On August 15, 2008 at approximately 3:00 P_M., Immigration and Customs Enforcement (ICE), office of the
Assistant Special Agent in Charge (ASAC), McAllen, Texas, Special Agent (SA) Garret Huling received
information pertaining to suspicious activity at the Edinburg, Texas airport located in Hidalgo County Texas. SA
Huling received information that an individual would be paying $23, 000 in U.S. currency to charter a flight from
the Edinburg, Texas International airport, to an airport in Baltimore, Maryland. At approximately 3:48 P.M. an
individual later identified as Jose Joaquin MORALES DOB: 09-24-1975 arrived at the Edinburg airport via taxi.
MORALES entered the airport lobby and went directly to the men’s restroom located in the rear portion of the
building. MORALES then returned to the front counter where he met with the airport manager to count the
currency totaling $23,000 to fund the flight to Baltimore. Once the money was verified, a flight charter company
from San Marcos, Texas was notified to send a jet for MORALES.
‘Once the airplane arrived at the airport, ICE ASAC McAllen Special Agents and Hidalgo County Sheriff's Office
(HCSO) Deputy Investigators approached MORALES to interview him pertaining to the unusual circumstances
MORALES was asked several questions and he stated he was going to Baltimore due to a death in the family.
MORALES was not under detention. After continued interviewing, MORALES’ statements were not fitting the
facts of information received. ICE SA Phillip Campbell requested verbal consent to search MORALES’ personal
belongings. MORALES provided verbal consent to search his bag as witnessed by ICE SA Huling and HCSO
Deputy Romeo Rodriguez. MORALES’ bag was searched with negative result for illegal narcotics. The search
did produce documents pertaining to other charter flights out of the McAllen, Texas area. A search conducted
by an HCSO Canine Enforcement Officer (CEO) Reggie Jackson and K-9 “Bosco” resulted in a positive alert for
narcotic odor emitting from the tote bag that MORALES carried in with him. A positive alert to narcotic odor
was also obtained from the couch where MORALES was sitting. K-9 “Bosco” continued to alert toward the
rear of the building as the search was taking place, After searching MORALES” belongings, the K-9 alerted to
narcotic odor emitting from the men’s restroom. A search of the public bathroom revealed 6 bundles weighing 6
kilograms of Cocaine which were discovered in the trash can under the plastic liner. MORALES was arrested
and transported to HCSO for an interview.
HCSO investigators read MORALES his Miranda Warnings in the English language. MORALES elected to
waive his rights by signing a waiver form and agreed to provide information to law enforcement. MORALES
stated he was provided currency to purchase Cocaine in the McAllen, Texas area. MORALES stated he
purchased 6 kilograms of Cocaine in McAllen, Texas. Morales then coordinated a charter flight company back
to Baltimore, Maryland. Once at the Edinburg airport, MORALES stated he was instructed to place the Cocaine
ina common area. MORALES stated he placed the Cocaine in the men’s restroom at the airport. MORALES.
stated he was being paid to reimburse a $30, 000 cash bond he owned to an individual for a prior arrest, He also
stated he was planning to sell each kilogram of Cocaine in Baltimore, Maryland for $29-30,000 U.S. currency.
Once the cocaine was sold, MORALES was to return the proceeds to another individual in Baltimore within one
week
