COMEDIAN DOLPHY was buried at the Heritage Park in Taguig City at 2:30 p.m. on Sunday after his bronze casket was brought out of the chapel by pallbearers, including Manila Mayor Alfredo Lim, after a memorial mass and was placed in his granite tomb. The original plan to use a horse carriage to carry the casket did not push through because the horse that would have been used for it had died. Viewers across the country watched the funeral live on nationwide TV. Dolphy, born Rodolfo Vera Quizon, died of
multiple organ failure, kidney ailments and complications from pneumonia on July 10. He was 83. Dolphy starred in more than 200 lms in his 66-year career. Once a poor peanut vendor in movie houses, he shot to fame playing slapstick characters. He became so famous that presidential candidates courted his support in elections, He had 18 children with six women. THE Aquino administration will not be cowed into stopping oil exploration deals in the West Philippine Sea just because of a recent warning from Beijing, deputy presidential spokeswoman Abigail Valte.
She said the government would continue offering new exploration contracts, including those for three blocs off the coast of Palawan, because those areas belonged to the Philippines. Since the 1970s, we have been offering exploration contracts, so we will continue to do so, Valte said. Energy Undersecretary James Layug earlier announced that the government would offer the
contracts on July 31. Layug said the blocs were believed to be most promising for oil and gas deposits. All reserves in that area belong to the Philippines, he said. The three blocs are in an area known as the northwest Palawan basin and just beside the Philippines existing gas elds, but China is claiming the same area. Another area in the West Philippine Sea, the potentially oil-rich Recto Bank, is also being eyed for development by the Philippines, but China is similarly claiming it. Last year, the Philippines accused China of harassing an oil-exploration ship in the area. In Beijing, Chinese Foreign Ministry spokesperson Lie Weimin said any exploration in waters under Chinas jurisdiction was illegal. But Valte brushed aside Beijings recent warning, saying all the contracts being offered by the Philippine government were legal. Liu said China had repeatedly lodged protests with the Philippines for bidding out oil exploration contracts. He said such actions violated ChiNext page nas interests.

Most of the people who attended the burial wore white, including Dolphys immediate family and relatives, but Padilla was in black. THE forecasters, hydrologists, astronomers and other workers of the Philippine Atmospheric, Geophysical and Astronomical Services Administration had been assured that their suspended benets would resume soon, an ofcial said Sunday. Science and Technology Secretary Mario Montejo said the Budget Department would nd a way to release the benets of the weather bureaus workers. The package of benets would be included in the general appropriations act next year, he said. The Philippines on Friday said it deplores the non-issuance of a joint communique after the Association of Southeast Asian Nations failed to agree on key issuesincluding those involving Chinaat the close of the groups 45th Asean Foreign Ministers Meeting in Phnom Penh.
Foreign Affairs Secretary Albert del Rosario blamed Cambodia for consistently opposing any mention of Scarborough Shoal at all and for announcing that a joint communique cannot be issued. The Philippines and China are still negotiating to end a tense dispute over the shoal, about 700 kilometers away, which has been continuing for
more than three months. The Philippines has withdrawn its ships from the shoal to ease tensions, but Chinese government surveillance ships have remained in the area. The other productive segments of the economy, including the domestic industries that compete with imports made cheaper by the strong peso, have also been penalized by the central banks strong-peso policy, Barrios says. He says the national government that borrows cheap dollars, smugglers and their local distributors, the oil companies, public utilities and the importers of foreign goods are the only beneficiaries of a strong peso. Barrios suggests at least seven policy decisions that need to be adopted to correct the situation, the most radical of which is the gradual depreciation of the peso to a level that allows local goods to compete comfortably with imports. He says the national government must borrow locally all the money that covers its yearly deficit plus the funds to prepay its foreign loans. complaint from Ian Kenneth Uygongco, vice president of Philippine Foremost Milling Corp., because the stockpile of coal on one of HGCs lots at the Manila Harbour Center had caused the collapse of a portion of the firms perimeter wall. Uygongcos company filed a complaint with the Environment Departments Pollution Adjudication Board, but no action was taken, Sanchez said. In a letter to Internal Revenue Commissioner Kim Henares, Palmones asked the agency to investigate, inspect, determine and levy the appropriate taxes from the entities that are operating these mountains of coal stockyards located at the Harbour Center Port Terminal Inc. and Manila Harbour Center.

