I- INVITATION OF APPLICATION(S) AND BASIC ELIGIBILITY

Filled-in OMR/ICR application forms for the posts shown against Item code No’s mentioned in the Annexure “A”
& “B” in respect of Kashmir/ Jammu Division Cadre posts & Annexure “1 to 20” in respect of District Cadre
posts, to this notification are invited for the selection of posts from the candidates who are:-
(A) Permanent residents of J&K State.
(B) Residents of the concerned Division/ District except for Schedule Caste category candidates as prescribed
in section 13 (1 to 3) of the J & K Civil Services Decentralization and Recruitment Act, 2010 Act No XVI of
2010 dated:- 10th May 2010, which is reproduced for information of the candidates who intend to apply for
different categories of posts.
“…….Residence –(1) A person shall be deemed to be resident of a particular district or division if he/she has resided in such
District or Division, as the case may be, for a period of not less than 15 years before the date of applying for a particular post
and is actually residing in the said area
(2) Notwithstanding anything contained in sub-section (1), a person shall not be disentitled from claiming the residence in a
particular District or the Division only on the ground that his / her father/mother or the person on whom he / she is dependent
is living in a place outside the said district or the Division, as the case may be, on account of his / her employment, business,
profession, vocational reasons or temporary dislocations from his / her original place of residence due to security reasons.
(3) Notwithstanding anything contained in sub-section (1), the candidates applying under Schedule Caste Category for any
post in the Divisional or District cadre shall, irrespective of their place of residence in the State, be eligible for selection
against the posts reserved for the said category at such selection………”
And further Rule 13 (4 & 5) of the rules issued vide SRO 375 dated:- 21st Oct 2010 in pursuance to section
15 of the J & K Civil Services Decentralization and Recruitment Act, 2010 shall be the conclusive proof of
residence of a candidate. However, Rule 13 (4 & 5) is reproduced for information of the aspirants:-
“..(4) For purposes of this rule, the permanent resident certificate shall be the conclusive proof of residence of a
candidate in a particular District or the Division.
(5) Notwithstanding anything contrary contained in sub rule (2) and (3), for vacancies reserved for the Schedules
Caste category in any Divisional or District Cadre, candidate belonging to that category shall be eligible to apply for the
said reserved vacancies irrespective of their residence in the concerned District or Division.”
(C) It is reiterated here that in respect of Divisional/District cadre posts only those candidates belonging to the
concerned Division/District can apply except Schedule Caste candidates.
(D) Age as on 01-01-2011 should not be:-
(i) below the age of 18 years; and

(ii) above the age of :
(a) 37 years in case of Open Merit.
(b) 40 years in case of SC / ST/ RBA/ ALC/ OSC candidates.
(c ) 39 years in case of Physically challenged candidates.
(d) 48 years in case of Ex-Servicemen.
(e) 40 years in case of candidates already in Government Service/
Contractual employees and
(E) Possesses the academic / professional / technical qualifications as envisaged in the Recruitment rules of
the indenting department and fulfill all other conditions of eligibility for the posts by or on the last date of
receipt of applications fixed for the purpose, strictly as per prescribed qualifications/ criteria.
(However, the criteria for these Divisional/District cadre posts will be published in due
course of time)
II. AVAILABILITY OF APPLICATION FORMS:-
The application form designed in OMR/ICR technology along with the Envelops, Sample Dummy Form,
Acknowledgement Card and the Instruction Sheet are available at the following branches of J&K Bank Ltd. for sale
at a price of Rs100/- (rupees one hundred only) per OMR form. No charges for distribution of forms shall be
realized by the Banks from the intending candidates. The desirous candidates are required to obtain the application
form on payment from the following designated/ notified branches of J&K Bank w.e.f. 07.02.2011:-

III. HOW TO APPLY:
(a) The present electronically (OMR/ICR) application form should be filled in strictly in accordance with the
instruction sheet as illustrated in the Dummy Application Form. The Application Form should not be stapled,
crushed, scrabbled, torn or damaged.

