the henhouse. Worse, LGBT activists,
community leaders and commentators
across the country irresponsibly jumped
on a hatechicken bandwagon driven by
politicians promoting illegal prohibitions
of commerce based solely on political
beliefs. A plethora of prohibitionist peti-
tions popped up online.
Cascading and stunningly irresponsi-
ble statements by elected ofcials in Chi-
cago, Boston, Philadelphia, Pittsburgh,

Chick-l-A retail expansion did not ben-
et public perception of our communitys
civil and marriage equality efforts. In fact,
public dismay over threats to violate the
legitimate rights of a business due to the
political opinions of its owner and the -
nancial contributions of the company has
detrimentally muddied the issues.
You know its bad when New York City
Mayor Michael Bloomberg no defender
of business rights or believer in regula-
tory common sense is compelled to
publicly chastise Chicago Mayor and
former White House chief of staff Rahm
Emanuel and city alderman Joe Moreno
on the legitimacy of their coercive stance.
The ACLU of Illinois identied a con-
stitutional problem with discriminating
against someone based on the content
of their speech.
Stephen Colbert pondered on his Com-
edy Central show whether we now expected
our food to have political beliefs. We found
ourselves reviving a foolish culture war, this
time a hyped bitter battle over chicken.
Chick-l-A is not accused of discrimi-
natory operating policies, including to-
ward its LGBT employees and customers.
As quickly as government attorneys were
able to get to ofceholders, they began
walking back their statements.
Have we forgotten it was illegal in some
jurisdictions to serve alcohol to homosexu-
als or acquire a liquor license, criminalizing
our social gatherings and precluding com-
munity business creation? Do we support
business bans utilizing licensing and zoning
obstructions when applied to companies
that publicly support same-sex marriage?
Do we not believe that business owners
have the same right to participate in political
discourse as the rest of us? If no, someone
needs to call Amazon founder Jeff Bezos
and his wife MacKenzie to tell them to re-
scind their generous $2.5 million donation
last week supporting a November same-sex
marriage referendum in Washington state.
There is no harm in spreading the word
about outrageous opposition to our full
civil equality. But a word of caution: na-
tional consumer boycotts are rarely suc-
cessful. We run the risk of appearing as
politically impotent as the so-called Mil-
lion Moms did when its recent JC Penney
boycott over the companys selection of
Ellen DeGeneres as a television commer-
cial celebrity zzled.
The hit YouTube and iTunes parody
Chow Down at Chick-l-A featuring Ru-
Pauls Drag Race contestant Willam Belli
and drag cohorts Detox and Vicky Vox is
an instrument of persuasion more effec-
tive than the hard-edged and distracting
sideshow antics of pandering politicians.
Especially when the special sauce of-
fered by politicos lacks legal muster or
any hint of fairness.

Shame on natl advocacy
groups for ignoring his plight
By PHILIP FORNACI
During the second week of July 2012,
Pfc. Bradley Manning endured a sixth
round of pretrial evidentiary hearings in
preparation for his eventual trial for alleg-
edly leaking information to Wikileaks. The
most famous gay soldier in the U.S. military,
Manning faces a possible life sentence,
or even execution. Physically unimposing
standing barely ve feet tall and 100
pounds, this young gay soldier was joined
in the hearing room by a handful of com-
mitted supporters, but shamefully, no one
from any LGBT advocacy organization.
Manning was arrested in Iraq in May
2010, after a government informant report-
ed a series of Internet chats with someone
he identied as an American soldier in Iraq,
BradAss87. The military has asserted,
without veriable evidence, that Manning
is BradAss87. In chats with the informant,
BradAss87 indirectly took credit for leaking
the so-called Collateral Murder video to
the whistleblower website Wikileaks.
The graphic video footage shows
American soldiers in Iraq laughing while
gunning down civilians on a Baghdad
street including two Reuters report-
ers and several children. Based on these
chat logs, Manning was taken into cus-
tody while on duty in Iraq. Subsequent
leaks to Wikileaks of thousands of politi-
cally embarrassing U.S. diplomatic cables
were later attributed to Manning. De-
spite administration statements that the
cables and the video had no national se-
curity impact, Manning was charged with
aiding the enemy, among other offenses.
Manning has remained incarcerated for
the ensuing two years, with months of fur-
ther imprisonment before he will be tried.