The Department of Foreign Affairs in Manila said Saturday the Philippines was investigating the circumstances that led to the accident, which happened well within the countrys territorial waters. The Chinese frigate had apparently been sailing in Malaysian and Philippine waters before the accident, according to a Philippine military official who spoke on condition of anonymity because of the sensitivity of the matter. Brig. Gen. Elmer Amon, deputy chief of the Philippine militarys Western Command, said Filipino vessels would continue to monitor the shoal amid the continuing presence
of Chinese navy ships in the area. The shoal where the warship ran aground is called Hasa Hasa by the Philippines and claimed by China as part of the Nansha island chain, known internationally as the Spratlys. The Spratly islands are a major cluster of potentially oil- and gas-rich islands and reefs long disputed by China, the Philippines, Taiwan, Malaysia, Vietnam and Brunei. Chinese and Philippine officials are still negotiating an end to a tense maritime dispute over the Scarborough Shoal, about 700 kilometers away, which has been going on for more than three months. THE Technical Education Skills and Development Authority (TESDA) announced a South Korean P126 million grant for a training facility in Davao City and vocational studies abroad for deserving students, TESDA head Joel Villanueva said on Sunday. Villanueva said TESDA and Korea International Cooperation Agency representative Kim Jinoh signed the agreement, which was geared towards technical education and skills development. The new training center opens a new chapter in fostering closer relationship between the Philippines and South Korea, Villanueva said. It will build the capacity of TESDA trainings, teach students critical skills and help open up opportunities for employment and livelihood. The centerpiece of the grant is the construction of one additonal building at the TESDA Regional Training Center in Davao City that would house the Incubation Center, multi-purpose hall and the Korean Language Center. FOR more than 30 years, she has been detained against her will and kept in solitary confinement, in conditions that most of the world would deem unfit. An international rights group, the Catholic Church, a Nobel Prize laureate for literature and even a rock star have all urged the government to release her, but she remains in captivity to this day, yet another stain on the countrys reputation as a civilized society. If only Vishwamali were human, she might not have to suffer thus. But the way we treat animals such as Mali, the Asian elephant who was brought to the Manila Zoo when she was only 3 in 1974, is a reflection of how far or littlewe have progressed. The Indian leader, statesman and philosopher Mahatma Gandhi,

observed that the greatness of a nation and its moral progress can be judged by the way its animals are treated. If Mali is the yardstick, then we have fallen short indeed. For more than 30 years, Mali has spent her days alone in a barren enclosure with only a small pool for entertainment and relief from the heat, reports the group People for the Ethical Treatment of Animals or PETA, which has been following the elephants plight as early as 2009. A report released by the group at that time detailed the lonely life in captivity for the elephant that, by nature, is a social animal that needs the company of others of its own kind. Wild elephant herds roam up to retirement. But Nobel Prize winner J.M. Coetzee issued the most poignant plea in a letter to officials of the Agriculture Department, portions of which were released by PETA. I am writing in support of the campaign to remove the elephant, Mali, from the zoo in Manila where she has spent the past 35 years, to a place of safety, Coetzee said in his letter. Thirty-five years is a heavy sentence to bear, longer than is served by most murderers. Mali has paid the penalty for not being fortunate enough to be born human. Now it is time to release her. We can only agree. Its time to do whats right, not only by Mali, but by ourselves.

A major newspaper reported that the Senator was irked when asked about the graft case filed against him by Palafox. Hindi naman importante yang ganyan (Its not important). Wala namang kabuluhan yan (It has no significance), he said. Such response does not clear the doubt on the soundness, the safety and the sustainability of the entire Apeco epic adventure. We are sure that Angara really loves Aurora but there are those who question his way of showing it.

