Utility Benchmarking and Regulation in Developing Countries Practical Application of Performance Monitoring and Incentives
Author: Silver Mugisha Utility performance, especially in developing countries is still working toward the standard necessary to deliver best practice. This book examines performance monitoring and regulation as a prominent efficiency enhancement tool and clarifies many of the unknowns regarding the design and approach surrounding the area of utility management. Principles and practices are linked in a way that is informative and accessible, highlighting the challenges facing those who are trying to improve performance in the water sector. Operational settings are complex and unpredictable in developing countries due to inadequate infrastructure planning and this book makes clear which systems work best in these situations. A case study on the National Water and Sewerage Corporation, Uganda is included in the book detailing the difficulties in discerning performance progress based on partial performance indicators. It underlines disparities in basing performance conclusions on partial performance indicators on one hand and aggregate analysis using modern benchmarking toolkits on the other. This is an excellent handbook for utility monitors or regulators whose primary duty is to oversee performance management. It is a valuable resource for decision-makers, analysts, and policy-makers and can be used in capacitybuilding programs (both in-house and in universities) around the world. Developing Countries Pricing Water Resources and Water and Sanitation Services
Author: Organisation for Economic Co-Operation and Development (OECD) In both OECD and non-OECD countries the water sector is facing the challenges of increased competition for water resources, deteriorating water quality, and the effects of climate change and poor management. In this context, how can countries ensure access to adequate, sustainable and affordable water and sanitation services for all? Pricing water-related services is an essential part of the answer. This report compiles reliable and comparable data on pricing water and on water supply and sanitation services across OECD countries. It sheds additional light on such policy issues as the choice of tariff structures for water services, cost recovery for water services and affordability. Developing Countries KfW Water Symposium 2009 Financing Sanitation Improving Hygiene awareness and sanitation, Frankfurt, 8-9 October 2009
Author: KfW Development Bank The central objective of the International Year of Sanitation was to put the global community on track to achieve the Millennium Development Goals MDG sanitation target. However, it is still difficult to keep sanitation high on the agenda, while practical action is required to encourage demand driven and sustainable solutions. With the support of the German Ministry for Development and Cooperation and together with the European Investment Bank EIB and the French Development Agency AFD, KfW organised a two day Symposium to specifically address ways in which financing institutions can better promote the achievement of the MDG sanitation target. More than 70 experts from various backgrounds explored the challenges of sanitation and discussed ways to further develop innovative financing mechanisms for improved hygiene, sanitation and wastewater management in lowincome countries. Four thematic areas were tackled by detailed background papers, presentations and high-level open floor discussions. Session 1 Financing Change in Personal Hygiene Behaviour and Demand Creation for Sanitation Motivation Session 2 Targeting the Poor with Facilities and Improved Services Motivation Session 3 Urban Spaces How to Provide and Finance Service to Periurban Areas Session 4 The Potential Role of Utilities in Sanitation Provision for Periurban Areas and Poor Target Groups A theme that appeared in all four sessions concerned the process of project design by development banks. Recommendations to improve it in order to best tackle sanitation issues were as follows: 1. address the entire sanitation chain 2. plan for all urban areas including informal housing areas and slums 3. ensure the sustainable operation of all sections of the sanitation chain (long-term effectiveness) May 2010 90 pages 10 digit ISBN: 1843393603

Developing Countries Sustainable Management of Water Resources in Agriculture

Author: Organisation for Economic Co-Operation and Development (OECD) Agriculture is the major user of water in most countries. It also faces the enormous challenge of producing almost 50% more food by 2030 and doubling production by 2050. This will likely need to be achieved with less water, mainly because of growing pressures from urbanisation, industrialisation and climate change. In this context, it will be important in future for farmers to receive the right signals to increase water use efficiency and improve agricultural water management, while preserving aquatic ecosystems. This report calls on policy makers to recognise the complexity and diversity of water resource management in agriculture and the wide range of issues at stake. And it gives them the tools to do so, offering a wealth of information on recent trends and the outlook for water resource use in agriculture, including the impacts of climate change. It examines the policy experiences of OECD countries in managing their water resources for agriculture, with focus on: the extent to which countries subsidise the supply of water to farmers; flood and drought risk policies; and institutional organisation and governance as it relates to water and the agricultural sector. The report offers concrete recommendations on what countries should be doing and why. The analysis is supported by data from an OECD questionnaire about agricultural water resource

Developing Countries Innovative Financing Mechanisms for the Water Sector

Author: Organisation for Economic Co-Operation and Development (OECD) This report examines innovative mechanisms that can help attract new financial resources into water and sanitation services. In particular, it focuses on mobilising market-based repayable financing (such as loans, bonds and equity) as a way of bridging the financial gap to meet the water-related Millennium Development Goals and other crucial sector objectives. The Camdessus and Gurria reports, published seven and four years ago, respectively, formulated a number of recommendations in this area. This report examines the extent to which these recommendations have been implemented. It looks at the rapidly evolving global context and to the ongoing financial

