INTRODUCTION Concordia is a self contained and self governing community. To maximize the benefits of living in Concordia and to maintain the high standards of the community, it is necessary to have rules and regulations. The sources for those rules and regulations are the State Statutes, Articles of Incorporation, Declaration of Covenants, By-Laws, Board of Trustees resolutions and Monroe Township laws. When rules and regulations are to be added, amended or eliminated due to changes in the needs of the community, the Board of Trustees approves these changes, which will be published in the Concordian.

100 COVENANTS COMMITTEE 101 STATEMENT OF AIMS


101.3 The Covenants Committee has created guidelines to promote visual harmony and keep the community operating within the bounds of the rules and regulations as set forth herein. No owner within the Communities of Concordia is permitted to build plant or maintain any matter or thing upon, in, over or under, any building or property without the prior written consent of the Covenants Committee or the Board of Trustees. This rule, arising from the Declaration of Covenants, Conditions and Restrictions, the By-Laws and Rules and Regulations of the Communities of Concordia Homeowners Association, is designed to achieve the following purposes: A. To promote the general welfare and safety of the community. B. To provide visual harmony and the preservation of aesthetic values. C. To avoid activities and uses which would have an adverse effect on property value? D. To avoid circumstances that would impede or add to the exterior maintenance responsibilities of the Communities of Concordia Homeowners Association or interfere with existing drainage patterns, utility lines, television cable systems, security systems, irrigation systems or easements and rights of way. 102 The Covenants Committee's right to regulate the external design, appearance, use and maintenance of buildings and property within the Communities of Concordia applies to a broad range of subject matter including, but not necessarily limited to, the following: 102.1 Exterior building and structural interior additions and alterations.

102.2 Articles designed to be applied to building exteriors, both temporary and permanent. 102.3 Objects or articles designed to be installed upon the land or properties. 103 Any unit owner within the Communities of Concordia who desires to build or install any matter or thing, upon or within his, her or their property or otherwise decorate or change the appearance of any portions of the exterior of any building or the lands surrounding such building MUST AS A CONDITION PRECEDENT to such activity, submit an application to the Covenants Committee and obtain approval in accordance with these rules and regulations as adopted by the Board of Trustees of the Communities of Concordia Homeowners Association, the Declarations of Covenants, Conditions and Restrictions, the By-Laws and other applicable Rules and Regulations of said Board that may be in effect at the time of such application. 103.1 It shall be the owner's responsibility to assure himself/herself of the current status of the Rules and Regulations that may be in effect at the time of the modification. 103.2 Architectural control relates primarily to changes that any owner may wish to make to the exterior of his home and surrounding property and to interior changes where such changes would affect the structural integrity of the building. 103.3 There are no "Automatic Approvals". (i.e. if an owner wishes to make a modification identical to one already in the community, he or she is still required to submit an application and obtain approval before such modification.)

104 PROCEDURES
104.1 Any changes, additions or alterations to the exterior of any building or the property, or structural alterations to the interior of any building, must be approved by the Covenants Committee 104.2 An application form, available at the Concierge Desk in the Clubhouse, must be completed and filed with the Covenants Committee, as required by the Board of Trustees. 104.3 All applications shall be accompanied by the following: A. A completed application form for a building permit from appropriate governmental authorities (Monroe Township). B. Proof of Notice to all adjoining neighboring properties as provided in Paragraph 105.1 C. An escrow payment, if required, as provided in Paragraph 105.2. D. Contractor's Insurance Certificate and License as provided in Paragraph 105.3. E. Responsibility Form.

105 DOCUMENTS
Any application that does not include the foregoing Documents where required, shall be deemed incomplete and will be returned to applicant. 105.1 Each applicant, prior to filing of the application, shall give dated written notice of the subject of the application to all abutting property owners, other than the Communities of Concordia Homeowners Association, containing sufficient detail to fairly apprise such adjoining owners of the nature of the proposed architectural change or addition. Such notice shall be mailed to adjoining owners by certified mail, return receipt requested, postage prepaid or by personal delivery of the notice to any such owner. Proof of the notice shall accompany all applications at the time of filling in the form of return receipts if mailed, or by a signed receipt if delivered personally. 105.2 An escrow payment (checks only) is required when an applicant contemplates an architectural change or addition involving a permanent structure. The deposit shall accompany the application in accordance with the following schedule as a security against damage to community property, drainage and utilities or from any deviation from the approved application. A. Schedule 1. Building Additions or Enclosures $500 2. Patio or Walkway Installations $200 3. All other changes or additions of structural permanence $100 B. All payments shall be made to the order of Communities of Concordia Homeowners Association (CHOA) and shall be returned without interest upon verification by the Covenants Committee or its designee that the work has been completed in accordance with the application and a certification in writing by the applicant to such affect is filed with the Committee. C. For the purpose of this provision, "permanent structure" change or addition that is to be permanently affixed to the applicant's property such as, but not limited to; patios, walkways, enclosures, building additions, and other improvements of a permanent nature. 105.3 Where the subject of the application requires the provision of contracted labor to effectuate a permanent change or addition involving a structure, the applicant shall submit along with the application, proof that such contractor is licensed and a Certificate of Insurance indicating that such contractor holds in force general liability coverage in amounts and types satisfactory to the Covenants Committee and naming the Communities of Concordia Homeowners Association as an additional insured. 105.4 The Covenants Committee shall have the obligation to act upon any written application received from an Owner for approval of a proposed structural addition, alteration or improvement in such Owner's home within sixty (60) days after receipt of such properly completed application. If the owner of the property involved has not received notice of the Covenants Committee's decision within thirty (30) days of the date on which he delivered the properly completed application pursuant hereto, he may notify the Covenants Committee of that fact within forty-five (45) days of the date on which he so delivered such completed application and, if such second notice is given, the Covenants [3]

Committee's approval shall be deemed to have been granted unless notice to the contrary is given to the owner of the property involved within sixty (60) days of the date on which the original completed application was so delivered. If no such second notice is given to the Covenants Committee and no action is taken within the sixty (60) day period after the completed application is received, the application shall be deemed automatically denied. However, such denial shall not prohibit resubmission to the Covenants Committee or appeal to the Board of Trustees. 105.5 The Covenants Committee may render its decision with respect to any application in the following manner: A. Approval of an application in accordance with the specific Rules and Regulations that are in effect at the time of application. B. Approval of an application with conditions. C. Denial of an application. D. Denial of an application with conditions - The application may be reconsidered if the applicant meets certain conditions. E. A decision of the Covenants Committee shall be effective when the applicant is notified in writing by regular mail, postage prepaid, directed to the applicant at the address that appears on the application form.

106 APPEAL PROCESS


106.1 An applicant aggrieved by the decision of the Covenants Committee shall have thirty (30) days from the date of such decision in which to request a reconsideration of the application by the Board of Trustees. Such request shall be in writing and personally delivered to the Board of Trustees at the offices of Concordia Management or by certified mail, return receipt requested, addressed to the Board of Trustees, Communities of Concordia Homeowners Association, 1 Clubhouse Drive, Monroe Township NJ 08831 106.3 The Board of Trustees shall have thirty (30) days following the filing date to act upon any application, and its failure to so act within such time period shall be deemed to be a denial of the application. 106.4 The Board of Trustees may render its decision with respect to any application in the following manner: A. B. C. D. Approval of the application. Approval of an application with conditions. Denial of an application. Denial of an application without prejudice or for reconsideration if the applicant meets certain conditions. E. Decision of the Board of Trustees shall be effective when the applicant is notified in writing by regular mail, postage prepaid, directed to the applicant at the address that appears on the application form.

