COMEDIAN DOLPHY was buried at the Heritage Park in Taguig City at 2:30 p.m. on Sunday after his bronze casket was brought out of the chapel by pallbearers, including Manila Mayor Alfredo Lim, after a memorial mass and was placed in his granite tomb. The original plan to use a horse carriage to carry the casket did not push through because the horse that would have been used for it had died. multiple organ failure, kidney ailments and complications from pneumonia on July 10. He was 83. Dolphy starred in more than 200 lms in his 66-year career. Once a poor peanut vendor in movie houses, he shot to fame playing slapstick characters. He became so famous that presidential candidates courted his support in elections, He had 18 children with six women. Sino ship refloated, sails home


MANILAChinese navy ships safely removed one of the countrys warships Sunday from a disputed shoal off the western Philippines, where it had run aground while on a security patrol and sparked fears of another maritime standoff in the South China Sea. The warship will sail back to port with minor damage, and no crew member was injured, Chinese Embassy spokesman Zhang Hua said in a statement. The frigate got stuck Wednesday night on Half Moon Shoal, about 110 kilometers from the western Philippine province of Palawan, prompting China and the Philippines to send rescue ships there. Both countries were already locked in a tense dispute over another shoal off the northwestern Philippines. The South China Sea is a ashpoint in diplomatic relations, with various Asian nations claiming whole or part of its islands and waters. Philippine Navy chief Vice Admiral Alexander Pama said at least six Chinese navy ships and vessels, along with smaller utility boats, helped reoat the stalled frigate. Filipino Coast Guard search-and-rescue vessels had been deployed near the scene to help if needed, he said. Next page

THE Aquino administration will not be cowed into stopping oil exploration deals in the West Philippine Sea just because of a recent warning from Beijing, deputy presidential spokeswoman Abigail Valte.
She said the government would continue offering new exploration contracts, including those for three blocs off the coast of Palawan, because those areas belonged to the Philippines. Since the 1970s, we have been offering exploration contracts, so we will continue to do so, Valte said. Energy Undersecretary James Layug earlier announced that the government would offer the

contracts on July 31. Layug said the blocs were believed to be most promising for oil and gas deposits. All reserves in that area belong to the Philippines, he said. The three blocs are in an area known as the northwest Palawan basin and just beside the Philippines existing gas elds, but China is claiming the same area. Another area in the West Philippine Sea, the potentially oil-rich Recto Bank, is also being eyed for development by the Philippines, but China is similarly claiming it. Last year, the Philippines accused China of harassing an oil-exploration ship in the area. In Beijing, Chinese Foreign Ministry spokesperson Lie Weimin said any exploration in waters under Chinas jurisdiction was illegal. But Valte brushed aside Beijings recent warning, saying all the contracts being offered by the Philippine government were legal. Banker: Strong peso to keep us poor

THE Philippines will stay poor and its people will become poorer under a strong peso regime, according to an international banker. Victor Barrios, an economist who is also convenor of Global Filipino Nation, a coalition of Filipino professionals working in 30 countries, arrived at those conclusions and circulated them after he joined a series of dialogues on monetary and scal policies between policy makers in the government, including members of the Bangko Sentrals Monetary Board and leaders of the dollarearning segments of the Philippine economy organized by the Mama Sita Foundation. The paper was released when the peso strengthened by a few centavos to over 41 to the dollar, the highest value that the local unit has reached against the greenback in ve years. Barrios says the strong peso has been behind what he calls a distorted growth crisis in the Philippines, and that its main feature is growth that is consumptiondriven and not as a result of investments and robust exports. He says the biggest single loser from that distorted growth is the Bangko Sentral, which in 2010 lost P109 billion or half its total assets. The monetary authority also lost more in 2011 as a result of trying to stop the dollar from diving in value against the peso. Barrios says that if the central bank continues mopping up the excess dollars entering the country and keeping in its vaults as Special Deposit Accounts the peso proceeds from those dollars, the central bank could go bankrupt by 2014. He says the families of the Filipinos working overseas also lose from a strong, and that they have lost P25 out of every P100 equivalent of their relatives earnings in the past ve years. Next page

DESPITE premature and hyped reports on an Asean sea code accord, the foreign ministers meeting of the Association of Southeast Asian Nations in Phnom Penh ended without an agreement on a Code of Conduct for the various claimants to the Spratlys, Paracels and Scarborough Shoal in the politically troubled waters of the South China sea. For the rst time in Aseans 45 years, the annual ministerial meeting ended without a joint communiqu. Not only the Philippines has every reason to deplore the outcome. Filipinos have good reason to be disappointed with the performance of their own ministerial representative as well.

Harbour Center faces eviction, tax probe over coal stockyard


BUSINESSMAN Reghis Romero is facing a tax investigation and eviction for stockpiling coal in an area owned by Home Guaranty Corp., the companys president, Manuel Sanchez, said Sunday. Sanchez said Romero had illegally used HGCs property as a berthing facility and charged consignees and clients terminal fees, but hadnt paid the company a single centavo. That prompted Agham Rep. Opposition backs Aquino on nixing Cha-cha

CHARTER change appears to be the one political issue that the opposition leaders in the House of Representatives and President Benigno Aquino III are in total agreement. President Aquino is correct in rejecting plans to amend the Constitution, said Minority Leader and Quezon Rep. Danilo Suarez on Friday. I agree with the Presidents reasoning. If there is nothing fundamentally wrong with the Constitution, why amend it at all especially at a time when the government has attained 6.4percent growth in the economy in the rst quarter? Suarez said all the rhetoric to push amendments to the Constitution was meaningless unless the President supported the effort. Without the support of the President, its all noise, Suarez said. A PREGNANT woman and two girls were swept to their deaths by a rain-swollen river in the southern Philippines, ofcials said Sunday. The Philippines on Friday said it deplores the non-issuance of a joint communique after the Association of Southeast Asian Nations failed to agree on key issuesincluding those involving Chinaat the close of the groups 45th Asean Foreign Ministers Meeting in Phnom Penh.

Foreign Affairs Secretary Albert del Rosario blamed Cambodia for consistently opposing any mention of Scarborough Shoal at all and for announcing that a joint communique cannot be issued. The Philippines and China are still negotiating to end a tense dispute over the shoal, about 700 kilometers away, which has been continuing for

more than three months. The Philippines has withdrawn its ships from the shoal to ease tensions, but Chinese government surveillance ships have remained in the area. The House would be in chaos, Fua warned. But Senator Edgardo Angara said this was the best time to amend the Constitution because the President had no interest in extending his term of office. complaint from Ian Kenneth Uygongco, vice president of Philippine Foremost Milling Corp., because the stockpile of coal on one of HGCs lots at the Manila Harbour Center had caused the collapse of a portion of the firms perimeter wall. Uygongcos company filed a complaint with the Environment Departments Pollution Adjudication Board, but no action was taken, Sanchez said. In a letter to Internal Revenue Commissioner Kim Henares, Palmones asked the agency to investigate, inspect, determine and levy the appropriate taxes from the entities that are operating these mountains of coal stockyards located at the Harbour Center Port Terminal Inc. and Manila Harbour Center.