(b) The photograph cut to the size of space earmarked there-for should be pasted (not stapled) on the
Application Form. The photograph so pasted should not be attested and should not bear any imprints of seal
or signature thereon. If stapled and wrong result comes out of scanning in any manner, the responsibility lies
with the candidate and the Board will not be responsible in this connection.
(c) The details of certificates in respect of eligibility qualification, additional qualification, reserved category, (SC,
ST, RBA, OSC, ALC Ex. Serviceman and HC) or any other certificate relied upon should be clearly detailed in
the Application Form at the appropriate place. No certificates / testimonials should be enclosed /
annexed with the form. It should, however, be borne in mind that only such qualifications and claims
vis-à-vis, the qualification and category etc. should be recorded in the Application form, which are
relevant and in possession of the candidate before the last date for receipt of Application Forms.
Any qualification acquired thereafter shall not be taken into account for any purpose. Similar will be
the case with the qualification acquired in consequence of declaration of result after the last date of
receipt of application forms.
(d) The certificates and testimonials which are in possession of the candidate before the last date of receipt of
Application Forms shall have to be produced by the applicants called for written / oral test at the time of
conduct of such test/ interview.
(e) Any application form incomplete in any respect shall be liable to rejection without notice.
(f) Please write in English capitals and English numerals in rectangular boxes
with blue or black ball point pen only without touching the borders.
(g) The relevant circle should be darkened completely by Ball point pens (Don’t use pencil
or ink pen for the purpose.
(h) The candidates are advised to be extremely careful while writing and marking item No’s, advertisement notice
No. and date, cadre of the post, category of the post. The candidates are advised to verify the correctness of
the entries 2 to 3 times. Incorrect form shall be out rightly rejected and no claim shall be considered at any
stage of recruitment process.
(i) Administrative Officers of the respective Division shall provide all assistance/guidance to the candidates for
filling-up the forms correctly.
Note
In case any variation between the entries made by the candidates in the boxes and the
accompanying circles, the entries in the boxes will be treated as authentic and final.
IV APPLICATIONS FOR MORE THAN ONE POST/ ITEM.
(i) Candidates who are eligible for applying for more than one post are required to apply on the prescribed
application form separately for each post and also for the posts even where the nomenclature are different of
the same cadre of post having the same grade. The single application form filled in for more than one post shall
render the application liable to rejection without notice and no claim will be preferred even for the same cadre of
post.
(ii) The recruitment process shall be made strictly in terms of “THE JAMMU AND KASHMIR CIVIL
SERVICES DECENTRALIZATION AND RECRUITMENT ACT, 2010 and rules thereof” . The
candidates applying under Scheduled Caste Category for any post in the Divisional/District Cadre shall,
irrespective of their place of residence in the State, be eligible for selection against the posts reserved for the
said category at such selection having the same conditions applicable under IV(i)
V. CLOSING DATE AND DELIVERY OF APPLICATION FORMS:
(a) The application form complete in all respects along with Acknowledgement Card should be placed in the
brown craft paper envelop and be delivered either personally or by post in the office of :-
(I) The concerned Divisional offices of the Services Selection Board at Parrypora Srinagar and I-
DC, Green Belt Gandhi Nagar, Jammu in respect of Divisional cadre posts of the concerned
Division and also District cadre posts of Srinagar/Jammu Districts only.
(II) The District Units of the Services Selection Board in respect of District Cadre posts of the
concerned District.

(III) Additional Resident Commissioner, J&K Government 5 – Prithvi Raj Road New Delhi for
Kashmiri Migrants residing at Delhi and other places out side the State.
by or before 07 .03.2011. The candidates must ensure that the application forms sent by post must reach
by or before the last date i.e. in the Board. Such candidates are advised to register their application form with
Acknowledgement Card in the post offices concerned five days prior to last date for receipt of application forms
keeping in view the application forms in the division where candidate is applying reaches before the closing
date. If any candidate applying for a particular Division/District and records his address on OMR/ ICR form of
other division or wrongly submits the application form in another Division/District other than opted cadre, his or
her such application form shall be deemed to have been rejected and no correspondence or claims will be
entertained at any stage in this behalf. Any application form received after closing date will not be entertained.
The Acknowledgement Card duly signed and stamped by the Officer In charge Receipt Counter shall be
returned to the candidates and retained by the candidates as proof of submission of Application Form.
(b) The in-service candidates / contractual employees shall fill in two application forms (OMR/ICR), one
application form shall be deposited with the concerned Board office as the case may be by writing on the
top of OMR/ICR Form as “ADVANCE COPY” in bold letters and one OMR/ICR form shall be routed
through proper channel viz the concerned Head of Department In the event of failure of the candidate to
route the application through proper channel, his / her eligibility shall be assessed as if he / she is
not an in-service candidate. The Head of Department concerned shall forward the application form
of the in-service candidates to the concerned Divisional offices of Services Selection Board within
10 days after the last date of receipt of application form and thereafter no such claim shall be
entertained.
(c) Onus of the burden of proof of receipt of application form lies on the aspirant candidate and not on the
Board, so Board in this connection will not be responsible for the non receipt of application forms.
VI. PROCEDURE FOR SELECTION.
(a) The last date for the receipt of applications as prescribed above shall be the cut off date for determining the
eligibility to apply for the post. The age limit, however, is determinable with reference to the first of January
of the year in which advertisement is made. Only such academic, professional and technical qualifications
shall be considered for which the applicant is in possession of the requisite certificates on the last date of
receipt of application i.e. 07.03.2011.
(b) The prescribed qualifications reflect the bare minimum requirement of the job and mere possession thereof
does not entitle the candidates to be called for interview. Ordinarily the Board shall restrict the number of
applicants to be admitted to oral / written test to at least five times the number of vacancies after doing the
preliminary screening on the basis of marks obtained in the prescribed qualification and grant of weight-age
for the additional qualification beneficial for the job to be undertaken in accordance with the criteria
prescribed by the Board for the purpose. The interview / viva voce which carries 20 points is intended
to judge the mental caliber of a candidate and an assessment of not only his intellectual qualities
but also social traits and his interest in current affairs. Some of the qualities to be judged are
mental alertness, critical powers of assimilation, clear and logical expositions, balance of judgment,
variety and depth of interest, ability for social cohesion and leadership, intellectual and moral
integrity.
(c) Call letters shall not be issued individually; however, Board shall give wide publicity through print and
electronic media, official Website of the Board (www.jkssb.nic.in) etc. about the venues, dates of the
interview/ test for the eligible short-listed candidates. As such, applicants in their own interest shall contact
the office of the Secretary, Services Selection Board Sehkari Bhawan, Rail Head Jammu/ Zum Zum
Building Rambagh, Srinagar and also Divisional Offices of the Board after 15 days from the closing date of
receipt of applications to know the dates for interview of the short-listed candidates. No claim of being
unaware of interview shall be entertained and no further intimation of interview dates shall be given.
(d) The candidates must produce the original qualification / category certificates only before the Committee
constituted for written / oral test so that their eligibility for participation in the interview / written test is

