Hong Kong schools Schools are mostly listed alphabetically within geographical categories. Schools on Hong Kong Island are generally listed first, followed by those in Kowloon and the New Territories. Through-schools, however, which have more than one section, are listed in the first category applicable. For instance, a school with one section on Hong Kong Island and one in the New Territories is listed under Hong Kong. A school with one section in Kowloon and one in the New Territories would be listed under Kowloon.
Mainland schools Schools on the mainland and in Macau are listed alphabetically, but grouped by city or province. The largest listings, for Beijing and Shanghai, are first, followed by the provinces and then Macau.
Preschools Many preschools have multiple campuses. These are listed in groups at the start of the table to avoid repetition.
Fees All fees quoted are for the 2010-11 academic year unless stated otherwise.

International kindergartens Most offer places on a first-come, first-served basis. For popular preschools, it is necessary to put a child's name on waiting lists early.
International schools Most require children to show they can learn in English, and many are selective, taking into account early academic ability and social skills. Places in Chinese International School's reception year, for example, are based on observation sessions to assess language abilities (English and Putonghua), and academic and social skills. For later years, students must sit tests in English, Chinese and maths, and at secondary level, nonverbal reasoning. Both Chinese and HK International School accept applications two years before admission. Some, such as Canadian International, offer places on a first-come-first-served basis. English Schools Foundation schools Applications should be lodged in September for Year One and Year Seven and are sorted according to admission criteria with children from non-Chinese-speaking families given priority.
Direct Subsidy Scheme primary schools The most sought-after DSS schools normally set admission deadlines in early September, but some run a second round of admissions for a limited number of places. Places are offered after interviews based on factors such as academic achievement in preschool, language abilities and extra-curricular activities. Children of alumni and, for schools with religious backgrounds, members of sponsoring church bodies may have priority.
Direct Subsidy Scheme secondary schools Admission is based on academic achievement in primary school and an interview. Extra-curricular activities may be taken into account. It is essential to retain all academic records and certificates. Diocesan Girls' School, for example, asks to see school reports for three consecutive years. The more popular schools have limited admission periods, normally November to January. Less-popular schools admit students until shortly before the start of the academic year. This allows those not successful in gaining places in aided schools to shop around during the summer term for Primary and Secondary One places, and Form Six after HKCEE results are announced.
Aided primary schools Applications must be made in the last week of September. Parents can apply to only one school but their choice is not restricted by their school net. Results are announced in late November. If unsuccessful, parents can then apply through the central allocation system before late January, with results announced in early June.
Aided secondary schools Forms are distributed in late November and applications for discretionary places need to be made between late December and late January. Parents can apply for places at two schools. Applications for central allocation are made through primary schools in early May and results are released in mid-July.
General capital levy or nomination right A non-refundable, one-off lump-sum payment that is normally set at a lower rate than debentures and can help to secure a school place for a child. Schools can have various combinations of the above.
students going to the top 10 universities in the UK last year is not to do with the switch to the IB Diploma. "A decrease of seven students is not significant." Most universities in Hong Kong set grade 24 in the IB Diploma - the "pass rate" - as the lowest offer score, with 45 the highest score demanded by University of Hong Kong and 40 the top score for Chinese University. But Hong Kong University of Science and Technology made offers of 30 to 33. Leading research universities in Britain's Russell Group required offer grades ranging from 40 to 42 for Oxbridge, to 37 to 39 for the London School of Economics and 24 to 36 for Leeds. Durbin said the offer grades required depended on the popularity of both the institution and the subject, with the latter being the most important factor. "It is a market-driven system," he said. "The more demand there is, the higher the point score that the universities will require. Medicine and law will be very high, but engineering and accounting will be lower." A broad picture of the Hong Kong diploma grades required to get into degree programmes and institutions is not yet available, as many universities are still deciding on their admission requirements. But the Education Bureau and Hong Kong Examinations and Assessment Authority have been working hard to gain recognition for the Hong Kong diploma at home and abroad. In January, Secretary for Education Michael Suen Ming-yeung announced some common threshold requirements for admission to the city's eight publicly funded tertiary institutions after bureau talks with university heads. Suen said students attaining Level 3 for Chinese and English, and Level 2 for maths and liberal studies - the core subjects of the Hong Kong diploma - would be eligible for admission to undergraduate programmes. The Heads of Universities Committee (HUCOM) confirmed that its eight members would consider applications from students who met the common requirements on the core subjects, but also stressed that universities would set minimum levels for one or two elective subjects and could also stipulate further requirements. But HKU registrar Henry Wai Wing-kun said: "HKU is going to decide its own minimum eligibility requirements for the core subjects, although we will bear in