107 GENERAL CRITERIA GOVERNING APPLICATION CONSIDERATION


107.1 In approving or disapproving any application, the Covenants Committee and Board of Trustees or their designee and advisory bodies shall take into consideration the following criteria: A. Relations to open spaces - Fencing, hedges or property dividing structures can have damaging effects on open space. Removal of trees, disruption of the natural topography and changes in rate of direction of storm water runoff can also adversely affect open spaces. B. Design compatibility - The proposed improvement must be compatible with the architectural characteristics of the applicant's house, adjoining houses and the neighboring setting. Compatibility is defined as similarity in architectural style, quality of workmanship, materials, color and construction details. C. Location and impact on neighbors-Proposed alterations should relate favorably to the landscape, the existing structure and the neighborhood. The primary concerns are access, light, ventilation, and drainage. For example, fences may obstruct views, breezes or access to neighboring property. Decks or larger additions may infringe on a neighbor's privacy. D. Scale-The size of proposed alterations should relate well to the adjacent structures and its surroundings. E. Color-Parts of the addition that are similar to the existing house such as roofs and trim should be matching in color. F. Materials-Continuity is established by use of the same or compatible materials as were used in the original house. The options may be limited somewhat by the design and materials of the original house. G. Workmanship-The quality of work should be equal to, or better than, that of the original house. 108.1 The applicant shall be responsible for obtaining and paying for all necessary governmental permits and must, as a condition precedent to the installation of the subject matter of the application, provide the Covenants Committee with true copies of such permits 108.2 All work must conform to applicable building codes and be performed by a licensed contractor who must submit a current Certificate of Insurance including workers compensation, property damage and public liability coverage. 108.3 The applicant shall be responsible for any damage or injury that results to any building, person, or property arising out of the installation of the subject matter of the application. 108.4 Upon completion of any work and/or installation of the subject matter of the application the applicant shall be required to notify the Covenants Committee within ten (10) days.

108.5 In the event the subject matter of the application requires the replacement, relocation, or repair of any building, shrubs, trees, plantings, irrigation systems, cable TV systems, electronic alarm systems or portions thereof, turf, or any other structure, the Covenants Committee shall have the right to require that the applicant deposit funds with the Committee in an amount sufficient to any bonding requirements that are provided for in these rules and regulations. 108.6 All work required for the installation of the subject matter of the application shall be commenced within forty-five (45) days of the approval by the Covenants Committee and completed within ninety (90) days from such approval, unless such time is extended by the Covenants Committee or the Board of Trustees 108.7 All work activity necessary to complete the installation of the subject matter of the application shall be limited to weekdays between the hours of 9:00 AM and 5:00 PM. 108.8 The applicant, during the course of any work, and for a period following sixty (60) days from the filing of the Certificate of Completion shall permit the Covenants Committee, the Board of Trustees, or their duly designated representatives to inspect, at reasonable hours, the installation of the subject matter of the application. 108.9 In the event that the subject matter of the application requires additional maintenance responsibilities on the part of the Communities of Concordia Homeowners Association, the cost of such additional maintenance shall be the sole obligation of the applicant and such costs shall be added to the applicant's annual assessments.

200 ARCHITECTURAL MODIFICATIONS


200.1 Pursuant to the Documents, the Architectural Review Advisory Committee is set up as an arm of the Covenants Committee. 200.2 The aim of this committee is to regulate the external design and appearance of buildings within the Communities of Concordia. 200.3 The Concordia Homeowners Association or its officers, agents or subcontractors, shall not be responsible for any damage that may occur to exterior modifications during regular maintenance or during snow removal.

201 PROHIBITED ARCHITECTURAL MODIFICATIONS AND ADDITIONS


201.1 The following are changes or additions that cannot be considered in any application: A. Alterations or additions that adversely affect the structural integrity of any building or create a fire hazard. B. Bird Feeders (as opposed to Bird Houses). C. Decorative chairs on walkways. D. Driveway additions or extensions. E. Exterior electrical insecticide devices. F. Exterior lighting other than white or amber (insect repelling). [6]

G. In-ground Flag Poles. H. Hardwood, laminate and tile flooring floors are prohibited in upstairs units except for kitchens and bathrooms. I. Installation and maintenance of any heating devices such as kerosene, wood coal burning stoves or heaters requiring through the wall or roof vents. J. Jalousie windows. See 238.3 for jalousie front screen doors. K. Name and address signs in any part of Carriage Houses. L. Open flame barbecue devices on the second story balcony on any condominium unit. M. Outside clothes lines or clothes drying facilities. N. Painting or staining of concrete walls, steps, patios or porches. O. Partitioning Carriage Houses or storage of items on walls or rafters of Carriage Houses. P. Privacy Fences in locations other than indicated on landscape plan. Q. Signs or other decorative articles on the exterior of any buildings, except for a name sign or temporary holiday decorations. R. Shutters, walls and fences (unless installed by the Developer). S. Window air conditioners. T. Wooden Decks "of a permanent nature". (Fastening onto concrete deck, etc.) U. Any permanent improvements or structures that would encroach upon perimeter buffer zones. 202.1 Lighting may be installed adjacent to driveways of 50 feet (50') or longer, or private walkways subject to the following conditions: A. On walkways lights must be installed in existing beds and must not exceed a height of 18 inches (18"). Along driveways, an 18 inches (18") mulch bed must be installed parallel to the driveway to accommodate the lights. B. A weatherproof landscape 3 tier type of light (i.e. Malibu LV182 or equivalent style) must be used. C. The Concordia Homeowners Association or its officers, agents or sub-contractors shall not be held responsible for any damage that may occur to the installed lights during snow removal or regular grounds maintenance. (NOTE: It is possible that during a snow storm the lights may be covered, however, as part of normal maintenance these lights will not be cleared or shoveled free).

203 BIRDHOUSES & BIRD FEEDERS


203.1 Birdhouses must be installed in deciduous trees, and constructed of unpainted natural cedar or redwood and are limited in size to eight and one half inches (8 1/2") in length by six inches (6") in width and 12 inches (12") in height. 203.2 Bird Feeders are not permitted.

204 CRAWL SPACE COVER LATCHES


204.1 Any type of fastening is acceptable. Stones logs or pieces of wood lying on top of the cover are not acceptable.

204.2 The preferred method is a latch consisting of a spring loaded hook and eye, with the hook fastened to the side of the concrete, and the eye attached on the side of the cover.

205 DRIVEWAY BORDERS


205.1 The types of borders that can be used are as follows: A. B. C. D. Belgian Block Railroad Ties Concrete Brick

NOTE: Where homeowners share driveways, the type of border must be the same on each side. 205.2 Border materials must be flush with the surface of the driveway. 205.3 The Concordia Homeowners Association or its officers, agents or sub-contractors shall not be held responsible for any damage that may occur to the installed borders during regular grounds maintenance.

206 HANDICAPPED WALKS, RAMPS AND RAILINGS


Specifications for Handicapped Walks, Ramps and Railing are subject to the Barrier Free ADA Guidelines. 206.1 To accommodate handicapped primary residents it is recognized that certain modifications to walkways and steps may be required. Such modifications are limited to the following specifications. 206.2 Existing sidewalks may be extended in width by one foot but in no event may they exceed a maximum width of 42 inches (42"). 206.3 Widening extensions of walks must be of poured concrete, have a non-slip surface, and installed at a common level with curb cuts or the existing walkway improvements. 206.4Front stairways to homes may be covered with a temporary ramp of treated wood to facilitate entry and exit for primary residents requiring a wheelchair or having walking disabilities. 206.5 Any application for the installation of the foregoing modifications or additions must be accompanied by proof of handicapped status as certified by any appropriate authority of the State of New Jersey. 206.6 Hand railings will be permitted on homes for front steps and ramps. 206.7 All railings must be of aluminum or, black or white finish, and of the type and style as may be on file with the Board of Trustees. Railings are only permitted along the side of front steps or front ramps and may not be extended along walkways, except on Hamptons and New Heathers for access to the garage.

207 LANDSCAPING ADJACENT TO PATIO


207.1 Plantings and beds may be installed adjacent to the perimeter of patio. Beds must be no wider than three feet (3') and must not interfere with utility or irrigation lines. 207.2 Maintenance and/or replacement of any plantings installed by a homeowner will be his/her responsibility. All such plantings must have prior approval. 207.3 If desired, a mulch of crushed stone in red, gray or white may be substituted for the standard mulch. These stones may be used around the bases of trees as well. Retention devices must be used to prevent the spread of these stones onto lawn areas.

208 PATIO ACCESS WALK


208.1 To permit convenient access for homeowners to their patio areas, a maximum of five (5) flagstone stepping blocks may be placed only in the mulch area of any home. 208.2 Stepping blocks cannot exceed 18 inches (18") X 18 inches (18") each and must be installed in a single line recessed to grade level. 208.3 Maintenance and replacement of blocks shall be at the sole cost and responsibility of the unit owner.

209 SERVICE WALKS


209.1 A service walk is defined as a continuous concrete walk beginning at the front entrance area of a residence and terminating at the street or parking area. 209.2 All service walks must be concrete. 209.3 The service walk must be 30 inches (30") in width. 209.4 The service walk must be installed at grade level and cannot exceed an eight (8) pitch and shall not have any steps. 209.5 The service walk cannot impede any surface drainage or interfere with irrigation pipes in the area (irrigation pipes are located approximately 18" from the surface).