For the rst 10 months of incarceration in
2010-11, the military subjected him to tortur-
ous conditions in a maximum-security brig.
Manning was held under constant video
surveillance, 23 hours per day in solitary
connement. For much of this time, he was
forced to appear naked at parade rest in
front of his cell for morning inspection, his
legs spread and genitals displayed in full
view of ofcers. This sexually humiliating
treatment, rife with homophobia, is similar
to reported practices in the infamous Ameri-
can prison camp in Iraq, Abu Ghraib.
The militarys treatment of Manning is
undeniably a hate crime. He has been sin-
gled out for abuse what the United Na-
tions has characterized as cruel and inhu-
man treatment for his alleged whistle
blowing, yet the perverse sexual humilia-
tion and degradation inicted upon him
is inextricably linked to his sexual orienta-
tion. In an attempt to break Manning,
to get him to divulge information about
Wikileaks (which he likely does not pos-
sess), the specialized torture regimen fo-
cused on isolation and sexual humiliation.
When the mainstream media cover the
Manning case at all, reports tend to high-
light his sexuality and paint him as unstable
and weak. PBSs Frontline special on
Manning devoted signicant time to Man-
nings coming out struggles. Similar reports
appeared in the New York Times and The
Guardian. New York magazine emphasized
Mannings gender identity struggles, de-
scribing him as disturbed and unstable.
The link between Mannings sexual orien-
tation and his alleged offenses is present-
ed in virtually all mass media accounts as
pathological. It is somehow inconceivable
that Manning could have any motivation
beyond psychological weakness for releas-
ing to the world massive evidence of the
U.S. militarys lawlessness.
While the national LGBT advocacy or-
ganizations shamelessly shower President
Obama with praise for allowing openly
gay men and lesbians to enlist in the mili-
tary, their complete silence on the Manning
case is indefensible. This is particularly true
in light of Obamas repeated endorsements
of the brutal and homophobic treatment
doled out to Manning. But the persecution
of Manning is a gay issue not simply be-
cause his abuse at the hands of the military
and the mass media has been decidedly
and viciously homophobic. If Manning did in
fact leak information to Wikileaks as he is ac-
cused, he has displayed enormous courage.
He is a role model for how gay and lesbian
service members should behave in the face
of violations of the U.S. Constitution by the
government entrusted with defending it.
As more gay men and lesbians en-
ter the military, they will encounter the
same kinds of horrors Manning saw in
Iraq, witnessing episodes of torture,
murder and unchecked violence against
civilians. Their responses will reect their
own moral principles, in part shaped by
a heightened sensitivity to oppression as
a result of their own experiences. In the
new era beyond Dont Ask Dont Tell,
Manning is a model of what a strong and
proud gay soldier should be, but he has
yet to receive the support of the broader
LGBT community he deserves.
Beginning Aug. 27, Manning will have
another series of pretrial hearings at Ft.
Meade, Md. At long last, the Washing-
ton-Baltimore LGBT community should
show up in force to support him and de-
mand justice for one of our own.

Grateful for pioneers
posthumous coming out
No matter how well we think we know
them, our icons often surprise us. Like many
who were saddened when Sally Ride, the
rst American woman to y in space, died
on July 23 at 61 from pancreatic cancer, I was
surprised to learn that the trail-blazing astro-
naut, is survived by Tam OShaughnessy, her
same-sex partner of 27 years.
As a lesbian, I bet Im not alone in hav-
ing mixed feelings since hearing about
Rides death and her relationship with
OShaughnessy. Id wager that many of us
in the LGBT community are mourning the
loss of a beloved scientist, space pioneer
and teacher; while wishing that, though
her same-sex relationship was an open
secret among her personal circle, Ride
could have come out more widely. At
the same time, if youre like me, though
deeply sad that Ride lost her 17-month
battle with cancer, youre thrilled to have
another great gay role model for our
team especially LGBT youth.
Whatever our wishes and expectations
of our heroes, whether or not to come out
remains, even now when a newly out ce-
leb emerges every nanosecond, a highly
personal and, often difcult, decision. De-
ciding if, when and to whom you should
reveal your sexual orientation, depends
on your temperament and circumstances.
Ride became famous around the world,
when, at age 32, as the youngest Ameri-
can to go into space, she ew into space
for the rst time on the shuttle Challenger
on June 18, 1983. At the launch at Cape
Canaveral, 250,000 wearing T-shirts read-
ing, Ride, Sally, Ride (from the song
Mustang Sally) cheered Ride on, report-
ed her obituary in The New York Times.
