Good governance assures that corruption is minimized, the views of minorities are taken into account and that the voices of the most vulnerable in society are heard in decision-making and is responsive the society. 3. First characteristic of good governance is participatory which refers to the equal participation by all members of society as key cornerstone of good governance with everyone having a role in the process of decision-making that is built on freedom of association and speech, as well as capacity to participate constructively. 4. Second characteristic of good governance implies the rule of law maintained through the impartiality and effectiveness of the legal system and that rule of law also means full protection of human rights particularly those of minorities, independent judiciary and impartial and incorruptible law enforcement agencies. 5.