Drinking Water Quality Best Practice Guide on the Control of Arsenic in Drinking Water
Author: Matyas Borsanyi This Best Practice Guide arises from the knowledge collected by the European Research Network COST Action 637 involving 27 European countries and the USA. Besides the large number of important papers, reports and reviews already available on various aspects of arsenic occurrence in environment, water and food and related human exposure, this book fills a gap in the field concerning assessment of risks, implications, challenges, and actions required by public health managers. It focuses only on the key aspects of risk assessment, management and communication relevant to higher levels of arsenic in drinking water, which are geological factors, the extent of arsenic occurrence, total exposure of arsenic and the role of drinking water, including regulatory aspects as well as technical (treatment) issues. The book tries to raise public awareness on this subject, which seems to be low and risks are being underestimated in a number of regions. This is especially valid for Europe although less for other regions which are typically more contaminated with arsenic. The referred practices conform to the recommendations of the World Health Organisation (WHO), the European Food Safety Authority (EFSA) and the U.S. Environmental Protection Agency (EPA). It is a useful guide for drinking water suppliers, experts of municipalities, public health authorities, drinking water regulators and nongovernmental organisations. Drinking Water Quality Best Practice Guide on Sampling and Monitoring Metals in Drinking Water
Editor: Brian Croll There is increasing concern regarding the presence of metals, particularly heavy metals in drinking water. In addition to the well-known toxic effects of lead, which are discussed at length in the Best Practice Guide on the Control of Lead in Drinking Water (in this series of Guides), the latest WHO guide values for maximum mean concentrations of arsenic, nickel and others in drinking water have been lowered compared to previous versions. European Union, USA and National standards for drinking water have followed the trend based largely on the same toxicological information. There is growing interest in the presence of hexavalent chromium in drinking water following its finding in some drinking waters in the USA above the national upper limit for total chromium and research suggesting that this limit needs to be considerably lowered. Some metals, particularly iron and manganese are associated with the production of discoloured (dirty) water in distribution systems and are therefore very important to the production of water with acceptable aesthetic qualities. Others (iron and aluminium) are key to the treatment of raw waters to drinking water standards. In most cases it is not possible to continuously monitor waters for metals and suitable sampling programmes must be designed and carried out to give results representative of the true water quality. The Best Practice Guide on Sampling and Monitoring Metals in Drinking Water gives guidance on the design and quality control of sampling programmes for metals in raw waters, in the water treatment works, in the drinking water distribution system and at the consumers tap. It also gives guidance on the analytical methods that can be used for the analysis of metals and quality control of those methods. The guide is unique in bringing all the above subjects together in one publication and will be of interest to scientists, engineers, managers and regulators who are involved in the production of safe drinking water. Drinking Water Quality Advances in Water Reclamation Technologies for Safe Managed Aquifer Recharge RECLAIM WATER
Editors: Christian Kazner, Thomas Wintgens, and Peter Dillon This book has been developed from the RECLAIM WATER project supported by the European Commission under Thematic Priority Global Change and Ecosystems of the Sixth Framework Programme. Its strategic objective is to develop hazard mitigation technologies for water reclamation providing safe and cost effective routes for managed aquifer recharge. Different treatment applications in terms of behaviour of key microbial and chemical contaminants are assessed. Engineered as well as natural treatment trains are investigated to provide guidance for sustainable MAR schemes using alternative sources such as effluent and stormwater. The technologies considered are also well suited to the needs of developing countries, which have a growing need of supplementation of freshwater resources. A broad range of international full-scale case studies enables insights into long-term system behaviour, operational aspects, and fate of a comprehensive number of compounds and contaminants, especially organic micropollutants and bulk organics. The book depicts advances in water reclamation technologies and aims to provide new process combinations to treat alternative water sources to appropriate water quality levels for sustainable aquifer recharge. Drinking Water Quality Best Practice Guide on the Control of Lead in Drinking Water
Editor: Colin Hayes The Best Practice Guide on the Control of Lead in Drinking Water brings together, for the first time, all of the regulatory, health, monitoring, risk assessment, operational and technological issues relevant to the control of lead in drinking water. Its focus is Europe and North America and the Guide benefits from the input of an international research network involving 28 countries. A large range of illustrative examples and case studies are provided. The Guide will be of interest to scientists, engineers, regulators and health specialists who are involved in the provision of safe drinking water. The reader will gain a comprehensive understanding of how to assess lead in drinking water problems, both in the water supply systems that serve a city, town or rural area and at individual properties, dependent on their knowledge of pipe-work circumstances and water quality. Options for corrective action are outlined and their strengths and weaknesses explained, with information on costs and environmental impact. The reader should then be able to develop a strategy for controlling lead in drinking water in their area, establish an appropriate monitoring programme, select the right combination of corrective measures, and define the level of risk reduction that will likely be achieved. The Best Practice Guide provides a succinct compilation of the wide range of issues that relate to lead in drinking water, at a time when the regulations are under review in both Europe and North America. It will also be very relevant to all those implementing the Protocol on Water and Health, as lead in drinking water has recently been adopted as one of the key issues requiring assessment, improvement planning and reporting. The key features are: For the first time, all the complex inter-related aspects of lead in drinking water have been brought together. The detailed explanations given on sampling and monitoring should avoid mistakes being repeated. The information on optimising corrective treatment measures is the most comprehensive to date. The Best Practice Guide will facilitate the protection of water consumers from lead contamination and reduce associated health risks. Drinking Water Quality Drinking Water Quality Management from Catchment to Consumer A Practical Guide for Utilities Based on Water Safety Plans
Editor: Bob Breach The Bonn Network is a global group of water suppliers who have adopted the Bonn Charter for Safe Drinking Water. The network was originally established to develop and share best practice in drinking water quality management. Drinking Water Quality Management from Catchment to Consumer is a best practice book that brings together the experience of network members and provides a practical guide to help utilities worldwide to develop improved water quality management. It is based on the principles of the Bonn Charter and water safety plans and is intended to complement and support other relevant publications particularly the WHO Water Safety Plan Manual. This emphasis is on practical information by operators for operators, learning from the experience of a range of water suppliers across the world. The book supports and encourages users to think through the best way for implementation in their local situation. It recognises that whilst water suppliers are central to the provision of good drinking water, this has to take place within a broader legal, institutional, and financial framework which is the responsibility of Government and others. It highlights the ways that water suppliers can work with many other partners to ensure that all are committed to the same goal of good safe drinking water. Drinking Water Quality Discolouration in Drinking Water Systems The Role of Particles Clarified
Author: Jan Vreeburg This book analyses the particlerelated processes involved in the generation of discolouration problems in the network. To this end, new measuring methods have been developed such as continuous monitoring of turbidity and particle count, the Resuspension Potential Method (RPM), and the Time Integrated Large Volume Sampler (TILVS). With these new methods the discolouration problem can be seen as related to loose deposits in the network. The incidental re-suspension of accumulated loose particles is the main cause of discolouration events in the network. The origin of the particles is mainly the treated drinking water, followed by processes in the network like postflocculation, corrosion and leaching and biological growth and re-growth. Irrespective of the cause of the particles the accumulation to layers of loose deposits can initiate water quality problems. This book looks at how managing the accumulation is possible through controlling the velocity in the pipes and through removing the loose deposits through effective cleaning. Drinking Water Quality Elimination of Micro-organisms by Water Treatment Processes

Authors: Wim A M Hijnen and Gertjan J Medema The overall aim of this book is to present default values for the microorganisms elimination or inactivation credit of universally used processes in water treatment (MEC or MIC). The growing interest in Quantitative Microbial Risk assessment (QMRA) for safe drinking water requires such data. These MEC or MIC values have been calculated from research on elimination of viruses, bacteria and bacterial spores and protozoa (oo)cysts (Cryptosporidium and Giardia) by these treatment processes published in the international literature. The data have been selected on the base of different quality criteria related to information on applied experimental conditions and used methods. Furthermore the studies have been categorized on the basis of their similarities with real world conditions (selected micro-organisms, scale and conditions of the tested processes). The international literature data revealed a high variation in elimination. The major parameters and process control parameters affecting elimination are described. This new edition describes the state-of-the-art progress in research on conventional treatment, coagulation and flocculation, rapid granular filtration, slow sand filtration and UV disinfection. Environment Interstate Water Resource Risk Management Towards A Sustainable Future for the Aral Basin
Editors: Oliver Olsson and Melanie Bauer This book (the research outcome of the EU-INCO FP6 research project Jayhun: Interstate Water Resource Risk Management: Towards a Sustainable Future for the AralBasin) focuses on and discusses the results of research done on the risk assessment levels associated with relevant regional variables in the Aral Basin and develops a strategy for an improved management of the regions water resources. The book provides current and reliable information on the rate of glacial retreat in Central Asian and the implications for future water resources in the region. The impact of global changes on annual precipitation is assessed. The rates of reservoir siltation are established by hydrographic surveys, and analyses of wastage and effectiveness of water usage in the large irrigation massifs are conducted. Water resources models are used to analyse existing and newly generated data. These are calibrated with existing data and subsequently used for simulating various possible future scenarios. The book thereby provides a risk analysis for water resources management in the Aral Basin and identifies sustainable options for improved management of the regions water resources. Membrane Technology Membrane Based Desalination: An Integrated Approach MEDINA