The late Johnny Carson, then the reigning
king of comedy, joked about Ride on The
Tonight Show and reporters, because of
her gender, asked how being in space im-
pacted her menstrual cycle.
Millions of little girls are going to sit
by their television sets and see they can
be astronauts, heroes, explorers and sci-
entists, Gloria Steinem said after Rides
rst space ight.
Yet Ride, a Renaissance woman with
expertise in Shakespeare, physics and X-
ray astronomy, who was encouraged by
Billie Jean King to become a professional
tennis player, shunned fame, craved pri-
vacy and downplayed the signicance of
being the rst woman to go into space.
Its too bad this is such a big deal, she
said at a NASA news conference, Its too
bad our society isnt further along.
Bear Ride, a lesbian who has been ac-
tive in gay rights, is Sally Rides sister. She
was just a private person who wanted to do
things her way. She hated labels (including
hero), Bear Ride wrote in an e-mail about
her sisters choice around coming out, ac-
cording to the Associated Press.
It would have been wonderful if Ride,
a famous astronaut and an inspiration to
girls and women, had come out to the
world. How great it would have been if
Ride had fought for marriage equality or
to end workplace discrimination against
LGBT people. What a morale boost it
would have been to the queer communi-
ty if, Ride and OShaughnessy, San Diego
residents, had gotten married.
But being openly gay would have likely
been hard for Ride when she was with NASA
(where it would have probably been viewed
as a distraction from her work). Lets remem-
ber: everyone doesnt have to be a gay rights
activist; and being out only to family and
friends isnt the same as being closeted.
Im grateful to Ride for being posthu-
mously open about her relationship with
OShaughnessy. I hope [Rides coming
out in her obituary] makes it easier for
kids growing up gay that they know that
one of their heroes was like them, Bear
Ride wrote on NBCNews.com.
Because of Rides legacy, LGBT children will
know they can reach for the stars. R.I.P. Sally.

When David Chung took his own life a
few weeks ago, his death sent shockwaves
through a community that knew him as the
smiling Nellies bartender. As hundreds
gathered at his funeral service, many only
wanted to remember the happiness he
brought to those around him.
But Chungs death is a reminder of a
serious and often silent illness that has
long plagued the LGBT community.
According to a 2008 study from the Suicide
Prevention Resource Center, lesbian, gay
and bisexual youths and young adults are
three times more likely to report suicidal
ideation (thoughts about suicide) and as
high as seven times more likely to have
reported attempting suicide. Research in
these areas is still limited since mortality
data does not report sexual orientation.
And while LGBT teen suicide has
gotten a lot of attention in the last two
years since a spate of bullying and suicide
cases have been reported around the
country leading to gay columnist Dan
Savages It Gets Better campaign and
renewed awareness of the Trevor Project
(thetrevorproject.org), an LGBT youth
suicide prevention non-prot, depression
and suicide disproportionately affect
LGBT people at various ages.
Randy Pumphrey, manager of
behavioral health at Whitman-Walker
Health, says part of suicide prevention is
being able to tell the warning signs. He
admits, however, that it is not easy for
people not trained in the medical eld
to differentiate between normal ups and
downs and full-blown depression.
I think it is going to be hard, unless
you know the person really well, he says.
You need to watch for extreme changes
in behavior.
Some of these behavioral changes
include not acting the same at work or
in social groups, withdrawing from social
situations, engaging in more risky activities
and verbalizing a death threat or wish.
A lot of people will make outright
allusions to suicide like, I wont be here
anymore, says Tamara Pincus, a clinical
social worker and therapist. They may
even start to give their possessions away
to people, indicating that they are making
plans to take their lives.
Both Pumphrey and Pincus cite
the stigma LGBT people face as a big
stressor on those already predisposed to
depression.
It might be internalized homophobia,
Pumphrey says. People who are having
trouble identifying as gay or lesbian when
they are in a heterosexual marriage or not
being able to come out at their job, they
might attempt suicide. This feeling of

Teen suicide has received renewed awareness but the issue can affect gays well into adulthood

It started with a brainstorming session. In 2000, Home Rule (1807 14
th
St.,
N.W.; homerule.com) owners Rod Glover and his business partner Greg Link
were brainstorming ideas for how to generate an inux of business in notoriously
slow August so they could afford trips to retail shows at which they could order
merchandise for fall.
