FORWARD

It is my pleasure to present to you this Service Charter for the Ministry of State
for Immigration and Registration of Persons.

This Service Charter has been prepared in tandem with the Government s
reform agenda and in the spirit of being responsive to customer needs,
transparency and accountability.

The Charter spells out the role of this Ministry, highlights the services offered
and the requirements therein, lists the service centers at which our services can
be accessed and the guiding legal instruments.

The development of this Charter signifies our commitment to serve our clientele
with a view to creating a better understanding and enhancing our service
delivery.

1. INTRODUCTION

The Ministry of State for Immigration and Registration of Persons in the Office of the President was
created through Presidential Circular Number 1 of February 2005 on the Organization of Government.
It derives its mandate from this circular and the following legal instruments:

(a) Kenya Citizenship Act Cap. 170


(b) Immigration Act Cap. 172
(c) Aliens Restrictions Act Cap 173
(d) Constitution of Kenya Chapter 6
(e) Registration of persons Act Cap. 107
(f) Birth and Death registration Act Cap. 149

The Ministry is also guided by the 1951 Geneva Convention on Refugees and OAU Convention on
Refugees of 1969.

Immigration Services

The control of entry and residence of foreigners into this country dates back to the introduction of
what was called the Immigration Restriction Ordinance of 1906. The Immigration Ordinances were
revised in 1962 and 1964, when the latter was renamed the Immigration Act. The Immigration Act of
1964 was revised and a new immigration Act of 1967, Cap. 172 Laws of Kenya became operational
on December 1, 1967.

National Registration Bureau Services

Identification in Kenya is traced from 1915 when the British colonial government passed the Native
Registration Ordinance in which, it was mandatory for all adult male Africans to register and carry
identification papers. The Registration of Persons Ordinance Cap 50 of 1947 made mandatory for all
male persons of 16 years and above to register.

This Ordinance became the Registration of Persons Act Cap 107 of the Laws of Kenya in 1963. This
Act was amended in 1978 to provide for the registration of both male and female and create the
Department of National Registration Bureau. An amendment of the Act in 1980 changed the
registration age to eighteen (18) years.

Civil Registration Services

Registration of births and deaths was introduced for the first time in Kenya in 1904 and applied only
to Europeans and Americans.

In 1928 the current Act CAP. 149 was enacted. This Act only provided for the compulsory registration
of the deaths of Africans but not for their births.

After independence in 1963 compulsory registration of all births and deaths was extended in phases
to other areas beginning with Nairobi and Nyeri on 1st March 1963. On 1st September 1971 it
became compulsory to register all births and deaths occurring in Kenya.

Refugee Services

The influx of refugees into Kenya can be traced back before independence but no formal recognition
or registration was done. After independence, the Government set up a secretariat to handle
refugees’ documentation, registration and settling programme(s). The refugees were spread in
various camps and reception centers across the country but the number soared up to about 500,000
people thereby necessitating the Government to open Dadaab and Kakuma camps.

Since early 1990’s the country has been host to a big population of refugees from the horn of Africa
and the great lakes region. The current population of the refugees is around 610,000 of whom
260,000 reside in major urban centers around the country. The majority of the refugees are from
Somalia, Ethiopia and Sudan. The three constitutes 90% of the refugee’s population in Kenya while
the rest come from Burundi, DRC – Congo, Rwanda and Uganda.

database for personal legal records, generate timely secure registration, identification and travel
documents

6. SERVICES OFFERED BY THE MINISTRY

A. Services by Department of Immigration

I. Issuance of Kenyan Passports and other travel documents

(a) Issuance of Passports to New Applicants

This service is offered to Kenyan applicants intending to travel abroad

i. Persons who qualify for this service

Applicants who:-

• Are bona fide Kenya Citizens in accordance with the Constitution of Kenya.
• Must demonstrate a genuine reason for travel.