Authors: Enrico Drioli, Alessandra Criscuoli and Francesca Macedonio Reverse Osmosis (RO) is the dominant technology in water desalination. However, some critical issues remain open: improvement of water quality, enhancement of the recovery factor, reduction of the unit water cost, minimizing the brine disposal impact. This book aims to solve these problems with an innovative approach based on the integration of different membrane operations in pre-treatment and post-treatment stages. Membrane-Based Desalination: An Integrated Approach (acronym MEDINA) has been a three years project funded by the European Commission within the 6th Framework Program. The project team has developed a work programme aiming to improve the current design and operation practices of membrane systems used for water desalination, trying to solve or, at least, to decrease the critical issues of sea and brackish water desalination systems.

Membrane Technology Biofouling of Spiral Wound Membrane Systems

Authors: Johannes Simon Vrouwenvelder, Joop Kruithof, and Mark van Loosdrecht High quality drinking water can be produced with membrane filtration processes like reverse osmosis (RO) and nanofiltration (NF). As the global demand for fresh clean water is increasing, these membrane technologies are increasingly important. One of the most serious problems in RO/NF applications is biofouling excessive growth of biomass affecting the performance of the RO/NF systems. This can be due to the increase in pressure drop across membrane elements (feedconcentrate channel), the decrease in membrane permeability or the increase in salt passage. These phenomena result in the need to increase the feed pressure to maintain constant production and to clean the membrane elements chemically. This book relates biomass accumulation in spiral wound RO and NF membrane elements with membrane performance and hydrodynamics and determines parameters influencing biofouling. It focuses on the development of biomass in the feed-concentrate (feedspacer) channel and its effect on pressure drop and flow distribution. It can be used to develop an integral strategy to control biofouling in spiral wound membrane systems. straightforward and systematic especially for consultants and other practitioners. Additionally, it helps to define quality levels for simulation results, a procedure to assess this quality and to assist in the proper use of the models. The goals can be summarised as follows: 1. Set-up of an internationally accepted framework for activated sludge modelling, with a strong emphasis on the quality control of simulation studies. 2. The framework should be targeted towards practitioners and consultants and therefore cost aspects are very important. 3. Identify and classify different model application goals together with the appropriate effort to obtain results with sufficient quality to meet the objectives of the study. The GMP Task Group has developed a Unified Protocol and an Application Matrix as the basis for the modelling framework. The Unified Protocol was developed by synergizing the best salient features of several published modelling protocols and consists of five major steps: 1. Project definition 2. Data collection and reconciliation 3. Plant model set-up 4. Calibration and validation 5. Simulation and result interpretation The Application Matrix consists of a list of 14 typical modelling applications and indicates the relative rigour with which each of the Unified Protocol steps should be carried out for the particular application. This book provides an introduction to learning Good Modelling Practice (GMP) in activated sludge modelling. It is of special interest for process engineers who have no prior knowledge of modelling, and can be used as a text book, and a modelling reference book. Modelling & Statistics Guidelines for Using Activated Sludge Models

Author: IWA Task Group on Good Modelling Practice Mathematical modelling of activated sludge systems is used widely for plant design, optimisation, training, controller design and research. The quality of simulation studies varies depending on the project objectives, finances and expertise available. Consideration has to be given to the model accuracy and the amount of time required carrying out a simulation study to produce the desired accuracy. Inconsistent approaches and insufficient documentation make quality assessment and comparison of simulation results difficult or almost impossible. A general framework for the application of activated sludge models is needed in order to overcome these obstacles. The genesis of the Good Modelling Practice (GMP) Task Group lies in a workshop held at the 4th IWA World Water Congress in Marrakech, Morocco where members of research groups active in wastewater treatment modelling came together to develop plans to synthesize the best practices of modellers from all over the world. The most cited protocols were included in the work, amongst others from: Hochschulgruppe, STOWA, BIOMATH and WERF. The goal of the group was to set up an internationally accepted framework to deal with activated sludge models in practice. This framework makes modelling more

Urban Drainage/Sewerage Urban Hydroinformatics: Flood Risk Mitigation Sociotechnical Dimensions
Authors: Zoran Vojinovic and Michael B. Abbott The theory and practice of urban flood risk management has traditionally been dominated by the development and application of almost exclusively technological approaches to flood risk management, with only some minor social aspects appended. This predominance has led to the development of less effective and less efficient means of minimising the detrimental effects of urban floods. It is now obvious that urban flood risk management requires multiple approaches and disciplines and this book is one of the first that brings into a synergic relation a range of aspects concerning both social and technical issues. It correspondingly offers alternative ways of constructing and framing urban flood risk management practice that have the potential to build not only structural but also social resilience. This is the second book in the series Urban Hydroinformatics and it is concerned with the transformation of urban flood management culture from techno-economic to socio-technical , that is, one that extends the technical aspects into their more general social environments. The book examines different drivers of urban flood risks and it focuses on the way in which social and technical aspects are understood and introduced, from the planning and design stages of urban drainage assets, through their construction, operation and rehabilitation, to early warning and disaster risk management. The book has been written as a text book for postgraduate students but it will also appeal to practising engineers and researchers who are involved in the processes of design, modelling and decision support, who will find it useful as a reference. The book uses examples from real-world case studies to support and demonstrate the key issues explained in the text. A DVD is available from UNESCO-IHE to complement the book and it contains exercise materials and video lectures given by the authors and other contributors. Urban Drainage/Sewerage Assessing Infiltration and Exfiltration on the Performance of Urban Sewer Systems APUSS
Authors: Bryan Ellis and Jean-Luc Bertrand-Krajewski Sewer systems constitute a very significant heritage in European cities. Their structural quality and functional efficiency are key parameters to guarantee the transfer of domestic and industrial wastewater to treatment plants without infiltration nor exfiltration. Infiltration of groundwater is particularly detrimental to treatment plant efficiency, while exfiltration of wastewater can lead to groundwater contamination. The European research project APUSS (Assessing infiltration and exfiltration on the Performance of Urban Sewer Systems) was devoted to sewer infiltration and exfiltration questions. It was structured in three main Work Areas dealing respectively with i) the development of new measurement methods based on tracer experiments and accounting for detailed uncertainty analyses, ii) the implementation of models and software tools to integrate structural and experimental data and to facilitate data display, operational management and decision-making processes and iii) the integration of economic and operational questions by means of cost estimation, economic evaluation, performance indicators and multi-criteria methods applied to investment/rehabilitation strategies. This final report describes the objectives, methods and main results for each Work Area. References to detailed methods, protocols, reports and tools are given in this final report which will be an invaluable source of information for all those concerned with the performance of urban sewer systems. Utility Management Benchmarking Water Services Guiding water utilities to excellence