mind HUCOM's set of common requirements. We plan to make a decision on it later this year." In February, Britain's university entrance system UCAS published its rating of the Hong Kong diploma against other exams, including British A-levels and the IB Diploma. The UCAS "tariff" is widely used by admissions tutors globally to assess the standard of unfamiliar qualifications. UCAS gave the Hong Kong diploma 120 points for a Level 5 in one subject - equal to an A grade in the British A-level - and 130 points for Level 5*. It is reserving judgment on the diploma's highest subject score of Level 5** until after the first results are released in 2012. Three A-levels at grade A - the typical minimum requirement for admission to top British universities - are worth 360 points in the tariff. A new A* grade in the British A-level being introduced this year is worth 140 points. A student who gained top scores in the four core subjects of the Hong Kong diploma plus three electives would net 780 points in the UCAS tariff - more than double the points for three A-levels at grade A. UCAS also rates the Hong Kong diploma more highly than the IB Diploma, which is given 720 points for its highest score of 45 and 130 points for its highest subject grade - equal to the second-highest grade in the Hong Kong qualification. But UCAS international officer Irene Finlayson warned that using the tariff to directly compare matriculation exams was misguided, as it was merely a guideline for universities, which decided their own admission criteria. "Is it really valid to compare a stand-alone A-level with one subject that forms part of a whole school-leaving diploma?" she said. "The two qualifications are structured differently and that should be taken into account." The bureau and the exams authority have sent delegations to destinations including Canada, Britain and Australia to promote the Hong Kong diploma among universities and accreditation bodies. The response in all three countries has been positive, with the diploma widely regarded as meeting the eligibility threshold for university entrance, according to officials. Katherine Forestier, director of education and science services with the British Council Hong Kong, said: "Based on the UCAS tariff, at least two Level 3 grades
should fulfil minimum admissions requirements to UK universities, equivalent to two Grade Es at A-level. "However, universities will set their own requirements similar to what they ask at A-level, with most looking at Levels 4 and 5. In addition, they would also need students to fulfil minimum matriculation requirements in maths, normally equivalent to Grade C in the GCSE, and [in] English." Oxford University's director of undergraduate admissions, Mike Nicholson, said its education committee had agreed that a Level 5 in an elective subject of the Hong Kong diploma was equal to an A in the British A-level. For maths, students would need a Level 5* in the core component and 5 in the extended paper. However, Oxford would review its British A-level requirements this summer in the light of the new A* grade.
take six subjects, three at higher and three at standard level, follow a theory of knowledge course, complete an extended essay and take part in a course called "creativity, action and service". The six mandatory subjects include maths, a science subject, an arts subject and a second language. ESF secondary schools are also in the process of developing three vocationally oriented alternative programmes for students who are not suited to the IB curriculum: an Advanced Diploma, an Intermediate Diploma and a Foundation Diploma. The Advanced Diploma courses that are already available include a BTEC National Certificate at West Island School, and media and business courses at King George V School. The BTEC is also offered by Island School and South Island School. The Foundation Diploma allows students to study IB subjects, but rather than the six required for the IB Diploma, they can choose five and still gain entry to some tertiary institutions. They can also mix their subjects - for example, taking more humanities subjects rather than maths or science. All ESF primary schools offer the IB Primary Years Programme. While he was pleased with the first batch of IB graduates across ESF schools last year, Chris Durbin, the ESF's secondary adviser, said there were still improvements to be made. "As educators, you're never satisfied. You're always looking for things to improve. As a first attempt we are very pleased with it. But we always look to improve and refine things as we go. "Different schools have different things they can improve. For example, we need to make sure that students are in the right level in mathematics for the IB Diploma. We didn't get that right the first time round. Every student does maths," Durbin said. "That's the big difference from A-levels. When it comes to options, students choose which level they will study. So if you're off to study English literature, then you're best off choosing maths studies, but if you're doing economics or maths, then you have to do higher-level maths, which is way above A-level standard. So we're working on that now."

