De Ia Salle University e220 aca DASMARINAS CAVITE 4115 PHILIPPINES DATE: May 4, 2011 TO: Student Commission on Election FROM: The Magistrate 2010-2011 SUBJECT: Student Commission on Election’s lapses in the 2011 Student Elections ‘This is in relation to the irregularities that happened in the 2011 Student Elections. ‘The Magistrate, after thorough review and deliberation of the case, has identified several errors in the operations of Student Commission on Election (SCE) as well as in the implementation of the 2008 Revised Student Election Code. ‘The SCE failed to properly execute the following during the election period: * Checking and counter-checking contents, signatures, dates and other significant information of documents submitted to the SCE - Documenting all meetings through Minutes of the Meeting Formalizing important announcements through Memos Utilizing the SCE logbook for incoming and outgoing documents Organizing all election-related files, Deciding on crucial matters as a “body” Determining and settling for a common correct interpretation of all provisions in the Election Code ‘The SCE, above others, is the one expected to fully understand and implement the Student Election Code, thus. committing the abovementioned lapses is intolerable. These errors resulted to serious irregularities and tumout of events in the entirety of the 2011 Student Elections. Cautious execution of the Election Code should have prevented all the physical, emotional and psychological tension of the people and parties involved in the case. ‘Above all, the welfare ofthe students has been put at risk.