Continued from page 1 In deploring the meetings failure to produce a communiqu, Philippine Foreign Secretary Albert del Rosario gave vent to a deep personal frustration which he obviously could not help. But it would seem the Filipino plenipotentiary had naively expected a particularly thumping result without having adequately worked for it. China, a known patron and provider of Cambodia, clearly did everything to ensure its desired result. The Philippines, which has no special ties with Cambodia, did not. Indonesian Foreign Minister Marty Natalegawa may have done more to try to broker a compromise. But this was totally overridden by Chinas inuence on Cambodia whose foreign minister and conference host, Hor Namhong, did not mind admitting that the rather standard communiqu had fallen hostage to a bilateral issue between China and the Philippines---Scarborough Shoal. Although some of the more relevant facts seemed to stare the average observer in the face, Del Rosario missed the most obvious of those. He failed to take a correct measure of where Cambodia would stand in a conict between China and the Philippines. For one, the elegant Peace Palace where the foreign ministers meeting and that of the Asean Regional Forum were held had been built, according to uncontested reports, as Chinas gift to the Cambodian government. That alone should have given the foreign secretary adequate warning that whatever good US Secretary of State Hillary Clinton or Hollywood superstar Angelina Jolie has done or was doing for Cambodian women and children and for Angkor Wat, the countrys relations with China were probably much stronger than those with the United States or any of its Asean neighbors. No doubt those who have followed Aseans work all these years or who would like to see Cambodia in a much better light have every reason to feel betrayed. Del Rosario, however, should rst feel bad about himself. He had been part of the hype about a sea code as a certain outcome of the conference without having secured sufcient assurance that it would indeed come to pass. There was no betrayal in Phnom Penh: Cambodia acted strictly according to its own view of its own interests. Del Rosarios visceral reaction seems

Goodness, not cosmological primacy, says Whitehead is the point there is to God! So why then the excitement over Higgs boson? In the first place scientists have not yet made up their minds and do not appear likely to do so in the near future. Are we talking particles, waves or strings? But the God particle excites for the same
reason as magic. The magician holds immense power in his hands and in a sense it has to be domesticated power because it is something he can handle, and wield. So it is with God. Ever wary of a Being who, we have been taught is transcendent, and therefore beyond us and not subject to our control, we get excited when we are told that somewhere inside a winding collider in Switzerland a particle has been found that might just do what we have thought all along to be Gods achievement. That tames God, puts him within our control and calculations, makes him easier to handle. There is one line in one of Jose Garcia Villas eccentric poems that I remember. THE Land Bank of the Philippines recently sealed a $275-million loan agreement with the World Bank to start the Metro Manila Wastewater Management Project. The work involves collection and treatment including the improvement of Manila Bays water quality. Under the agreement, LandBank is the borrower, with the Department of Finance as the loan guarantor, while Manila Water Co. Inc. and Maynilad Water Services Inc. are the subsidiary borrowers and project implementors. The loan will be divided equally between the countrys two biggest water concessionaires to support initial investments in wastewater collection and treatment, septage management.

