Preface
The Tanzania Commission for Universities (TCU) through its mandate as spelt out in the Universities Act No. 7 of 2005 related to the coordination of admissions into higher education institutions and provision of Central Admission Services in Tanzania, and in collaboration with universities, NACTE and other higher education institutions, established the admission system where applicants to higher education institutions lodge applications centrally. The system then processes the allocation of applicants to various programmes and institutions to which they would have applied for admission. The processing is based on the applicants secondary school grades related to the minimum programme entry and other requirements of each institution in the country. The requirements include cut off points, admission capacity and other parameters. The final decision on the actual admission of applicants is then made by the individual institutions through their senates. TCU has prepared this Guidebook in order to provide the applicants with basic information on matters related to admissions and how the applicants can apply through the central admission system. The Guidebook also indicates all the programmes offered in each higher education institution in the country, the minimum entry requirements, institutional capacity, fee structure and other relevant information. Therefore, the Guidebook is an important tool to the applicants seeking admission into higher education institutions. Hence, the applicants are strongly advised to read the Guidebook thoroughly and carefully before they start lodging their applications. This Guidebook may not answer all the questions regarding the admission process or information about various institutions. Introduction The Tanzania Commission for Universities (TCU) has prepared this Guidebook as a tool to simplify the admission process using the Central Admission System that has been established in order to streamline the admission of students into higher education institutions in Tanzania. Therefore, the Guidebook describes how to apply through the Central Admission System to the higher education institutions in the country and to the corresponding programmes offered by the institutions. Through the Central Admission System applicants can lodge their applications either through the Internet or by using the mobile phone SMS system. The application process is interactive in such a way that the applicant is enabled to follow the instructions given by the system in the course of lodging an application. Important dates In order for the applications to be considered and processed without due complications, applicants are advised to observe and adhere to the dates indicated in
Table 1. Failure to adhere to these dates may result into rejection of applications. In any case no admission will proceed beyond the set deadlines. 3. Participating institutions The Government has directed all public higher education institutions to admit students through the Central Admission System. However, for private higher education institutions admission of students through the central admission system is optional. Institutions opting not to process admissions through the Central Admission System will be required to follow the old procedures of admitting students, where selected students will have to be vetted by TCU before being finally admitted by the institutions. Therefore, since some institutions do not use the Central Admission System, only those applicants applying to join the institutions listed in Table 2 can lodge their applications through the Central Admission System. Applicants seeking admission into institutions not listed in Table 2 should apply directly to the respective institutions using the old procedure. The institutions not listed in Table 2 should advertize the courses they will offer in the 2011/2012 academic year and submit names of selected applicants to TCU for approval. Students will not be allowed to change programmes or institutions once their admission had been approved by TCU. Entry schemes into higher education institutions Before lodging applications, applicants should first familiarize themselves with the entry schemes into the higher education institutions in the country. This will enable the applicants to establish whether they are eligible to apply through the Central Admission System or not. Four main schemes for entry into higher education institutions will be utilized for the 2011/12 admission as follows: (a) Direct entry scheme: This scheme caters for those with A level qualifications. (b) Equivalent qualifications scheme: Thiscategory of applicants are those with Diploma or certificates awards. (c) Mature age scheme: This scheme is meant for those with 25 years of age or above, and who have to sit for mature age examinations for joining open and distance learning programmes. (d) Pre-entry/ foundation programme scheme: This scheme is for those who do not have the minimum entry qualifications and have to undertake a pre-entry programme for purposes of joining open and distance learning programmes or medical and nursing programmes where applicable.
5. Types of higher education delivery modes Applicants should note that there are two modes of higher education delivery. One of the modes is conventional/class based and the other is Open and Distance Learning (ODL). Conventional modeis a classroom-based method. The Open and Distance learning is a mode where there are no regular classes. Students under this method conduct their study using self-instruction materials and have face-to-face interaction with their instructors during examination sessions. Applicants should thus bear in mind that all programmes offered by the Open University of Tanzania (OUT) are delivered through ODL methods therefore there are no regular classes and continuous interaction with instructors. Likewise, someprogrammes offered by Kampala International University prospective Constituent College in Dar es Salaam are also through ODL mode except for their nine programmes namely Bachelor of Computer Science, Bachelor of Information Technology, Bachelor of Business Administration, Bachelor of Art in Education, Bachelor of Law, Bachelor of Conflict Resolution and Peace Building, Bachelor of Public Administration, Bachelor of Guidance and Counseling, and Bachelor of Social Work and Social Administration.
NB. ODL has two components: Open learning (OL) not yet in practice in Tanzania and, Distance learning (DL), which is practiced in Tanzania by OUT and KIU (in some programmes).

