SUBJECT: Prevention of Snatch Thefts and Break-ins at Sri Permai Resident

1.0 Introduction
I have received many reports of crime that involving snatch thefts and break-ins in
this neighborhood. We are often surprised by the incident cases of thefts. Snatch thefts
and break-ins increasingly rampant, especially in the big cities and this resident areas. As
an oficer in charge of the Police District in this area I found that recently, snatch theft is
getting more and more furious. I was informed that, these residents was the hotspots of
snatch thefts because of quiet and deserted. Most of the cases are operated on a
motorcycle which allow them to escape easier. They will either work alone or with a
pillion rider the one who snatch items especially from pedestrian or other people on
motorcycles or cars. There is method which called smash-and-snatch tactic. Victims car
window will be smashed in order to snatch valuable thing in the car. We all know, most of
the cars parked along the street in this neighbourhood vulnerable to this crime. The spate
of break-ins in our area tend to escalate during festive seasons and holidays. Break-ins
often occur when the occupants of house are not home. They can also occur due to the
carelessness of house-owners. Even if precautions have been taken, break-ins can be done
by using a screwdriver or sharp objects to pry open the door or window or some criminals
cut the padlock with a hacksaw or use the jack to open a window with iron railing.
Both crimes have turned into violent crimes resulting in injury and death and it also
cause fear, panic and threatened among the residents here. To avoid becoming potential
victims, we should take simple crime prevention measures. If we are not vigilant, there
could be an upsurge in such incidents. Various suggestions on how to combat and prevent
these crime have been offered by the authorities, politicians, journalists and other
ordinary Malaysians for helping police department.

2.1 The Problems Faced By the Residents of Taman Permai

1. Taman Permai is quite isolated from other neighbourhoods and the resident
here are mostly high-income that make criminals attract to come here.
2. For a pedestrian, a walking distance from their resident to the nearest
commuter station or bus and taxi stop will make them expose to the snatch
theft very easy. The traffic seem desolate before afternoon and midnight.
Many snatch thieves will attack their victim during the deserted time because
it will make them easy to escape or chase by anybody in that area that want to
help.
3. Residents car that parked at the street also expose to the snatch theft if
valuable item left behind in the car.
4. One of the main causes of break-ins occur because of the inefficiency of hired
security guards and causing a lack of patrols at the residents house.
5. Break-ins also increasing during the working hour, at the midnight and
especially festive occasions.
6. Police patrols in this area is not sufficient and does not run regularly.
Sometimes there is no police patrol for the whole day and they will come
when there are a cases reported or the crime has already happened.
7. There is no nearby police station or mobile police station to get help at the
time of the incident.
8. Lack of close-circuit televisions (CCTV) installation along the road that used
by the pedestrian that will make the criminal are not afraid to commit a crime
and maybe the installed CCTV is not functioning.

2.2 Suggestions to Combat the Crime

The police have received various suggestions on how to combat crime but we also
conducting appropriate action to undertake this crime.
1. In the near future, mobile police station will be located close to the Residents
of Taman Permai and pedestrian walk, which means to increase pedestrian
safety along the way to nearest station.
2. The number of patrols will be increased with the addition of patrol car,
motorcycle patrols and walking patrol officers along the street that was
identified will occur snatch theft involving pedestrian and the residents or any
anyone car that parked alongside the road. In addition, the patrol will be
conducted regularly and on a timely basis.
3. We will ensure the installation of CCTV in the strategic areas and needed only.
The number of hidden and open CCTV will make sure the criminal will not
escape for what they have done.
4. Discussions between the committee and security guard will carried out
immediately and the discussion will be related the method on how to increase
effectiveness security guard for the Residents of Taman Permai like the patrol
time and the number of security guard hired.
5. One of causes break-ins is the residents is not knowing each other or they not
know their neighbours even in front the house. So, the residents are encourage
to conduct a campaign to know your neighbours in cooperation with the
police. This is the important because we can rely on our neighbour if we are
not at home for a long period.
6. The police will also conduct an awareness campaign to combat crime that
related to snatch theft and break-ins especially at this resident.
