Dear f·1r. Carr:

Hamilton Jordan's office has asked us to respond to your letter of July 20 concerning your UFOCOE p1ans.

We appreciate your interest in the UFO phenomena and your willingness to work personally with r'1r. Jordan on this matter. However, because of the pressure of Mr. Jordan's other responsibilities, this is impossible at this time.

The extensive and growing interest in UFOs has resulted in consideration of placing responsibi1ity for their future investigation in the hands of the National Aeronautics and Space Administration (NASA). Should these considerations materialize, we shall be pleased to put you in touch with the person best qualified to evaluate your ideas.

Again, thank you for your offer of assistance in this matter.

UFO's

The attached from NASA Administrator Bob Frosch is for your information. It represents a mutually-agreed-upon position between NASA and OSTP about not undertaking an investigation of UFO's at this time, but not closing out the possibility should suitable evidence turn up.

NASA is not i~volved in research concerning unidentified flying objects. Reports of unidentified objects entering u.s. air space are of interest to the u.s. military

QS a regular part of defense surveillance, but no government agency is conducting an ongoing investigation of UFOs at this time.

I am pleased that you agree that NASA can handle the public inqu i ri es on UFOs. The fact that my Offl ce and the ~';hHe House can direct such 'inquiries to NASA will re1ieve my small staff of a responsibility we are not equipped to handle. Regarding the recorrmendation for KASA to become a focal point for the scientific and technical appraisal of the UFO phenomenon,

Dear Mr. Re iman:

ftv'

Mr. Richard Reiman Office of Public Liaison Room 100, EOB White House Washington, D.C. 20500

RE: REQUESTED PERSONAL MEETING WITH PRESIDENT JIMMY CARTER

As a result of our interview with you at the Executive Office Bldg.,

__ June 24, 1977 and following our recent phone conversation of Oct. 7,

I am sending this letter to formally request that a personal meeting be arranged with President Jimmy Carter for Charlotte Blob (Director of UFO Education Center) and her associates. Briefly, the reasons for requesting such a meeting are as follows.

1) On March 31, 1976, Presidential Candidate Jimmy Carter --as a result of our questions to him at the Appleton Airport News Conference (Appleton, Wis.) --- made the historic declaration for the fir§t time that, as President, he would release all the secret government information concerning UFO's.

2) Immediately following that News Conference, I spoke personally with Mr. Carter telling of our extensive evidence and films, and the humanitarian work of Charlotte Blob and UFO Education Center. Mr. Carter thanked me for the offer to view the films, etc., and said a meeting could be arranged sometime following the election.

3) The President needs to know that there is far more to this Field

than paperbacks, statistics, or academic speculation. ALL PEOPLE FROM ALL BACKGROUNDS ARE INVOLVED. For this purpose, UFO Education Center

is unique in its non-profit service of Direct Counseling -- on a

24-hour, "Open Line" telephone, available across the country. This is

a humane approach: an effort to develope a profound dialogue, by means of a sound. educational program, at all levels --- universities; schools; community and religious groups; State, Local, and Federal Officials;

law enforcement agencies; and concerned citizens and leaders in many other countries.

4) It is urgent for the President to know that a vast number of citizens acknowledge the objective reality of peaceful Visitations. Thousands, even millions, have a voice to be heard on the basis of their own experiences.

5) It is URGENT that the President learn from us, first-hand, the unprecedented near-landings correlated with his Presidential Campaign. The data are outstanding------reported exclusively to UFO Education Cent,er by highly-credible. unrelated witnesses including professors, technicians, officials, farmers. and veterans!

Dear Mr. Heiman:

Through the oourtesy of Mr. Richard Reiman, we have learned of your request for a meeting with the Presidept for Ms. Charlotte~lob, Director

of toe UFO Education Center, and her aBsooiates.

The President is indeed grateful for the willingness ot Ms. Blob and her associates to come in

to talk with him in an effort to be helpful and would like to see personally all who now are expressing this desire.. If ciroumstances permitted~ be woulq be glad to meet with them but, most unfortunately, the heavy demands on his

time just will Dot allow him to do so.

With our best wishes and our thanks for"' your courtesy in writing on behalf of Ma~ Blob,

Sincerely,

Fran Voorde

THE WHITE HOUSE

WASHINGTON

The Honorable~rademas

1236 LOngwort~DOffice Building Washington, D.C. 20515

Dear Mr. Brademas:

Frank Moore has asked me to respond to your letter of May 5 requesting infonnation as to a possible White House statement on Unidentified Flying Objects (UFOs), the request being prompted by a letter from your constituent referring "to an item in the April 18 issue of~U.S. News and World Report. That item indicated that the Government would make disclosures about UFOs, based on infonnation from the CIA.

rSi:~

ike the

Ikers . dis-

!

At present, we know of no White House plans to make any such new disclosures •. Our check with the CIA verifies that they are not conducting any research on this matter and have no new information to report. Official Federal involvement in UFO identification and recordkeeping ended in 1969 when the Air Force terminated its work on this subject. Its entire file on UFOs was declassified and turned over to the National Archives in July 1976, where it is now a matter of public record. There

is no other Federal UFO program at this time.

We hope this information is of help to you in replying to your constituent.