The Department of Foreign Affairs in Manila said Saturday the Philippines was investigating the circumstances that led to the accident, which happened well within the countrys territorial waters. The Chinese frigate had apparently been sailing in Malaysian and Philippine waters before the accident, according to a Philippine military official who spoke on condition of anonymity because of the sensitivity of the matter. Agents foil live corals smuggling attempt at airport

AUTHORITIES have foiled an attempt to smuggle out of the country 149 pieces of live corals, which were concealed underneath boxes of live tropical aquarium shes that were scheduled to be shipped by air to Japan, ofcials said on Sunday. A joint inspection team from the Bureau of Fisheries and Adcquatic Resrources (BFAR) and the Bureau of Customs sezied the corals at the shippers warehouse in Paranaque, BFAR Director Asis Perez said. The export of live tropical shes is not illegal. Corals, however, whether live or dead, is, Perez sasd. The illegal shipment, which totaled 33 boxes and weighing 631 kilos, was bound for Fukuoka, Japan via Asean Airlines. The raiding team seized the shipment three hours before it was due to leave Ninoy Aquino Airport at 10:00 p.m on July 12. The seized corals were part of a series of attempted smuggling of Philippine corals and rare species from the sea such as turtles. Authorities also seized from suspected Chinese poachers in Palawan on Saturday 15 sea turtles or pawikan. A few weeks ago, Customs and BFAR teams also conscated from the same warehouse 46 boxes of elvers or young eels, which were intended for shipment abroad, Perez said. He said coral smuggling, besides forfeiture of the smuggled items, carries maxium penalty of two years in jail and P20,000 ne. The corals will be returned to the sea or donated to schools and musuems for educational and scientic Live corals. IBP offers help on criteria for new head of SC

THE ofcial organization of lawyers, the Integrated Bar of the Philippines (IBP), offered to organize a highlevel forum composed of jurists and legal experts to help draft the criteria and qualication standards that would serve as basis in the selection of the next Chief Justice of the Supreme Court, ofcials said on Sunday. IBP President Roan Libarios said retired justices of the high court and appellate courts as well as deans of law schools in the country have been invited to the forum at the organizations headquarters in Pasic City today. We need to listen to stakeholders, Libarios said. The forum would dene the criteria and standards that could help the Judicial and Bar Council (JBC) select the best man or woman for the job. The JBC is a constitutionally-created body that recommends for presidential appointments the candidates for vacancies in the Supreme Court and other lower courts. The position of Chief Justice of the Supreme Court became vacant after the removal by impeachment of former Chief Justice Renato Corona. About two dozen candidates, including six incumbent Supreme Court justices, have been nominated to the JBC. The JBC will hold a televised interview of the candidates on July 24 to 27. In addition to the six Supreme Court jusitces --- Antonio Carpio, Presbitero Velasco, Teresita Leonardo-de Castro, Arturo Brion, Roberto Abad and Ma. Lourdes Sereno --- also nominated were Justice Secretary Leila de Lima and Solicitor General Francis Jardeleza. Four prominent members of the academe have accepted their nomination to the JBC: former University of the Philippines law dean Raul Pangalangan, De La Salle University law dean Jose Manuel Diokno, University of the East law dean Amado Valdez, and former Ateneo law dean Cesar Villanueva.

THE National Police Commission (Napolcom) has announced that only 1,064 out of 13,387 applicants passed the Philippine National Police entrance examinations held last April, Napolcom Vice Chairman Eduardo Escueta said on Sunday. He said that those who passed the written examination held in designated schools in Metro Manila last April 29 represent a dismal 7.95 percent of more than 13,000 applicants. The relatively low passing rate may be attributed to the continuous upgrading of standards in line with our sustained efforts to professionalize the PNP by ensuring that only the best and most qualied individuals are admitted and promoted in the police service, Escueta said. In a country where the unemployment rate is high, Napolcom examination is one of the most popular. Ofcials claim that those who are not smart enough to be doctors, nurses, and teachers try their luck at entering the police force. The Napolcom hold two sets of examinations every year: one for those who aspire to enter the police force, and the other for promotion in the service. Those who passed the entrance examination are eligible for appointment to the rank of Police Ofcer 1 or PO1. Escueta said that in the examination for promotion in the service, only 2,974 passed out of 15,210 who took the tests, which were broken down as follows: 1,331 passed the Police Ofcer test; 1,373 passed the Senior Police Ofcer test; 167 passed the Inspector test; and 103 passed the Superintendent test. Escueta said individual reports of rating will be mailed to all those who took the examinations.

THE Technical Education Skills and Development Authority (TESDA) announced a South Korean P126 million grant for a training facility in Davao City and vocational studies abroad for deserving students, TESDA head Joel Villanueva said on Sunday. Villanueva said TESDA and Korea International Cooperation Agency representative Kim Jinoh signed the agreement, which was geared towards technical education and skills development. The new training center opens a new chapter in fostering closer relationship between the Philippines and South Korea, Villanueva said. It will build the capacity of TESDA trainings, teach students critical skills and help open up opportunities for employment and livelihood. The centerpiece of the grant is the construction of one additonal building at the TESDA Regional Training Center in Davao City that would house the Incubation Center, multi-purpose hall and the Korean Language Center. Antonio Trillanes called on government to solve basic problems in the education system rather than push implementation of the K to 12 program, which adds two more years to basic education in the country. Trillanes said the solution to poor quality education lies in solving such basic problems as lack of teachers, their low salaries, shortage of classrooms, chairs and textbooks. Once we provide the conducive learning environment, its going to reect on the students performance in school. FOR more than 30 years, she has been detained against her will and kept in solitary confinement, in conditions that most of the world would deem unfit. An international rights group, the Catholic Church, a Nobel Prize laureate for literature and even a rock star have all urged the government to release her, but she remains in captivity to this day, yet another stain on the countrys reputation as a civilized society. If only Vishwamali were human, she might not have to suffer thus. But the way we treat animals such as Mali, the Asian elephant who was brought to the Manila Zoo when she was only 3 in 1974, is a reflection of how far or littlewe have progressed. The Indian leader, statesman and philosopher Mahatma Gandhi,

observed that the greatness of a nation and its moral progress can be judged by the way its animals are treated. If Mali is the yardstick, then we have fallen short indeed. For more than 30 years, Mali has spent her days alone in a barren enclosure with only a small pool for entertainment and relief from the heat, reports the group People for the Ethical Treatment of Animals or PETA, which has been following the elephants plight as early as 2009. A report released by the group at that time detailed the lonely life in captivity for the elephant that, by nature, is a social animal that needs the company of others of its own kind. Wild elephant herds roam up to retirement. But Nobel Prize winner J.M. Coetzee issued the most poignant plea in a letter to officials of the Agriculture Department, portions of which were released by PETA. I am writing in support of the campaign to remove the elephant, Mali, from the zoo in Manila where she has spent the past 35 years, to a place of safety, Coetzee said in his letter. Thirty-five years is a heavy sentence to bear, longer than is served by most murderers. Mali has paid the penalty for not being fortunate enough to be born human. Now it is time to release her. We can only agree. Its time to do whats right, not only by Mali, but by ourselves.