NB: The onus of proof of citizenship rests with the applicant.

ii. Requirements for issuance of passport to new applicants

The applicant must appear in person before an Immigration officer with the following
documents: -

• Application form PP1 (PP2 for children 0- 16 years) duly filled and personally signed by
the applicant/legal guardian. Children below below 16 yrs are given their own passports
and require consent letters from parent/guardian.
• Security bond form A 43 duly executed.
• Applicant’s Birth Certificate (original and photocopy). In some instances we may require
applicant’s parent(s) or grandparents’ birth certificate to establish parentage/citizenship
• New generation identity card (original and two photocopies)
• Three coloured passport studio size photographs of applicants with one of them duly
certified as true likeliness of applicant (‘photo me’ not accepted)
• For students, the following additional information are required: a letter of admission to
school (original copy), a clearance letter from Ministry of Education, parent’s/guardian’s
affidavit in support of passport application/ travel, and form 1-20 (for US colleges)
• For employees, an introductory letter from the employer is necessary
• For religious officials, a letter from the local registered religious organization stating the
purpose of the visit is required. A certificate of registration of the religious organization
may also be required
• For business persons, a certificate of business registration from the Registrar of
Companies at Sheria House (original & photocopy)
• Registered or naturalized citizens should submit a Kenyan Citizenship certificate (original
& photocopy), and a Renunciation certificate

iii. Fee

• Kenya Passport A Series (32 pages) - Kshs. 2,040.00


• Kenya Passport B Series (48 pages) - Kshs. 3,040.00
• East African Passport - Kshs. 640.00
• Diplomatic Passport - Kshs. 4,040.00

(b) Renewal of Passports after five (5) years

i. Requirements for renewal

• Application form PP3 duly filled and personally signed by the applicant.
• Passport to be endorsed for renewal

ii. Fee

• Kenya Passport A Series (32 pages) - Kshs. 1,040.00


• Kenya Passport B Series (48 pages) - Kshs. 1,540.00
• East African Passport - Kshs. 340.00
• Diplomatic Passport - Kshs. 2,040.00

(c) Replacement of passport after ten (10) years

i. Requirements for replacement

• Application form PP1 (PP2 for children 0- 16 years) duly filled and personally signed by
the applicant.
• Security bond form A 43 duly executed.
• Three coloured passport studio size photographs of applicants duly certified as true
likeliness of applicant (‘photo me’ not accepted)
• Expired passport

ii. Fee

• Kenya Passport A Series (32 pages) - Kshs. 2,040.00


• Kenya Passport B Series (42 pages) - Kshs. 3,040.00
• East African Passport - Kshs. 640.00
• Diplomatic Passport - Kshs. 4,040.00

NB: Filled up passports will be treated similarly as replacement after ten (10) years

(d) Replacement of a Mutilated or Lost Passport

The applicant must appear in person before an Immigration officer with the following
documents: -
• Application form PP1 (PP2 for children 0 - 16 years) duly filled and personally signed by
the applicant.
• Security bond form A 43 duly executed.
• Three coloured passport studio size photographs of applicants with one of them duly
certified as true likeliness of applicant (‘photo me’ not accepted)
• Mutilated passport
• An affidavit detailing the circumstances under which the mutilation occurred.
• Police abstract (for lost passports)

i. Fee

Mutilated passports - Kshs. 8,040.00


Lost passports - Kshs. 10,040.00

NB
1. All charges are inclusive of Kshs. 40.00 application fee. All payments above
five thousand shillings are payable by bankers cheque
2. Immediately upon acquisition of new passports, it is important that one
reads through the notes, append his /her signature and notes the

reference number (R.NO), to facilitate any future communication with the


Passport Control Office

(e) Waiting Time

Upon application and payment of the required fee:


• A new passport will be issued within 30 working days (For students, 2 weeks)
• Renewals of passports after 5 years will be done within 30 minutes
• Replacement of passports after 10 years will be done within 14 working days
• Replacement of Mutilated passports will be done within 14 working days
• Replacement of Lost passports will be done within 14 working days
• For emergencies, e.g. medical, as soon as possible

(f) Issuance of other travel documents

• Temporary Permit

This document is issued to Kenya Citizen wishing to travel to Uganda and Tanzania. It has a
validity of one year. Issued over in Nairobi (Immigration headquarters), Regional offices in
Mombasa and Kisumu and in gazetted border points. The document is issued within a day or
as you wait. The fee is Kshs 800.

• Certificate of Identity (CIN)

It is primarily issued to Kenya Residents who for one reason or another are unable to obtain
travel documents from the authorities of whom they are nationals. The document has a
validity of two years. The processing time is equivalent to a new passport. The fee is Kshs
2040.

• United Nations Convention Travel Documents (UNCTD)

The document is issued free of charge to recognized and registered refugees in accordance
with the 1951 Geneva Convention of which Kenya is a signatory. It has a validity of two
years and is renewable. UNCTD are issued at Immigration headquarters in Nairobi.

