TW 05/06-9¢ Sonoma County Water Authority 404 Aviation Blvd. Santa Rosa, CA. 95406 March 19, 2010 Dear Mr. Thompson: Recently it came to my attention that in 2005-2006 the Sonoma County Water Agency commissioned a report on employer-assisted housing, a phrase | coined and a field | founded more than two decades ago while Research Director at the American Affordable Housing Institute at Rutgers University. | write to you in regards to this report.as it is my understanding that your office commissioned or received that report. My interest in this report is threefold: 1) Although | have only seen a five-page executive summary of the report, that summary appears to have used significant pieces of text (the underlined portions of the summary is your consultant's work, the balance of the writing is mine) as well as some still unique ideas of mine without attribution. This is obviously disturbing. Specifically, a. asa consultant | have a proprietary interest in seeing that my ideas are both well communicated as well as properly cited. b. the article that seems to be the basis of the executive summary was at least 2 decade old when you received this information. Much of the information that you received was in my judgment, out of date due to various changes in the housing market that had taken place between 1995 and 2005. As | am known for my innovative approaches to housing and community development problems, | would not want it to seem as though | was insensitive or unaware of these changes. 2) | understand from correspondence with the provider/compiler of the executive summary (author being a term usually associated with some original product) that there was a longer report provided the Water District in which my work was extensively credited, | have been unable to obtain a copy of this report. | hereby ask that if such areport exists, that a copy be made available to me so that | cari make my own judgment regarding whether my work was sufficiently, properly and appropriately cited. 3) It is my understanding that your considerations regarding how to implement an employer based housing strategy remains stalled. If this Is so, | believe that | could be of help to you in developing empioyer-assisted housing policies and products, including some that might catalyze other employérs in addition to the Water District to offer housing benefit programs. Having been involved in national housing issues for many years, | also am prepared to involve able, trustworthy, Northern California-based nonprofit partners who would be interested in working with me and able to provide local expertise and oversight of any developments of ‘programs that might be undertaken as part of an employer based housing strategy.