The God particle


IT WAS my father who challenged me to write this piece today. He asked me whether I had heard about Higgs boson and I told him I had. He then asked me why I did not write about it considering that, in the very least, the fact that media have been calling it the God particle should be provocative, if not disturbing, to believers. I pointed out that I had written on a related topic of cosmology in commenting on Stephen Hawkings celebrated The Grand Design. But questions of the kind my father goaded me with provide me with the opportunity to take up what I have frequently advocated: a revisit of our concept of God. There should be no trouble for persons of faith to admit that in the wake of scientific discoveries, conceptual models should be reexamined. Ever since Thomas Kuhn we know that scientists ever so often abandon paradigms and adopt new ones because it is exactly the nature and the gloryof thought to keep thinking things through! There should be nothing shameful about having to admit that our traditional models by which we have so far thought of God are not making things any clearer when we stand beside the large Hadron Collider. Faith is not obduracy, and religion has never been a matter of keeping a privileged set of propositions above the maelstrom of contention. Some things have to be made clear. First, some scientists believe that they have discovered the Higgs boson, supposedly a sub-atomic particle believed to go back all the way to the Big Bang and responsible, or so it is believed, for imparting mass on all other particles. Second, scientists do not claim to have found it; only that they have found a particle which might be the Higgs boson, suggesting then that the particular boson, like a black hole, is a conceptual supposition -it must be there because some things would be difficult if not impossible to explain without itand not some kind of incontrovertible fact. Third, scientists have never called it the God particle. It is non-scientists who have, and understandably so, because any looming face-off between the champions of science and the defenders of faith should be more exciting than Donaires latest bout! There is something else that struck me too. Hawking does not seem to be too excited about bosons. Of them, he says rather uninterestingly in the glossary he appends to The Grand Design: an elementary particle that carries force. That, of course, does not sound anywhere close to being god-like! If you line up things from the complexlike the human being to the more elemental, and then to the primordially simple, like the particles and then put God at the beginning of the causal chain then you bring nothing but insoluble problems on your postulation of God. But I really have serious doubts that any philosopher or theologian worth reading and following has ever done this. To be sure, myths put things in that fashion, but that is exactly how myths are and the reason they are recognized not as wrong, but as mythical! But traditional concepts of creation have had to contend with two apparently irreconcilable but vital convictions: Ex nihilo, nihil fit... from nothing, nothing comes and the Christian belief that creation is always ex nihilo. To talk of what nothing can or cannot produce is, to me, to talk unintelligbly. So when you insist that nothing comes from nothing (a line Julie Andrews, as Maria, sang in The Sound of Music), then you are only repeating a point made by Parmenides: that absolute nothing cannot be thought. One can of course think of it as the negation of everything, of existence, but there is not very much content to that, is there? So it is that when the Christian professes that God created the world from nothing, he surely cannot be saying that first there was nothing (because nothing cannot be!), and then things, by Divine decree commenced to exist. The believer posits the reality of God in manner analogous to insisting that one is in a forest when all that one can see are trees! So as the gigantic collider smashes atoms and produces exotic particles like bosons and muons the believer need not be fearful that the discovery of universe-building particles will ease out God. In logic, one should say that the proposition Either Higgs boson brought about all that there is, or God did is a category mistake or a sortal error, the very kind of mistake committed when one says of the theory of relativity that it is blue. Theories are not the sort of thing that can be blue. God is not the sort of being that can engage in a contest with particles! But traditional catechism must also bear its burden of blame, for in the eagerness of catechists to make God a more accessible concept, they have left us all a picture of God as he who decided that things should be and then brought them about. Spinoza, in his time, proposed a concept of God that would have made us look for the Divine in the world, not beyond or before it. But like any genuinely seminal thinker, Spinoza was not heeded and he spent a great deal of his life at the rather menial task of grinding lenses. The substantial Turn to page 5

Does Angara really love Aurora?


TECHNICAl Education and Skills Development Authority director general Joel Villanueva has made a lame excuse to justify his early campaign for his senate bid for the 2013 election using Tesda as his launching pad through ads and other promotions. We suspect he is wasting tens of millions of government funds on these materials. According to a journalist friend, she was told that Villanuevas ad campaign is funded by donations from friends without conflict with Tesda. Of course Villanuevas claim that the millions spent for all those ads and promos to push his Senate candidacy are donations, is to say the least, hilarious. Perhaps Villanueva can make public the list of his donors and how much each donor gave so we can start to believe his funny claims. *** The province of Aurora is probably one the best-kept secrets in the country today. It has bountiful mangroves, pristine coastal waters and lush rainforests that could rival the more well-known tourist destinations in the Philippines. No wonder the Angaras, the first family of Aurora, love their home province with a fierce sense of pride. Sadly, despite the best efforts of the powerful Aurora family dynasty led by Senator Edgardo Angara, his sister Gov. Bellaflor AngaraCastillo, and his son Representative Sonny Angara, the province is still one of the poorest in the country. To their credit, the Angara family has initiated the development of the Aurora Pacific Special Economic Zone to deliver progress in the area. APECO claims it will bring boundless economic prospects as the countrys first Pacific-side eco-zone once it becomes fully operational. Yet, for all the benefits that APECO has been hyped to bring, the project has constantly been under a barrage of criticism from the people living in the area. Surveys have revealed the same lands where the APECO will be built are titled under small farmers with certificates of land ownership award and indigenous peoples with certificates of ancestral domain title. A non-governmental organization active in helping residents in the province reported that thousands of families will be stripped of their lands, resources and livelihoods should the freeport be completed. Also, top-notch Architect Felino Palafox revealed that no feasibility studies and development plans were undertaken for APECO before it was implemented. He said part of the land being used for the project is prone to flooding and soil liquefaction. According to Palafox, the land in question will go underwater within 25 years. Palafox, a world renowned urban planner, has filed a criminal complaint in the Office of the Ombudsman against Senator Angara for pushing for the APECO despite environmental concerns about the project site. Palafox said the officials pushed for the development of the ecozone and ignored his recommendations about the site. Palafox also claimed that the Senator had a conflict of interest in Apeco as the latters family would benefit from the project, which covers 12,400 hectares. Included in the complaint for graft and violation of the code of ethics for government officials were the

APECO board of directors, which include Governor Angara-Castillo and Representative Angara. He added that Senator Angara violated the anti-graft law, which prohibits a member of Congress from acquiring or receiving any personal pecuniary interest in any specific business enterprise to be directly favored by any law or resolution that he had authored and which was approved or adopted by Congress during his term. The senator was the author of Republic Act No. 9490 creating the Aurora Special Economic Zone Authority. It was amended in 2010, and a new law created Apeco. Palafox took to task father and son for holding positions in Apeco without forfeiting their seats as lawmakers, which he said violated the Constitution. Under the law, the Apeco board is composed of six members, two of whom must be the congressional representative of the district covering the site of the Aurora ecozone, and the governor of Aurora province. This is the legal justification invoked by the senator when asked to comment on the presence of his son and sister in the Apeco board. He said there is no conflict of interest since they are there by virtue of law, in their official capacity. A major newspaper reported that the Senator was irked when asked about the graft case filed against him by Palafox. Hindi naman importante yang ganyan (Its not important). Wala namang kabuluhan yan (It has no significance), he said. Such response does not clear the doubt on the soundness, the safety and the sustainability of the entire Apeco epic adventure. We are sure that Angara really loves Aurora but there are those who question his way of showing it.

A RANKING government ofcial has dubbed the rst ten years of this century as the lost decade. He anchored his analysis on data which show that the poor in this country actually multiplied in the rst decade of the millennium. But if squandered opportunities and missed chances would be the yardstick, then we dont have just a one lost decade but many, a string of setbacks that could stretch to half a century back. Although such a what-wentwrong study is useful, it shouldnt be used solely to write an elegy on vanished hopes with. Instead of using it as fodder for self-pity, we can use it to cure our arrested development and interrupted growth. If the 2001 to 2010 was the lost decade, then the current one to 2020 should be the decade of recovery. I cant overemphasize the need to impose a 2020 deadline for our resurgence. This might be our last bus out of the woods. If we miss this one, we will forever be stuck where we are, wedged in poverty while our neighbors overtake us again and again as they take their victory laps. Of course every journey starts with a vision, to which we can set our course. This end of the rainbow teaser is important because people will only work hard if they know what kind of pot awaits them there. If people will not labor for vague aims, then all the more that government should not be driven by hazy ideals. Although this government has no overarching message that taps into our collective energy, it is not too late, however, for it to set a 2020 vision, one that will be a catalog of targets, and then rally the nation in achieving each of them The to-do list will detail what needs to be done the jobs to be created, the illiteracy to be conquered, the diseases that will be defeated, the peace to be won, the poor to be liberated in quantiable terms before this decade ends. Once this is packaged, the government can brand it with a rallying cry, the way President Fidel Ramos excited us with his Philippines 2000 call. In short, what this country needs is a Philippines 2020 goal. One that will energize the people and jumpstart moves to reverse the failures of the lost decades. It will serve as a directional sign as we slog through the high but hard road, one that will jolt us from our leisurely, meandering stroll in the tuwid na daan. There are 3,099 days to Dec. 31, 2020. When the reworks are lit up on the last minute of that year to greet 2021, we should be able to look back with contentment and say to ourselves mission accomplished. The government should build this 3,000-day plan of achieving peace and progress. If it hesitates out of fear that it will be accused of harboring a desire to stay in power beyond June 30, 2016, then it forfeits a golden opportunity to reverse institutional myopia in government. I wrote last week how our truncated electoral calendar has bred a culture of adhocracy. With our professional politicians needing to renew their job contracts every three years, the era and the ethos of the perpetual campaign have been created. In one seamless cycle, the campaign for reelection starts on the day one has won ofce. The demarcation between the acquisition of a mandate and the exercise of a mandate has all disappeared. The line has become so blurred that when we see an elected public ofcial at work we are not sure if he is doing it because he is running an ofce or running for one. If the Aquino administration supplies us with a Philippines 2020 vision, then it would break free from the mold of implementing short-gestation, stop-gap, co-terminus projects whose completion is dictated by the election calendar. It is time to take the long view. Let me cite one reason. By 2020, our population will increase from this years 97.6 million to 114.7 million. This means 17.1 million more mouths to feed, minds to be educated, and bodies to be housed. We will be needing 1.91 million tons of rice a year to feed the 17.1 million. To be able to do this, we must put 191,500 hectares under irrigation, at a cost of 57.4 billion. And we are talking of just one food. We also need to house, school, guard the 17.1 million. We have 3,099 days to do it. The countdown starts today. But before we can do that, we need a 20/20 vision for 2020.

