1. Governance is the use of power and authority by those in government to provide goods and services to the people to uphold the common good and fulfill the aspirations and needs of the common man, thus it is concerned with power, strategies, policies, plans and projects that aim at improving the substance or quality of life. 2. It becomes good when the decisions and actions of the government are based on peoples consent, legitimacy and accountability. Good governance assures that corruption is minimized, the views of minorities are taken into account and that the voices of the most vulnerable in society are heard in decision-making and is responsive the society. 3. First characteristic of good governance is participatory which refers to the equal participation by all members of society as key cornerstone of good governance with everyone having a role in the process of decision-making that is built on freedom of association and speech, as well as capacity to participate constructively. 4. Second characteristic of good governance implies the rule of law maintained through the impartiality and effectiveness of the legal system and that rule of law also means full protection of human rights particularly those of minorities, independent judiciary and impartial and incorruptible law enforcement agencies. 5. Good governance is also based on the transparency of the decisionmaking process, which ensures that information is freely available and accessible to those involved or affected by the decisions taken. 6.
