The good news is the bill | introduced
to better educate middle school and
high schoo! students on the dangers of
teen-dating violence passed the House
of Representatives. But the fight is not
over. The bilis currently waiting inthe
‘Senate's Education Comrnittee,
| continue to work closely with the family
of Demi Brae Cuccia, a Monroevilo teen
Who lost her life as a result of dating
violence, calling on the state Senate to
pass ths bill and get it signed into law.
‘Teens need to know that if someone
is texting them constantly ahd it feats
uncomfortable, it's wrong; if they're being
yelled at or pushed or hit, its wrong.
‘The numbers are staggering when you
hear students as young as sixth-graders
have reported being hit by a boyfriend or
gitlfiend. We need to reach out so teens.
start talking and we have the tools in
place so someone is there to listen

ECONKLIN CALLS FOR ACTION ON ARSON REGISTRY BILL
‘Arson is @ crime with devastating effects. Homes,
businesses and structures are destroyed. It puts the
lives of residents and emergency responders at risk
Sadly, local lives have been lost inthe fight against
this growing crime.
In October 2008, firefighter Roy Westover of the
‘Westover Area Volunteer Fire Company died of a
heart attack after fighting a fire suspected to be set
by an arsonist.
His life was taken too soon and unnecessarily. We
need to attack this problem aggressively so we
aren't faced with more tragic results and our law
‘enforcement can be better armed to curb these
horrible acts.
am proposing a bill that would establish a statewide
registry of convicted arsonists by requiring them
{0 rogister their name, Social Security number
and contact information with local authorities.
{introduced simitar legislation in 2008 and am
‘continuing to work on getting this bill passed in the
House and signed into law.
Creating such a registry would help police track
where convicted arsonists live and work. Arson is
known to be a habitual crime, so if we can oreate
more deterrents to potential arsons and re-offenders
‘committing the same crime again, we will all be
safer.
Currently the bill is under review by the House
Judiciary Committee. | am calling on the committee
to approve my legislation so it can be voted on by
the full House of Representatives, moving it closer to
becoming law.
CONKLIN PROPOSES
EMERGENCY RESPONSE BILL
{1am introducing a bill in the House of Representatives that would
address emergency response procedures at oil and gas wells in
Pennsylvania,
Two warning flares have already been fired. The blowout that happened
in Clearfield County in June and the recent Indiana Township accident
unfortunately need to make us pause and examine if higher safety
standards are necessary to implement at driling sites,
My legislation would be similar, yet Pennsyivania-specific, to that of
USS. Senator Robert Casey's, called the Faster Action Safety Team
Emergency Response Act, or FASTER
‘The FASTER Act of 2010 would allow the Occupational Safety and
Heatth Adminstration to draft regulations that will enhance emergency
response methods at oll and gas wells.
‘According to the proposal, OSHA cauld develop
regulations that would require an employee that
is trained In emergency response to be present
at the well during exploration and driling, require
‘a certified response team to be based within one
hour of travel time from a well site, require contact
with local emergency responders within 15 minutes
and OSHA within one hour of the beginning of
‘an emergency and provide annual training for
‘emergency personnel related to well-site hazards,
‘The Mid-State Airport immediately comes
to mind when I think of a hub for a certified
response team. The Rush Township facility
is just 20 miles from State College and
centrally located to many current drilling sites
throughout the Centre County Region.
While the Marcellus Shale industry is providing a
much-needed economic boost to the area, safety is
at the forefront and that's where itis to remain for