But it would seem the Filipino plenipotentiary had naively expected a particularly thumping result without having adequately worked for it. China, a known patron and provider of Cambodia, clearly did everything to ensure its desired result. The Philippines, which has no special ties with Cambodia, did not. Indonesian Foreign Minister Marty Natalegawa may have done more to try to broker a compromise. But this was totally overridden by Chinas inuence on Cambodia whose foreign minister and conference host, Hor Namhong, did not mind admitting that the rather standard communiqu had fallen hostage to a bilateral issue between China and the Philippines---Scarborough Shoal. Although some of the more relevant facts seemed to stare the average observer in the face, Del Rosario missed the most obvious of those. He failed to take a correct measure of where Cambodia would stand in a conict between China and the Philippines. For one, the elegant Peace Palace where the foreign ministers meeting and that of the Asean Regional Forum were held had been built, according to uncontested reports, as Chinas gift to the Cambodian government. That alone should have given the foreign secretary adequate warning that whatever good US Secretary of State Hillary Clinton or Hollywood superstar Angelina Jolie has done or was doing for Cambodian women and children and for Angkor Wat, the countrys relations with China were probably much stronger than those with the United States or any of its Asean neighbors. No doubt those who have followed Aseans work all these years or who would like to see Cambodia in a much better light have every reason to feel betrayed. Del Rosario, however, should rst feel bad about himself. He had been part of the hype about a sea code as a certain outcome of the conference without having secured sufcient assurance that it would indeed come to pass. If Philippine sovereignty and jurisdiction can be denigrated by a powerful country through pressure, duplicity, intimidation and the threat of the use of force, the international community should be concerned about the behavior, Del Rosario told the Asean Regional Forum, which was attended by Aseans dialogue partners, including Chinese Foreign Minister Yang Jiechi and Mrs. Clinton. It was a strongly-worded statement. It seemed to resonate Clintons earlier well-publicized statement, with its oblique reference to China, that nations should settle their territorial disputes without coercion, without intimidation, without threats, and without use of force. But outside of its propaganda value, it does nothing to whitewash the Philippine failure to encourage the conference to produce a document that does not win all points, but does not quite lose all points either. A joint communiqu that contains a general statement on the South China Sea without any specic reference to the Spratlys, the Paracels or Scarborough would have been immensely more valuable than no communiqu at all. The Philippine representative, however, opted for the latter. Indeed the Philippines may insist that it has sovereignty and jurisdiction over Scarborough Shoal where Chinese and Philippine vessels have been on a standoff since April 10. After all, the triangular cluster of rocks and reefs sits about 230 kilometers from the coast of Zambales province, which used to host the Subic naval base, homeport of the US Seventh Fleet, and some 1,200 kilometers away from the nearest major Chinese landmass. It is neither unreasonable nor delusional to say that Scarborough Shoal is, and can only be, within the Philippines 200-mile Exclusive Economic Zone (EEZ), as provided by the UN Conference on the Law of the Sea. It cannot be part of any other countrys EEZ, whose baseline is 1,200 kms. away. But because the shoal is not under the Philippines effective occupation and control----to the contrary, some have suggested that China may have, in fact, already effectively occupied it---outsiders can only describe the shoal as a disputed area. There are hundreds of unsettled territorial disputes in the world. Some of them have led to wars, resulting in the victors takeover of the disputed territory. Others have remained the cause of active, protracted clashes like that between Israel and Palestine. Others still have remained dormant, making the news only if and when a violent clash occurs and there are casualties. In Asia Pacic alone, China has other territorial disputes with India, Bhutan, Japan, Korea, Taiwan; Japan has a territorial dispute with Russia, North Korea and Australia; South Korea with North Korea; India with Bangladesh and Pakistan; Bangladesh with Myanmar; Indonesia with East Timor; Singapore with Malaysia; Thailand with Cambodia; and so on. Very few of these areas have managed to become ashpoints, despite the value of the disputed territory to the respective parties. It normally requires a violent incident, with serious casualties and consequences, to promote the conict into a world-headline making news. In the case of Scarborough, the standoff was triggered by the reported poaching of giant clams and endangered sharks by Chinese shermen in Philippine waters. Philippine authorities tried to board the Chinese shing vessels and arrest the shermen, but the Chinese Navy came in to prevent it. No gunre was exchanged, no deaths or injuries occurred. The incident did not affect nor threaten to affect the freedom of navigation in the South China Sea lanes, which all countries support. It should have landed in a diplomatic note, which is normally not released to the media by either the sending government or its recipient. It was not even monitored independently by the local or world press. How on earth did it become a running story in the world press? Who has been hyping it? And for what reason have they been hyping it? If, as the foreign secretary declares, the Philippines exercises sovereign jurisdiction and control over Scarborough Shoal, and that the Chinese vessels have violated Philippine sovereignty, should the government not be prepared to denounce the Chinese intrusion as an act of aggression, and go to the United Nations Security Council, instead of the Asean foreign ministers meeting and the Asean Regional Forum, for the appropriate action?

In the first place scientists have not yet made up their minds and do not appear likely to do so in the near future. Are we talking particles, waves or strings? But the God particle excites for the same

reason as magic. The magician holds immense power in his hands and in a sense it has to be domesticated power because it is something he can handle, and wield. So it is with God. Ever wary of a Being who, we have been taught is transcendent, and therefore beyond us and not subject to our control, we get excited when we are told that somewhere inside a winding collider in Switzerland a particle has been found that might just do what we have thought all along to be Gods achievement. That tames God, puts him within our control and calculations, makes him easier to handle. There is one line in one of Jose Garcia Villas eccentric poems that I remember. God asked of man who held a bow at him: Wouldst thou murder me who created thee? to which man replies: No, I do but measure thee. That is the reason that calling Higgs boson the God particle is exciting! Hubris, some might say in spite and condemnation. More charitably, it seems to be part of human playfulness! THE Land Bank of the Philippines recently sealed a $275-million loan agreement with the World Bank to start the Metro Manila Wastewater Management Project. The work involves collection and treatment including the improvement of Manila Bays water quality. Under the agreement, LandBank is the borrower, with the Department of Finance as the loan guarantor, while Manila Water Co. Inc. and Maynilad Water Services Inc. are the subsidiary borrowers and project implementors. The loan will be divided equally between the countrys two biggest water concessionaires to support initial investments in wastewater collection and treatment, septage management.