Annual tuition fees for Form Four students in the HKDSE and pre-IB streams are the same - HK$33,000. But in Form Five, fees for the IB Diploma are HK$58,000, compared with HK$43,000 for the HKDSE. Despite the higher cost, Chang said the tuition fees barely covered the investment the school had made in preparing for the IB Diploma. "We aim to break even after three years," he said. "The teacher-student ratio for an IB class is around 1:10. A bigger class size will flout IB regulations. We have to employ extra staff, most of whom are coming from abroad, who are IB curriculum specialists." Nicholas Lam Jun-hay, 16, a DBS Form Four pre-IB student, said he was impressed with the IB curriculum. "Instead of following textbook instructions to the letter, the teachers encourage us to test our own hypotheses in science subjects," he said. "For example, when doing a lab project, I was asked in the past to do experiments to prove the theories spelled out in books. Now, I don't have to follow what the book says, and I set my own hypotheses and conduct experiments to bear them out. Even though my premise may turn out to be wrong in the end, I learn a lot from the process." While DBS students have to opt for the pre-IB or the HKDSE programme after Form Three, Creative Secondary School in Tseung Kwan O has gone a step further, by incorporating the IB into the local curriculum. Its IB Middle Years Programme (MYP) is embedded in the structure of the local curriculum. In the first year of the new senior secondary curriculum, Form Four students complete the MYP while also pursuing the first year of the local diploma. In the second year, students' paths diverge, with some taking the IB Diploma and others the HKDSE. Fees for the IB Diploma programme are HK$78,000 a year, about one third more than the HKDSE, at HK$59,000. Principal Cheung Siu-ming said the overlapping of the curricula in subjects such as
English, Chinese and maths made the special arrangement feasible. The IB Diploma and HKDSE complemented each other in enriching students' learning experience, and schools overseas commonly offered the IB alongside another qualification. "Many state education systems across the world welcome the presence of IB programmes within their schools. Hong Kong is but the latest to join this world trend," Cheung said.
children with special needs are currently very limited, though there are some plans for expansion. The English Schools Foundation is by far the biggest provider of English-medium primary and secondary education that offers special education services. The Jockey Club Sarah Roe School has 60 places for children aged five to 19 with severe learning difficulties. Principal Alan Howells said the waiting list had shortened significantly as the school had switched to a grouping-by-abilities approach - putting children of similar abilities with two to three years' age difference in the same class, instead of arranging classes by year group. As a result, the school had been able to admit all children on the waiting list for the current school year. Howells said the ESF board was considering a 10-year plan that aimed to set up a SEN centre in each of its schools. "The ESF is very keen to develop SEN support," he said. "We hope that the board will finish reviewing it by the end of this academic year." A small number of international schools also provide some support for children with special needs. International Christian School will launch a pilot bridging programme in August to serve an initial cohort of seven students with moderate to severe learning difficulties at its Shek Mun campus. The programme, called Bridges, will be expanded over coming years. Each student will be given a tailor-made learning programme, called an Individualised Education Plan, comprising mainstream classes, co-curricular programmes and extra-curricula activities. At the end of the course, students will receive a certificate of completion instead of the school's high-school diploma. However, there is a consensus among schools, parents and NGOs that there are simply not enough places for children with special needs in international schools. The demand for special education in English comes not only from the non-Chinesespeaking population but also Chinese speakers because of the importance of the English language in Hong Kong. Virginia Wilson, chairwoman of special needs pressure group Growing Together, said the lack of school places for SEN children was setting off alarm bells in the
