NATIONAL ORATORICAL COMPETITION

General Guidelines for STI Schools


OBJECTIVES The 2nd Voice of the Youth National Oratorical Competition is an annual academic competition that aims to: develop in the youth the ability to think critically, and have the confidence to express their thoughts in English; provide a venue for students to express their thoughts about the situation they are in and the conditions that affect their lives; and inspire students to motivate, influence, and inform others through the art of public speaking. COMPETITION The 2nd Voice of the Youth National Oratorical Competition is a learning opportunity for students as it encourages them to write and deliver original orations that will inspire belief or reinforce conviction. This competition is a joint venture among STI and its network of schools, the STI Foundation, National Youth Commission (NYC), and the Department of Education (DepEd). It has an assigned theme, decided on by the National Committee, and is the focus of the speech. ORGANIZATIONAL PROCEDURES 1. The competition is open to all graduating students of select high schools for the school year who meet the eligibility requirements. There can only be one (1) student representative for each participating high school. 2. The competition is divided into three levels: a. Divisional first level competition conducted by one (1) or more STI Schools to be participated in by selected high schools in their respective areas. There will be sixtythree (63) divisions. Each division shall have its own Divisional Committee. b. Cluster second level competition conducted by selected STI Schools to be participated in by the Divisional champions. There will be six (6) clusters. Each cluster shall have its own Cluster Committee. c. National final level competition conducted by the National Committee to be participated in by the Cluster champions and 1st runners up. 3. There shall be a minimum of seven (7) and a maximum of fifteen (15) high schools participating in each division. 4. In case there is an influx of contestants beyond the maximum, a pre-contest screening shall be conducted by the STI School to determine the qualified contestants for the Divisional Level. The Divisional Committee shall inform the National Committee of the schedule of the Pre-Contest Screening. 5. The clustering of STI Schools shall be determined by the National Committee.

6. The respective committees should know the competition details: competition dates, Implementation Guidelines for Pre-Contest Screening, Competition Mechanics, General Guidelines, and Implementation Guidelines, and be responsible for the dissemination of information to participating high schools. 7. The National Committee shall provide the respective committees with resources as identified in the Implementation Guidelines. 8. Divisional, Cluster, and National Committees will be responsible for the logistical requirements of their respective competitions. Unless otherwise indicated in the List of Required Resources, costs related to the conduct of the Pre-Contest Screening, Divisional and Cluster Levels shall be charged to the account of the local STI School/s. 9. The Divisional Committee shall be responsible for validating the content of the speech entered into competition. For multiple schools, validation of entries will be done by the local STI Schools. 10. Participation of high schools is by invitation, and at the discretion of the Divisional Committee. One (1) private to three (3) public high school ratio is encouraged. 11. The deadline for submission of the oratorical pieces is on September 5, 2011. The submitted speech is subject to validation before it is accepted as an official entry. The same speech will be used for the Divisional, Cluster, and National Levels. Below are the key schedules that must be observed in the course of the competition.

12. The Divisional or Cluster Committee that did not conduct the competition in conformity with the rules and regulations as set forth by the National Committee will be sanctioned. The National Committee shall determine the rightful winners of the level competition after a thorough investigation. 13. The National Committee reserves the right to disqualify winners at any level of the competition who did not conform to the set rules and regulations. Prizes and awards will be given to the rightful winner/s. 14. For all levels of competition, the rules and regulations set by the National Committee are mandatory. 15. The National Committee may alter and/or cancel any rule or condition should it be deemed necessary. In this case, the Divisional and Cluster Committees shall be notified at once of any alteration or cancelation.

BOARD OF JUDGES (BOJ) Qualifications 1. The BOJ shall consist of three (3) members for the Divisional and Cluster Levels. For the National Level there will be a minimum of three (3) and a maximum of five (5) members. 2. They should be distinguished individuals with good reputations as public speakers, orators, educators, or professionals. 3. They should not be employed in any STI or competing school. 4. At the Divisional and Cluster Levels, it is recommended that there be one (1) representative each from DepEd and the National Youth Commission (NYC). 5. The respective committee shall appoint a Chairman among the BOJ. It is highly recommended that the Chairman for the Divisional Level be the DepEd representative, and the NYC representative for the Cluster level. Duties and Responsibilities 1. The BOJ is tasked to evaluate the content and score the submitted oratorical pieces. 2. At the Divisional Level, they shall interview the contestants to assess their knowledge about their prepared speech. 3. They shall evaluate and score the delivery of the prepared speeches. First level of tie break is the score given by the BOJ Chairman. Second level is the BOJ Chairmans discretion. 4. They shall serve as witnesses to and arbitrators among parties during the proceedings and are expected to settle questions regarding the meaning, application or interpretation of the competition rules. This includes whether to require the contestant concerned to either start over or continue from where the contestant was cut off in case of technical difficulties, and whether or not to allow the participation of late contestants. 5. The BOJ shall refrain from discussing any phase of the contest or their judging methods with contestants, coaches, and others except with other judges, following the competition.