210 ATTIC FANS/SKYLIGHTS


210.1 An attic fan must be installed by a licensed electrician and be UL approved. 210.2 The fan apparatus must be placed on the roof in the rear of the attic, not facing the street and shall not extend above the roof plane more than eight inches (8"). 210.3 The homeowner shall be responsible for any leaks or damage caused to the roof by installation of attic fan/skylights for maintenance and replacement.

211 CARPETING (EXTERIOR


211.1 Exterior carpeting material of grass green color is permitted on patios but not on exterior steps or walkways. 211.2 The homeowner assumes all responsibility for damage that may be caused to carpet due to grass cutting or maintenance operations by the Association or its Agent. [9]

211.3 Color of carpeting material on upper level decks may be that of house siding or trim.

212 DECORATIVE ARTICLES ON FRONT PORCHES


212.1 Decorative articles may be placed by a resident at the main entryway of any home provided that such placement is within three feet (3') of the front entryway and does not create a hazard. 212.2 Applicable provisions of these Architectural Standards regarding size, design or color shall also govern decorative articles.

213 HOLIDAY DECORATIONS


213.1 Holiday decorations are permitted upon the exterior of any home on a temporary basis. Temporary shall mean that such decorations shall be installed no earlier than 21 days prior to any given holiday and be removed no later than 14 days following such holiday.

214 ENCLOSING PATIOS INTO SCREENED PATIOS


214.1 The window frames must be the same color as the existing windows and compatible with the standard existing throughout the Community. 214.2 All materials used must be compatible in style and color with the standard used throughout the Community. 214.3 The enclosure must be either full screen with 12 inch (12") kick plate or screens with three foot (3') wall. 214.4 The roof line must conform to existing roof peak design or the enclosure may be roofed independently duplicating the pitch on the family room/dining room. 214.5 Should an independent roof be installed, it must be so constructed that the valley shall have sufficient pitch to create proper water runoff. 214.6 Enclosed patios must be the standard size for each model. 214.8 The above modification will not be permitted if building and patio are already built to maximum footage as per footprint on file with the township.

215 ENCLOSING OF PATIOS INTO FAMILY ROOMS


215.1 The enclosed family room will be the same size as originally offered for this model by the developer. 215.2 All siding, windows, roof shingles, trim, doors, leaders and downspouts, etc. must match existing materials in substance and color. 215.3 The roof line must conform to existing roof peak design. 215.4 The placement of windows and doors must conform to the design originally offered for this model by the developer. 215.5 The above modification will not be permitted if building and patio are already built to maximum footage as per footprint on file at the township.

216 INTERCOMS AT DOWNSTAIRS DOORWAYS OF UPPER UNITS


216.1 Installation of intercom units on wall adjacent to downstairs doorways of upper units is permitted.

217 EXTERIOR ELECTRICAL OUTLETS


217.1 A single or double outlet may be installed on any area of the house except on the patio easement side as defined in Article IX, Section 1 of the Declaration. (Special Exterior Wall) 217.2 Electrical outlets must be UL approved and installed by a licensed electrician. 217.3 The electrical outlet must have a cover and be of a type similar to that which is commonly used throughout the community.

218 EXTERIOR SIGNS


218.1 One (1) exterior sign is permitted on the exterior of any home or lamp post to display the name of the owner or occupant, not to exceed 3" by 12" in size.

219 EXTERIOR VENTS


219.1 Exterior vents to be utilized must be installed in strict accordance with manufacturers' specifications and all applicable government regulations. 219.2 Vents shall not be installed on any Special Exterior Wall or any other exterior wall where its discharge would affect the open patio area of adjacent home unless put through foundation vents. 219.3 The exterior surface wall cap of any vent must provide a self-closing damper with a down discharge. 219.4 Once installed, exterior vents shall be maintained by the unit owner free from the accumulation of grease or other debris that might constitute a flammable hazard.

220 FIREPLACES AND CHIMNEYS


220.1 Certain model types within Concordia were designed to provide a fireplace. Fireplaces are permitted on the specified models, provided that such installation is in strict accordance with all Governmental fire regulations relative to interior installation and chimney height. 220.2 The location of fireplaces and chimneys must be in accordance with the original design provided by the Sponsor/Developer for the individual home in question.

221 FLAGS
221.1 In ground flag poles are not permitted, however a flag staff and holder may be affixed to the exterior of a home.

221.2 The bracket cannot exceed four inches (4") in size with a maximum staff size of six feet (6') in length and one inch (1") in diameter. 221.3 Only United States flags may be displayed.

222 GARAGE DOOR WINDOWS


222.1 Clear glass windows on garages may be changed to opaque, frosted, or stained glass. 222.2 Garage door windows may be made opaque or translucent only by the installation of the following: A. Opaque or frosted contact paper affixed to the interior surface of the window. B. Opaque spray paint may be applied to the interior surface of the window. 222.3 Opaque or translucent windows are not permitted on garage doors in Carriage Houses.

223 GUTTER - KINGSLEY MODEL


223.1 Installation of gutters over the front doorway entrance of the Kingsley model shall be in accordance with the following: A. The gutter should be made of aluminum and should be of the same color as existing gutter. B. The gutter should be six feet (6') in length and be attached to existing gutter on the outside living room wall. C. The gutter should be installed to the first course of cedar shingles over the doorway entrance using spool and ferrule application and attached to the existing gutter on the living room wall using a mitered inside corner gutter box. The inside corner box should be either riveted to both gutters or one quarter inch stainless screws should be used at both connections. D. A six inch (6") by six inch (6") length of flashing should be used to insure that water flows into the gutter. Flashing should be slipped under the second course of cedar shingles and positioned into the back wall of the gutter. E. Flashing should be attached to the gutter using pop rivets or one quarter inch (1/4") stainless steel screws.

224 HEAT PUMP-HVAC SYSTEM-RELOCATION


224.1 The exterior machinery of the HVAC System, i.e. Heat Pump, at a residential unit must be reinstalled as close to an exterior wall of unit as possible. 224.2 The installation must not be placed at any exterior wall that faces the sleeping quarters of an adjoining property in any case, and in the case of a residential unit in a building containing more than one unit, such installation may not be placed at any shared exterior wall that immediately encloses the sleeping quarters of any adjoining unit.

225 HOSE BIB


225.1 The installation of hose bibs is permitted on the exterior of a home.

225.2 Hose bibs may be installed on any exterior wall other than a Special Exterior Wall or (privacy wall). 225.3 Only one (1) hose bib may be installed on any permitted exterior wall and must be not less than 20 inches (20") or more than 30 inches (30") from grade level.

226 HOSE STORAGE HOLDERS


226.1 Hose storage holder may be installed on the side of a home near any exterior hose bib, but not on any Special Exterior Wall or privacy wall. 226.2 Hose storage holders must be of a type specifically designed and manufactured for this purpose, (i.e. free standing reel type or a type affixed to the side of the home). 226.3 Hose storage holders must be limited in size to store a maximum of 100 feet (100') of garden hose.

227 HOUSE NUMBERS


227.1 House numbers for the identification of individual units must be of sufficient size to be read from the roadway. Accordingly it is appropriate that enlarged numbers be permitted but continues to be regulated as to the size and style to prevent adverse visual appearance 227.2 House numbers must be affixed in the same location as originally be of the same style and design as originally used. installed and

227.3 House numbers shall not be larger than six inches (6") and be made of non-reflective black material.

228 LIGHTNING PROTECTION SYSTEM


228.1 Lightning Protection System must be installed using proper materials as required by Underwriters Limited (UL) local electrical inspection codes and local building codes. 228.2 Lightning Protection Systems may be comprised of the following: A. B. C. D. Air Terminals Conductors Grounds Arrestors

228.3 A detailed plan and list of specifications for the proposed system must be submitted with each application for this modification. 228.4 The maintenance of the system and/or any damage to adjoining properties as a result of the installation or operation of the Lightning Protection System is the responsibility of the homeowner. 228.5 Lightning rods must not extend higher than 18 inches (18") from the roof surface and must be installed by a licensed electrician.

229 LIGHTS ON BUILDING EXTERIOR OVER GARAGE

229.1 Light must be the same type as on front door entrance. 229.2 Light must be centered over the garage door if a single door and between the two garage doors if a double garage. 229.3 Only one light per house is permitted. 229.4 Light should be located 12 inches (12") above garage trim.