Minimum entry requirements for admission into higher education institutions Each institution has its own minimum admission requirements. However, the minimum entry requirements set by TCU for University institutions and NACTE for non-University institutions are as follows: (a) The minimum entry qualifications into degree programmes offered by universities shall be two principal passes; however, institutions may set their entry requirements higher than those of TCU. (b) The minimum entry qualifications into advanced diplomas shall be one A level principal pass and a subsidiary pass with a total of not less than 3.5 points where A = 5, B = 4, C = 3, D = 2, E = 1, S = 0.5 and F = 0 points. (c) A candidate who has less points for a programme based on A level results is advised to apply to join either diploma programmes or re-sit their A level examinations, or pursue foundational/ pre-entry courses for the purpose of joining ODL programmes offered by institutions like OUT and KIU. (d) Pre-entry/foundation programme be only considered in Open and Distance Learning(ODL) programmes as well as into Doctor of Medicine and BSc. Nursing degree programmes which their minimum cut-off points remain to be 4.5 points. (e) Mature age examinations be remitted to ODL programmes.

Application fee Applicants holding NECTA certificate will be required to pay an application fee of TShs 30,000/- payable through pre-paid cards. The cards can be obtained from all
CRDB branches countrywide except Mlimani City, Kariakoo and PPF Tower branches. Applicants holding foreign certificates residing within Tanzania will be required to pay TSHs 60,000/= through CAS Account at any CRDB Bank countrywide (TCU CAS Acc. No. 01J1026795702). Applicants holding foreign certificates residing outside Tanzania will be required to pay USD 60$ through CAS Account number(TCU CAS Acc. No. 01J1026795702) The swift code: CORU TZTZ Branch code: 3314 Note: The pre-paid cards should be retained after use for future reference when need arises. Cards once sold cannot be returned, exchanged or refunded 8. Applicants eligible to use the Central Admission System Only applicants under the direct entry scheme (those only using their A level examination grades for admission) who did their O and A level examinations during 1988 to 2011are eligible to apply through the Central Admission System. 9. Applicants not eligible to use the central admission system Applicants under equivalent qualifications, mature age, and foundation/pre-entry programme schemes are not eligible to use the central admission system. Such applicants should apply directly to their respective institutions. 10. Students Loan Those intending to finance their studies through student loans should carefully go through the criteria for one to qualify for student loan as spelt out by the Board before selecting programmes and submitting their application. This information can be obtained from the Boards website www.heslb.go.tz. Students should also pursue other financing options rather than relying wholly on the HESLB. NB. Applicants who will be selected for Algerian and Mozambique scholarships listed in this Guidebook are entitled for students loans similarly to those selected into local institutions. 11. When to apply Applicants who did O and A-level examinations during 1988 to 2010 should start lodging their applications from 8th April 2011. Applicants who sat for their A-level examinations in 2011 should lodge their applications after the release of the A-level examination results. The last day for lodging applications for both categories of applicants is 31st May 2011. NB: Applicants should adhere to the set dates, as there shall be no extension of deadline or call for second selection.
12. How to apply Applicants can only lodge applications through the Internet or mobile phone SMS system. Therefore, applicants should not send applications by mail, fax, or deliver them in person. 12.1 How to apply through the Internet Applicants applying through the Internet should follow the following steps: a) Log into the TCU website www.tcu.go.tz, b) Click Student Application icon. The TCU Central Admission System will open, c) Click on Register here. A window with information about registration will open, d) Enter yourO level index number and the year you sat for CSEE, e) Enter your A level index number and year you sat for ACSEE, f) Create your password then confirm the password g) Enter your valid e-mail address and confirm your e-mail address, h) Enter payment pin code number (obtained from pre-paid card). i) Enter your postal address and telephone number j) Click register. You will receive a message stating that You have successfully registered. k) In the login box enter your user name (That will automatically be displayed when you have successfully registered) l) Enter your password (the one you created during registration). m) Click Login n) Click on My programme then the icon Add/modify programme will appear. o) Click on Add/Modify programme and a list of programmes will appear, p) Click on a preferred academic programme and the selected programme will be highlighted, then click on pick programme (repeat this step until you have selected 6 or 8 programmes) q) Click Log out (you will have completed the application process) N.B1 Each applicant should ensure that he/she remembers his/her password, as it will be needed when he/she wants to review his/her application. Even so, in order for the system to assist applicants who forget their passwords, applicants will be required to enter their user name (which is their A level index number and year) as well as their e-mail address and subsequently, the system will send a new password through their e-mail address. In this case, applicants should have a valid e-mail address.

N.B2 Applicants are also advised to keep their password known to themselves as there have been cases where malicious people have tried to change some applicants programme preferences. 12.2 Applying through the mobile phone SMS system To apply through mobile phones, applicants should follow the steps below: 1. Go to message mode, 2. Enter PAY (leave a space) followed by Pre-paid pin code numbers and send to 15789 3. Enter REGISTER (leave a space) followed by O level index number (leave a space) then year (leave a space) A level index number (leave a space) year and send to 15789 (Index numbers should be in the following format S002/2515 2010) 4. Those with multiple sittings should enterADD (leave a space) followed by O level or A level index number whichever applies (leave a space) year and send to 15789 5. Enter EMAIL (leave a space) followed by a valid email address and send to 15789 6. Enter ADDRESS (leave a space) followed by your postal address and send to 15789 7. Enter APPLY (leave a space) followed by programme codes (as found in Table 4 of this Guidebook) and send to 15789. (Enter between 6 and 8 programme codes) NB. In selecting programmes the applicant must ensure that he/she has entered APPLY then the programme code as indicated in Table 5, leaving a space after each selected programme. Applicants should use only their Vodacom numbers to apply through CAS No. 15789 and ensure that they receive SMS response from TCU System for each entry. An elaborated picture of applying through SMS is indicated in Table 4. 12.3 How to apply as a foreign applicant Applicants holding foreign certificates should apply online and should follow the following steps: a) Log into the TCU website www.tcu.go.tz b) Click on Students application icon (TCU Central Admission System will open) c) Click on Holders of foreign certificates, d) Fill the form online,

