1.0 PUBLIC OPEN HOUSE No.1 SUMMARY

1.1 INTRODUCTION

The Regional Municipality of Ottawa-Carleton (RMOC) and the City of Kanata have undertaken a Class Environmental Assessment (EA) Study (Schedule C) for the extension/widening of Terry Fox Drive as a continuous roadway from March Road (at existing Terry Fox Drive) to Eagleson Road (at Hope Side Road). The following section documents the public response obtained as a result of Public Open House No.1 held on Wednesday, February 25, 1998 from 5:00 p.m. to 8:00 p.m. at Kanata City Hall, 4th Floor. This was the first of 4 points of public contact scheduled for the Terry Fox Drive EA Study.

NOTICE OF MEETING

The Class EA process requires that the planning of infrastructure be carried out in an open and traceable manner that includes the participation of all interested stakeholders. In particular, efforts should be made to solicit input from all parties that have the potential to be affected by the infrastructure modifications. With this in mind, notice announcing the first Public Open House was made using a variety of media:

A number of public agencies and interest groups were contacted directly by mail, notifying them of the purpose and timing/location of Public Open House No.1. A copy of the notification letter is contained in Annex A-I, along with the address list of the agencies/groups contacted.

Landowners and Members of tile Public

Landowners within and directly adjacent to the Terry Fox Drive corridor and members of the public who had previously expressed interest in the Terry Fox Drive EA Study were also sent a direct notification of the Public Open House by mail. The list of landowners was provided by the City of Kanata Planning and Development Department and the Township of Goulbourn Planning Department. A list of the landowners and members of the public that were contacted directly by mail is contained in Annex A-I. The notification letter sent to landowners and those interested members of the public was the same letter sent to public agencies and interest groups.

1.2.3 DIRECT NOTIFICATION BY INTERNAL MAILIMEMO

Direct notification of the purpose and timing/location of Public Open House No.1 was made to:

• the RMOC Councillors from Kanata and the Western Townships:

• the City of Kanata Mayor and City Councillors; and

• the Township of Goulbourn Councillors.

Copies of the notifications are contained in Annex A-2.

Direct notification of the purpose and timing/location of the Public Open House was also made to the members of the Technical Advisory Committee (TAC), whose members represent the agencies participating in the Terry Fox Drive EA Study. Members of the TAC were advised of the meeting through the general project schedule and specifically at a TAC meeting held Tuesday February 10, 1998, at which drafts of the Public Open House presentation material were distributed and discussed. Agencies that were notified through their members of the Terry Fox Drive EA Study TAC are listed in the table below.

Public Open House No.1 was held on Wednesday, February 25, 1998 from 5:00 p.m. to 8:00 p.m. at Kanata City Hall in the 4th Floor Meeting Room. The Open House was an informal presentation of story boards that can be grouped into the following general categories:

All attendees were encouraged to fill in and submit comment sheets regarding the project and the information presented. 1.3.2 FOLLOW-UP CONTACT

A number of direct contacts were made with the project team members (municipal staff and consultant) regarding Public Open House No.1 subsequent to February 25, 1998. Copies of the Public Open House materials (as shown in Annex A-3) were provided to the Bridlewood Community Association and individual land owners on request. Other responses were provided to individuals who contacted the project team directly.

Notification was also made of the purpose and timing/location of the Terry Fox Drive EA Study Criteria Workshop that was held on Thursday, May 7, 1998 from 6:00 p.m. to 9:00 p.m. at Kanata City Hall in the 4th Floor meeting room. A presentation board introducing the Workshop and outlining its purpose was added to the main Public Open House presentation and workshop registration sheets were provided. A total of 11 people registered for the Criteria Workshop at the Public Open House and a further 12 registered directly with project team members (municipal staff and consultant team) following the Open House. Further information regarding the Criteria Workshop is documented in the following section.

2.0 CRITERIA WORKSHOP

2.1 INTRODUCTION

The following section documents the Public response obtained as a result of the Criteria Workshop held on Thursday May 7, 1998 from 6:00 p.m. to 9:00 p.m. at Kanata City Hall, 4th Floor. This was the second of four points of public contact scheduled for the Terry Fox Drive EA Study.

2.2 NOTIFICATION OF ATTENDEES

Public Open House No.1

The Criteria Workshop was advertised at Public Open House No.1 held on February 25, 1998. At the Open House, registration sheets were available to individuals interested in participating in the Criteria Workshop. There were 12 registration sheets received.

Direct Notification

Letters of notification were sent to landowners, community associations, interest groups and members of the public who had expressed interest in the project. A copy of the letter and the list of recipients is shown in Annex A-4. Direct contact was also made with project managers for the RMOC, the City of Kanata and the Consultant Team by interested parties. The notification process resulted in the list of confirmed attendees shown in Annex A-5.

Letters of confirmation were sent to 20 groups and individuals. A copy of the letter and the list of confirmed attendees is shown in Annex A-6. Accompanying the letter of confirmation was a package containing Draft Criteria and Indicators and Draft Alignment Alternatives for consideration prior to the workshop.