They came up with the idea for a sidewalk sale and persuaded about seven of
their neighbors to join them. It was a hit they took all their merchandise, set
it up out front and were soon on their way to the shows.
Though theyre not as involved in the planning of it now, the tradition
continues. Look for the 13
th
annual MidCity Dog Days Sidewalk Sale this
weekend from 9 a.m. to 8 p.m. Saturday and 10 a.m. to 7 p.m. Sunday where
about 70 businesses in the area around P and 14
th
(stretching up to U Street)
bring their wares outdoors for the weekend (midcitydogdays.com).
We just kind of take everything thats been sitting on the shelf for the last
nine months or been taken off the shelf, and move it out to the sidewalk at 50
percent off and its a big hit, Glover says. Its very practical housewares stuff.
Things people actually need.
Glover, a 50-year-old Camp Hill, Pa., native, came to D.C. in 1987, his arm
twisted by several friends whod moved here and wanted him to join them. He
worked in various retail shops and has always practiced his artwork on the side.
He recently exhibited at Gallery Plan B with a show featuring sculpture and found
wood he scorched with a propane torch. He and Link opened Home Rule on
Labor Day weekend 1999. He says because of the growth in the neighborhood
and a loyal customer base, its been successful even in the down economy.
Glover and his partner, lawyer Tom Mayes, live together in Dupont Circle. Glover
enjoys creating art, cooking, entertaining, magazines and cookbooks in his free time.

2 AUGUST 03, 2012 QUEERY: 20 QUESTI ONS FOR ROD GLOVER
HOW LONG HAVE YOU BEEN OUT
AND WHO WAS THE HARDEST
PERSON TO TELL?
I came out to my friends in college
when I was 19, (and my painting professor)
but didnt come out to my parents until I
was 30, on an Easter Sunday, just before
I moved into a one bedroom with my
partner. That was the hardest. My mothers
immediate response: Mothers know
these things. Is there anyone special?
WHOS YOUR LGBT HERO?
I have two. My partners cousin, Mary
Margaret Peggy Cleveland, because
she came out to her North Carolina
Presbyterian congregation in her 70s,
after having been a missionary in Africa,
during a big church debate on the role
of LGBT people. And my friend Stephen
Skinner, who founded Fairness WV,
and whos running this fall for the West
Virginia House of Delegates. If elected,
he would be the rst openly gay delegate
in West Virginia. Support his campaign.
WHATS WASHINGTONS BEST
NIGHTSPOT, PAST OR PRESENT?
My apartment. Ask people.
DESCRIBE YOUR DREAM WEDDING.
It would be just like our friend Jenny
Allens Hootenanny a big party
with all of our friends, the Speakeasy
Boys playing bluegrass, handsome
bartenders, barbecue and the Potomac
River as a backdrop.
WHAT NON-LGBT ISSUE ARE YOU
MOST PASSIONATE ABOUT?
Affordable higher education,
affordable health care and the freedom
to create.
WHAT HISTORICAL OUTCOME
WOULD YOU CHANGE?
The long persistent inuence of
Puritanism, here and throughout the
world.
WHATS BEEN THE MOST
MEMORABLE POP CULTURE
MOMENT OF YOUR LIFETIME?
Three. Seeing Jackie Hoffman on
Broadway in Hairspray, Xanadu and
The Addams Family.
ON WHAT DO YOU INSIST?
That my friends come to my house,
eat my cooking and take leftovers home.
WHAT WAS YOUR LAST FACEBOOK
POST OR TWEET?
Katie Petix manages our Facebook for
Home Rule. She beats me hands down
in posting.
IF YOUR LIFE WERE A BOOK, WHAT
WOULD THE TITLE BE?
La-Bas, but its already taken.
IF SCIENCE DISCOVERED A WAY TO
CHANGE SEXUAL ORIENTATION,
WHAT WOULD YOU DO?
Ignore it.
WHAT DO YOU BELIEVE IN BEYOND
THE PHYSICAL WORLD?
The ghosts that inhabit my cabin in
West Virginia. They party so much it
keeps me awake.
WHATS YOUR ADVICE FOR LGBT
MOVEMENT LEADERS?
I dont really have much of an activist
soul, but I deeply admire those who do:
Keep at it and thank you.