230 SENSOR SECURITY LIGHT


230.1 Sensor light must be mounted at a height of eight feet (8') above ground for driveways and a sensor light is also allowed on the rear exterior wall of homes on the perimeter of the community and those on the golf course. Prior approval from the Covenants Committee and Monroe Township is required. 230.2 The sensor should be aimed high enough so that small animals do not trip the device, and the floodlights must be aimed so as not to impinge upon the windows and privacy of neighbors. The lights must turn off automatically after a short period of time (approximately 5 minutes). 230.3 The power supply must be wired from inside the house so that no conduit or piping is visible on the exterior.

231 OPAQUE WINDOWS ON ENCLOSED PORCHES OF FAIRBORNE & DORCHESTER


231.1 Two opaque windows may be installed on the solid wall of an enclosed porch of a Fairborne or Dorchester unit. 231.2 Each window must be 45 inches (45") x 60 inches (60") as installed in existing screened porch. 231.3 The windows must be made of a fixed opaque glazing. 231.4 Windows should be of a type and model similar to the 18 light colonial thermal barrier fixed pane window by Silverline that is currently used in the community.

232 PATIO FURNITURE AND/OR BARBECUE


232.1 Patio furniture is permitted on patio areas only and must be specifically designed for outdoor use. 232.2 Flame barbecues are permitted on ground level patios. (See prohibited items "L", page 11.) 232.3 Barbecues must be covered when not in use, with materials specifically signed for such purpose. 232.4 Barbecues may be stored in the mulch bed areas adjacent to the patio. It is suggested that a platform of flat concrete blocks be used under the barbecue when placed in the mulch bed. [14]

232.5 All barbecues must be kept at least five feet (5') from any wall.

233 PATIOS AND EXTENSIONS OF PATIOS


233.1 Overall patio dimensions, either as an initial installation or as an extension of an existing patio, shall not exceed the dimensions established by resolution of the Township Planning Board. If original patio was enclosed an additional patio may be installed no larger than the original patio and cannot extend beyond footprint of house. 233.2 Materials used for installations or extensions shall be limited to the following: A. B. C. D. E. F. Poured concrete of natural color. Concrete blocks of natural cement color, set in sand or in the ground. Vermont blue gray flagstone set in concrete or sand. Severe weathering bricks set in mortar. Pavers - according to manufacturers specifications. If the installation is being added to any existing patio, it must be of the same type of material.

233.3 Installation shall be at grade level. (Not exceeding six inches (6") above the ground.) 233.4 The applicant for patio installation or extension shall be responsible for the cost of all regrading, relocation of irrigation and/or other utility lines, and maintenance and replacement of other items associated with this extension. The maintenance and repair of such installation/extension shall be the sole responsibility of the homeowner and not the Communities of Concordia Homeowners Association. 233.5 Patios or extensions shall not impede or interfere with drainage or drainage patterns. 233.6 All patio installations or extensions must comply with local ordinances and buffer requirements as set forth on any approved site plan of the Communities of Concordia.

234 PATIO ROOFS


234.1 Roofs for patios must be installed to standard size. 234.2 Shingles, siding, fascia and trim must match in style, color, and type, those which are presently installed on the unit where the cover is to be constructed. 234.3 Roof must be supported by four inch (4") wolmanized wood columns wrapped in aluminum of the same color as the trim.

235 CANOPIES OVER OPEN PATIOS


235.1 Canopies may be installed over existing open patios limited to those that do not have existing enclosed and/or roofed over open patios. Construction and installation specifications are as follows: A. The patio roof is made up of three inch (3") foam insulated material covered by a white aluminum skin on upper exterior. Interior ceiling is covered by a white [15]

fiberglass hard panel to match. The panel is manufactured in four foot (4') widths and custom size lengths to fit special size patios. Each panel is supported by an extruded aluminum frame on 4 sides. The panels are fastened together with another H-shaped extruded section. This section holds and seals each panel to the next one. The patio roof is attached to the wall by a mounting bracket that is secured into the studs of the building. This bracket extends the full width of the roof. The sides of each roof have an extruded aluminum fascia that provides slots for colored slats of aluminum that match the house trim. Brown, tan and white are the permitted colors. The front of each patio canopy must have a built in gutter with an aluminum downspout on one end. The roof is supported by an aluminum header across its complete width which is then supported on two inch (2") X two inch (2") white aluminum posts at each end and in the middle. The posts are fastened to the concrete patio with expansion masonry fasteners. Screen enclosures may be installed. A screen door is mandatory for safety if screens are installed. Tempered glass enclosures are permitted. Canopies may not extend beyond the building line or patio edge.

236 HAND RAILS


236.1 Hand rails, not more than four feet (4') in height, shall be permitted on exterior steps and stoops to entry ways of any home. 236.2 All railings must be of aluminum, black or white finish, and of the type and style as may be on file with the Board of Trustees. 236.3 Railings may completely enclose patios but a gate must be provided to exit the patio for safety. 236.4 The maintenance and repair of hand rails shall be the sole responsibility of the homeowner and not the Communities of Concordia Homeowners Association.

237 SLIDING GLASS DOORS


237.1 Sliding glass doors must not be less than five feet (5') wide or more than six feet (6') wide and trimmed in white vinyl aluminum or aluminum matching the color of the house's trim. 237.2 Doors must be installed without the necessity of major structural changes.

238 STORM AND SCREEN DOORS


238.1 Front storm and screen doors may be beige, or the same color as the existing trim or entry door. 238.2 Rear storm and screen doors may be white, beige or the same color as the existing trim or entry door. 238.3 Jalousie windows on screen and storm doors are permitted on front doors only and are restricted to upper half. 238.4 A storm door shall be permitted on sliding patio doors and must meet specifications as above. Storm and screen doors shall be installed and maintained at homeowner's expense.

239 WINDOWS/STORM WINDOWS


239.1 The window frames must be the same color as existing windows. 239.2 All materials must also be compatible in style and color with the standard used throughout the community. 239.3 Garden windows may be replaced with sliding windows with approval from the Covenants Committee.

240 WINDOWS/SPECIAL EXTERIOR WALLS


240.1 The homeowner shall not make any openings for windows on any Special Exterior Wall except for translucent windows in locations established or approved by the Covenants Committee. 240.2 The size of the kitchen window must be 24 inches (24") by 18 inches (18"). 240.3 The window must be a translucent window which does not open. 240.4 The window style must comply with the style existing throughout the community. 240.5 The window must be installed over the kitchen sink. 240.6 An octagonal window measuring 22 inches (22") which may open up to two and one half inches (2 1/2") at its bottom to allow ventilation may be installed. 240.7 Location is same as 240.5 and must be glazed with either opaque glass or stained glass. 240.8 In a Kingsley, where a Great Room had been added, either a single or double window may be installed in the breakfast room area where option to install window offered by the Developer was not taken at time of purchase. 240.9 The window(s) must be an 18 light translucent window or nine (9) over nine (9), must be 35 inches (35") X 58 inches (58") and which may or may not open. 240.10 The window is to be installed at the Homeowner's expense and its maintenance will be the Homeowner's responsibility. 240.11 Upper screens on windows are permissible. (Full screen windows are allowed.

241 CARRIAGE HOUSE GARAGE DOORS


241.1 Garage doors on Carriage Houses shall be permitted with the prior consent of the Covenants Committee provided that garage doors be installed on all vehicle openings simultaneously; therefore applications for garage door installations must be submitted by all unit owners who have been assigned the use of the Carriage House.

241.2 All garage doors must be nine feet (9') by seven feet (7'), four (4) panels across and four (4) sections high, one and three eighths inches (1 3/8") thick, primed wood or steel "Clopay" Doors Model # 1000 or 4150, or equivalent overhead type containing one row of glass windows in the third horizontal section from the bottom of the door. 241.3 Doors must be installed with appropriate wood stop molding around the entire opening for interior locking devices and rubber weather stripping for the bottom edge. The wood stop molding must be wrapped in aluminum to match the color of the trim used on the Carriage House. 241.4 Each garage door must be equipped with one (1) WR-77A Power lift, 1/2 H.P. electric garage door operator (or equivalent) complete with a single digital radio control consisting of one receiver unit and one remote control transmitter and a single interior wall button installed on the interior of the garage wall. 241.5 Units with additional side entry garage doors may change door with prior Covenants Committee approval.

242 PASSAGE DOORS ON CARRIAGE HOUSE UNITS


242.1 Passage door must be applied for by all users of a carriage house unit. Only one door is permitted. 242.2 Door should be Thermotru Model 262 or equivalent. These doors are three feet (3') by six feet eight inches (6'8") metal outswing passage door with a nine (9) light upper section and an embossed lower section (raised panels). 242.3 Any framing done in the carriage opening must be wrapped in aluminum siding of the same color and texture as the carriage house itself. 242.4 Any passage door must have a handle of similar quality and style as used throughout the community by the developer. It shall not have any locking device.