Technical Advisory Committee

The Draft Criteria Workshop materials were presented to the Technical Advisory Committee on April 23, 1998. Comments were received and the material was finalized.

CRITERIA WORKSHOP

The Terry Fox Drive Environmental Assessment Study Criteria Workshop was held on May 7, 1998 from 6:00 p.m. to 9:00 p.m. at the Kanata City Hall, 4th Floor. Twenty-one people signed the register.

An information package was distributed to all attendees. The contents of the package are displayed in Annex A-7.

Since the Criteria Workshop was conducted, several detailed comments have been received from participants. Detailed information regarding natural environment conditions in the area of draft alignment 4-1 were provided and have been incorporated into the efforts to further define the alignment.

3.0 PUBLIC OPEN HOUSE No.2 SUMMARY

3.1 INTRODUCTION

The following section documents the public response obtained as a result of the second and final Public Open House, held on Wednesday June 16th, 1999 from 6:00 p.m. to 9:00 p.m. at the Mlacak Centre in Kanata, Ontario.

The purpose of this Public Open House was to present:

• background information on the project;

• evaluation of alignment designs;

• the Technically Preferred Alternative;

• overall project effects; and

• the draft mitigation plan.

3.2 NOTICE OF MEETING

Notice announcing the final Public Open House was made using newspaper advertisements and direct notification by mail. The notification process and distribution list for each of these media is discussed below.

The Region of ottawa-Carfeton and the City of Kanata are holding a second and final Open House on the Class Environmental Assessment Studies for the construction of an overpass and partial Interchange at Highway 417 and CasUafrank Road, and for the future extension of Terry Fox Drive north of Campeau Drive and south of Fernbank Road.

The need for the modifications to the two roadways was established, based on a consideration of planning alternatives, through the Region's Transportation Master Plan process. The first Open House for the Terry Fox Drive EA was held on 25 February 199B, and for the CastiefrankIHighway 417 EA, on

7 April 1999.

Since then. design alternatives for

these modifications have been identified and evaluated. The Second Public Open House will present the results of the evaluations, inclDding the preferred design alternatives for the two undertakings.

3.3 PUBLIC OPEN HOUSE No.2

Public Open House No.2 was held on Wednesday, June 16th, 1999 from 6:00 p.m. to 9:00 p.m. at the Mlacak Centre, Room A, 2500 Campeau Drive, Kanata. In an adjacent room at the same time and location, there was an Open House for the Castlefrank Road Interchange/Overpass Environmental Assessment Study. The Open Houses operated independently, with the exception of a shared sign-in register.

The Terry Fox Drive EA Open House consisted of an informal presentation of display boards. A complete set of the materials presented at Public Open House No.2 is contained in Annex A-lO.

3.3.1 COMMENT SHEETS

During the course of Public Open House No.2 approximately 76 people signed the register. The register was shared between the Castlefrank Road Overpass/Interchange EA and the Terry Fox Drive EA. Of the people who signed the register, 31 indicated that they were interested in the Terry Fox Drive Environmental Assessment Study, and 41 indicated they were interested in both the Terry Fox Drive EA and the Castlefrank Road Overpass/Interchange EA.

All attendees were encouraged to fill in and submit comment sheets regarding the project and the information presented. A total of 12 Comment Sheets were received at the Public Open House, the substances of which are summarized in the table below.

This letter is to invite you / a representative from your organization to attend the Criteria Workshop for the Terry Fox Drive Environmental Assessment (EA) that will be held on Thursday, May 7, 1998, 6:00 to 9:00 p.m.

The EA for the extension and widening of Terry Fox Drive (see attached Study Area Map) is entering Phase 3 of the EA process, the point where alternative alignments for the roadway are identified and evaluated based on a wide range of criteria. The purpose of the Criteria Workshop is to obtain community input in regard to the following:

o the evaluation framework (criteria, indicators and their relative importance) to be used in the evaluation of alignment alternatives;

o the design criteria for Terry Fox Drive, including right-of-way width, pedestrian and cycling amenities, etc.; and

o alignment alternatives (including alternatives which may not have been previously considered) for the wiaening and extension of Terry Fox Drive,

This letter is to confirm our invitation to you to attend the Terry Fox Drive Environmental Assessment Study Criteria Workshop, to be held on Thursday May 7, 1998 form 6:00 p.m. to 9:00 p.m. at Kanata City Hall, 4th Floor. The purpose of the Workshop, is to obtain community input in regard to the following:

o the evaluation framework (criteria and their relative importance) to be used in the evaluation of alignment alternatives;

o the design criteria for Terry Fox Drive, including right-of-way width, pedestrian and cycling amenities, etc.; and

o alignment alternatives (including alternatives which may not have been previously considered) for the widening and extension of Terry Fox Drive.

The Workshop will commence with brief overview presentations on the findings of the existing conditions surveys in the following areas:

• geotechnical (soils) and hydrogeological (groundwater) conditions;

• natural environment features;

• social environment features; and

• multi-modal transportation network

Following the presentations, we will break up into smaller working groups to discuss the evaluation framework and the alignment alternatives.