what proved benecial in a sense to Brown as Philip Cezar, a pillar of strength at Crispa, became his teammate at Great Taste. To me, Philip Cezar is the greatest ever Filipino basketball player, Brown, given the moniker The Quick Brown Fox by the late broadcaster Pinggoy Pengson, tells us during lunch hosted by Danding Cojuangco. Ramon Fernandez was really good, but Cezar was more versatile as he could do almost everything. Cezar had the makings of becoming the greatest Filipino player of all time, but he never really reached his full potential. For Brown to say that of Cezar, it, sure, means a lot. Brown acknowledges that he could play great basketball with so much ease against anyone from the PBA. But when Coach Baby Dalupan started dispatching Cezar to guard me, thats when troubles began to bug me, said Brown, who was accompanied by Popong and Tet Andolong in that nostalgia-laden lunch with Boss Danding. For the record, it was through the Herculean efforts of Tet Andolong, the Travel and Properties editor of
Business Mirror (Popong is Business Mirrors Motoring editor), that Brown had nally snapped his 22-year absence from the country. Tet helped arrange a smooth as silk airplane trip for Brown from Los Angeles and back. Brown was supposed to have visited us earlier, but for three back surgeries hes had in 2009. In Manila, Tet provided Browns land travels through a chaufferdriven Chevy SUV and arranged for a comfortable suite at Crown Plaza Hotel for the eight days or so stay in the country. Ricky and I are friends from way, way back, said Tet, who accompanied Brown in all his numerous schedules in the Big City. One highlight of Browns homecoming was his receiving the Hall of Fame award from the PBA in 2009. He got hold of it only last night at the PBA games at the Smart Araneta Coliseum. Today, Brown will visit Dalupan in his residence at the Loyola Grand Villas at the back of Miriam and Ateneo along Katipunan Avenue, QC. Having been raised in the US, Brown became the rst naturalized Filipino to play in the PBA some
30 years ago. In just two years of play at the PBA, Brown reached the summit of his basketball career and became the 1985 MVP of the league. From Great Taste, he was recruited by San Miguel Beer and in 1989, Brown was part of the PBA Grand Slam champion SMB under coach Norman Black. In 1990, he went back to the US. Tomorrow, its hello goodbye as Brown ies home to Los Angeles, where he works as a principal in a middle school in Artesia, CA. Ill be back in two years time, Brown says. Hopefully, for good. I hope to land a job that is basketball-related, like managing, if not coaching, a team. But, of course, it would all depend on what the Boss will say. What the Boss says, Ill take heed. THE Land Bank of the Philippines has signed a $275-million loan agreement with the World Bank for the initial implementation of the Metro Manila Wastewater Management Project. The project aims to address wastewater collection and treatment practices in selected areas in Metro Manila and improve Manila Bays water quality. SHARE prices are expected to hold on to current levels during this weeks trading, with the start of the release of secondquarter corporate income reports, a market analyst said over the weekend.
The approach of the secondquarter earnings reports cycle should provide sufcient cushion for the index to hold that level, or at least the 50percent line at 5,130, Justino Calaycay Jr. of Accord Capital Equities Corp. said in an e-mailed statement. The stock market, after a five-day decline, rebounded Friday, on anticipation China would stimulate growth after its gross domestic product expanded by just 7.6 percent in the second quarter, the slowest in three years. The Philippine Stock Exchange index, the 30-company benchmark, shed 148 points, or 2.8 percent, last week to nish at 5,214.52 on July 13. Calaycay said selective buying of top and second-tier counters, leading to the earnings season will play a central role in portfolios moving forward without prejudice to or bias against short-term opportunities presented by news- or rumordriven rush. He said the markets 52-week
chart provided an encouraging picture, although the trend raised some concern over the short term. After shifting to a lower gear off the September 2011 to May 2012 rising channel to a temporary two-week slide, the PSEi has resumed its northern trek capped, however, at the most recent historic high of 5,403.16, he said. Were doing it because we have to comply with the requirements of the franchise, Joseph Ferdinand Dechavez, National Grid senior adviser to the president, told reporters. A group of National Grid president Henry Sy Jr. acquired a 45.5-percent stake in Synergy Grid, formerly UEM
Development Philippines Inc. in 2010. Sys group amended the companys primary purpose from a company originally engaged in general construction and other allied businesses to one engaged in power, energy, utilities and infrastructure. Dechavez said National Grid could start increasing its public oat as soon as the share swap agreement with the shareholders of National Grid was completed. Synergy has increased its authorized capital stock to P215 million from P50 million and approved a share swap, in which 100 million
industries, with our company as the parent vehicle, Sy said in his 2011 chairman and presidents report for Synergy. Synergy will own 68.34 percent of Pacica and 100 percent of One Taipan once the share swap is completed. The swap, however, has not been fully executed pending the delivery of all conditions agreed by the parties involved. Around 7 percent of Synergys shares are listed at the stock market. The law granting the National Grid a franchise to engage in the business of transmitting electricity requires the utility to list at least 20
percent of its shares at the stock market within 10 years after it started operations. National Grid took over the operations of National Transmission Corp. on Jan. 15, 2009. National Grid won the right to manage and operate the countrys transmission highway with its bid of $3.95 billion during the bidding in 2008. The law also states the listing in the PSE of any company which directly or indirectly owns or control at least 30 percent of the outstanding shares of the stock of the National Grid will be considered a compliance of the listing requirement.