Lacson Street and its connecting Circumferential 2 Road, Espaa Street through and through Radial 7 interchange project, Dapitan, Lerma, Nicanor Reyes Street (formerly Morayta), Dimasalang Street, Vicente Street, Maceda Street, Magsaysay Boulevard-M. de la Fuente Street, Legarda Street, Claro M. Recto Avenue, and even on Nagtahan Road. Tolentino said public highways and MMDA have been coordinating work on the road network in the National Capital Region. He said the agency would be putting out yers on road usage for motorists for good measure. The materials will help drivers understand the international trafc signals, trafc rules and regulations, and nes for various trafc violations, among others, Tolentino said. OFFICERS of one of the countrys oldest sports club face criminal prosecution for engaging in unlawful offering and sale of securities, in the form of membership shares, in violation of the Securities Regulation Code. The Securities and Exchange Commission has asked the Department of Justice to deny the motion for reconsideration led by expatriates Jonathan Thorp, Thomas Whitwell, Alfonso Cervero, Matthew Freeston, Andrew Yates, Ian Sinclair, Keith Warne and Faisal Durrani-Khan, all ofcers of Nomad Sports Club, who had been recommended earlier for indictment for illegal selling of membership shares. The SEC through Enforcement and Prosecution Department Ofcer-in-Charge Leila Laureta-Agustin and Securities Counsel Jonathan Pancracius Paguirigan said the appeal of the NSC ofcials should be denied for utter lack of merit for failure to raise any new and substantial argument that would merit a reconsideration of the resolution of the DOJs investigating prosecutor. NSC, whose membership consisted mostly of foreigners, was put up in the 1940s as a successor to another all expat organization known as the Manila Club based in Makati City in the 1920s. The clubs present site is a venue for international amateur and professional soccer and cricket events. Instead, the SEC lawyers urged the DOJ to proceed with the criminal cases against the club ofcers because the DOJs earlier resolution nding probable cause to hold all of the respondents for trial for violation of the Securities Regulation Code duly conforms with the evidences submitted, to applicable laws and jurisprudence. THE Philippine Institute for Volcanology and Seismology on Sunday called for tsunami response drills under the Metro Manila Development Authority. Director Renato Solidum asked Chairman Francis Tolentino to organize a simulation of Scenario 13, on a possible occurrence of strong earthquake off Manila Bay. Santiago said MMDA has proposed a vertical evacuation to higher grounds once the water elevation at Manila Bay rises to two meters to four meters high because of the movement of the Manila Trench. Abalos attends to scoliosis in schools

MANDALUYONG Mayor Benjamin Abalos instructed the city health ofce to hold free screening on scoliosis for public school children in the city aged between 10 and 14. He said the special program aims to provide care and possible treatment to children diagnosed with scoliosis as part of the thrust of the Local Council for the Protection of Children. Last year, the council made a study at Highway Hills Integrated School to identify scoliosis among the enrollees. Findings showed 11 of 56 students who underwent conrmatory x-ray tests were found positive for scoliosis, one student having severe curvature. These students belong to the age group 10-14 years old, during which, as other more scientic studies have already determined, scoliosis usually begins. The percentage of students found to be positive with the disorder prompted the city government to conduct the test to all public school children. Early detection and treatment is very important, Abalos said. Treatment like bracing or surgical correction is placed at P30,000 while treatment facilities and experts in scoliosis are difcult to nd in the country.

Hepatitis survivors put up a brave ght for their loved ones

SAM Digma was diagnosed with Hepatitis B and given 6 months to live. With a three-year old and a two-yearold boy, Digma, 30, said she couldnt think of how her young children will be without a mother. I wish to grow old with them, said Digma. I wanted to escape the world, but I didnt know how to begin and where to begin, said Digma, adding that it was so painful knowing that you only have few remaining months on earth. I have been asking, why me? Im just a simple mother. Im not a drug user, I dont even have a tattoo. I was living a simple and a happy life with my family. Why me? Furthermore, she said there was the fear of being ostracized and ridiculed so she opted to keep mum about what the doctors found out. But to ease the burden of waiting for your death, I later disclosed my condition to my family, a few close friends and her boss at First Gen, a power generation company where she works, Digma said. They were the ones who supported me, and helped me nd the treatment for Hepatitis B, she said. Just like Digma, Aldrich Talledo, 44, a nurse, also with two kids, was a hepatitis survivor. He was about to leave for New Zealand in 2010 when he was discovered with Hepatitis C. Talledo said he became depressed. There was hatred with the thought that I was hit by Hepatitis C and could not leave the country to prepare the future of their kids, he said. Since both kids are also studying, Talledo said the nancial burden that goes with the disease keep bugging his mind. I was always thinking of where to get the money in sending my children to school, for my treatment, he said. While doctors traced Digmas Hepatitis B to a blood transfusion when she was nine years old, Talledo said it cant be established how he got the virus. But doctors surmised it could very much be work-related considering the nature of his job. He could have been exposed to another persons infected blood. Digma and Talledo were the rst Hepatitis B and Hepatitis C patients to come out in the open. They were presented by the Hepatology Society of the Philippines in coordination with Roche during the celebration of the World Hepatitis Day last July 11 at Hyatt Regency Hotel in Manila. Roche business unit manager Butch Lopez said the personal testimonials of Digma and Talleda, considered as two brave souls give us a lot of inspiration and information. He said Roches awareness campaign is focused on driving public appreciation of the disease burden, recognizing its debilitating impact on the individual patients and the public. But the company cannot do it on itsd own, Lopez said. So they are partnering with other stakeholders to push hepatitis advocacy to a higher level. We also recognize full well that cost is a major hurdle for treatment initiation, he told reporters in the media brieng. To make treatment attainable to more people, he said Roche launched the PEGGASIST Easy Access Plan for Hepatitis B and C. It is a socialized pricing program which allows patients to have access to Peg-interferon alfa-2a with discounts of up to 50 percent to eligible patients, he said. Digma and Talleda were among the recipients of this program that helped them cope with the costly treatment for the disease. Lopez also assured that patients who truly cannot afford the medication can get higher discount for medication. Lopez said patients can also be provided with free selected Hepatitis Band C laboratory tests that would have been otherwise very, very expensive. With this program, he hepatitis patients are one-step closer to a life-changing cure. HSP president Dr. Diana Alcantara Payawal said Hepatitis B and C represent one of the major threats to global health with high prevalence rates in the country. Food and Nutrition Research Institute study sponsored by HSP and the Philippine Society of Gastroenterology shows that in the Philippines, there is a Hepatitis B carrier yet of 16% among adult population of which 1 in 15 Filipinos are infected. Hepatitis B and C viruses can lead to liver scarring (cirrhosis). If one has liver cirrhosis, there is a risk of life-threatening complications such as bleeding, ascites (accumulation of uid in the abdominal cavity),coma, liver cancer, liver failure and death. In the case of chronic hepatitis B, liver cancer might even appear before you have developed cirrhosis. It is estimated that 14 million Filipinos are chronically infected with Hepatitis B, of whom 1.1 and 1.9 million are expected to die prematurely of cirrhosis of liver cancer. Payawal said Hepatitis B is the most common cause of liver cancer. In Asia liver cancer ranks as 5th most common cancer while in the Philppines, it ranks as the second most common cancer with hepatitis B as the most common cause. She said HSP strives to spread awareness of the disease as well as providing the information and means to the treatment necessary for the disease.

Irving breaks hand; Lin out of New York?