Authors: Enrique Cabrera Jr., Peter Dane, Scott Haskins, and Heimo Theuretzbacher-Fritz Benchmarking has become a key tool in the water industry to promote and achieve performance targets for utilities. Utilized as an instrument for performance improvement through systematic search and adaptation of leading practices, benchmarking activities have expanded globally. Nowadays, many projects are being carried out worldwide to meet different needs and objectives, in varying contexts, with outstanding results and impact. However, despite the many projects, published papers and ever growing interest in this field, the terms and concepts used by the industry are far from being consistent. This Manual of Best Practice is edited by the IWA Task Group on Benchmarking (a joint effort of the IWA Efficient Operation & Management Specialist Group and IWA Statistics & Economics Specialist Group) and co-published by AWWA and IWA Publishing. The manual provides valuable information to those planning to get involved in a benchmarking project and even to experienced practitioners. The objectives of this manual are to define a new framework in which the traditional benchmarking concepts

Utility Management Technology and Equipment for Water Loss Management
Authors: Malcolm Farley, Bambos Charalambous and Stuart Hamilton With increasing emphasis on conserving scarce water resources and maintaining efficiency of supply, todays water utility operators are increasingly encouraged to drive down leakage and other losses to the economic level. To help them with this task there is a range of equipment and techniques to measure, control and reduce leakage across the network. Some equipment has been around for many years, and some is relatively new, harnessing the rapid development in technology, communications and instrumentation. This has enabled the water loss engineer to adopt a multisensor approach, utilising the whole range of technology and selecting an appropriate mix of equipment for specific network characteristics and site locations. Technology and Equipment for Water Loss Management is a guide for planning the required tasks for water loss management, including upgrading the network operating practices and records, for equipment selection and procurement, and for using the equipment. Aimed at practitioner level - supply and operations engineers, leakage control managers, technicians, and field operators, it is also invaluable as a teaching source book for courses on environmental management, resource management, and water operations. Utility Management Management of Change in Water Companies Case Studies of Moving Fast from Bad to Good to Great
Author: Joaquim Pocas Martins Management of Change in Water Companies tells real stories of real water companies that went through processes of change and achieved their best results ever in just a few years. It reflects the personal experience of the author from leading processes of change in five different water supply/sewage companies, between 10 and 120 years old and serving from 200,000 to 4,000,000 people. This practical and effective book shows: how to change, modernize and make profitable oldfashioned organizations, how to reduce water loss and promote efficiency in water companies, how to use the savings to rehabilitate and expand infrastructure without increasing tariffs, how to deal with overstaffing, how to plan, finance, build and maintain infrastructure, how to introduce innovation, how to motivate people, how to deal with clients, regulators, unions, shareholders, politicians and the press how to achieve sustainability. The case studies provide for instance, how to bring water losses from over 50% to below 20%, how to connect 100,000 existing buildings to a new sewage system in 4 years and how to get millions of people walking along the banks of rehabilitated urban creeks, rivers and beaches. The book presents case studies, management theory, comparative analysis of situations reported in the literature and the personal experience of an author who has lead a number of successful processes of change in different water companies. Extremely useful and specific software is made available, free of charge, for book purchasers by contacting publications@iwap.co.uk, and providing details of the books purchase. Management of Change in Water Companies is essential reading for water utility managers, national and local governments responsible for water policy as well as those concerned with the management of change and risk management. Utility Management Integrated High Resolution Imaging Radar and Decision Support System for the Rehabilitation of WATER PIPElines
Editors: Matthaios Bimpas, Angelos Amditis and Nikolaos Uzunoglu Many EU cities are experiencing increasing problems with their water pipeline infrastructure. The cost of replacing these old, worn-out systems, if left to deteriorate beyond repair, is astronomical and clearly beyond the resources of many communities. Replacement, however, is not the only choice as many of these systems can be rehabilitated at 30 to 70 percent of the cost of replacement. Accordingly, resources are now increasingly being allocated to address pipeline rehabilitation management issues. Due to the emphasis on sustainable management, riskbased approaches for the rehabilitation management of the water supply network need to be developed. Rehabilitation decisions should be based, interalia, on inspection and evaluation of the pipeline conditions. Yet, utilities cannot locate a number of their old pipes and current inspection technologies typically do not provide the needed detailed information on pipeline damage. The objectives of this book are to describe the research work carried out in the framework of WATERPIPE project aiming: To develop a novel, high-resolution imaging ground penetrating radar for the detection of pipes, leaks and damages and the imaging of the damaged region and evaluate it at a test site. To produce an integrated system that will contain the equipment in 1 and a Decision-Support-System (DSS) for the rehabilitation management of the underground water pipelines that will use input from the inspections to assess, probabilistically, the time-dependent leakage and structural reliability of the pipelines and a risk-based methodology for rehabilitation decisions that considers the overall risk, including financial, social and environmental criteria. Utility Management Designing and Optimizing Drinking Water Treatment Processes A Guide to Conducting Investigations
Authors: Peter M Huck and Marek M Sozanski Water treatment facilities normally have a design life of several decades or more and represent a major capital investment and normally significant ongoing operating costs. The optimal design of such facilities typically requires on-site investigations, and Designing and Optimizing Drinking Water Treatment Processes focuses on the important factors that must be considered in planning and conducting such investigations. It describes how to conduct bench and pilot scale investigations necessary for the design or optimization of individual drinking water treatment processes and treatment trains. The book includes a brief description of each process and its underlying theory, with references to standard works where readers can refresh their background. Guidance is provided for investigations of drinking water treatment processes, either for the design of new treatment facilities, the upgrading of existing plants or the optimization of processes in existing plants. General principles of experimental design, adapted to water treatment are included and seven goals for water treatment are identified. The principal audience for Designing and Optimizing Drinking Water Treatment Processes is consultants, staff of water treatment plants, producers of water treatment

Water Utility Benchmarking Measurement, Methodologies, and Performance Incentives