243 SEALER TO BE APPLIED TO FLOOR OF CARRIAGE HOUSE


243.1 Applications for garage floor sealer must be submitted by all designated users of any one Carriage House. 243.2 Floors may not be painted, varnished, etc., in any manner other than with a clear cement sealer of a type designed for this purpose. Information on sealers is on file at the Maintenance Office.

244 STORAGE OF FIREPLACE WOOD


244.1 Fireplace wood shall not be stored on the exterior grounds of any home except on existing patio areas, or in the mulch bed adjacent to the patio. 244.2 Not more than one half (1/2) cord of wood may be placed on the exterior of any home at one time and must be maintained in a neat and orderly manner on a platform designed for such storage purposes, elevated at least six inches (6") from the patio level.

244.3 Firewood must be left uncovered and stacked at least six inches (6") from exterior building walls.

245 AWNINGS
The awning shall be of a type that consists of lateral underarms connected by a flexible middle joint. This provides the support for the awning when in an open (extended) position. The awning will be operated by an integrally mounted tubular electric motor (manual override) energized from a control inside the house with no visible external wiring. Whether or not a remote control is provided, a hard wired switch inside the house on a wall nearest the awning is to be installed, so that loss of the remote will not disable the system. All electrical work must be done by a licensed electrician. Installation shall include a housing that covers the awning when retracted INSTALLATION TYPES A. An assembly within a totally enclosed all weather metal housing (aluminum or stainless steel) with a baked on paint finish into which the awning fabric retracts in a rolled up position with a front drop rail that is provided with a sealing strip. The sealing strip provides tight closure and protects the awning from adverse weather, birds or small animals. B. Awning assembly must be provided with a top hood and side shields (aluminum or stainless steel) with baked on paint finish, into which the awning fabric retracts in a rolled up position. This installation does not provide the same protection as installation A. STANDARDS 1. Maximum length parallel to house may not exceed 12 feet and can have an outward extended projection not to exceed 10 feet, or the distance from the house to the outer edge of patio, whichever is the lesser. 2. For guidelines on specific awning installations covering width, outward projections, pitch and mounting height for assembly on wall of house, see schedule "A". 3. Minimum head room: 6 feet, 8 inches from patio surface to bottom of front drop rail at full extension but in no event lower than the top of any door leading to the patio from the interior of the house. 4. All lateral arms for awnings with an outward projection of eight to ten feet shall be of the double spring type and be provided with aircraft quality cable. Tempered stainless steel gudgeons (roller pins or pivots) or equivalent shall be used. 5. Awnings hardware enclosures shall be attached to a wall only. It may not be attached to the eave or any part thereof. In no case may the awning be attached to the roof. 6. Awnings or the hardware thereof shall not interfere with any external electrical fixtures. 7. Awning controls shall be provided with computerized wind sensors that will cause the awning to automatically retract in the event of extreme wind conditions. [19]

8. All awning colors will be solid or stripe and match as closely as possible the siding or trim of the house. Awning fabric must be: A. Water repellent B. Fire, acid, alkali, solvent and mildew resistant C. Woven acrylic that will maintain color fastness

246 SPECIAL DOORS


246.1 Any unit with an exterior door leading into the garage may be replaced after applying to the Architectural Review Committee and having approval from the Covenants Committee the door can be replaced with another wooden or metal door with or without glass, Door must be the same color as the front door.

300 GROUNDS
300.1 The placement of trees or other plantings shall not interfere with utility or irrigation lines. 300.2 The planting of trees within or encroaching upon any easement or right-of-way is prohibited. Your attention is directed to the fact that if there is an easement affecting your property, it should be noted on your deed.

301 PLANTERS AND HANGING PLANTS


301.1 One hanging plant may be placed in the entryway of each home. 301.2 Two (2) hanging planters containing live plants may be placed on lamp posts in containers. 301.3 All planters and plant containers must be removed from the exterior of any home or garage not later than November 30th of each year and may not be replaced earlier than April 1st.

302 ORNAMENTS IN PLANTING BEDS


302.1 Ornaments may be placed in mulch and planting beds only. 302.2 Ornaments are limited to no more than two items per bed and may be no larger than eight inches (8") in height and 12 inches (12") in length, and non-religious in nature. 302.3 The planting beds in which these ornaments are placed then become the maintenance responsibility of the homeowner. The Homeowners Association and their landscaping contractors will in no way be responsible for any breakage of said ornaments

303 PLANTING AROUND TRANSFORMERS


303.1 Planting around transformer boxes is not permitted.

304 PLANTING IN EXISTING BEDS


304.1 Annual and perennials may be planted in existing beds. 304.2 Vine type plantings are not permitted, with the exception of a maximum of three (3) tomato plants in side or rear bed. [20]

304.3 Mulch material or peat moss should be used. A mulch of crushed stone in red, gray or white may be used. These materials may be used around the bases of trees as well. Retention devices specified in guideline 305 must be used to prevent the spread of these stones onto lawn areas. 304.4 Residents are responsible for the maintenance of all such additional plantings in beds (i.e. pruning, weeding, etc.)

305 MULCH RETENTION DEVICES FOR PLANTING BEDS


305.1 Mulch retention devices may be used in planting beds which abut paved areas i.e. sidewalks and service walks. 305.2 The materials permitted may be installed at the edge of the planting bed between the mulch and the sidewalk and NOT between the walk and the grass area. 305.3 Mulch retention devices shall not protrude above the plane of any sidewalk more than six inches (6") high. 305.4 The following materials are permitted: A. Straight or scalloped blocks or bricks in red, green, gray or other natural colors. Blocks or bricks may be installed flat on long edge or on an angle forming a saw tooth edge. B. Treated timbers up to five inches (5") by five inches (5") cross section, straight or contoured sides in natural color only. C. Vinyl semi-rigid type with rolled top in green or black. D. Corrugated Aluminum or Vinyl in green. 305.5 All mulch retention borders must be of uniform materials and colors on any one property. 305.6 Maintenance of borders and planting beds within these borders shall be the homeowner's responsibility and any damage to the borders by maintenance personnel during snow shoveling, etc. must be repaired by the Homeowner at his expense. 305.7 Drainage must be maintained so that bed slopes away from base of any house (higher at base of foundation then at border).

306 PLANTING OF TREES


306.1 Two trees may be planted for each residence, other than Condominiums, and will be at each homeowner's expense. Trees must conform to the following dimensions: A. Ten feet (10') - Fourteen feet (14') in height. B. Two inch (2") to two and one half inch (2 1/2") trunk diameter. To be measured one foot (1') up from the base. 306.2 Trees must be planted in an area located a minimum of 10' from the rear side building line of the house and 5' from patio, and comply with the following restrictions:

306.4 The locations of a proposed planting must be inspected by Maintenance Department Personnel prior to installation. 306.5 The relocation of any utility, irrigation or cable lines required for the planting of any tree will be at the expense of the homeowner. However, the location of a proposed planting may be changed within the guideline to avoid a charge for relocation of any such utility. Changes of location will require a new application. 306.6 A three foot (3') diameter mulching bed must be installed at the base of any tree. 306.7 The homeowner will be responsible for the maintenance of tree and mulch in beds. 307.1 Planting of additional evergreens to screen unsightly conditions will be permitted on an onsite inspection basis which will be performed by Maintenance Department personnel. 307.2 These evergreens shall be subject to the same restrictions as in 306.6 and 306.7.

308 PLANTINGS AND BEDS ADJACENT TO EXTENDED DRIVEWAYS


308.1 Plantings and beds may be installed adjacent to extended driveways in order to shield the extended driveway from the neighbors view. 308.2 Mulching material must be used. 308.3 Plantings must be maintained at a maximum height of four feet (4'). 308.4 The size of the beds may be no longer than nine feet (9') nor wider than three feet (3'). 308.5 The maintenance of plantings will be the resident's responsibility. 308.6 On properties which are adjacent to extended driveway parking facilities, the adjacent unit owner may install plantings and planting beds subject to the above limitations and prior approval.

310 POST LAMP ON PROPERTY


310.1 Additional post lamps must be installed in mulch beds and not on turf areas. [22]

310.2 Post lights must be of the type currently used throughout the community, Colonial type, and black post with hurricane lantern fixture. 310.3 The Homeowner will be responsible for maintenance and repair including any damage to the post lamp by maintenance personnel during normal maintenance to snow removal.