NB:
1. All customers are advised not to send 3rd parties to follow up on their applications
but to consult directly with the Immigration Officers dealing with the service
being sought

II. Registration of Aliens

The Aliens Restriction Act Cap 173 of the Laws of Kenya requires that all aliens staying in the country
for whatever purpose for a period exceeding 90 days must register. It is an offence for an alien to be
in the country without any valid registration. Upon registration, an alien certificate is issued.
Registration can be done in the following stations: - Nairobi, Mombasa, Kisumu, Eldoret and Malindi.

i. Persons who qualify for this service


• Visitors
• Residents (non-Kenyan)
• Students (non-Kenyan)
• Government of Kenya recognized refugees
• Mandate refuges (registered in camps)

ii. Requirements for Alien Registration :

• Be over 18 years of age


• Have a valid passport/travel document
• Have a valid immigration status e.g. a valid entry permit
• Be resident in the country for more than 90 days from date of entry into Kenya
• Self presentation to an immigration officer for registration
• Applicants must be fingerprinted

Alien Registration forms are available at Alien registration counters at Nairobi


Nyayo House southern wing ground floor, Mombasa, Kisumu, Eldoret and Malindi
offices.

iii. Fee

Initial application Kshs 2,000


Renewals Kshs 1,000 per year

The validity of an alien certificate cannot exceed two years.

iv. Waiting time

Upon application and payment of the required fee an Aliens Card will be issued within 5
weeks

III. Issuance of Entry Permits

i. Persons who qualify for this service

All non-Kenyans wishing to work, engage in business or reside in Kenya must obtain the
appropriate entry permits. It is an offence for any non-Kenyan to work, reside or do business
in the country without a pass or permit or exemption.

Entry Permits range from A M for various categories of people as stipulated


below: -

Class A Issued to a person who is offered specific employment by a specific


employer. Fee Kshs. 50,000.00. Validity - 2 years.

Class B A person being the holder of a dependant pass who is offered specific
employment by the Government of Kenya, the East African Community or

any other person or authority under the control of the Government or the
Community, and whose engagement will be of benefit to Kenya.

Class D Issued to a holder of a dependant’s pass who is offered specific employment


by specific employer, whose engagement will be of benefit of Kenya.
Fee Kshs. 50,000.00

Requirements for issuance of New & Renewal for Classes - Permits

• Application form 3 duly filled


• An application letter from the employer
• Copies of the certificates – both academic and professional/copy of C.V.
• Evidence that the organization failed to secure a person from the local market
• Two passport size photographs (for New)
• Copies of the passport. (for New)
Class E Issued to Missionaries, Fees is Kshs. 6,000.00 for three years.

Requirements for issuance of New & Renewal for Class Permits

• Application form 3 duly filled


• A copy of certificate of registration(for New)
• Copies of certificate both for educational and professional qualifications (for New)
• 2 passport size photographs(for New)
• Copies of the passport(for New)
• An application letter from the employer
• Evidence of membership of missionary organization of source country

Class F A Person who intends to engage in the business or agriculture or animal husbandry.
Fee is Kshs. 60,000.00 for two years.

Requirements for issuance of New & Renewal for Class Permits

• Application form 3 duly filled


• An application letter
• Proof of land ownership for the purpose. (for New)
• Proof of capital available for the purpose. (for New)
• 2 passport size photographs. (for New)
• Copies of passport. (for New)
• A copy of audited accounts of the previous year. (Renewal)
• Copy of pin card. Renewal)

Class G A person who intends to engage in prospecting for minerals or mining in Kenya. Fee
is Kshs. 60,000.00 for two years.

Requirements for issuance of New & Renewal for Class Permits

• Application form 3 duly filled


• An application letter. (for New)
• Copy of the license held for prospecting
• Proof of funds available for the purpose. (for New)
• Copies of passport. (for New)
• 2 photographs. (for New)
• Copy PIN number (Renewal)

Class H A person who intends to engage in a specific trade, business or profession (other
than prescribed profession). Fee is Kshs. 60,000.00 for two years.

Requirements for issuance of New & Renewal for Class Permits

• Application from 3 duly filled


• An application letter from the applicant
• Documentary proof of capital to be invested/already invested (for New)
• Registration certificate of the company (for New)
• Personal and company’s pin numbers if the business is running (for New).
• 2 passport size photographs (for New)
• Passport copies (for New)
• Copies of the current license and certificate of registration – if any change has
occurred.(Renewal)
• A copy of certified audited accounts for the previous two years.