Author: Sanford Berg Benchmarking is essential for those developing and implementing water policy. If decision-makers do not know where they have been or where they are, it would seem to be impossible to set reasonable targets for future performance. Information on water/sewerage system (WSS) operations, investments, and outputs is essential for good management and oversight. This book is designed to help decision makers identify the data required for performance comparisons over time and across water utilities, to understand the strengths and limitations of alternative benchmarking methodologies, and to perform (or commission) benchmark studies. This book provides an overview of the strengths and limitations of different methodologies for making performance comparisons over time and across water utilities (metric benchmarking). In addition, it identifies ways to determine the robustness of performance rankings. Current benchmarking activities in Latin America, Asia, Africa, Central Europe/Asia, and OECD nations are summarized. Five basic approaches to benchmarking characterize current studies: Core indicators and a summary or overall performance Indicator (partial metric method), Performance scores based on production or cost estimates (total methods), Performance relative to a model company (engineering approach), Process benchmarking, and Customer survey benchmarking. This volume is of interest to the water professionals, water utility managers and senior staff of regulatory agencies, professionals in related government agencies, and consultants. Water & Wastewater Treatment Wastewater Sludge: Second Edition A Global Overview of the Current Status and Future Prospects
Editor: Ludovico Spinosa Following a successful first edition published in 2007, the follow-up 2011 edition of Wastewater Sludge A Global Overview of the Current Status and Future Prospects will present an updated and expanded perspective on developments in relation to wastewater sludge around the world. Sludge arising from wastewater treatment represents a serious environmental issue, requiring technological and management solutions to ensure it is processed in a safe and economically efficient manner. Extension of sewers, the construction of new wastewater treatment facilities and the upgrading of existing wastewater plants means the amount of sludge to be handled continues to increase. Alongside this, aspects relating to energy consumption and sustainable operation need to be considered. Within this general picture, sludge is generated in different technical, economic and social contexts around the world, demanding that different approaches need to be taken. The 2011 edition of this report provides a strategic overview of the wastewater sludge market around the world, based on regional and country contributions. These look at the current situation in terms of sludge generation, legislation, technology applied and management approaches. These will then look at anticipated developments over the short/medium term, including expected developments in terms of legislation and the technology and management solutions to be implemented. These will be complemented by longer term perspectives also. The report has been prepared for the Market Briefing Series of the International Water Associations magazine Water21, with input from IWAs network of wastewater sludge experts around the world. Contributions in the 2011 edition are due to include Western Europe, Portugal, Italy, Belgium, Eastern Europe, Turkey, USA, Canada, Latin America/Caribbean, Colombia, Brazil, East Asia, Korea, Malaysia, South Asia, China, Africa, and Australasia. Water & Wastewater Treatment Reduction, Modification and Valorisation of Sludge REMOVALS
Editors: Azael Fabregat, Christophe Bengoa, Josep Font and Frank Stueber The adoption of the urban wastewater treatment directive requires sewage sludge to be subsequently treated and the Sewage Sludge Directive regulates the uses and properties of stabilised sludge for being either recycled or disposed. Both directives drive specific actions in two complementary ways. Reduction, Modification and Valorisation of Sludge aims at developing strategies for the disposal and reuse of waste sludge. It aims to develop several processes for reducing both amount and toxicity of sludge, with simultaneous transformation into green energy vectors such as methane or hydrogen. Mesophilic and mainly thermophilic and autothermophilic conditions are explored as classical alternatives for sludge stabilisation, assuring sanitary conditions of the treated sludge. Valuable materials are obtained from sludge, such as activated carbons, which are used in conventional adsorption processes and in innovative advanced oxidation processes. Guidelines are provided for technology selection in