400 WINTERIZATION
All residents are required to adhere to the proper winterization guidelines for their unit. The MTUD has notified the Association that in the process of winterization water meters must be removed and drained and that only authorized contractors or the MTUD personnel are authorized to shut off the curb service and remove the water meter; the MTUD will not allow any unauthorized persons to do so. The MTUD will strictly enforce this restriction in accordance with the law, including assessing charges to a customer's account. A customer using an authorized contractor must first obtain a permit from the MTUD. Permit applications are available at the Concordia Clubhouse for all Concordia residents. A charge as established annually must be paid by check payable to the MTUD at the time of permit application to cover the cost of MTUD personnel resealing the meter when the service is restored after the winter season. The meter must be resealed and only MTUD personnel may do that. An authorized contractor may complete all other work necessary for winterization and dewinterization. Failure to comply with MTUD requirements and take the following steps will cause the unit owner to be responsible for repair of any damage that may result in their units as well as repairs that may be necessary to adjoining units or common property. Below are the proper steps that must be taken for the different types of units in Concordia. UNIT NAME-Brandon/Brandywines, Chatham's/Concords, Hamptons, Kingsley/Kingston's, Legacy, Shelbournes: Dorchester's, Fairbornes,

1. Water must be turned off at the curb shut off valve (if there is an individual water line) and unit must be winterized, this includes removing the water meter which is kept by resident. (Work must be done by the MUA or authorized contractor.) 2. It is mandatory for the resident to cooperate with and arrange for the MUA to reseal the meter after the water has been turned back on. The resealing can be done at a time convenient to both the resident and MUA. 3. It is suggested that heat be left at 55 degrees to avoid any possible damage to furniture, wallpaper glue, etc. CONDOMINIUMS - Old/New Heathers, Laurels/Lexington's, Monroe's: 1. If there is an individual water line for your unit, then the water must be turned off at the curb shut off valve. If you share a common water main with another unit between the curb and the crawl space, then the water must be shut off in the crawl space. The shut off valve must be tagged identifying the unit and the water meter removed. The authorized contractor winterizing your home should be able to [23]

determine the appropriate place to shut the water off. If you have any questions, please call the Concordia maintenance office for assistance (655-4715). 2. Heat in winterized units must be left on at least 55 degrees because there are pipes running through the walls of one unit that actually service another unit. 3. If a pipe freezes and the preceding has not been complied with, the unit owner will be responsible for all repairs to their unit, adjoining units and any common property that is damaged because these guidelines were not followed. 4. It is mandatory for condominium owners to arrange for the MUA to reseal the meter after water service is restored. The resealing can be done at a time convenient to the resident and MUA. FOR ALL UNIT OWNERS GOING AWAY FOR A SHORT PERIOD OF TIME, PLEASE ADHERE TO THE FOLLOWING GUIDELINES: 1. Leave heat on a normal setting - 55 degrees or more. 2. Leave all cabinet doors that have plumbing inside open. 3. Let water drip in all faucets. This will help prevent freezing. FOR ALL RESIDENTS: All phone lines and electricity must be left on to operate your alarm system.

500 SNOW REMOVAL


501 Residents are required to hang a reflector on garage door to identify priority in driveway clearing. (Reflectors should be displayed whenever snow is forecast and removed when clearing is complete.) This will enable us to do the driveways of residents that are at home first. All Carriage Houses are automatically plowed and all common walks are shoveled. After all priority units are completed all the remaining driveways in the community will be cleared. Please do not request special clearing since we will be unable to provide that service. In a snow clearing operation it is impossible for the personnel and equipment to jump around throughout the Community. We must work in a predetermined order to get the snow clearing done. 501.1 Hang your reflector when snow is forecast. 501.2 Do not park your car on the street or on your driveway whenever a snow fall is forecast. Use the Clubhouse main parking lot. As soon as possible after snow has stopped the parking lots will be cleared. If you need a ride home contact security from the Clubhouse. 501.3 Residents who share a driveway and leave a car in the driveway during a snowfall will be ticketed $25.00 per day while the car is in the driveway. 501.4 Residents who move their cars from the driveway after snow has stopped will be charged $35.00 by the contractor to have their driveway cleared. This work will only be done after all other driveways in the community have been completed. [24]

501.5 Do not park your car in the driveway during winter months (November 1, through April 30) if you are going away. Cars must be in garage or Clubhouse Parking Lot. (Refer to 501.2) 501.6 Residents are requested NOT to call the office unless there is an emergency.

502 SNOW CLEARING GUIDELINES


The Board of Trustees has established the following guidelines: 502.1 If a snowfall is two inches (2") or less, generally no snow clearing will be initiated. If conditions dictate, however, at the discretion of the Board of Trustees, the main thoroughfares of Concordia Circle, Clubhouse Drive, George Washington Drive, Martin Van Buren Drive and Cottingham Drive, common walkways, condominiums, Hampton IIs and multi-unit buildings may be plowed, cleared, and salted.* 502.2 If a snowfall is more than two inches (2"), plows will begin clearing roads as soon as sufficient snow has fallen. Walkways, driveways and parking areas shall not be cleared unless there is an accumulation of three inches (3") or more. 502.3 If weather forecasts indicate a snowfall of greater than three inches (3"), plows will begin clearing roads as soon as sufficient snow has fallen. Plowing will continue until all roads are cleared. 502.4 When there is an accumulation of three inches (3") or more, the clearing of driveways and parking areas and the shoveling of walkways will start after the snowfall has stopped and roadways are cleared. The shoveling of walkways will only be performed during daylight hours. NOTE: Although the term "Salting" is used, salt should not be used on walkways since the salt will kill grass and deteriorate concrete. CALCIUM CHLORIDE OR SOME OTHER ICE MELT (i.e. Urea) SHOULD BE USED. The Maintenance Office will be staffed during snow situations and will respond to any emergencies. Snow clearing information will be broadcast on WCOC, Channel 3.

600 MAINTENANCE FEES


600.1 Each homeowner is provided with a twelve month maintenance fee coupon book. 600.2 Maintenance payments are due the first day of the month. 600.3 There is a ten day grace period for payments to be received, not POSTMARKED. 600.4 There is a $15.00 late charge for a maintenance payment not received by the tenth day of the month. 600.5 If the payments are not received by the 30th of the month, an additional $25.00 will be levied for a total of $40.00.

600.6 All membership rights may be suspended by the Board when assessments remain unpaid, but will be restored by the Board when payment to date is made. 701 Primary residents shall have preference with respect to the use of all Concordia facilities. 702 Clubs and organizations made up of primary residents shall be permitted to utilize Clubhouse facilities subject to the approval of the Board of Trustees and in accordance with guidelines and procedures that have been established. 703 Smoking is not permitted anywhere in the Clubhouse and is prohibited within 50 feet of the Clubhouse except in the designated area across from the front entrance to the clubhouse and on the upper deck of the pool in the area adjacent to the gazebo ONLY. 703.1 Food or drink is not permitted anywhere in the Clubhouse, with the following exceptions: 1. at private parties, 2. by clubs/organizations paying appropriate charges 703.2 No swearing or cursing within the Clubhouse or on the Clubhouse grounds. 703.3 Engagement in a fight whether physical or verbal is prohibited within the Clubhouse or on the Clubhouse grounds. 703.4 Littering within the Clubhouse or on the Clubhouse grounds is prohibited. 703.5 No member or guest shall perform any act which may cause damage to the property with the Clubhouse or on Clubhouse grounds. 703.6 Members and their guests are required to wear proper dress in the Clubhouse. Accordingly, shirt and shoes are required. For Saturday night events (after 6:00PM) the Dress Code for men is no shorts, tank tops, or flip flops, for women no bare midriffs, short shorts or flip flops. The same rules apply to guests of our residents. 703.7 Clubhouse Structured Activities: All guests, including guests of single residents, must be accompanied by a resident in the Clubhouse. Guests will be charged a fee of $5.00 per session for attendance at structured clubhouse activities. All residents must show their Concordia ID card to enter. The following is a list of structured activities: acquacise, folk dancing, line dancing, bingo sessions, ceramic classes/workshops, chair exercise, cribbage, crocheters, duplicate bridge, social bridge, social dancing, paint and [26]

drawing, yoga, scrabble, table tennis, world affairs, culture educational seminars, instructional classes. 704 Concordia Identification Card must be carried at the Clubhouse and may be required for the use of certain equipment. Pictures are taken at the Clubhouse on the 1st and 3rd Thursdays of the month between 9:30 and noon and 1:30 to 4:30 PM. Residents who work should call the Concierge to schedule an evening appointment. 705 Checks are required for all Clubhouse transactions. CASH IS NOT ACCEPTED!

