The case is about the dilemma of the Govt. for building the dam on the river in the northern
part of the Gujarat.c

Situational Analysisc
After the independence the central and province govt. diverted their attention to overall
building a dam on Lokmata and Sadmata river in north Gujarat. In the 1 st proposal which is
plan I [see exhibit] looking at the better prospects govt. decided to relocate the people and
take care of their livelihood. After that govt. came up with 2 nd proposal, plan II which would
further increase the benefits of social and economic development. But along with issues of
plan I it would require to shift the Bhavnath temple to diff. location. But the opposition from
feasibility was checked after 1947 and after few years in 1960 govt. has to check the
feasibility again.c
Protests from the farmers will be a problem as there is no guarantee that farmers who will
lose their land due to dam would get the same fertile land later. And also the farmers have
abundance availability of water due to geographical advantage. The relocation might not give
the same advantage. The farmers have more emotional value attached to their land and they
might not be ready even for a better land in return. So in both the plan I & II the protest from
The another problem will be the Bhavanth temple location in the case if Govt. decide to
increase the height of the dam according to plan II. The emotional and religious values of the
people would place a major hurdle in shifting the temple. And also the temple has the ancient
connection with the Bhrugu Rishi. The priest of temple would not agree in any case to shift
the temple at other place as at new place he might not earn enough money as he is earning
now. Also the traders and people of that village will be affected as the new location might not

The dam will provide the water for irrigation to around 92000 acre and if the height increases
the amount would be much more. More farmers will get the benefits of irrigation and the
dependability on rain reduced which results in the reduced uncertainty in the food production.
The construction of dam will result into lots of employment opportunities. Contractors will
also be benefited.c
Objectivec
The objective of the Govt. is to build dam for economical, agriculture and social
development. And for that they have to convince the people peacefully. Govt. also has to
relocate the villagers and take care of their livelihood. And also to shift the temple to another
The 1st option is to implement the proposal up to plan I. It¶ll evoke protest from the farmers
and villagers. The govt. has worked out the feasibility to relocate the people and also to take
care of their livelihood. The govt. agreed to take steps to protect the temple by building gates
on the water weir so that flood water couldn¶t rise over temple. c
The 2nd option is to implement plan II. It¶ll evoke much larger protest from farmers, villagers
and religious people. In this plan the Bhavnath temple has to be relocated at other places.
People are adamant in their demand to save the Bhavnath temple in the both govt. ruling.
The other option is implement either II forcefully in case farmers, villagers and priest are not
ready for negotiation as govt. has right to nationalize any property which it feel as good for
the nation¶s development. But this option would certainly atteact a lot of unpopularity for the

The govt. should go with the plan II as it promises the better economic and agriculture
development. And also cost of construction of canal and increase in dam height add marginal
increase in the cost. The irrigation facilities would spread to a larger area and agriculture
Implementationc
To implement plan II govt. has to convince the people to see a long term growth of nation as
a whole. Farmers and villagers should be provided relocation and livelihood with enough
monetary support so that at new place the uncertainty of job prospects wouldn¶t affect their
basic needs. Even they should be provided with fixed monthly income for 5 year. Govt.
should actually take affected village¶ workers for construction of dam. And for temple no
other option than to convince the people and priest. Govt. should shift the temple at
alternative location and build the temple at much bigger scale than it is now so that all the
activities like fair and shops around the temple could be happen again.c