Water & Wastewater Treatment Evolution of Water Supply through the Millennia
Authors: Andreas N. Angelakis, Larry W. Mays, Demetris Koutsoyiannis, and Nikos Mamassis This book presents the major achievements in the scientific fields of water supply technologies and management throughout the millennia. It provides valuable insights into ancient water supply technologies with their apparent characteristics of durability, adaptability to the environment, and sustainability. A comparison of the water technological developments in several civilizations is undertaken. These technologies are the underpinning of modern achievements in water engineering and management practices. It is the best proof that the past is the key for the future. Rapid technological progress in the twentieth century created a disregard for past water technologies that were considered to be far behind the present ones. There are a great deal of unresolved problems related to the management principles, such as the decentralization of the processes, the durability of the water projects, the cost effectiveness, and sustainability issues such as protection from floods and droughts. In the developing world, such problems were intensified to an unprecedented degree. Moreover, new problems have arisen such as the contamination of surface and groundwater. Naturally, intensification of unresolved problems led societies to revisit the past and to reinvestigate the successful past achievements. To their surprise, those who attempted this retrospect, based on archaeological, historical, and technical evidence were impressed by two things: the similarity of principles with present ones and the advanced level of water engineering and management practices. Water & Wastewater Treatment Aerobic Wastewater Treatment Processes: History and Development
Author: David F Tilley Aerobic Wastewater Treatment Processes: History and Development discusses the widely differing influences on the development of aerobic treatment such as water supply, toxic trade effluents, microscopy and population growth in urban areas. It covers the historical development of sewage treatment and the emergence of aerobic biological treatment from the early nineteenth century to the present day. The importance of water supply is examined and the influence this had on the water-carriage system, and the consequent discharge of sewage into rivers. The factors which govern process selection and process development are discussed. There is a continued impetus to reduce land area, capital costs, running costs, and to optimise performance and process control. The discovery of the activated sludge process is detailed including the development, in the early 1900s, of many forms of this process. Industrial wastes were discharged to biological treatment systems and the impact of such pollutants is reviewed. The work of Royal Commissions, River Boards and the National Rivers Authority is summarised, and the advances in chemical analysis and on-line measurement of chemical quality characteristics. Later developments such as reed beds and the use of hybrid treatment systems are covered. Examples are included such as the fixed film activated sludge process which has found application for small communities in package form, and also for large-scale municipal treatment plants. This book is valuable reading for students of the following courses on CIWEM Dip examination, WITA and B Tech and Environmental Science and Civil Engineering. Water & Wastewater Treatment Chemistry of Ozone in Water and Wastewater Treatment From Basic Principles to Applications
Authors: Clemens von Sonntag and Urs von Gunten Even though ozone has been applied for a long time for disinfection and oxidation in water treatment, there is lack of critical information related to transformation of organic compounds. This has become more important in recent years, because there is considerable concern about the formation of potentially harmful degradation products as well as oxidation products from the reaction with the matrix components. In recent years, a wealth of information as to the products that are formed has accumulated, and substantial progress in understanding mechanistic details of ozone reactions in aqueous solution has been made. Based on the latter, this may allow us to predict the products of as yet not studied systems and assist in evaluating toxic potentials in case certain classes are known to show such effects. Keeping this in mind, this book will discuss mechanistic details of ozone reactions as much as they are known to date and apply them to the large body of studies on micropollutant degradation such as pharmaceuticals and endocrine disruptors that is already available. Extensively quoting the literature and updating the available compilation of ozone rate constants will give the reader a text at hand on which his research can be based. Moreover, those that are responsible for planning or operation of ozonation steps in drinking water and wastewater treatment plants will find salient information in a compact form that otherwise is quite disperse. A critical compilation of rate constants for the various classes of compounds is given in each chapter, including all the recent publications. This is a very useful source of information for researchers and practitioners who need kinetic information on emerging contaminants. Furthermore, each chapter contains a large selection of examples of reaction mechanisms for the transformation of micropollutants such as pharmaceuticals, pesticides, fuel additives, solvents, taste and odor compounds, cyanotoxins. the IWA Task Group on Benchmarking of Control Strategies for Wastewater Treatment Plants. The goal of the Task Group includes developing models and simulation tools that encompass the most typical unit processes within a wastewater treatment system (primary treatment, activated sludge, sludge treatment, etc.), as well as tools that will enable the evaluation of long-term control strategies and monitoring tasks (i.e. automatic detection of sensor and process faults). Work on these extensions has been carried out by the Task Group during the past five years, and the main results are summarized in Benchmarking of Control Strategies for Wastewater Treatment Plants. Besides a description of the final version of the already well-known Benchmark Simulation Model no. 1 (BSM1), the book includes the Benchmark Simulation Model no. 1 Long-Term (BSM1_LT) with focus on benchmarking of process monitoring tasks and the plant-wide Benchmark Simulation Model no. 2 (BSM2). A CD-ROM Appendix containing benchmarking software developed by the Task Group, simulation results and detailed technical reports describing all aspects of the benchmark systems is also included. Editors: Robert Seviour and Per H Nielsen Microbial Ecology of Activated Sludge, written for both microbiologists and engineers, critically reviews our current understanding of the microbiology of activated sludge - the most commonly used process for treating both domestic and industrial wastes. The contributors are all internationally recognized as leading research workers in activated sludge microbiology, and all have made valuable contributions to our present understanding of the process. The book pays particular attention to how the application of molecular methods has changed our perceptions of the identity of the filamentous bacteria causing the operational disorders of bulking and foaming, and the bacteria responsible for nitrification and denitrification and phosphorus accumulation in nutrient removal processes. Special attention is given to how it is now becoming possible to relate the composition of the community of microbes present in activated sludge, and the in situ function of individual populations there, and how such information might be used to manage and control these systems better. Detailed descriptions of some of these molecular methods are provided to allow newcomers to this field of study an opportunity to apply them in their research. Comprehensive descriptions of organisms of interest and importance are also given, together with high quality photos of activated sludge microbes. Activated sludge processes have been used globally for nearly 100 years, and yet we still know very little of how they work. In the past 15 years the advent of molecular culture independent methods of study have provided tools enabling microbiologists to understand which organisms are present in activated sludge, and critically, what they might be doing there. Water & Wastewater Treatment Benchmarking of Control Strategies for Wastewater Treatment Plants
Editors: Krist V Gernaey, Ulf Jeppsson, Peter A Vanrolleghem, John B Copp and Jean-Philippe Steyer Wastewater treatment plants are large non-linear systems subject to large perturbations in wastewater flow rate, load and composition. Nevertheless these plants have to be operated continuously, meeting stricter and stricter regulations. Many control strategies have been proposed in the literature for improved and more efficient operation of wastewater treatment plants. Unfortunately, their evaluation and comparison either practical or based on simulation is difficult. This is partly due to the variability of the influent, to the complexity of the biological and biochemical phenomena and to the large range of time constants (from a few minutes to several days). The lack of standard evaluation criteria is also a tremendous disadvantage. To really enhance the acceptance of innovative control strategies, such an evaluation needs to be based on a rigorous methodology including a simulation model, plant layout, controllers, sensors, performance criteria and test procedures, i.e. a complete benchmarking protocol. Water & Wastewater Treatment Treatment of Micropollutants in Water and Wastewater
Authors: Jurate Virkutyte, Rajender S. Varma, and Veeriah Jegatheesan Over the last few years there has been a growing concern over the increasing concentration of micropollutants originating from a great variety of sources including pharmaceutical, chemical engineering and personal care product industries in rivers, lakes, soil and groundwater. As most of the micropollutants are polar and persistent compounds, they are only partially or not at all removed from wastewater and thus can enter the environment posing a great risk to the biota. It is hypothesized that wastewater is one of the most important point sources for micropollutants. This book provides a comprehensive overview of modern analytical methods and will summarize novel single and hybrid methods to remove continuously emerging contaminants - micropollutants from the aqueous phase. New trends (e.g. sensor technology, nanotechnology and hybrid treatment technologies) will be described in detail. The book is very timely because the new techniques are still in the development phase and have to be realized not only in the laboratory but also on a larger scale. The content of the book is divided into chapters that present current descriptive and analytical methods that are available to detect and measure micropollutants together with detailed information on various chemical, biological and physicochemical methods that have evolved over the last few decades. Treatment of Micropollutants in Water and Wastewater enables readers to make well informed choices through providing an understanding of why and how micropollutants must be removed from water sources, and what are the most appropriate and available techniques for providing cost and technologically effective and sustainable solutions for reaching the goal of micropollutant-free water and wastewater. The book is suitable for water and wastewater professionals as well as for students and researchers in civil engineering, environmental engineering and process engineering fields. Water & Wastewater Treatment Pharmaceuticals in the Environment Current Knowledge and Need Assessment to Reduce Presence and Impact
Editor: Benoit Roig About 4000 medical compounds are being used in the drugs applied today. It is estimated that worldwide consumption of active compounds amounts to some 100 000 tons or more per year. Consequently, there is a need to highlight the most important questions and issues related to the presence of pharmaceuticals in the environment. Pharmaceuticals in the Environment: Current Knowledge and Need Assessment to Reduce Presence and Impact brings together results of previous and on-going EU projects with published data from both governmental sources and scientific literature and manufacturers data on production and usage of pharmaceuticals. This book puts together the current knowledge and emphasises questions that deserve attention such as: What is the spectrum of most relevant pharmaceutical products (PPs) for the aquatic environment? Which are the indicators for supporting environmental managers, health authorities? What is the efficiency of urban and industrial sewage treatment plants over a year? What is the fate and behaviour of PPs in sewage treatment plants? If receiving waters are used for potable water supplies, does the presence of these compounds represent a potential hazard to human health? Could we solve some problems by environmental or cleaner technologies? What regulatory approaches, incentives, prevention actions can be implemented in order to lower PPs concentration in the environment? Does a European practical guidance need to be developed? Can the impacts of PPs on the environment be reduced through the use of eco-pharmaco-stewardship approaches including the use of clean synthesis, classification and labelling, and better communication of methods of good practice? How can we better monitor the environmental impact of a pharmaceutical once it has received a marketing authorisation? Contents: Introduction Current situation: Policy framework at EU level Exposure based on life cycle Real situation: occurrence of the main investigates PPs in water bodies Performance of conventional treatment processes of the most resistant PPs Biological monitoring and end points Review of environmental risk assessment and prioritization strategies for pharmaceuticals Recommendations: Research and Development Research and Education Communication Measures This title belongs to European Water Research Series August 2010 256 pages Paperback 10 digit ISBN: 184339314X 13 digit ISBN: 9781843393146 IWA Members Price: 66.75/US$120.15/90.11 Non Members Price: 89.00/US$160.20/120.15