710.1 Guests may only play with a resident. 710.2 Residents must check the blackboards to sign in for morning hour's play. 710.3 Empty courts may be utilized.

711 BILLIARD ROOM:


The use and availability of the facility shall be governed as follows: 711.1 First come, first serve. (Residents have priority over guests.) [27]

711.2 No one under the age of 18 years old is allowed in the Billiard Room any time.

712.1 CARD ROOM: (RULES PERTAIN TO ALL ROOMS WHERE CARDS, MAH JONGG, ETC. ARE PLAYED)
712.2 No reserving of chairs or tables, unless three (3) people are present at poker tables and at least two (2) are present at card tables. 712.3 No one under the age of 18 years old allowed. 712.4 No card or Mah Jongg playing in the Champagne Lounge. Quiet board games are allowed i.e. chess, scrabble, and checkers. 713.1 Use of fitness equipment is on a first come, first serve basis. 713.2 Residents must sign in for equipment and be present when their turn comes or they forfeit their turn. 713.3 There is a hour courtesy time on all equipment. Note: Guests must be 18 or older and accompanied at all times by a resident.

714 INSTRUCTIONAL CLASSES:


714.1 There is a Refundable $5.00 registration fee (checks only) if resident attends at least half of scheduled classes, his/her registration fee will be refunded. Call Concierge for additional information. 714.2 Residents must call Concierge if unable to attend class. 714.3 Enrollment is by a lottery system of applicable.

715 ROOM RESERVATIONS AND PRIVATE PARTIES:


715.1 Residents are permitted to rent the Regency Room, Party Room or Meeting Room for private parties, however, a resident may only rent the Regency Room for a function that is Honoring a primary resident. See Concierge for specific information on costs, availability, etc. 715.2 Kitchen facilities are only available for use with the Regency or Party Rooms. 715.3 Only coffee and cake may be served in Meeting Rooms1, 2, and 3 (no kitchen facilities are available). See Concierge for specific information on costs, availability, etc. 715.4 Residents may reserve meeting rooms upon approval, in writing, from the Club Director. 715.5 Clubs and organizations are subject to the sanctioning rules. 715.6 Sanctioned clubs and organizations, to which only members of Concordia belong, may invite political candidates to speak at the Clubhouse providing the program has been cleared through the governmental affairs committee. Non-members may not be invited to attend. Clubs and organizations may not endorse a candidate for office and may not solicit for political campaign contributions in the Clubhouse.

716 TRIPS:
716.1 Only checks are accepted for all sales. 716.2 Tickets are sold on a first come, first serve basis which also determines bus seat selection. (Only checks are accepted.)

717 TICKET RESERVATIONS:


717.1 Shows: A. Tickets are sold (checks only) on a first come, first served basis. Residents may pick seats from theater seating plan. B. Residents may purchase tickets for themselves and other residents with individual checks for each person (one per couple0 indicating name address and phone of the resident(s). C. Refunds are given in two (3) situations: a. Death in immediate family. b. Hospitalized at time of function. c. If there is a waiting list, tickets should be turned into the Concierge for resale to residents on the waiting list. D. If there is no waiting list, resident may dispose of tickets two (2) weeks prior to show date and must notify Clubhouse. Tickets must be sold to Concordia residents or their guests. E. Residents will be allowed to buy tickets for guests (for auditorium shows only) three (3) weeks before the show.

717.2 DANCES AND CABARET FUNCTIONS:


A. Tickets are sold on a first come, first serve basis and residents pick table location. B. Residents may purchase tickets for themselves and any resident couple(s), individuals or for the entire table of 10/12 persons with checks indicating name and address for each couple/individual. Reservations without checks will only be held until the end of the day. 717. 3 ALL PAID CLUBHOUSE FUNCTIONS WILL BE OPENED TO GUESTS 3 WEEKS PRIOR TO THE DATE OF THE FUNCTION OR EARLIER AT MANAGEMENTS DISCRETION.

718 BULLETIN BOARD:


The Clubhouse bulletin board shall be utilized in the following manner: 718.1 Bulletin Board use is restricted to Concordia residents only. 718.2 All information posted will have a maximum posted time of two (2) weeks. (Renewal is available - See Concierge) [29]

718.3 Information submitted to the Concierge for approval by Management must pertain to general Community concerns and interests, and may not in any way be offensive, controversial or political in nature. Club/Organization and resident private sales are allowed. Business advertising is not permitted. 718.4 Management reserves the right to reject any proposed posting based on the failure to satisfy the previously noted guidelines. 718.5 Forms for preparing material to be posted are available at Concierge desk. Information placed on the Bulletin Board without prior approval will be removed.

719 TV.
719.1 Forms for TV notices are available at the Concierge desk. Only clubs and organizations may submit notices. Wording must be within the confines of the form. See Concierge or details.

720 FLYERS
720.1 Sanctioned organizations within the Concordia community shall be permitted to distribute flyers, communications or other type of informational material by placing them in residential newspaper delivery receptacles provided prior approval is received from Management. Multi-page flyers must have their pages stapled together. Single page flyers must be stapled in half or have a rubber band around it. Approval of flyers by Management is mandatory10 days prior to delivery. Nothing may be placed in newspaper chutes without prior approval from management. 720.2 No flyer may say Bring Your Own Bottle. (BYOB)

721 EQUIPMENT:
721.1 Table Tennis, Bocce, and Shuffleboard, .equipment, poker chips cards etc. are available at Concierge desk. Bocce, shuffleboard and equipment are also available at the courts. See Concierge for assistance. 721.2 To obtain equipment, resident must leave I.D. card with Concierge. 721.3 I.D. card will be returned after equipment is returned. 722 PROJECTION EQUIPMENT

The projection equipment may be rented by clubs and organizations however before any movie may be shown it must be approved in writing, by the Club Director. The Associations movie license is limited and therefore only certain movies may be shown. Contact the Concierge for more information and for a movie application form.

800 RESIDENT, GUEST & VISITOR CARDS


PRIMARY RESIDENT Any person living in Concordia and using that residence as his/her bona-fide address is a PRIMARY RESIDENT. A primary resident must be at least 55 years of age. If there are other residents in the unit, they may not be under 48 years of age. A PRIMARY RESIDENT, in good standing, if a single occupant of the unit, shall be entitled to one PRIMARY GUEST PASS. The PRIMARY GUEST PASS shall include a picture of the PRIMARY RESIDENT. The guest is entitled to use all Clubhouse facilities if accompanied by the PRIMARY RESIDENT. However, this does not include Clubhouse structured activities. (See guest rules). The PRIMARY RESIDENT must have in his/her possession the PRIMARY GUEST CARD when his/her guest is in the Clubhouse. Such PRIMARY RESIDENT shall be entitled to purchase two (2) tickets, per unit, for any Clubhouse function. For the purpose of these rules and regulations, single refers to a unit where there is only one PRIMARY RESIDENT and not to marital status. AUTHORIZED VISITORS PASS At the request of a PRIMARY RESIDENT, a GUEST may be issued an AUTHORIZED VISITORS PASS at a onetime charge of $15.00, renewable and updated annually, allowing such GUEST entry into Concordia. Such AUTHORIZED VISITORS PASS does not entitle the GUEST to the use of any facility, nor admittance to any Clubhouse function, unless accompanied by PRIMARY RESIDENT. No cleaning personnel may be issued an authorized visitors pass. (See Temporary Visitors pass) TEMPORARY VISITORS PASS At the request of a PRIMARY RESIDENT, a GUEST may be issued a TEMPORARY VISITORS PASS, at no charge, allowing entry into Concordia, renewable and expiring every three months. Such TEMPORARY VISITORS PASS shall be subject to the same restrictions as the AUTHORIZED VISITORS PASS above. (Cleaning personnel may be issued a temporary 3 month visitors pass.) PRIMARY RESIDENTS RESPONSIBILITY Primary residents assume responsibility for the conduct of guests and temporary residents at all times throughout Concordia whether in or on common areas, the primary residents private area, clubhouse, pools, tennis courts or any other Concordia facility. Temporary residents and guests while on the premises of the Communities of Concordia are bound by all rules, regulations, guidelines, standards and procedures. Violations of rules and regulations by temporary residents or guests shall as well be deemed violations by the primary residents. RESTRICTIONS APPLICABLE TO TEMPORARY RESIDENTS Temporary residents are prohibited from occupying any home for a period in excess of 120 days in any calendar year. [31]

RESTRICTIONS APPLICABLE TO GUESTS Guests are prohibited from occupying any home for a period in excess of 30 days in any calendar year. All of the above cards must be carried at all times while using the community's facilities and must be displayed upon request by appropriate staff members. Failure to do so will result in the individuals being asked to leave the premises.

