 Inter-office Handover
 Because new huawei core network adopt MSC POOL solution, there is not Inter-
office handover when a subscriber move inside huawei MSC POOL domain.
 There are only intra-BSC/inter-RNC/inter-BSC/inter-RNC handover type,and they
are both intra-office handover, and we need not configure additional data in VMSC
 We need to do inter-office handover test between huawei VMSCs and legacy MSCs.
 First, we may select Huawei EKM_VMSC1 and Nortel EKM_MSC as a attempt, the
sheet as follows is necessary negotiating parameter.