community. "Those families who can leave will leave [for countries that provide schooling for their children]. Those who can't leave will have to wait. Waiting for a school place can take years. Some children just drop out of school at the age of 16. What can they do?" As well as academic programmes, parents can consider alternative study pathways that focus on life skills and vocational training, to prepare their children to engage in society in a productive way. Surinder Punjya, executive director of the Nesbitt Centre, which offers vocational education for young people with special needs, said: "If we start earlier, we can achieve better training. If we can meet a student at 14, we can prepare them to meet the need at 18 and 19. A lot of good work can be done." He suggested that parents and schools should arrange one day off per week for special needs students aged 13 and 14 to come to the centre to experience a vocational setting. The 2,400-sq-ft Nesbitt Centre accommodates 40 non-Chinese-speaking people aged 16 and over with different types and levels of special needs. There is no maximum age limit and the oldest pupil in the centre is 45. Subvented by the Social Welfare Department, it offers life skills and vocational training, along with recreational programmes in arts, drama and sports. Both vocational and residential learning opportunities are offered. Most of its students come from ESF schools. At present, there are eight students studying for computer exams, six for English exams and six for administration skills. There are about 30 work placements available for a group of 20 eligible students , some of whom do more than one placement. The centre will also be opening a coffee shop run by students at St John's Cathedral in January. The Nesbitt Centre is applying to the government for a new building with up-todate facilities or a redundant school building that it could renovate at its own cost to provide space for more students. "We are beyond our capacity now - we need to create more space," said Punjya, who hopes to boost the number of places in the centre to 250 in five years. But he
acknowledges it is no easy task. "When children are young, people like to support them," she said. "However, when they get older, it is more difficult to do fund-raising. There is a huge need for continuing education. "Some of the students will never be able to work full-time. But some will. So if it is not happening, it is a tragedy. Some of the students are capable of going to university. If it is not happening, that is a tragedy, too."
schools in 1995. There are now 19 international schools are listed on commission's website, including kindergarten, primary and middle schools. International School of Collaborative Learning, Yew Chung International School of Beijing, Beijing BISS International School, International Montessori School of Beijing and Western Academy of Beijing were among the first to get official recognition, in 1996. One of the oldest, International School of Beijing (ISB), was officially recognised in 1997. ISB grew from a small foreign school set up under the auspices of the United States Liaison Office in Beijing in the early 1970s. It was formally founded in 1980, when the US embassy merged the school with others run by the British, Australian, New Zealand and Canadian embassies. Recognised as one of the most academically rigorous international schools in Beijing, it hosts 1,880 students in a sprawling 13-hectare campus in the northeastern Shunyi district. In addition to the 160 students who graduate each year, about 200 leave the school as their families' time in Beijing winds up, resulting in a high student turnover. On average, nearly 350 new students join the ISB community each year. As one of the officially-sanctioned "schools for foreign personnel", ISB is not allowed to take in mainland students. However, its Chinese language programme attracts 1,400 students, many of whom are from Chinese families that have returned from abroad. Mark Hillman, ISB's communications director, said: "It is a general trend throughout China, and especially in Beijing, that there are more students whose parents are returnee Chinese than there used to be." Fifty-six per cent of the school's students are from the US and Canada, while students from Hong Kong, Macau and Taiwan account for 9 per cent. In 2003, the BEC started accrediting other schools that were considered suitable for foreign students. According to an official document, such schools had to have been "established for more than 10 years", the teachers were required to have "training to teach Chinese as a foreign language" and "an English-speaking principal or equivalent" had to be in place to manage issues relating to foreign students. In addition, foreign students had to be taught in the same class as local students and could not account for more than 10 per cent of the total student body. The number of accredited schools has now risen to more than 75 - although nine
schools were disqualified in the last annual review. The privately-run Huijia International School, which was founded in 1993, has also gained accreditation to accept international students. About 20 per cent of its primary and secondary students are holders of foreign passports. Executive principal Zhao Wenxiu said Huijia's goal was to provide an education on a par with leading British independent school Eton College and Beijing's elite No4 Middle School. Huijia is among nine schools in Beijing that offer the International Baccalaureate (IB) programme, and the only private school serving local students to do so. "Although in terms of quality, international schools in Beijing can't be compared to [elite American private schools such as] Phillips Exeter [Academy], as they lack history and a long-proven university admission record, I am totally satisfied with the schools here," said Rutstein, who has sent her children to seven international schools across the globe.