verified. Any candidate who fails to produce the relevant original documents / testimonials shall not
be allowed to appear in the written / oral test as the case may be. A photocopy of each such
certificate duly attested by the Gazetted Officer with seal and signature of the officer and signed by
the candidate should be brought along with for retention in the Board for reference and record.
(e) A candidate found guilty of impersonation or submitting fabricated / tampered documents / testimonials or
making statements which are incorrect, false or suppressing material information, may in addition to
rendering him/her liable for criminal prosecution under law, be debarred permanently or for a specified
period, from being considered for any or all recruitments made by the Board.
(f) Canvassing / lobbying in any form will entail disqualification of the candidate concerned.
(g) No TA/DA will be paid for participation in the interview / test.
(h) The selection shall be made strictly in terms of THE JAMMU AND KASHMIR CIVIL SERVICES
DECENTRALIZATION AND RECRUITMENT ACT, 2010 and rules there under.
(i) The horizontal reservation for Ex-Serviceman and Physically Handicapped persons to the extent of 6% and 3%
respectively would mean the reservation which would cut across the vertical reservation and the persons selected
shall have to be placed in the appropriate category by making necessary adjustments. In respect of Physically
Handicapped persons the reservation shall be available only for services, posts and type identified for the purpose by
the competent authority under the provisions of Jammu and Kashmir Persons with Disabilities (Equal Opportunity,
Protection of Rights and Full Participation) Act, 1998 and ‘to the extent specified therein. Besides the nature of
disability for a post indicated in Order No: 62-SW of 2001 dated.13.03.2001 shall be adhered to in letter & spirit The
horizontal reservation to the extent of 6% of the available vacancies shall be provided to the Ex-Serviceman against
such posts only where the maximum of the pay scale does not exceed Rs. 10500/- (pre revised).
(j) The degrees / diploma obtained through distance mode / study centre mode except from IGNOU
and DOEACC / MANU, shall not be entertained / considered unless such degrees / diploma are
recognized by University of Kashmir / University of Jammu/ State Board of Technical
Education, J & K as clarified by the Higher Education Department vide their OM No.
HE/LEGAL/2010 dated 30.03.2010 and such candidates are advised to produce bonafide
certificates (Provisional cum Character certificate) from the concerned campus/ Institute at the
time of interview, otherwise they will not be entitled to appear in the interview & their
candidature shall stand automatically cancelled.
(k) Consideration for grant of relaxation or otherwise in the upper age limit shall be dealt with as
per THE JAMMU AND KASHMIR CIVIL SERVICES (CLASSIFICATION, CONTROL
AND APPEAL) Rules and as per the Government Order No. 1500-GAD of 21.12.2000, the
Board reserves the right to further consider the candidature of an applicant notwithstanding the
fact that such candidate may have crossed the upper age limit, if it comes to view, upon
examination of the application and supportive documents that such a candidate is otherwise
exceptionally qualified for a particular post. No qualification other than Ph.D / D.Sc. shall be
considered as an exceptional qualification for the posts under reference