Class I For a person wishing to engage in specific manufacturing. Fee is Kshs. 60,000.00 for
two years.

Requirements for issuance of New & Renewal for Class Permits

• Application form (form 3) duly filled.


• An application letter
• A copy of license held
• A copy of certificate of Registration for the Company
• Proof of funds available for the purpose (New)
• 2 passport size photographs (New)
• Copies of passports (New)
• Copies of personal and company’s Pin number (Renewal)
• Audited accounts of the previous year (Renewal)

Class J A member of a prescribed profession. Fee is Kshs. 60,000.00 for two years.

Requirements for issuance of New & Renewal for Class Permits

• Applicant form (form 3) duly completed


• An application letter from the applicant
• Proof of membership to a prescribed profession (New)
• 2 passport size photographs (New)
• Copies of the passport (New)
• A copy of balance sheet of the previous year (Renewal)
• Copy of personal pin number (Renewal)
• Letter from the local professional body confirming suitability

Class K Residence permit for a person who intends to stay in Kenya without working (mainly
as a retiree) Fee is Kshs. 15,000.00 for three years.

Requirements for issuance of New & Renewal for Class Permits

• Application form (form 3) duly completed


• An application letter
• Documentary proof of assured annual income that is sufficient to live on (New)
• Two passport size photographs (New)
• Copies of the passport (New)

Class L A person who is not in employment and has been lawfully present in Kenya (and a
residence certificate issued under repealed Acts) for a period of not less than 10
years.

Class M Issued free-of-charge to conventional refugees who intend to engage in business or


employment.

Requirements for issuance of New & Renewal for Class Permits

• Application form (form 3) duly completed


• An application letter from the applicant/employer
• Evidence of recognition as refugee by the Government
• 2 passport size photographs (New)

ii. Waiting Time

Upon application and payment of the required fee:

• An entry permit will be issued within (2) months


• Renewal for an entry permit will be done within (1) month

NB:
i. Application for renewal of entry permit should be done three months prior to
expiry date

ii. ‘Prescribed’ professionals include: - Medical, Legal, Surveyors, pharmacists,


veterinary surgeons, engineers, nursing, physiotherapists, accountants,
architects or quantity surveyors and chartered secretaries.

iii. After rejection of an application the department is not obliged to give


reasons.

The above services and application forms are obtainable from all immigration offices while entry
permits are processed and issued centrally at the Department of Immigration Headquarters, Nyayo
House.

IV. Issuance of Visas

(a) Types of Visas

i. Ordinary/Single Entry Visa – These are visas required by certain categories of


foreigners as per the visa regulation who intend to enter Kenya for visits or
residence. The current standard visa fee for an ordinary or a Single Journey
entry visa is US $50 or the equivalent of other currencies.
ii. Transit Visa – required by foreigners intending to transit through Kenya for
period’s not exceeding seven days. The transit visa fee shall be US $20 or the
equivalent of other currencies.
iii. Diplomatic Visas- diplomatic whether ordinary or transit is issued gratis to a
holder of a Diplomatic Passport on official visits.
iv. Multiple Journey Visa: Foreigners who by nature of their business or
circumstances frequently travel in and out of Kenya may be issued with Multiple
Journey Visas for Kenya within six (6) or twelve (12) months as the case may be.
The standard fee for a multiple journey visa is US$100 or the equivalent for all
nationalities.
v. Official/Service Visa – Official, Service, Ordinary/Transit Visas are issued gratis
to holders of Official or Service passports on official visits.

vi. Courtesy Visas- Courtesy, Ordinary or Transit visas maybe issued gratis where
the applicant is not entitled to a diplomatic visa but where it is considered
desirable on grounds of international courtesy.

Note: Diplomats and government officials on private visits to Kenya and who are nationals
of countries that require referred visas, shall have their visa application referred to
the Principal Immigration Officer, Nairobi.

(b) Requirements for issuance of Visas

• Visa form V1 duly filled and signed


• Two (2) photographs – passport size
• Copies of passports
• Letter of introduction
• Proof of need to travel to Kenya
(c) VISA EXEMPTIONS: All accredited diplomats, their immediate families, person’s
covered under the Privileges and Immunities Act Cap. 179, and members of UN bodies
in the country and other international agencies with headquarters agreement with
Government.