900 SECURITY
900.1 Bar codes are required to enter resident only gates. 900.2 Bar codes are only issued to resident owned or leased by the resident. 900.3 Applications and appointments to obtain bar codes are available at the Concierge Desk.

901 TRAFFIC/PARKING 901.1 SPEED LIMITS


A. 25 M.P.H. on Concordia Circle, Cottingham Drive & Concordia Drive. B. 15 M.P.H. on all other roadways.

901.2 PARKING
A. No parking on Concordia Circle, except in designated areas. B. Parking is permitted in cul-de-sacs. C. Parking is permitted on Concordia Circle at these addresses from 149 Concordia Circle to 139 Concordia Circle from John Winthrop to Daniel Webster Avenue from Melbourne to Rothwell Drive D. No parking on George Washington from addresses 1 to 15. E. No street parking between hours of 2 A.M. and 6 A.M. unless permit is obtained from Security. F. Observe all Stop, Caution and No Parking signs. G. No parking in front of any driveway. H. No parking in front of mail boxes (except on Sundays and Legal Holidays) or fire hydrants. I. No RV's or trucks of any kind with commercial plates to be parked on driveways. J. No parking on street facing oncoming traffic, or on drain, curbs or lawns. K. No parking in front of Clubhouse at anytime except at the 5 minute package pickup sign. L. No parking in the designated handicapped spaces without authorized license plates or placards. M. Parked cars must have engines turned off. N. Violations of any of the above will result in a citation which could result in a fine.

901.3 OVERNIGHT PARKING


A. Overnight parking is restricted to guests for whom the resident has obtained a temporary parking permit from Security. B. These permits shall be valid for 48 hours and must be renewed by the resident. Exceptions: Overnight street parking shall NOT be permitted when snow is forecast. Cars must be parked in Clubhouse or Tennis Court parking lots. Overnight parking shall be permitted during the following holiday periods: A. B. C. D. E. F. G. H. I. Passover (first two Seder Nights) Easter Weekend beginning Holy Thursday through Easter Sunday. Memorial Day Weekend Evening of July 3rd and July 4th. Labor Day Weekend (Friday evening through Tuesday morning) Rosh Hashanah Eve through the following two days. Yom Kippur Eve through Yom Kippur Night. The Wednesday before Thanksgiving through Sunday following Thanksgiving. Christmas Eve through New Year's Day inclusive. Overnight street parking is not allowed anytime during snow. Cars must be parked in the Tennis Court Parking Lot.

901.4 Walkers must walk facing traffic - no more than two (2) abreast. 901.5 In addition to the above, Concordia Security will enforce all of the State of New Jersey Motor Vehicle regulations. 901.6 The rear parking lot behind the Clubhouse will be designated For Concordia Residents Only. Only residents with Concordia bar codes on the left rear window (behind the driver) will be permitted to use this lot. 901.7 The rear row of the main Clubhouse parking lot is designated as Long Term Parking (one week or more) A permit is required and may be obtained at the clubhouse.

902 LOCKS
A. Whenever a repair or replacement is made to exterior doors, The locksmith must key the lock to the Association master keys. B. Additional locks on exterior doors are permitted only if keyed to the primary lock. C. Residences must be accessible to Security in case of an emergency, (i.e. medical, fire, burglary, etc.) Call Security (655-1880) to arrange for keying to master key. The homeowner is responsible for all charges incurred.

903 PROCEDURE FOR VISITORS


Residents must notify Security prior to guests arriving. Guests will be given a visitors pass which must be displayed on the car dashboard.

Residents are responsible for insuring that guests obey all the Concordia Rules & Regulations while in the community.

904 LOST AND FOUND


1. The Association will maintain a lost and found area within the Clubhouse. 2. Any item which is turned into lost and found is strictly being provided as a courtesy and in the event the item is not in the lost and found when the owner comes looking for same, the Association is not liable for said item. 3. In the event an item is turned into lost and found said item will be held in the lost and found until December 31st of each respective year, regardless of when the item is turned in, but held for at least a period of one hundred-twenty (120) days. Thereafter, the item will either be provided to the person who found the item or the item will be discarded.

GARBAGE AND RECYCLABLES

1000.1 Garbage shall be placed only in uniform covered receptacles. Trash receptacles may not be stored outside units or carriage houses. 1000.2 Garbage will be picked up on Tuesdays from the first week in December until the end of March. From April through November garbage will be picked up on Tuesdays and Fridays. 1000.3 Recyclables, newspapers and magazines are picked up on alternate Wednesdays. (See Concordian calendar for specifics). 1000.4 1000.5 Recyclables are to be placed only in open containers. Recyclables consist of:

a. Commingled Glass Beverage and Food Containers Aluminum (such as soda cans) Bi-Metal Food Containers (such as tuna cans) Plastic Milk Jugs Plastic Soda Bottles Plastic Coated Containers such as milk containers Laundry Detergent Bottles b. Fibers Newspapers - Tied and Bundled (even in inclement weather) Newspapers cannot be put out in plastic bags. Plastic bags are not recyclable. [34]

Magazines/Newspaper Inserts, Phone Books, and all other paper must be placed in container. Textiles (including clothing) can be put out tied and bundled with the proper material, even in inclement weather. 1000.6 Place household garbage and recyclable containers out for collection not earlier than 4:00pm of the day preceding the scheduled collection between December 1 and March 31 and not earlier than 6:00pm between April 1 and November 30. 1000.7 The use of trash bags instead of a uniform receptacle is prohibited. If there is excessive dry garbage residents must call Security for permission to place it outside without using another receptacle.

PET REGULATIONS
Only one (1) cat or dog per household is permitted. Pets are limited to the following: dog, cat, caged domesticated bird, and fish. Only pets belonging to residents are permitted on Concordia premises. Homeowners are responsible for the action of their pets, including assuring their pets do not cause disturbances. All dogs must be licensed by Monroe Township. Pets are not permitted to run free at any time. Pets must be kept on a hand held leash of a maximum length of six feet, when being walked. Pets are not to be left tied in any outside area or left unattended on upper decks. Dog houses, other shelters or the keeping of pets in crawl spaces is prohibited. Pets may not be walked on any common grassy areas. Except for seeing eye dogs or service dogs, pets shall not be permitted in the Clubhouse or anywhere on its grounds. SATELLITE DISHES

Residents who wish to install a Satellite Dish may do so provided they follow the following procedures. 1. Complete architectural request form at Clubhouse and submit required deposit of $100.00 2. Installation of dish shall only be done by authorized vendor (Direct TV, .Verizon Dish Network) 3. Dishes shall be installed only within exclusive area; inside balcony or patio. No dish shall be installed on roof tops or other common areas. The diameter of the dish shall be in accordance with the vendors guideline.

1300.1 Unit owners, residents and or tenants shall not be permitted to utilize telephone numbers from Concordia Telephone Directory to contact other Unit Owners, Residents and/or Tenants in any attempt for the solicitation of any cause, benefit and/or business function. Any Unit Owner, Resident and/or Tenant that solicits, for any reason, another Unit Owner, Resident and/or Tenant may be subject to the National Do Not Call Registry Rules and Regulations as well as fines if a Unit Owner Resident and/or Tenant lodges a complaint with the Federal Trade Commission regarding the practice and/or violation of the National Do Not Call Registry by another Unit Owner, Resident and/or Tenant with the Communities of Concordia.

BAR CODES

Bar codes allow access into the community at all four gates. necessary to enter the community at the main gate only.

1. Every Resident is entitled to receive a bar code for a car that is registered to the resident with a Concordia address. 2. Requirements: a. Completed census form for unit. b. Current Driver's license and registration with Concordia address. c. If rental unit, rental fee must be paid and a completed Rental Application of file. 3. Applications are obtained at the Concierge Desk. 4. Bar codes are issued twice a month on the 1st and 3rd Fridays. 5. Initial bar code is free, but there is a fee for any replacement. New registration must be shown for new car. [36]

RENTAL UNITS
A copy of the initial lease must be on file at the Management Office A processing fee in the amount of $150 must accompany the lease. Census Form must be updated with each signed lease. Lease agreement must be for a minimum term of 6 months. All community restrictions/rules apply.
