Union Public Service Commission Chairman and Members, Comptroller and Auditor
General,ChiefElectionCommissionerandotherElectionCommissioners,Chairmanand
membersofFinanceCommissionetc.
The PM advises the President with regard to the summoning and proroguing of the
Parliament.
ThePMrecommendsthePresidentforthedissolutionofLokSabha.
The PM is the Chairman of Planning Commission, National Development Council,
NationalIntegrationCouncil,NationalPopulationCouncil,InterStateCouncil,National
WaterResourceCouncil,NationalDisastermanagementetc.

THECOUNCILOFMINISTERS:
TheCouncilofMinistersisheadedbythePM.
Article74(1)oftheIndianConstitution:ThereshallbeaCouncilofMinistersheadedby
thePMtoaidandadvicethePresident.

APPOINTMENT:
Article 75 (1): The PM is appointed by the President and other Ministers are also
appointedbythePresidentontheadviceofthePM.
AMinister(PMisalsoaMinister)mustbeamemberofeitherLoksabhaorRajyaSabha.
Article75(5):Ifapersonwhoisnotamemberofeitherofthehousesoftheparliament
is appointed as the Minister, must become a member of either of the houses of the
Parliamentwithinaperiodof6monthsfromthedateappointmentastheMinister.

STRENGTH:
TheoriginalConstitutiondidnotmentionaboutthestrengthoftheCouncilofMinisters.
Afterthe91stamendmentact(2003)thestrengthoftheCouncilofMinisterincludingthe
Prime Minister should not exceed 15 percent of the total strength of the Lok Sabha
(Article75(1A))
(Note:NotthetotalstrengthoftheParliament).

SALARY:
1.ThisisdecidedbytheParliamentfromtimetotime.
2. A minister gets the salary and allowances of that are payable to a Member of
Parliament. Additionally he gets a sumptuary allowance according to his rank, free
accommodation,Travellingallowance,medicalfacilitiesetc.

AMinisterisindividuallyresponsibilitytothePresident.
Article75(2):AministerisindividuallyresponsibletothePresident.ItmeansaMinister
holdtheofficeduringthepleasureofthePresident.AMinistersubmitstheresignationto
thePresident.ThePresidentcanremoveaMinisteronlyontheadviceofthePM.

Article75(3):TheCouncilofMinistersiscollectivelyresponsibletotheLoksabha.
ThePrimeMinisteradvicesthePresidenttodissolvetheLoksabha.

TheofficetheDeputyMinisterisnotmentionedintheConstitution.