Important Notice: It should be noted that the possession of a visa for Kenya is not the
final authority to enter Kenya.

Referred visa cases - Nationals of the following countries will require prior clearance from the
Principal Immigration Officer in Nairobi to enter Kenya:- Afghanistan, Azerbaijan, Armenia,
Cameroon, Iraq, Jordan, Lebanon, Mali, North Korea, Nigeria (Resident out side Nigeria), Senegal,
Somalia, Syria, Tajikistan

V. Issuance of passes (visitors, special, pupils, dependants and re-entry pass)

(a) Visitor s Pass Issued at ports of entry whose period may vary from time to time
depending with the needs and is renewable on application for a further period of 3
months maximum at a fee of Kshs. 200.00 upon registration as an Alien for anyone
over 18 years.

This pass does not allow the holder to engage in employment whether paid or unpaid.

(b) Special Pass issued to persons who come to the country for a specific assignments
for a period not exceeding 90 days at a fee of Kshs. 12,500.00.

The applicant is required to provide the following information/documents


• Application form 10 duly completed
• An application letter
• 2 passport size photographs

(c) Kenya Pupil s Pass Issued to a foreigner who has been enrolled to take up studies
in registered training institutions at a fee of Kshs. 2,000.00 per year. The applicant is
required to provide the following information/documents: -

• An application letter from an established educational institution


• Application form 8 duly completed
• Proof of sponsorship

• 2 passport size photographs


• Copy of passport
• The applying educational institution must be registered

It is an offence to take up studies without being in possession of a Pupils Pass. Citizens of


EAC Partner states are issued with gratis.

(d) Dependant s Pass Issued to the dependants of holders of entry permits or


dependants of Kenyan citizens or exempted persons at a fee of Kshs. 1,000 per year
for immediate family (spouse & children) and Kshs. 5,000 for any other person i.e.
parents.

The applicant is required to provide the following information/documents


• Application form 6 duly completed
• Copies of either prove of marriage or birth certificate or death certificate
• 2 passport size photographs
• Copy of passport

(e) PASS EXEMPTIONS - All persons exempted by the Minister for state for Immigration
and Registration of Persons from immigration requirements of section 4, sub section
3(h) of the Immigration Act

(f) Waiting time

Upon application and payment of the required fee:

• A visitor pass, extensions and re-entry pass will be issued as you wait
• Kenya Pupils pass will be issued within two (2) months
• Renewal Kenya pupils passes will be issued within one (1) month
• Dependant pass to adults will be issued within two (2) months
• Dependant pass to minors will be issued within one (1) month
• Special pass for applicants with referral visa will be issued within one (1) month
• Special pass for applicants with non-referral visa will be issued within one (1) month

VI. Granting of Citizenship to non-Kenyans

This service is offered to foreign nationals who have been lawfully resident in the country and would
like to acquire Kenyan citizenship.

i. Persons who qualify for this service

The issuance of Kenya Citizenship is governed by the Constitution of Kenya chapter VI and
the Kenya Citizenship Act Chapter 170. The Constitution also empowers the Minister
responsible for Immigration to grant or refuse citizenship to a person who applies for
registration under section 88, 91, 92 or Naturalization under section 93.

ii. Requirements for issuance of Kenya Citizenship

• Strictly in accordance with the Constitution of Kenya and Kenya Citizenship Act
• Applicants above 21 years of age may be subjected to a security clearance from certain
security agents of Government by the Department

iii. Prescribed Fee

• Adults Kshs 50,000


• Minors Kshs 18,000
• Woman married to a Kenyan who is a citizen by birth Kshs 15,000

• Woman married to a Kenyan who is a citizen by registration or naturalization Kshs 30,000


• Naturalization Kshs 60,000
• A duplicate certificate Kshs 5,000
• Registration of child born abroad of a single Kenyan mother – Gratis
• Certificate of Renunciation of Kenyan citizenship Kshs 2,000

VII. Clearance for entry and exit at gazetted Border points, Airports and Seaports

We control entry and exit of persons into and out of the country through:
• Examination of all travel documents presented to us by persons wishing to enter or leave
the country
• Issuance of visitors passes and other kinds of passes, various kinds of visas and
prohibited immigrants passes
• Issuance of travel permits to Kenyans wishing to visit Uganda and Tanzania (only in
certain border controls)
VIII. Offering consular services at Kenyan Missions Abroad

Consular functions are those duties which are connected with the welfare of Kenya Citizens who are
resident, working, visiting or studying in a foreign country. The functions are spelled out under
Article 5 of the Vienna Convention on Consular Regulations, Privilege and Immunities Act Cap 179 of
the laws of Kenya and in Kenya Foreign Service Regulations.