Water & Wastewater Treatment Fundamentals of Water Treatment Unit Processes Physical, Chemical, and Biological
Author: David W. Hendricks Covers unit processes common to drinking water, wastewater, and any water requiring treatment Presents theory and practice for each unit process and key factors in development Examines uncommon issues that aid in applications principles, such as submerged flow for a Parshall flume and Henrys law constants for 12 gases at different temperatures Reviews how the field arrived at its present state-of-theart technologies to shed light on current practices Carefully designed to balance coverage of theoretical and practical principles, Fundamentals of Water Treatment Unit Processes delineates the principles that support practice, using the unit processes approach as the organizing concept. The author covers principles common to any kind of water treatment, e.g., drinking water, municipal wastewater, industrial water treatment, industrial wastewater treatment, hazardous wastes. Since technologies change but principles remain constant, the book identifies strands of theory rather than discusses the latest technologies, giving students a clear understanding of basic principles they can take forward in their studies. Reviewing the historical development of the field and highlighting key concepts for each unit process, each chapter follows a general format that consists of process description, history, theory, practice, problems, references, and a glossary. This organizational style facilitates finding sections of immediate interest without having to page through an excessive amount of material. The solutions manual includes spreadsheets for problems Supporting material is available for download Understanding how the field arrived at its present state of the art places the technology in a more logical context and gives students a strong foundation in basic principles. This book does more than build technical proficiency; it adds insight and understanding to the broader aspects of water

Water Policy/Legislation/ Finance/Governance Water Framework Directive: Model supported Implementation A Water Managers Guide
Editors: Fred F Hattermann and Zbigniew W Kundzewicz Water resources planning and management and the development of appropriate policies requires methodologies and tools that are able to support systematic, integrative and multidisciplinary assessments at various scales. It also requires the quantification of various uncertainties in both data and models, and the incorporation of stakeholders participation and institutional mechanisms into the various tools and risk assessment methodologies, to help decision makers understand and evaluate alternative measures and decisions. This requirement has been explicitly recognised in the context of the European Union Water Framework Directive (WFD). This book is one of the concrete outcomes of the Harmoni-CA concerted action (supported by the European Commission). It provides a framework for model-supported participatory planning of measures at various river basin scales and practical guidance to water managers and other interested stakeholders on the modelsupported implementation of the WFD. The objective of the book is to offer guidance to water managers on the model-supported implementation of the Water Framework Directive at the level of a river basin district and at other levels (such as sub-basins, national, or international scale in the case of international river basins). It should help water managers to better understand how models may be used for planning purposes, while special attention is given to the problem of predicting an uncertain future, one very likely to differ from the present. Six case studies from different parts of Europe are provided to illustrate the practical applicability of the planning framework in the WFD implementation. They are very important for illustrating how concepts from earlier parts of the document are applied to real-world situations. The case studies cover several aspects of mesoscale river basin management, water quantity and quality issues, and the role of modelling, with two case studies located in pilot river basins. This text is intended for use by water managers and hydrologists engaged in the implementation of the Water Framework Directive. Water Policy/Legislation/ Finance/Governance Integrated Assessment for WFD implementation: Data, economic and human dimension, Volume 2
Editor: Peter A Vanrolleghem Implementing the comprehensive Water Framework Directive requires a thorough planning process that consists of several consecutive steps. The least one can say is that it is a challenging task which needs appropriate ICT tools that are able to cope with the complexity of the water system and this planning process. Integrated assessment, participatory processes and the science-policy interface are one of the newer elements in this overall implementation process that have developed greatly thanks to the WFD. Economic methods, models and instruments are integrative to the WFD implementation as well, with such concepts as cost recovery of water resources being central to debate with stakeholders. Economic valuation of natural resources (willingness-to-pay, willingness-to-accept, ) should get sufficient attention and the human dimension (perception, needs, wants, values and behaviours) should be incorporated in the modelling frameworks for decisionmaking. In the same line there is also a human dimension to the use of models: how do non-modellers, such as managers, policy-makers, other stakeholders feel about models and their use in their day-to-day activities. And finally, this volume deals with the large issue of data: its quality, availability and, not to forget, accessibility. And can we use data both for monitoring purposes (surveillance, operational and investigative in the WFD context) and for modelling. Is there a synergy to be found? The other three volumes in the series are: Water Framework Directive: Model supported Implementation - A Water Managers Guide edited by Fred Hattermann and Zbigniew W Kundzewicz Modelling Aspects of Water Framework Directive Implementation Volume 1 edited by Prof. Peter A. Water Policy/Legislation/ Finance/Governance Optimizing Private Sector Participation in the Water Sector
Author: Cledan Mandri-Perrott Public sector funding and resources are often inadequate to meet increasing demands for investment and effective management, and a growing case history shows increasing involvement by the private sector in provision of infrastructure and services through PPP arrangements. The objective of this book is to determine, and make recommendations on, means of optimizing the use of Public Private Partnerships (PPP) in development of infrastructure whilst ensuring the sustainable long term provision of water and waste water services. The focus is on providing detailed recommendations on contractual issues and contract structures to achieve this objective. Optimizing Private Sector Participation in the Water Sector: Identifies what is needed to establish effective and sustainable water and wastewater service reform when using a PPP arrangement, and importantly how those issues can be addressed contractually. Provides specific recommendations of a comprehensive and detailed approach to contract drafting to ensure effective, sustainable and long term provision of water and wastewater services, including an approach for adaptation of public procurement procedures for PPP arrangements. Recommends a proposed approach to dealing with the influence of imperfect or unavailable data on the long term effectiveness or sustainability. This is a practical and pragmatic book in which the author shares his considerable experience on devising and implementing PPPs in the water sector. It is aimed primarily at practitioners working with developing countries but its recommendations will also be suitable for application in developed countries. It will also be a useful reference for postgraduates and academics studying infrastructure development. Water Policy/Legislation/ Finance/Governance Water Policy Entrepreneurs A Research Companion to Water Transitions around the Globe
Editors: Dave Huitema and Sander Meijerink Unsurpassed in the scope of its coverage, this book explores like no other the roles of policy entrepreneurs and the causes of policy change across diverse political systems ranging from the developing world to the largest western democracies. The studies show how entrepreneurs work with outside donors, take advantage of windows of political opportunity, create those windows, and push the policy process in the direction they hope. They also show the limits to these strategies, and strategies that tend to fail. The book dramatically advances our understanding not only of change and stability in water policy, but of the policy process more generally. Frank R. Water Policy/Legislation/ Finance/Governance Law and Governance of Water Resources The Challenge of Sustainability
Author: D. E. Fisher To achieve the sustainable use and development of water resources is a daunting challenge for both global and local communities. It requires commitments from all groups within international, national and local communities from their own particular, possibly conflicting, perspectives. Without a set of coherent legal arrangements designed to ensure effective governance of water resources, their sustainable use and development is unlikely to be achieved. Douglas Fisher (Professor of Law at Queensland University of Technology, Australia) considers how legal arrangements for managing water resources have evolved across the continents over hundreds of years. He explores their relevance for contemporary society; how the norms of current international and national legal regimes are responding; and, most importantly, how legal rights and duties should be structured so as to achieve sustainability in the future. This detailed textual and linguistic analysis of legal doctrines and instruments in relation to water resources is invaluable for international and national water resources policy analysts, water resource managers and water resource lawyers. Students of water resource management, sustainable development and sustainability will also find this book of great interest to them. Water Policy/Legislation/ Finance/Governance International Trade in Water Rights: The Next Step
Author: Aline Baillat This book provides a new approach to the questions raised by international water transfer projects: to whom does water belong? More precisely, what rules should govern international water transfers from transboundary watercourses? These issues are usually studied through the lenses of international trade law. International Trade in Water Rights offers a new approach by highlighting the fundamental issue of domestic and international water property regime and introducing the difference between trade in water and trade in water rights. International Trade in Water Rights analyses of the conditions under which market-based instruments could participate in the resolution of water disputes over international watercourses and recommendations are made based on the study of two cases of inter-state water trading in the Colorado River Basin and in the Murray Darling Basin. It is argued that the recognition of water as an economic good in domestic water reform will increasingly impact the management of international watercourses. The book is of key interest to water professionals, economists, lawyers, and political scientists dealing with transboundary disputes over water. Contents: Water Reforms: The International Recognition of Water as an Economic Good Evolution of Water Rights and Domestic Water Reforms Water Market Systems Trade in Water and International Water Law: The Property Regime of International Watercourses The Relationship between International Trade Law and International Water Law Market-Based Solutions along International Watercourses: Economic Approaches to International Water Disputes Colorado River Basin Case Study

