PURPOSE:
In 2005 the County made the decision to pursue the Toys R Us building at 2842 HP Shepherd Drive, for use,
replacing the South Precinct at 1816 Candler Road. An agreement was made with the owner of 1816 Candler Road
to lease the current site until renovations were completed at the Toys R US building. Since the economic downturn,
the pace has slowed on funding the cost to renovate the Toys R Us building.

To consider approving the First Amendment to Standard Rental Agreement of property located at 1816 Candler
Road, Decatur, Georgia.

NEED/IMPACT:
The County initiated the current lease on March 30, 2007. We need to extend the current lease due to the fact that
renovation of 2842 HP Shepherd Drive (formerly known as Toys R Us Building) has not occurred. The Facility
Management Department has been working with the Police Department to renovate the former Toys R Us building.
The attached amendment to the current lease agreement will revise the lease term to automatically renew each year
for one full year calendar year through December 31 2009, December 31, 2010 and again for the period
commencing January 1, 2011 terminating on the fourth anniversary of the commencement date, unless terminated in
accordance with the terms.

The County Attorney has reviewed the documents and approved them as to form.

Funding for the lease payments for this year will come from account number 04617.522311.271.0000.0000. The
rent will be approximately $8.79 per square foot plus taxes and insurance in an amount not to exceed $199,194.00
per year. This “not to exceed” amount may be slightly higher or lower based on the actual cost of insurance and
taxes. This is the same rental rate as the current lease agreement.

RECOMMENDATION(S):
To approve the First Amendment to Standard Rental Agreement of property located at 1816 Candler Road, Decatur,
Georgia; and

To authorize the Chief Executive Officer to execute all necessary documents.