The functions of an Immigration Attache include: -


• Protecting in the receiving state the interests of Kenya and its nationals both individual
and bodies corporate within the limits permitted by international laws
• Issuing passports and other travel documents to nationals of Kenya and Visas or
appropriate documents to persons wishing to travel to Kenya
• Assisting Kenya nationals, both individual and bodies corporate in the receiving state

I. Initial Registration- Persons not previously registered (NPR)

(a) Persons who qualify for this service

Kenyan citizens who have never been issued with an identity card and are 18 years or above.

(b) Requirements for issuance of New ID. Card (NPR)

• Proof in support of age, names, place of birth and citizenship


• Register 136A (Application form for ID) duly completed
• Register 101 (Fingerprint Application form for ID) duly completed
• Register 136C (Computer application form) duly completed
• A registration officer may require an applicant to furnish his/her own photograph
• Applicants from border districts shall be subject to vetting

(c) Fee: No fee at the moment

II. Replacement of old ID cards

(a) Persons who qualify for this service

All Kenyans who still hold the Old ID card

(b) Requirements for issuance of Replacement of old ID Cards

• Old ID card
• Incase of loss of an ID card, the applicant shall produce a police abstract or a
letter from an administrative office certifying the loss
• Copy of old ID card or tangible evidence of the same number
• If ID card number is unknown, the department resorts to search using
fingerprints
• Register 136C (Computer application form) duly completed
• Fingerprint Application form for ID duly completed
• A registration officer may require an applicant to furnish his/her own photograph

(c) Fee: Ksh.100.00

III. Issuance of Duplicate ID cards

(a) Persons who qualify for this service


• Persons who have lost New ID card
• Person in possession of mutilated New ID card

• Deed poll
• School leaving certificate
• Religious certificates
• Sworn affidavits
• Title deed
• Confirmation letters from administrative office
• Birth certificate or notification of birth
• Copy of parent’s ID card
• Parental consent to marriage
• Reg. 105: Application for change of particulars in an ID card duly completed
• Computer application form duly completed
• Fingerprint Application form for ID duly completed

(c) Fee: Kshs. 300.00

V. Re-registration or Fresh Registration for issuance of ID cards

(a) Persons who qualify for these service

• Re-registration: All those persons who have applied for replacement of old ID card and are
found to be sharing old ID number.

• Fresh Registration: All those persons who have applied for replacement of old ID card and
their records missing

(a) Requirements for Re-registration or Fresh Registration for issuance of an ID Card

• A copy of old ID card


• Police abstract in case of loss old ID card/Chiefs letter of loss of old ID card
• Fingerprints to facilitate confirmation.
• Tangible evidence of the same number (Fresh registration)
• Proof in support of age, names, place of birth and citizenship (Fresh registration)
• Computer application form duly competed
• Fingerprint Application form for ID duly completed
• Certificate of report of loss of ID ( Re-registration) duly completed

Registration are available at the District (Headquarters) registration centers and during
mobile registration

VI. Issuance of Civil Servants ID cards

For all Civil Servants i.e. newly employed, changing status, require staff badges and have
either mutilated or lost ID card.

(a) Requirements for issuance of Civil Servants ID Card

• For new employees- Letter of appointment, National ID card, letter of


introduction from applicant’s ministry and current pay slip
• For change of status – the old card, current pay slip and letter of
promotion(original and copy)
• For replacement of mutilated or lost ID card– a letter from employer. In addition
a police abstract for lost card
• For all cases present yourself for a photo
• Registration form 135 duly completed. (No form is required for change of
status/replacement)

(b) Fee
• Initial Civil Servant ID card – Kshs. 50.00
• Replacement – Kshs. 70.00
• Change of status – Kshs. 70.00

(c) Upon application and payment of the required fee, a card will be issued as you wait.