WHAT WOULD YOU WALK ACROSS
HOT COALS FOR?
The last wedge of Parmigiano
Reggiano. And my beautiful nieces.
WHAT LGBT STEREOTYPE ANNOYS
YOU MOST?
Any assumption that prejudges me or
others annoys me.
WHATS YOUR FAVORITE LGBT
MOVIE?
Trick. Tori Spelling is fabulously
nutty and the movie reminds me of
myself and my friend Debbie.
WHATS THE MOST OVERRATED
SOCIAL CUSTOM?
Being too polite to say you want more.
WHAT TROPHY OR PRIZE DO YOU
MOST COVET?
I already have it the senior art
award at high school graduation.
I always felt like such an outsider,
and I didnt know in advance, so it
meant the world to me. I received
the psychology award too Im still
bafed by that one. My partner says he
gets it.
WHAT DO YOU WISH YOUD KNOWN
AT 18?
How much fun life is.
WHY WASHINGTON?
In 1987 my friends, who had already
moved here, set me up with a job and
an apartment. I have the best friends on
the planet.

Studio production
cleverly reimagines
Andrew Jacksons legacy
By PATRICK FOLLIARD
After spending an afternoon with then-Sen.
Kennedy and his young wife Jackie, Tennessee
Williams said to fellow guest Gore Vidal that
the American people would never send their
hosts to the White House, they were way too
attractive. (During the same visit, according to
Gore, Williams also commented favorably on
the future presidents backside).
Of course, Williams was dead wrong.
The golden couples hotness was a boon.
In the irreverent, emo-rock musical Bloody
Bloody Andrew Jackson, now playing at
Studio 2ndStage, our seventh presidents
political success is based largely on his
own less polished physical appeal. Hes
imagined as an oversexed rock god.
Early in the brisk 90-minute musical,
Jackson (Heath Calvert) leers at the audience
and says Im going to put in you that
same classy pickup line used so successfully
by the boys on TVs Jersey Shore. It works
for Jackson too random women want to
have his baby and at least one man, his vice
president Martin Van Buren, played by Davis
Hasty, is terribly smitten.
Jackson is also an outsider at a time when
the adolescent country is already wary of
Washingtons power elite (played here as a
foppish foursome). Born and bred on the frontier,
hes an aggressively unapologetic populist hawk
who plays his base like a fiddle. The electorate
wants change and Jackson fits the bill.
Sporting heavy guyliner and a thatch
of oppy black hair, lanky Broadway vet
Calvert is terric as the callow Jackson. He
looks good and exudes irritating arrogance
pierced with hints of vulnerability. Mercifully,
Calverts comedic portrayal is nuanced. In
lesser hands, the performance could be
numbingly one dimensional.
And talk about an energized base: Jacksons
supporters, played by a talented young
ensemble, are on re. Athletic actors Alex Mills
and Ryan Sellars literally jump off the walls. As
the narrator, Felicia Curry is solid but underused.
Shes especially funny reminiscing about her
rst love, a big-busted Wellesley girl.
Unlike a lot of rock musicals, Bloody
isnt sung through. Alex Timbers book
unfolds rapidly in a series of parodic
sketches covering Jacksons hardscrabble
childhood, years spent slaughtering
Native Americans, marriage to the already
married Rachel (the talented Rachel
Zampelli) and political ascent.
Staged by Keith Alan Baker with Christopher
Gallu and Jennifer Harris, the mostly fast-
paced show isnt without lulls, particularly
some tedious Oval Ofce scenes. And while
a lot of the shows humor feels overwrought
more sophomoric than satirical songs like
Populism Yea Yea and Rock Star from out
composer Michael Friedmans rst-rate, hard
driving score make it all OK.
With Ten Little Indians, a sweetly sung
number about Native American genocide,
Choreographer Diane Coburn Bruning
cleverly demonstrates the demise of the great
nations: Humbled leaders edge toward the
end of a plank where one by one theyre killed
off by shots to the head and knives to the neck.
Backed by historical projections
(battleeld scenes, half-built Washington
landmarks), Giorgos Tsappass open set
with its blood-smeared stage oor nicely
accommodates the productions large
20-person cast as well as musical director
Christopher Youstras dressed-down band.
While much has been made of Jacksons
tight pants, theyre less remarkable than
what you might see at Town on a Saturday
night. Far more interesting are his short
military jackets by Ivania Stack. Early on, his
coats are dirty and decorated with bloody
scalps. Later versions are cleaner, more
beautifully tailored. His rise and inevitable
entry in the establishment (much to his
fans dismay) is reected in his costumes
and Friedmans score with songs Im Not
That Guy and Im So That Guy.
Toward the end, the show briey sobers
up and makes a stab at exploring Jacksons
muddled legacy. Then its back to what it
does best: The cast closes the show with
a joyous and raucously performed version
The Hunters of Kentucky.
From the portraits of a usually shaggy
Jackson hanging around town, its hard to
know if Old Hickory was truly a hear tthrob.
Too bad Van Buren isnt it around to ask.

Outwrite Book Fair
By JOEY DiGUGLIELMO
joeyd@washblade.com
Even in a culture-rich town like
Washington, there are always a few
pockets of time usually in the dead of
winter after the holidays or right about
now when the novelty of summer has worn
off but nobodys ready for fall yet either
when theres almost nothing going on.
Organizers at the D.C. Center think
the dog days are a perfect time for
the OutWrite Book Fair, which is back
this weekend for a second installment.
Organizers guess between 200-300
attended last years maiden event and say
its important, even with book sales having
migrated mostly online, for queer authors
and readers to have a place to gather.
Literature is one of the many ways in
which we express ourselves and nd echoes
of our own lives, says Lin Wang, a Center
intern who helped organize the event.
Hosting an LGBT book fair is one way to
afrm queer identities and give them an
empowering environment where they can
keep creating and celebrating their art.
Several readings, performances,
discussions and spoken word events are
planned throughout today and Saturday.
Many new and used LGBT-themed books
will be available.
Among the highlights:
Gay aurhor anc lormer srripper Fick
McGranahan will read from his memoir
The Ghost of Puppyboy, which tells of
his years in the 90s working at the former
D.C. gay strip club WET, where he found
what he calls microcelebrity status,
good money but also drugs and alcohol.
His reading will be Saturday at 11 a.m.
I kept journals during all of my dancing
years, he says. The relationships,
people, places and endless nights. I would
revisit the journals and read them over and
over and end up with insomniac attacks
from the memories.
LesLian poer anc morher Brirrany
Fonte of Annapolis, Md., will read from her
book Buddha in My Belly, a prose poetry
collection, Saturday at 5 p.m. She says
having two kids, now 2 and 6, made novel
writing too time consuming. She found the
shorter windows of time she had available
more conducive to writing poetry. Her
book just came out two weeks ago.
I think when I was a kid, I didnt see any
gay or lesbian authors, she says. We heard
about Walt Whitman and Langston Hughes
in school but we didnt know anything about
them being gay. Teens coming out now
have so much more experience with being
able to nd role models and people to talk
to theres less suppression and bullying.
Gay poer anc novelisr Fashic Darcen,
a life-long Washingtonian, will be part of
a poetry reading with several other poets
dubbed head/heart/soul Saturday at
6:30 p.m.
He says with Lambda Rising no longer in
business in D.C. and precious few mainstream
bookstores remaining anywhere, its important
for writers to have a place to gather.
Theres a chance to do some of that
at Pride events, but thats not the kind of
thing where you can have much of a niche
market either, he says. I think its really
important for the Center to provide an
alternative to the existing constructs, as
a sort of replacement for the bookstores
that no longer exist.
Sarurcay nihr ar 8:15, perlormance arrisr
Kimberly Dark will close the festival. The San
Diego-and-Hawaii-based lesbian has been
performing for LGBT audiences in arenas of
all sorts since the mid-90s. She says issues of
sexual orientation and gender, which largely
inform her work, provide almost endless
fodder for observation and discussion.
Everyones lives matter and even today,
we still have a really narrow image of whos
who in the world, she says. Its very hard
for many people to see their own lives
reected on stage or TV.

rejection, that can be a really huge thing.
Mary Lou Wallner, minister at T.E.A.C.H.
Ministries, directly understands how rejection
can affect a person. Her daughter, Anna,
committed suicide in 1997. Wallner says her
daughter came out to her in a letter in 1988.
At the time I was deeply entrenched in
a conservative church, she says. When
she came out, I thought that it was an
abomination. I told her so in a letter.
In the letter, she wrote, I will never
accept that in you. I feel its a terrible
waste, besides being spiritually and
morally wrong I do and will continue to
love you, but I will always hate that.
Waller says she did not understand that
her sexual orientation was not a choice. Nine
years went by during which they continued
contact but then in 1996, Anna began seeing
a therapist who encouraged her to cut
off contact with her family. Wallner began
collecting cards and money she wanted to
give her daughter in a shoebox so when they
began speaking she could give them to her.
Wallner never got the chance.
There were probably a ton of warning
signs, she says. I feel there were clues
she was trying to give me. I have many,
many regrets.
Before Anna came out to her mother,
she tried slitting her wrists and in another
incident, took a whole bottle of aspirin.
In hindsight, Wallner says she would
have, gotten in her car and driven to
her right away once she had cut off
communication.
Pumphrey says the challenge is not
only identifying the warning signs of
depression, but also taking action. He
says it might be a challenge to speak with
someone who is going through this, but in
the end it would be worth it.
What happens in our culture is people
are afraid to ask the questions about how a
person is thinking and feeling, he says. If a
person is having suicidal thoughts, they are
usually thinking about how they are going to
do it. Getting their plan helps you intervene
and it may buy you some time.
If a person seems to be posing an
immediate threat to themselves or others,
Pumphrey says the person should be taken
to an emergency room or 911 should be
called. This way he/she can be evaluated
and possibly get treatment.
My prerogative at this time is going
to be their safety, he says. They may
be angry upfront because it feels like a
violation, but this is really serious and they
might need help.
Pincus says there are still several
challenges facing the LGBT community,
especially teenagers and young adults who
are really connected to their family. She
suggests if families are not supportive of
their childs sexual orientation, that person
should seek support outside of their family.
I think we would like to say that our
society is getting past the stigma of LGBT,
but we are really not, she says. Pincus,
who came out as bi when she was 16,
says that the continual harassment and
bullying that occurs in schools and other
social venues to LGBT people is a major
reason why the suicide rate is higher than
for other groups.
People are still getting beat up for
holding hands with their partners and
transgender people are getting shot
because of their gender identity, she says.
Since her daughters death, Wallner
has shared her story with other groups
around the country and was featured in
the documentary For the Bible Tells Me
So. She began T.E.A.C.H. Ministries,
which stands for To Educate About the
Consequences of Homophobia. She tries
to spread the message of tolerance, not
only for the LGBT community, but also for
those who may not understand completely.

Local gay softball league
celebrates undefeated
winning streak
By KEVIN MAJOROS
The Chesapeake and Potomac
Softball League (CAPS), an LGBT softball
league, wrapped up their summer league
season last weekend with rain-delayed
season games played on Saturday and
the End of the Season tournament on
Sunday.
The District Dawgs, sponsored by
the Blade, had a phenomenal season
going 15-0 during the summer to win the
DuPont Division and nishing fourth at
the season ending tournament.
The CAPS summer league consists
of 18 open teams (mostly men) in three
divisions and six womens teams in
two divisions. The league follows the
sanctions established by the North
American Gay Amateur Athletic Alliance.
The District Dawgs were established
in 2009 as the D.C. Fury and switched to
their current name earlier this year. With
not much player turnover, they were able
to grow as a team over the years.
We had some great momentum
going at the end of last year, says Dawgs
player Jake Trees. After the season
wrapped up in August, we went on to win
the season ending tournament.
The Dawgs play in the DuPont Division
which is a C category division. According
to Alliance guidelines, that places the
players somewhere between competitive
and recreational. All of the players in the
CAPS leagues are ranked into categories
before they are assigned to a team.
League ofcials test player abilities
such as throwing from third base to rst
base or being able to hit to each part
of the outeld. They are then placed on
teams with similarly skilled players.
The District Dawgs had 12 players
return from last year and added four new
players to the squad that would go on
to post an undefeated record in season
play. They range from 21 to 50 years old.
As is the case with all the teams in the
CAPS summer league, the Dawgs began
the preseason with weekend practice
sessions to hone their skills. After practice
they could often be found at local
restaurants or at one of their teammates
swimming pools.
Our strength this year came from
consistency and the fact that we know
each other so well. Trees says. Coach
Billy Richardson had the tough job of
deciding who would play each week and
in what position. We all wanted to play all
the time.
Coming up for the District Dawgs is a trip
to New York City on Labor Day Weekend
where they will compete in the Gotham
Softball Classic 2012. Last year they ended
up second in the tournament which is
contested on the elds in Central Park.
