IMPLEMENTING RULES AND REGULATIONS OF THE FIRE CODE OF THE PHILIPPINES 2008 (RA 9514)
REQUIRED FIRE SAFETY PROGRAMS/MEASURES Rule 1. Div. 1 Section 1.103, Paragraph B: All occupants or leases of buildings, structures or facilities shall organize themselves and develop and implement Fire Safety Programs to include among others, Fire Prevention in the premises, notification of the Fire service to the existence of fire, evacuation of persons and initial fire fighting. The building owner/head shall take initiative of formulating the Fire Safety Programs for his building and of organizing the occupants to implement the programs. Rule 9, Section 9.102-NATURE OF REQUIRED ORGANIZATION Every business establishment and Barangay should provide an organization to deal with fires and related emergencies when they occur. The Chairman/Captain of the Barangay or head of the establishment should evaluate the potential magnitude of a fire emergency within community or property or of an exposure fire and the availability of fire fighting assistance from a Public Fire Department to determine the nature of the organization to be established. For purposes of this rule. Company shall include government offices and buildings.

Rule 3. Div. 16, Paragraph A-(1):
Fire exit drills conforming to the provisions of this division shall be regularly conducted in schools and in other occupancies where specified by the provisions of Division 7 and 15, or the appropriate act of the Director of General or his duly authorized representative, but with any necessary modifications in detail of procedures to make the drills most effective for their intended purpose in any individual building. OCCUPANCY EDUCATIONAL INSTITUTIONAL NO. DUTIES AND RESPONSIBILITIES OF THE FIRE BRIGADE MEMBER FIRE BRIGADE CHIEF - shall have the an over-all administrative and supervisory control of the Fire Brigade Organization, responsible for the implementation of the Fire Prevention measures within and outside the building, responsible for maintaining an up to date records of the Fire Brigade Organization, shall conduct periodic evaluation of the equipment available and its replacement of missing and correction of inoperative equipments and call immediate attention of the establishment head, any situation likely to reduced the effectiveness of fire fighting operation.
ASST FIRE BRIGADE CHIEF - shall assist the Fire Brigade Chief and assume duties in his/her absence in all activities relating to Fire Safety Measures and related programs.
FLOOR WARDENS - shall take charge of his floor/area on matters of Fire Prevention and Control, have an immediate charge of occupants in case of emergency and the obligation in directing actions necessary for evacuation, responsible in maintaining all aisles and passageways especially emergency exits to be clear of obstructions, assign Exit Guards and Searchers and submit reports, records to the Building Fire Marshal.

DUTIES AND OBLIGATION OF EACH TEAM MEMBERS


1. COMMUNICATION (Commo)- In normal situation, is responsible for the

dissemination of information regarding the over-all plan, function and responsibilities of each individual in case of fire. Should fire occur, the Commo: (A) In charge of immediate sounding of fire alarm system; (B) Call Fire Station for assistance; (C) Wait for and direct first responding units to the specific location of the fire.

2. EVACUATION (Evac)- (A) Shall direct occupants to the pre-designated evacuation area leading them to the safest route to take evacuation; (B) shall control the flow and movements of the evacuees to avoid panic and accidents; (C) shall account for occupants under his charge and report to the proper party if anyone is missing and his/her possible location. 3. SEARCH AND RESCUE- (A) Takes charge of evacuation of Special Case occupants who cannot be evacuated in normal manner; (B) Must conduct the search- room by room- to make sure that everyone is evacuated. Special attention must be given to comfort rooms, cafeterias and other areas where occupants are usually unsupervised, (C) Shall conduct searches for occupants reported missing; (D) Shall coordinate/assist firefighters to rescue trapped occupants.

MEDICAL/FIRST AID (Medic)- Is responsible for the immediate administration of all necessary emergency medical treatments to injured persons and seeing to it that all seriously injured are stabilized and brought to the nearest medical unit or hospital for treatment.

5. SECURITY AND TRAFFIC- (A) Secure and cordon area where fire is in progress; (B) Prevent looters, entry of curious onlookers, and other persons not involved in the operation to avoid hampering movements of fire fighting units; (C) Secure salvage valuables to minimized damages and loses; (D) Control the movement of the evacuees and vehicles to provide responding firefighting units as much as possible space for movements. 6. FIRE FIGHTING- (A) Shall see to it that INCIPIENT FIRE is extinguished as early as possible; (B) Shall de-energized the electrical current/power if necessary; (C) Should know the location and operation of all firefighting equipments provided in the building; (D) Should have the proper knowledge and skills on the conduct of fire fighting operations.