All services and forms are available from the National Registration Bureau office at the district
and divisions except those for registration of civil servants ID cards which are available only
at Nyayo House 7th floor, Room 6 and/or during mobile registration

• Rescue centers taking charge of newly born abandoned babies

(b) Requirements for Notification of a current birth


• Name of the newly born baby (optional)
• Date and place of birth
• Sex of the child
• Type of birth (single/multiple)
• Nature of birth (alive/dead)
• Name, age and marital status, previous births to, residential area and district
of mother
• Name of father (for married couples)
• Signature of the applicant
• Register of birth form B1 duly completed or
• Register of birth form A1 and notification of birth form all duly completed

These services and forms are available at all registered health institutions, all births and
deaths district registries including Nairobi City Hall registry and all assistant chiefs offices
except in Nairobi province

(c) Fee: Nil

(d) Upon application, an acknowledgement of birth notification will be issued


immediately

II. Issuance of birth certificates for current registered births to all persons born in
Kenya (upon request)

(a) Persons who qualify for this service

Parents/Guardians, Individuals and Children’s homes

(b) Requirements for issuance of birth certificate for current birth

• Knowledge of date of birth, name of the mother and place of birth by applicant
• Acknowledgement of Birth Notification (ABN)
• Tangible evidence of ABN number from place of birth where ABN is missing
• Form B4 (Application for birth certificates) duly completed

(c) Fee
• Birth Certificate with no amendments - Kshs 50.00
• Birth Certificate with amendments on the child names - Kshs 90.00
• Birth Certificate with amendments on the parents names - Kshs 90.00

III. Late registration of a birth (after expiry of six months from the date of birth) and
Issuance of birth certificates

iii. Late registration of birth of adults born of Kenyan parents in Kenya


• National Identity Card (Compulsory) and as many of the following

• NSSF card if a contributor
• Identification report from National Registration Bureau (for births
occurring in border districts)

iv. Late registration of birth of adults born of non-Kenyan parents in Kenya


• Parents’ entry permit/passports (compulsory and as many of this other
documents)
• Clinic card
• Religious certificate
• Death certificates where parents are dead
• School leaving certificates/Letter from school
• Employer’s letter if employed
• NSSF card if a contributor
• Any other document as may be requested

IV. Registration of births of Kenyans occurring abroad and issuance of Kenyan birth
certificates

(a) Persons who qualify for this service

Kenyans whose births occur outside the country/abroad

(b) Requirements for registration of births of Kenyans occurring abroad and


issuance of birth certificates

• Form BDA1 – Application of birth occurring abroad duly completed
Theses application forms are available in Sheria House Nairobi – Civil Registration
Department: Central Records division and in Kenya Missions Abroad. The service is
only provided in Nairobi, Sheria House.

(c) Fee: Kshs 50.00

V. Birth re-registration upon Legitimacy

(a) Persons qualify for this service

Parents who marry after the birth of their child and they want the name of the
father inserted in the register of birth.

(b) Requirements for re-registration upon legitimacy


• Parents Identification cards/Entry permit/Passport
• Birth Certificates without the father’s name
• Marriage certificate/Joint affidavit by both parents (LO2)
• Application for Re-Registration sworn jointly by the parents (LO1)
• Application form duly completed
• Physical presentation by both parents

(c) Fee
• Birth Certificate with no amendments - Kshs 50.00
• Birth Certificate with amendments on either parents or child’s names -
Kshs 90.00
• New Birth Certificate with amendments on the fathers names - Kshs 90.00

VI. Birth re-registration upon recognition

(a) Persons who qualify for this service

Parents who are not married but want the name of the father inserted in the
register of birth of the child.

(b) Requirements for re-registration upon recognition


• Parents Identification cards/passport
• Birth Certificates without the father’s name
• Application for Re-Registration sworn jointly by the parents
• Written consent from the father
• Physical presentation by both parents

(c) Fee
• Birth Certificate with no amendments - Kshs 50.00
• New Birth Certificate with amendments on the fathers names - Kshs 90.00
(d) Upon application and payment of the required fee, a birth certificate will be issued
within 14 days

Relatives, owners of house where the death has occurred or any person with full
information on the occurrence of a death.

(b) Requirements for reporting of current death and issuance of burial permit

• Name, age and occupation of the deceased, cause, place and date of
death
• Residential area and district of the deceased
• Name of informant (person giving the information)
• Register of death form D1/A2 for deaths occurring in health institutions
duly completed, or
• Register of death form D2/A3 for a death that occurs at home duly
completed
• Post mortem report for death from unnatural course

(c) Fee: Nil

All these forms are available in all registered health institutions, all assistant chiefs
offices except in Nairobi and all births and deaths registries

(d) Upon application , a burial permit will be issued immediately
