The Northern Virginia Regional Park Authority (NVRPA) is a local government agency
made up of 3 counties and 3 cities in the suburbs of Washington, D.C. NVRPA operates
21 parks, 5 of which have a waterpark/pool located on their grounds. In 2009, NVRPA's
waterpark/pool facilities staffed over 215 trained aquatic safety personnel and hosted
225,000 visitations.

NVRPA has had the privilege of working with the National Aquatic Safety Company
(NASCO) since 2002. NVRPA began its relationship by incorporating NASCO's victim
recognition and scanning components to our existing American Red Cross program.
NVRPA quickly recognized the impact of NASCO's influence on lifeguard vigilance and
response times. From 2003 to present, NVRPA has been certifying its lifeguards using
NASCO's waterpark deep lifeguard certification.

Before deciding to work with NASCO in 2002, NVRPA researched other aquatic safety
training programs. Each program had its strong points, but what kept us coming back to
NASCO was the philosophical emphasis placed on scanning and victim recognition. No
other training program gets these points across better than NASCO. As is said by Dr.
John Hunsucker, "If you don't see it, than nothing else matters." How true. NVRPA is
convinced that the NASCO lifeguard certification program gives its lifeguards and
supervisors the best chance for success.

At the beginning of each season, NVRPA will supplement its staffs initial lifeguard
training with a program known as "Kick-Off." This program allows for staff to work
with NASCO officials on reinforcing what was learned in the initial lifeguard class.
NVRPA will also have NASCO officials conduct a supervisor/leadership training
program known as "Top Gun." The purpose of Top Gun is to enhance the ability of
supervisors and senior staff to generate teamwork and to gain a more complete
understanding of safety at their specific facility.

Twice during the season, NVRPA will have a NASCO official come on site to conduct
what is known as a "Lifeguard Index." This is a total facility evaluation based on scan
times and other observations that informs us on the effectiveness of our aquatic safety
program. In addition to the evaluation portion of the Lifeguard Index, the NASCO
official will provide NVRPA with suggestions and direction on how to improve the
facility's performance.

As NVRPA renovates its existing facilities from large flat water pools into waterparks or
adds features to its existing waterparks, NASCO's facility inspection service and
Integrated Risk Management for Aquatic Facilities (IRMA) have been critical to start-up.
These services provide an expert site inspection of our individual features along with the
development of risk management and maintenance programs.

NVRPA has been extremely pleased by the quality of program and level of service it has
received from NASCO for the past eight years. Without a doubt, I can say NVRPA has
gone from an agency who was meeting the community standard to an agency with a
"World Class" aquatic safety approach. All of this being attributable to NASCO's risk
management program and customer support. The aquatic industry is constantly
changing; I can assure you that NASCO will remain ahead of it.
