Cause
database parameter parameter plsql_native_library_dir was not set The compilation of the tax location structure was fine ( 5 fired concurrent programs have terminated normally) but the ARP_STAX package for this ORG_ID was in status invalid. tried to compile ARP_STAX_5749 package and got the following error message: PLS-00920: parameter plsql_native_library_dir is not set.

Solution
set parameter plsql_native_library_dir and bounce the DB to take effect