Water Policy/Legislation/ Finance/Governance Regulation of Water and Wastewater Services An International Comparison
Author: Rui Cunha Marques This book, published in collaboration with ERSAR, presents a unique account of governance and regulatory methods used by different countries, states and municipalities that may help regulators and governments all over the world to improve their regulatory approaches. It is the first book to compile such an amount of data about regulatory processes of a wide number of countries from the five continents. It discusses how the characteristics of water and wastewater services call for regulation and how different countries apply distinct regulatory methods. By showing 18 country case-studies, the book offers an interesting perspective as the regulatory models adopted vary immensely depending on geographical location, nature and strength of institutions and governments, political ideology, features and level of development of the countries. In addition, it provides examples of best practices that may be important for policy-makers to enhance the regulatory processes adopted in each country. It looks closely at rules imposed by state and local governments concerning regulatory issues and how they are being applied. Regulation of Water and Wastewater Services covers the fundamental and practical concepts and issues regarding the regulation of water and wastewater services. It describes and compares the regulatory methods adopted in several countries and provides a global overview on regulation. There is detailed coverage of topics such as quality of service regulation, economic regulation and public service obligations. This book is suitable for regulators, academic researchers and students, consultants, operators and managers, policy-makers and other stakeholders. Water Policy/Legislation/ Finance/Governance Governance and Management for Sustainable Water Systems
Author: Neil S Grigg Increasing global pressure on water resources requires many actions from governments and individuals to achieve sustainable levels of water use. These involve management tasks such as project development and utility operation, but the degree of interdependence among the many participants in water management is so great that additional regulatory and coordination mechanisms are needed to control water development and uses. This book is designed to be the introductory work in the new Governance and Management for Sustainable Water Systems Series. It introduces the subject of governance of water systems and illuminates relatively unexplored topics of water resources management. The material is practical but advanced in the sense that theories of industry organization, governance, and institutional analysis are applied in new ways. New case study applications are provided in the book and help the reader to understand how their disciplines apply to water management. The case studies are drawn from each sector and region in the world, including cases from the U.S.A., Europe, the Middle East, South America and a global case to cover water system privatization. Watershed/Catchments/River Basin Integrating Water Resources Management Interdisciplinary Methodologies and Strategies in Practice
Editors: Geoffrey D. Gooch, Alistair Rieu-Clarke and Per Stalnacke The strategy and methodology for improved IWRM project, (STRIVER) has developed interdisciplinary methods to assess and implement IWRM. Based on the development of a multidisciplinary knowledge base assessment in all case studies (policy, social and natural sciences) and an early stage development of IWRM conceptual framework, this book investigates IWRM in the four selected twinned catchments covering six countries in Europe and Asia. Twinning activities based on a problem-based approach have been performed in four case river basins: Tunga Bahdra (2 states in India), Sesan (Vietnam/Cambodia), Glomma (Norway), Tejo/Tagus (Spain/Portugal) The problems covered are water regimes in transboundary regulated rivers; environmental flow; land and water use interaction; and pollution under the IWRM framework. The research used sub-basins of each river basin in all cases to allow more detailed studies and easier integration of all stakeholders, for transferability purposes. Integrating Water Resources Management develops guidelines for interdisciplinary methods to assess and implement IWRM assesses the transferability of case study results enhances the dialogue between decision-makers, stakeholders and scientists disseminates data and information to stakeholders to promote participatory planning and integrated decisionmaking, taking adequate account of the rights of poor people and gender roles This title belongs to European Water Research Series September 2010 176 pages Paperback 10 digit ISBN: 1843393255 13 digit ISBN: 9781843393252 IWA Members Price: 56.25/US$101.25/75.94 Non Members Price: 75.00/US$135.00/101.25

Watershed/Catchments/River Basin Advanced Tools and Models to Improve River Basin Management in Europe in the Context of Climate Change AquaTerra
Authors: Michael Finkel, Johannes Barth and Peter Grathwohl Advanced Tools and Models to Improve River Basin Management in Europe in the Context of Climate Change AquaTerra has developed from an integrated project of the 6th EU RTD Framework Programme that aims to provide the scientific basis for an improved river basin management through a better understanding of the river-sediment-soil-groundwater system as a whole, by integrating both natural and socio-economics aspects at different temporal and spatial scales. This book aims: to provide a better understanding of the river-sedimentsoil-groundwater system at various temporal and spatial scales to relate expected climate alterations to changes in deposition, mobility and distribution of pollutants in European river basins. to provide the scientific basis for improved river basin management to introduce novel tools for water and soil quality monitoring to show the necessity of integrated modelling frameworks for impact evaluation of pollution as well as climate and land-use changes for definition of long-term management schemes The work illustrates the dynamic behavior of the pathway of pollutants in soils, groundwater, surface water and sediments. It highlights the fundamental importance of integrating knowledge from several combined disciplines on various environmental compartments in order to understand the large number of processes that govern pollutant input, transport and turnover. Results shows that a significant step forward has been made in the development new analytical methods and of process-based numerical models that are capable of making predictions of likely trends and environmental changes to be expected in the near or distant future at the basin-scale. These models can be used e.g. to generate hydrologic scenarios based on climate models and to simulate pollutant distribution and turnover rates from decades to millennia.