CLEVELANDKyrie Irving, the NBAs reigning rookie of the year, broke his right hand during the Cavaliers practice on Saturday in Las Vegas.
Irving will return to Cleveland to be examined by team doctors Sunday and said he likely will undergo surgery. The Cavs said in a release Saturday night that they expect Irving, their leading scorer last season who recently dazzled during scrimmages against the U.S. Olympic team, to be ready for the start of training camp in late September. However, the team said it will not have a timeline for Irvings return until after he is examined. The team said Irving injured his hand slapping the padding on a wall at the teams practice site. The injury occurred after Irving committed a turnover toward the end of the morning practice. Irving was in Las Vegas practicing with Clevelands summer league team. It was just a freak accident, said Irving, the No. 1 overall pick in the 2011 draft. Irvings injury is a tough blow for the 20-year-old, who recently wowed observers during workouts against the American team headed to the London Games. Irving also had made headlines by challenging Kobe Bryant to a game of 1-on-1 with the loser promising to pay $50,000 to the winners charity - a video of Bryant and Irving engaging in trash talk has become a hit on the Internet. I am a little disappointed, Irving told reporters. I have to be more responsible about my health. It was just crazy. It happened so fast. Irving averaged 18.5 points, 5.4 assists and 3.7 assists last season and proved to be worthy of the top pick. He has given the Cavaliers and their fans reason to believe the franchise can return to prominence following the painful departure of LeBron James. Irving missed 14 games last season with injuries. He sat out 10 games with a shoulder injury, three with a concussion and one when he was ill. Irving played in just 11 games as a freshman at Duke because of a serious foot injury. Lin has signed an offer sheet with the Houston Rockets, and the Knicks have repeatedly said they would match any offer for their breakout star. But with the third year of the contract worth about $15 million, they can certainly pass now after signing Jason Kidd and getting Felton back. WORLD Boxing council super lightweight champion Danny Garcia kept his promise to knock out recently reinstated World Boxing Association champion Amir Khan, scoring a stunning fourth-round technical knockout that clearly shocked and silenced a huge pro-Khan crowd at the Mandalay Bay Events Center in Las Vegas, Sunday (Manila time). Khan started well using a stinging left jab and an occasional right hand to dominate the opening round and appeared to be determined to make Garcia pay for his preght trash talk. Garcia was cautioned a few times by referee Kenny Bayless for low blows, but shrugged it off and was not even bothered by a cut above his right eye in Round 2 just as Khans speed began to tell. Garcia bided his time, before nailing Khan with a vicious counter left hook that caught the British ghter on the chin and dropped him on the seat of his trunks. Khan was wobbly as he barely beat the count and was clearly saved by the bell. Garcia, egged on by his corner went after Khan at the start of the fourth round and dropped him for the second time in the ght, but Khan fought back gallantly if not desperately as the two ghters traded big shots. However, towards the end of the round, Garcia nailed Khan with a devastating combination and although the 2000 Athens Olympic Games silver medalist beat the count, he was clearly in no position to continue and referee Kenny Bayless waved off the ght despite a mild protest from Khan.

But, Teng, a prized recruit from Xavier School, quickly redeemed himself, converting a threepoint play off Chris Balls foul in the remaining 27.3 seconds. His basket gave La Salle a slight 7068 edge in the ensuing play. Behind Yutien Andrada and Luigi de la Paz, the Archers forced the Maroons to give up the ball twice in the remaining time. MARIO West drove hard to the heart of the defense and nailed a difcult, game-winning layup with 1.6 seconds left to lift Meralco to a 113-112 escape win over Petron Blaze as the Bolts nished their season with a bang in the 2012 Philippine Basketball Association Governors Cup at the Smart-Araneta Coliseum. With the Bolts trailing, 112111, with5.7 ticks remaining and the game coming down to the nal possession, West, off a timeout, went strong to his right and eluded the Boosters defense to make the acrobatic lay-up over the outstretched arms Arwind Santos, sending the Bolts crowd to a frenzy. THE National University Bulldogs are in unfamiliar territory after they posted a 90-55 rout over the University of the East Warriors Saturday in the opening game in the 75th University Athletic Association of the Philippines at the SM Mall of Asia Arena. They have never scored such a big rout before, and it was the biggest of the three wins the Bulldogs have experienced since last year. TARLAC CITY--Former three-time marathon king and current event record holder Eduardo Buenavista struck anew and easily won the third leg of the 36th Milo Marathon held today in Tarlac City. The 34-year-old Buenavista of Sto. Nino, South Cotabato dominated the mens 21-k category in 1:13:29 with plenty of time to spare and pocketed the P10,000 elimination leg top purse. The twotime Olympian was about 600 meters ahead over second pursuer Nelson Rombosa who clocked in at 1:24:58, followed by Gavino Lopez at 1:26:46. Banana exporters eye US Pacic bases

BANANAS from the Philippines may soon find their way to the United States through military bases on Pacific islands, an option that exporters said is more feasible and lucrative than shipping directly to the US mainland. The requirements to penetrate the DeCa [Defense Commissary Agency] establishments will not be as stringent as the requirements imposed by other states and the US mainland, Trade Department director Senen Perlada said over the weekend. Perlada said while exporting bananas to the US mainland was technically possible, exportation costs like freight fees will make it hard for our exporters to post prot. He said banana exporters would instead focus on the DeCa establishments starting in Okinawa, Saipan, Hawaii and Guam. There are about 250 DeCa establishments worldwide operated by the US Defense Department that cater to American military and their families. Local banana groups are now in talks with DeCa establishments in the Pacic and other US states. The government expects to sign a bilateral agreement with the US for the export of bananas to the US mainland and other states. The agreement also includes importation of vegetables from the US. Meanwhile, the government plans to send a trade mission to Russia to convince buyers to increase their purchase of Philippine bananas, following the successful mission to the Middle East. The Trade Department said Middle East countries had committed to import 3.36 million boxes of Cavendish bananas from the Philippines in the next six months. European buyers also expressed interest to import Philippine bananas, with three institutional buyers from the region planning to visit plantations in Mindanao in the next few months for possible purchase or supply agreements.

THE Land Bank of the Philippines has signed a $275-million loan agreement with the World Bank for the initial implementation of the Metro Manila Wastewater Management Project. The project aims to address wastewater collection and treatment practices in selected areas in Metro Manila and improve Manila Bays water quality. LandBank will serve as the borrower of the loan, with the Finance Department as the guarantor. Manila Water Co. Inc. and Maynilad Water Services Inc. will serve as the subsidiary borrowers and project implementors. The loan will be divided equally between the countrys two biggest water concessionaires. The lack of proper wastewater systems signicantly damages the environment, especially our coastal waters, and poses a genuine threat to the health of our citizens. THE Energy Regulatory Commission has provisionally approved the supply agreements of San Miguel Energy Corp., the countrys largest power generator, with several electric cooperatives nationwide. The ERC said San Miguels contract with the electric cooperatives would redound to the benet of consumers. San Miguel administers the contract of the 1,294-megawatt Sual coal-red power plant in Pangasinan and the 1,200-MW Ilijan combined cycle power station in Batangas. San Miguel, through its subsidiary Strategic Power Development Corp., is also the administrator of the 345-MW San Roque hydroelectric power plant in Pangasinan. The ERC approved the supply agreement between San Miguel and Nueva Ecija II-Area 1 Electric Cooperative Inc. San Miguels rate to NEECO II-Area 1 is lower compared with National Power Corp.s applicable charges of P0.0925 per kilowatt-hour. San Miguels average basic energy rate is P4.1648 per kWh and P4.5448 per kWh for Aug. 26, 2010 to Aug. 25, 2012 and Aug. 26, 2012 to Aug. 25, 2013. The commission has a mandate to protect the interest of the member consumers as they are affected by the rates, particularly in the light of pervading global nancial crisis, the ERC said. The government regulator ERC also approved San Miguels supply agreement with Ilocos Norte Electric Cooperative Inc. San Miguels hourly basic energy rate for Ilocos Norte Electric is lower by P0.20 per kWh against Napocors time of use rate in all hours of the day. The provisional implementation of the instant application would result to savings in INECs generation rate of P0.0073 per kWh, ERC said. The ERC also approved San Miguels supply contract with Nueva Vizcaya Electric Cooperative. San Miguels rate of P4.2317 per kWh for Nueva Vizcaya Electric is lower by P0.0526 per kWh compared with Napocors rate of P4.2843 per kWh.

