Abstract
EPRA Policy Note 5 discusses the highlights of discussions between EPRA, industry
representatives, officials of relevant government agencies and members of the
academe and civil society about private provision of infrastructure involving
information and communications technology (ICT). Participants acknowledge that
tension exists between innovation in the marketplace and strong government
regulation. The brief discusses this and other emerging issues in PSP in ICT, action
points to enhance PSP, and proposed amendments to the BOT law.