e) Attach the scanned certified copies of certificates and a validation letter from NECTA and bank slip. f) Click the SUBMIT button. Applicants holding foreign certificates cannot apply through mobile phones however they canuse the SMS system for other SMS services outlined under Section 18 of this Guidebook. NB.Certified copies mean a photocopy of a certificate which has been authenticated by a registered lawyer. Applicants holding foreign certificate residing outside Tanzania are required to send relevant academic certified documents, selected programmes, proof of payment and their particulars including date of birth, contacts such as postal address, telephone and e-mail. 12.4 Incorrect entries Where an applicant entersan incorrect examination index number or pin code number from the pre-paid card the system will respond by displaying an incorrect index or pin code number error message respectively. In case an incorrect programme code has been entered the system will also respond by indicating an error message. 13. Required documents Applicants holding certificates issued by the National Examination Council of Tanzania are not required to submit any documents when lodging an application. 13.1 How to select programmes Since it is an applicants decision to select preferred programmes in the preference order he/she likes, applicants are strongly advised to list their programme selections in their order of preference, starting with their highest preference programme and ending with the lowest preference programme. Each programme has been assigned a code. Therefore, applicants are required to know the codes of the programmes they wish to pursue. Hence, before lodging an application, the applicant should first go through Table 5 thoroughly and record the code of each programme he/she would wish to join. 13.2 Conditions on programme selection When selecting programmes applicants are required to observe that they: Can select up to eight programmes from different institutions

Cannot select less than six programmes from different institutions Cannot select more than three programmes from one institution.
13.3 Conditions on programme change The conditions for programme change are that applicants: Can add, delete or change the order of their preference up to 31st May 2011 Can only change their preferences through the Internet or mobile phone SMS messages, Cannot change their preferences through e-mails, letters or fax to TCU or through institutions they have applied for admission. 13.4 Deadline for submission of applications The deadline for submission of applications is 31st May 2011. Any application lodged after this date will not be considered. 13.5 Notification of applicants and verification of applications Applicants will be notified about their application status by 6th June 2011. Notification from TCU will be done via e-mail and/or SMS messages only. Therefore, applicants are required to provide a reliable e-mail address and at least two reliable mobile phone numbers. Applicants are further required to regularly open their emails during the application process so as to view the progress of their application and communication from TCU. 14. Processing of the applications Possession of the required entry qualifications does not guarantee admission into a higher education institution of the applicants choice, since all applicants will be selected on competitive basis through ranking of all applicants in the order of merit using their A level examination results. Hence, applicants with the highest point scores will normally be selected first. Therefore, upon lodging an application, each applicant will be considered together with all others who had applied for the programme the applicant indicated as the first preference. If the applicant is not selected for the first preference, he/she will be considered equally with all other applicants for his/her second preference, and so on until his/her 8th preference. If the applicant is eligible and competitive enough against other applicants for the first preference, he/she will be selected to that programme and the rest of his/her preferences will not be considered any more. If the applicant is not eligible for his/her first or second preference, but he/she is eligible for his/her third preference,

he/she will be selected to the third preference and the rest of his/her preferences will not be considered any more. For instance applicant Alex did not qualify for selection to his 1st, 2nd, or 3rd preferences but he is better qualified for his 4th preference than the other applicants who listed Alexs 4th preference as their first preference, then Alex will be selected before the other applicants. Therefore, it is important that when applicants are choosing programmes they should select the ones they are likely to qualify for admission. 15. Successful applicants The successful applicants will receive admission offers by the First week of July 2011. Such admission offers cannot be changed. Otherwise a student who does not intend to accept the offer shall be requested to re-apply during the next admission circles. 16. Unsuccessful applicants Applicants who will not be admitted to any of their preferences can view from their submitted applications why their applications were unsuccessful. 17. Change of e-mail address and/or mobile phone numbers Since all the correspondences will be done via e-mail and/or mobile phone SMS messages, applicants should notify TCU immediately when they change their e-mail addresses or mobile phone numbers. This will ensure smooth correspondence between the applicant and TCU. Should any applicant lose his/her mobile phone numbers especially in the middle of the admission process then he/she should immediately notify TCU about the change of their mobile phone numbers through email, by indicating the name of the applicant and his/her O level and A level examination index numbers. 18. Other services offered through the central admission system The central admission system can offer other services to the applicants through both the mobile phone system and the Internet. Thus, the following services can be offered through mobile phone system:
