Bylaws for Galkacyo Women Peace Platform (WPP)

During two days workshop meeting on 25-26 February, the WPP has agreed the flowing articles as their bylaw, and it will be abided by all platform members. Article 1: The name of Platform: Galkacyo Women Peace Platform (WPP). Article 2: The mandate of the platform: to actively participate in peace building processes and development in the district. Article 3: The number of the platform members is 26 women from women groups and some from authority. Article 4: The structure of the platform: The WPP will have executive committee which consist 11 members -Chairlady - Two deputy Chairladies -Secretary -Treasurer plus 6 members

Article5: Responsibility of Executive Committee: To implement their assigned activities. To take a lead of WPP activities and initiatives Preparation of strategic planning and other necessary documents To advocate peace, stability and conflict resolutions in the district To be neutral during conflict mediation and peace building process To work on and respect the bylaws of the platform

Specific Responsibilities: Chairlady She is responsible to call for the meetings of the platform after consultation with executive committee. She chairs the meetings. She coordinates the activities of the platform, liaisons the relationship between the platform and the community. She is primary signatory. The chairlady should be oriented peace building and conflict resolution activities. The chairlady will hold the responsibility of the office for 2 years starting from July 2011 up to June 2013 She will be elected through the approach of fifty plus one (50+1) among members of the platform.

Two vice Chairladies They are assistances of chairlady. The first vice chairlady will lead the meetings when the chairlady is not present. The second vice chairlady will chair the meetings when other seniors are absent. They will carry the duties that the chairlady delegates to them.

Secretary Taking and preparing meeting minutes. To organize all data and documentations. Keeping and collecting all important documents and other assets for WPP. Fulfilling other assigned work by chairlady.

Treasurer To record all financial transactions.

To procure all necessary materials. Payments of all expenses incurred by the platform after she receives the chairladys authorization. The treasurer co-signs all financial documents with the chairlady.

Article 6: The platform meetings: The members of Galkacyo WPP will meet once a month. They would hold emergency meetings when they deem it necessary, and the chairlady will call for that meeting after consultation with executive committee. General or executive committee meetings will proceed only when two third 2/3 of the platform members or executive members are present. Article 7: Decision making approach: Decision making process of the committee will be based on the system of majority or fifty plus one (50+1) Article 8: The general principles of the WPP: Peace, justice and unity. Mutual respect and obedience among the platform. To be honest to the work of the Platform Transparence and accountability To work for the community voluntarily To listen to each other and work as sisters. The work of everybody should be clearly described.

Article 9: Things that can cause membership dismissal:

If a member misses three consecutive meetings without viable justification. Inability to fulfill her duty. To become absolute dictator. To create turmoil environment within the platform. Corruption, impartiality, tribalism and negative groupings that can hinder or destroy the work of the platform. Deliberate refusal of majority decisions.

Article 10: Disciplinary action procedures: Firstly, the person should be counseled and pointed out his faults. Secondly, if there is no change in the persons behavior, that person will be given a warning letter and informed the disciplinary action that she could face if she does not change. Thirdly, the person will be dismissed from the platform membership.

This bylaw will abide all the members of the platform and will be official document upon the signature of the Galkacyo WPP members.