Power supply assured


THE Energy Department on Sunday assured that power supply will continue to be normal during the eight-day maintenance shutdown of the Malampaya gas platform, which started July 13. Electricity prices, however, are expected to go up during the August billing of consumers. We still see a normal supply situation in the Luzon grid [even with the shutdown], Energy Undersecretary Josena Asirit told reporters. The Malampaya gas platform in northwest Palawan supplies fuel to three power plants in Luzon with a combined capacity of 2,700 megawatts. The gas plants are currently running on alternative fuels. The Malampaya gas eld is set to resume supply by midnight of July 21. Asirit said the Sta. Rita and San Lorenzo plant would operate at their normal capacity of 1,000 MW and 500 MW, respectively, while the Ilijan would run one block at a maximum of 450 MW from its original rate of 1,200 MW. MRT-7 project needs new govt approvals

THE government asked the proponent of the Metro Rail Transit Line 7 project to seek the approval of the National Economic and Development Authority again, after it failed to mobilize funds for the project in December 2010. Finance Undersecretary John Philip Sevilla said San Miguel Corp.-led Universal LRT Corp. failed to secure a nancial closure, which determines the commitment of equity holders or debt nancier to provide or mobilize funding for the project. It has to be brought back to Neda, but it has nothing to do with the performance undertaking. Its because of certain time has passed. Under the contract itself, it says that if there is no nancial closure by December 2010, it has to be brought back to Neda, Sevilla said. A performance undertaking is a guarantee that the state agency involved in a project will comply with all its obligations to the contractor, which is typically a private company. Universal LRT Corp. earlier said $320 million of the projects total cost would be nanced by equity, and the remaining $900 million to $1 billion by borrowings. The company was eyeing a loan from the Japan International Cooperation Agency to partly nance the project. Sevilla said the Transportation Department, being the implementing body for the project, would also have to propose the project again to Neda.

Global Business Power mulls over public listing next year


GLOBAL Business Power Corp., the power generation unit of the Metrobank Group, may hold an initial public offering at the Philippine Stock Exchange next year, a company ofcial said over the weekend. Global Business Power president Arthur Aguilar told reporters that after the successful listing of parent GT Capital Holdings Inc., Global Business might be the next in line for an IPO. GT Capital, the holdings company of taipan George Ty, has a 25.1-percent interest in Metropolitan Bank and Trust Co., the countrys second-largest bank in terms of assets. Q2 income data to guide market

SHARE prices are expected to hold on to current levels during this weeks trading, with the start of the release of secondquarter corporate income reports, a market analyst said over the weekend.
The approach of the secondquarter earnings reports cycle should provide sufcient cushion for the index to hold that level, or at least the 50percent line at 5,130, Justino Calaycay Jr. of Accord Capital Equities Corp. said in an e-mailed statement. The stock market, after a five-day decline, rebounded Friday, on anticipation China would stimulate growth after its gross domestic product expanded by just 7.6 percent in the second quarter, the slowest in three years. The Philippine Stock Exchange index, the 30-company benchmark, shed 148 points, or 2.8 percent, last week to nish at 5,214.52 on July 13. Calaycay said selective buying of top and second-tier counters, leading to the earnings season will play a central role in portfolios moving forward without prejudice to or bias against short-term opportunities presented by news- or rumordriven rush. Philippines, operator of the countrys transmission network, is reviewing a plan to offer the shares of Synergy Grid & Development Philippines Inc. to the public to comply with its franchise requirement.

percent of its shares at the stock market within 10 years after it started operations. National Grid took over the operations of National Transmission Corp. on Jan. 15, 2009. National Grid won the right to manage and operate the countrys transmission highway with its bid of $3.95 billion during the bidding in 2008. The law also states the listing in the PSE of any company which directly or indirectly owns or control at least 30 percent of the outstanding shares of the stock of the National Grid will be considered a compliance of the listing requirement.

BIR targets higher estate tax collection

THE Bureau of Internal Revenue said it will check payments made by heirs of deceased property owners in a bid to raise estate tax collections. BIR Commissioner Kim Henares said annual estate tax collection amounted to less than P1 billion, when it was supposedly substantially higher. Estate tax, as dened by the BIR, is led by the heirs when transmitting property to their name upon the death of the owner. It is not considered a tax on property. The BIR, under the present tax rates, requires heirs of deceased persons to pay a tax equivalent to 20 percent of the value of the estate of the deceased. The agency said it was intensifying the campaign to collect estate taxes amid the huge discrepancies between the number of deaths recorded by the National Statistics Ofce and the number of estate tax returns led. Data from the NSO showed there were 441,956 deaths in 2007; 464,581 in 2008; and 480,820 in 2009. The BIR, however, said there were only 29,198 estate tax returns led in 2007; 29,863 in 2008; and 26,811 in 2009. Estate tax revenues amounted to only P649.9 million in 2007; P854.9 million in 2008; and P876.8 million in 2009. Finance Secretary Cesar Purisima earlier said the government could actually generate more than a billion from estate taxes in a single year, adding that in some cases, the amount could go as high as P5 billion for a single family. The BIR said it would coordinate with the NSO in monitoring deaths aside from other measures to determine estate tax delinquency in order to plug tax loopholes. The agency discovered that some individuals had attempted to evade payment of corresponding estate tax by transferring properties with no declaration of death of the owner. Once the executor or administrator or any of the legal heirs failed to pay in six months, apart from the tax there will be surcharge and interest. And if they did not declare the estate and the BIR nd out, they could be imprisoned, Henares said. Its like taxi meter. At one point, the heirs might not get anything as their tax liability is equivalent to the property that they will inherit, Henares said.

Banks resources climb by 4.8% to P7.5t

BANKS combined resources rose 4.8 percent to P7.5 trillion as of end-March this year from P7.1 trillion a year ago, the Bangko Sentral said. The Bangko Sentral attributed the increase in the banking sectors total assets to the growth in currency and deposits, which it said was indicative of the publics continued trust in the banking system. Non-banks also contributed P1.951 trillion in total resources, including the assets of investment houses, nance companies, investment rms, securities dealers/brokers, pawnshops, lending investors and credit card companies. Meanwhile, Bangko Sentral said over the weekend consumer loans rose 17.2 percent to P563.8 billion as of March, as more families borrowed from banks to nance the acquisition of housing units, homes and appliances this year. Universal and commercial banks accounted for 64.4 percent or P362.9 billion of total consumer loans while thrift banks provided the balance of P201.0 billion or 35.6 percent. Non-performing consumer loans eased to P38.4 billion as of end-March from P38.9 billion a year ago. Data showed residential real estate loans surged 21.1 percent to P232.6 billion as of end-March, while automotive loans increased 16.6 percent to P144.8 billion. Credit card receivables rose 11 percent to P131.9 billion during the same period. Nonperforming credit card receivables eased to 11.2 percent in March from the 13.2-percent delinquency ratio posted during the same period last year. Other consumer loans climbed 18.4 percent to P54.6 billion as of end-March. These loans are granted to individuals to nance other personal and household needs such as purchase of household appliances, furniture and xtures and/or to pay taxes, hospital and educational bills. Thrift banks held more than half of total other consumer loans at P30.1 billion, despite slowly being eroded by universal and commercial banks.

Increased budget next year to spur growth, says Castelo


REP. Winston Castelo of Quezon City supported the proposed P2-trillion national budget for 2013, saying the budgetary raise is necessary to spur economic growth with social equity in the country. As the embodiment of the countrys explicit and implicit policies, the envisioned P2-trillion national budget for 2013 shows the overall policy shift to sustained economic growth with emphasis on social equity, Castelo said in a statement. The budget raise is expected to impact more on the poor, he said. Budget Secretary Florencio Abad Jr. earlier announced that the proposed 2013 national budget would hit the P2-trillion mark for the rst time, up 11 percent from the P1.82 trillion national budget in 2012. Abad said the proposed 2013 national budget would be funded by revenues, with 2 percent nanced by debts. No nal gure on the national budget has been set yet pending the review of economic assumptions by the Development and Budget Coordinating Committee. But Abad said P2 trillion appeared realistic to pump prime the economy and sustain economic growth. The national budget is the singlebiggest instrument that could stimulate economic growth and development, Castelo said. Castelo said he was condent the Aquino administration would spend a signicant portion of the budgetary increase for key infrastructure and social services. Infrastructure spending promotes massive employment, while heavy expenditures for social services mean that the poor and downtrodden would enjoy the fruits of government spending and economic growth, Castelo said. Castelo also said the planned 20-percent increase in the conditional fund transfer for the 20 percent of the nations poorest of the poor households would have a tremendous impact to alleviate mass poverty and extend social services to them. Castelo said the planned increase would have positive impact in whichever way it would be employed for the poor people. Abad said the government was set to build arterial national roads, which should be nished in 2014, increase spending in agriculture and attain rice self-sufciency in 2013. Abad also indicated that with signicant investments in education by the end of 2013, the government hopes to close the classroom gap of 65,000.