Also coming up is the possibility that
the Dawgs may have to move into the
B Division next season. The CAPS are
considering a new rule that would require
any team winning 75 percent of their
games to move up to the next division.
While the task of advancing to a
more skilled division is daunting, Trees
acknowledges that decisions made by
the CAPS board are based on the need
to grow and maintain the league.
More information is available at

Exceediug Your Expeclalious
By DANIELE E. HERNDON
Your signicant other has reached the
end of a long and painful battle with a ter-
minal illness. As you have discussed many
times, his wish is to die peacefully with
pain management but no heroic mea-
sures. He cannot voice that wish, howev-
er, because he can no longer speak. The
choice is in your hands. Or is it?
It depends on a number of factors,
including whether your signicant other
has a living will, durable power of attor-
ney, or advance directive and whether
you are married or registered as a do-
mestic partnership.
A durable power of attorney for health
care is a legal document that names
a medical decision maker if a person is
incapacitated. It important for same-sex
couples to know that if you do not have
an advance directive naming your signi-
cant other or a friend as your agent and
you are not married or registered as do-
mestic partners, the hospitals and courts
will look to your closest biological family
member to make health care decisions
for you, and your signicant other will
have no legal right to make such deci-
sions, or in some cases, to even visit you
in the hospital. Without this document,
your signicant other will also not be able
to claim your body after death or direct
the disposition of your remains.
A nancial power of attorney can also
be important to designate who will be
in charge of nancial matters in case of
medical emergencies or incapacitating
illness. Again, District courts will give
blood relatives rst choice to manage
your signicant others nances, even if
you have a different choice.
A living will, or advance directive, is a
legal document that species the types
of life-sustaining measures you want to be
used, if necessary, and which measures you
do not want. This document can be impor-
tant to persons living with terminal illnesses
because it outlines end-of-life choices that
may be contested by family members. In
addition to having a living will, each partner
should discuss their end-of-life choices with
family members to avoid objections later on.
The purpose of the District of Colum-
bias Health Care Decisions Act of 2003 is
to afrm the right of all competent adults
to control decisions relating to their own
health care and to have their right and in-
tentions in health care matters respected
and implemented by others if they be-
come incapable of making or communi-
cating decisions for themselves.
Under the Act, an individual is inca-
pacitated if he or she lacks sufcient
mental capacity to appreciate the nature
and implications of a health care deci-
sion, make a choice regarding the alter-
natives presented, or communicate that
choice in an unambiguous manner.
It is important to note that there is a
presumption that an individual is capable
of making health care decisions. Speci-
cally, the law provides that mental inca-
pacity to make a health care decision may
not be inferred from the fact that an indi-
vidual: (1) has been voluntarily or involun-
tarily hospitalized for mental illness; (2) is
mentally retarded; or (3) has a conserva-
tor or guardian appointed. Rather, men-
tal incapacity to make a health care deci-
sion must be certied by two physicians.
If no durable power of attorney for
health care decisions exists and a per-
son has been certied to be incapaci-
tated, then the following individuals, in
the order of priority set forth below, may
make health care decisions on behalf of
the incapacitated individual: (1) A court-
appointed guardian or conservator of the
patient, if the consent is within the scope
of the guardianship or conservatorship;
(2) the spouse or domestic partner of the
patient; (3) an adult child of the patient; (4)
a parent of the patient; (5) an adult sibling
of the patient; (5A) a religious superior of
the patient, if the patient is a member of
a religious order or a diocesan priest; (5B)
a close friend of the patient; or (6) the
nearest living relative of the patient.
Under the Act, if your signicant other is
not your spouse or domestic partner, you
will have to petition the court to be ap-
pointed as guardian, or get in line behind
a bevy of people who may or may know or
care about your loved ones wishes.
Even if a guardian or conservator is ap-
pointed, however, the spouse and all oth-
er individuals of lower priority as set forth
in D.C. Code have the right to challenge
in court any decision made by a person
of higher priority, including the guardian
or conservator. Moreover, if a spouse or
other person of lower priority can demon-
strate a better knowledge of the wishes of
the patient or, if the wishes of the patient
are unknown and cannot be ascertained,
is better able to demonstrate a good-faith
belief as to the wishes of the patient, then
he or she can rebut the order of priority
established by statute.
