Re. 30 Daa Sena ‘On behalf et the AFL-CIO, | urge you to vote against S.J. Res. 30, a resolution of isapproval that would overtum revised union election procedures recently issued by the National Mediation Board (NMB) under the Railway Labor Act (RLA\) ‘The new NMB rule makes clear that representation elections under the RLA will be decided based on whether a majority ofthe votes cas are for or against the union. This ‘may seem like common sense, but under the previous NMB rue all workers who did not cast a ballot were counted as voting against the union. Such an undemocratic procedure ould never be tolerated in ur cisie elections, and the U.S, Distiet Court forthe Distr of Columbia as upheld the Board's authority to modernize this election rule For too long, the deck has been stacked against workers who simply want to exercise their basi right to decide whether of not to be represented by a union. We urge You to vote against. J. Res. 30 to preserve this right, which just recently became a reality for workers organizing under the Railway Labor Act.