Belmonte urged to act on Albays fourth district

LEGAZPI CITYVice Governor Harold Imperial and fellow executives have asked Speaker Feliciano Belmonte to pass a measure creating congressional district in the province. In an interview with local newsmen at the Kapihan sa Embarcadero on Thursday, Imperial said the Sangguniang Panlalawigan had passed a resolution to resection Albay to four districts from its present three. Authored by Board Member Neil Montallana, chairman, SP committee on ways and means, the resolution was unanimously passed July 10. The first district covers the towns of Tiwi, Malinao, Malilipot, Bacacay and Sto. Domingo and Tabaco City; secondLegazpi City, Manito, Rapu-Rapu, Daraga and Camalig; and third--Guinobatan, Jovellar, Pioduran, Ligao City, Oas, Libon and Polangui. The consensus of local ofcials of Albay is that the creation of another congressional district for the province will be good for the economy as the Internal Revenue Allotment for Albay would be increased and there would be additional representation in the Lower House, Imperial said. He cited the National Statistic Ofce in its 2010 census which placed the provinces population at 1,233,432 people from 1,190,823 population in 2007. The provinces revenue allotment in 2011 was P2,018,866,732. For now each district had a sea terminal: 1st district, Tabaco Port; 2nd district, Legazpi Port; 3rd district, Pioduran Port but its Pantao Port will be included in the new district. The ongoing construction of the Southern Luzon International Airport in Barangay Alobo, Daraga town supports the cityhood bid of Daraga as well as boosting the macro-economic development of the entire province, Imperial added. In a separate interview, Ako Bicol party-list Rep. Rodel Batocabe said the redistricting would benet the entire population. Imperial Said he expected Congress to act on the proposal to pave the way for a plebiscite.

IN fashion, appearance is everything. What looks good? What makes me look good? What makes me feel good and looks good on me? What looks natural but still good? So it makes sense that peoplewell, women, mostly want undergarments that would enhance and support their assets. Because theres always the possibility of taking their clothes off in front of another person (a man, maybe), said undergarments also have to be pretty. And sexy. And somehow, the ladies expect the same courtesy from guys. Thus, the lingering question, Boxers or briefs? Most men would agree that its a matter of comfort or a matter of whatfeels-right-at-that-moment. Some guys want their member to be free while others prefer a rm, but gentle, hold. A few pros and cons: Briefs wont crease your pants and ride up your thighs. They stay in placeas do your family jewelsand prevent you from exhibiting any form of obscenity when you get excited. Plus, with the advent of bulge-enhancing technology, your package can appear more impressive. But theyre not exactly something you can wear on their own as loungewear, especially when they begin to stretch and become out of shape. The waistband also tends to easily lose elasticity. Boxers, on the other hand, dont stie your crotch and keeps you cool down there when it gets too warm. They can be worn around the house without your bulge being too out there. But if you feel some excitement, theres going to be a lot of awkwardness. They also dont work well with tight pants and they easily ride up your waist. Then, theres the not so pleasant feeling of dangling and swaying when you walk or run. So which is sexier? Women seem to have a lot of opinions on the topic. Each has her own denition of sexy and many a girl talk session will show that the debate is far from over. But there seems to be a consensus that if youre David Beckham or any of the men from Magic Mike, you can wear whatever the hell you want. Or better yet, nothing at all.

Internet advertisements up 12%


TV, newspapers, radio, outdoor, Internet, and cinema saw an increase in ad spend in the beginning of 2012 compared to last year, according to consumer research Nielsen.
Though television continued to attract most of the advertising dollars, Internet advertising saw the biggest increases, with advertisers spending 12.1-percent more in the rst quarter this year than the year before. During that time, ad spending overall increased 3.1 percent globally. Across the regions, the ndings are markedly different as each media has taken root and evolved uniquely. Dollars devoted to TV advertising grew 4 percent in North America, second only to outdoor, and 7.5 percent in Latin America. In the Middle East and Africa, TV ad spend grew a whopping 33.8 percent. Online ad spend was a bright spot for the industry, with growth around the globe. Growth was particularly notable in Europe (12.1 percent), Latin America (31.8 percent) and the Middle East & Africa (35.2 percent). Magazines saw a minor decline compared to last year, but newspapers grew 3.1 percent. In Latin America and Asia Pacic, both media grew 7.6 percent and 10.3 percent, respectively in Latin America, and 3.6 percent and 5.4 percent, respectively in Asia Pacic. North America saw nominal declines in print ad spend. Radio saw increases in every region around the globe, including a 2.6 percent increase in North America and 2.8 percent in Europe. In emerging markets in Latin America and Middle East and Africa, those increases were much higher. Radio grew 18 percent in Latin America and 21.1 percent in the Middle East and Africa. In Asia Pacic, cinema grew 27.1 percent, offsetting the declines seen in Latin America and the Middle East and Africa. Still a nascent industry, outdoor is growing rapidly. In the past quarter, outdoor ad spend increased 6.4 percent globally. This included gains of 4.4 percent in North America, 45.3 percent in the Middle East and Africa and 21.1 percent in Asia Pacic. Only Europe experienced a decline (1.2 percent).

Malware steals your money via Facebook, Gmail


A NEW variant of the notorious Zeus malware is stealing credit card money from Facebook and Gmail users, according to internet security rm Bitdefender. It said the new scam asks unwary users to link their credit card information with either Facebook or Google and transform these accounts into digital wallets. The attack is extremely convincing as the browser shows the URL of the real login service. Facebook users are told they can directly buy Facebook credits after they link the credit-card to the account, while Gmail users are told they can use Gmail as a digital wallet and pay by simply entering their e-mail address, wrote Bogdan Botezatu, senior ethreat analyst. Fraud prevention rm ThreatMetrix warned against the growing sophistication of cybercrimes. Pages include the branding and messaging typical to each of the industries the cybercriminals are targeting. They are even personalized with the victims name, Andreas Baumhof of ThreatMetrix was quoted by Bitdefender as saying. Baumhof urged all industries to take proper steps to prevent said attacks. Google Android enjoyed a near threefold rise from 2011. Filipinos have spoken and they have chosen Android. The NHA now calls for the submission of eligibility documents for the above-cited projects. Checklist of requirements for eligibility is available for examination upon submission of a letter of intent addressed to the BAC Chairperson and upon payment of a non-refundable fee of P1,000.00/contract at the BAC Secretariat Office, 3rd Floor NHA Main Building, Elliptical Road, Diliman, Quezon City. According to Phillip Salvador and Ricky Davao, its not an easy task to be mentors in the grand GMA reality show Protg: The Battle for the Big Artista Break. First of all, its hard to nd the what they call total package. Like in my case, I was assigned in Mindanao. There are lots of potential among those who auditioned. But in my standard, Im looking for the Nora Aunor-Vilma Santos type among the girls and Christopher de Leon for the guys who can combine acting with singing and dancing, says Ipe. During our time, we really took the initiative to explore and not be content with just the passing mark, so to speak, adds Ricky. The competition will run for 13 weeks. We will start airing on Aug. 5. I just hope that the protgs will be able to pass the challenges to be given by their mentors, says Phillip.