IN fashion, appearance is everything. What looks good? What makes me look good? What makes me feel good and looks good on me? What looks natural but still good? So it makes sense that peoplewell, women, mostly want undergarments that would enhance and support their assets. Because theres always the possibility of taking their clothes off in front of another person (a man, maybe), said undergarments also have to be pretty. And sexy. And somehow, the ladies expect the same courtesy from guys. Thus, the lingering question, Boxers or briefs? Most men would agree that its a matter of comfort or a matter of whatfeels-right-at-that-moment. Some guys want their member to be free while others prefer a rm, but gentle, hold. A few pros and cons: Briefs wont crease your pants and ride up your thighs. They stay in placeas do your family jewelsand prevent you from exhibiting any form of obscenity when you get excited. Plus, with the advent of bulge-enhancing technology, your package can appear more impressive. But theyre not exactly something you can wear on their own as loungewear, especially when they begin to stretch and become out of shape. The waistband also tends to easily lose elasticity. Boxers, on the other hand, dont stie your crotch and keeps you cool down there when it gets too warm. They can be worn around the house without your bulge being too out there. But if you feel some excitement, theres going to be a lot of awkwardness. They also dont work well with tight pants and they easily ride up your waist. Then, theres the not so pleasant feeling of dangling and swaying when you walk or run. So which is sexier? Women seem to have a lot of opinions on the topic. Each has her own denition of sexy and many a girl talk session will show that the debate is far from over. But there seems to be a consensus that if youre David Beckham or any of the men from Magic Mike, you can wear whatever the hell you want. Or better yet, nothing at all.

The two Dream Teams will be led by the Younghusband brothers, who also endorse the brand. To win the game, the best players must not only be only great at the sport as the game favors the one with a clearer head: focused, determined, and dandruff-free. The NHA now calls for the submission of eligibility documents for the above-cited projects. Checklist of requirements for eligibility is available for examination upon submission of a letter of intent addressed to the BAC Chairperson and upon payment of a non-refundable fee of P1,000.00/contract at the BAC Secretariat Office, 3rd Floor NHA Main Building, Elliptical Road, Diliman, Quezon City. According to Phillip Salvador and Ricky Davao, its not an easy task to be mentors in the grand GMA reality show Protg: The Battle for the Big Artista Break. First of all, its hard to nd the what they call total package. Like in my case, I was assigned in Mindanao. There are lots of potential among those who auditioned. But in my standard, Im looking for the Nora Aunor-Vilma Santos type among the girls and Christopher de Leon for the guys who can combine acting with singing and dancing, says Ipe. In my area (Northern Luzon), I found promising wannabes. One thing more which makes the show exciting is that the five mentors will clash with one another. Me, Ricky, Gina (Alajar), Jolina (Magdangal) and Roderick (Paulate) have our own protgs. Its like, may the best tandem wins, shares Phillip. And a rejoinder to what Ipe has said: it doesnt stop in the mentoring phase. The protgs should also help themselves to hone their craft further. During our time, we really took the initiative to explore and not be content with just the passing mark, so to speak, adds Ricky. The competition will run for 13 weeks. We will start airing on Aug. 5. I just hope that the protgs will be able to pass the challenges to be given by their mentors, says Phillip.

FEW athletes in Olympic history have reached such heights and depths as Marion Jones. After starring at the University of North Carolina and winning gold at the 1997 and 1999 World Track and Field Championships, her rise to the top culminated at the 2000 Summer Games in Sydney, Australia. There, she captivated the world with her beauty, style and athletic dominance, sprinting and jumping to three gold medals and two bronze. Eventually, though, her accomplishments and her reputation would be tarnished. For years, Jones denied the increasing speculation that she used performance-enhancing drugs. But in October 2007, she nally admitted what so many had long suspected; that she had indeed used steroids. Jones was sentenced to six months in prison for lying to federal investigators and soon saw her Olympic achievements disqualied. Now a free woman, Jones is running in a new direction in life and taking time to reect.
