Index to compute Organisations Attitude towards Disabled Persons
In order to promote the empowerment of persons with disabilities, Sugamya Bharat
Abhiyanaka Inclusiveness and Accessibility Index has been instigated by the
Government of India in partnership with Federation of Indian Chambers of Commerce
and Industry (FICCI).
How Accessibility Index Toolkit will work?
It aims at evaluating the present stage of inclusiveness and accessibility of persons with
disabilities by an organisation.
Acts as guide It will also act as a guide for taking progressive steps to increase
support and accessibility towards employees with disabilities.
In case of men candidates or those belonging to the Scheduled Caste category, the
minimum qualification would be Class VIII, while for women of the Scheduled Caste
category, it would be Class V.

Prime Minister Narendra Modi mulling to set up a group which has been comprising

Union Railway Minister, Suresh Prabhu inaugurates fitment of CCTV in Shan-E-Punjab Express

The Maharashtra Assembly lead by Devendra Fadnavis passed the Prohibition of Social
Boycott Bill 2016 to becoming the first State to enact such a law.He also launched

The Bill provides for prohibition of social boycott of a person or group of persons by
an individual or a group like caste panchayat.
The provisions of the law define social boycott as a cognisable, but bailable offence, and provide
for an imprisonment of up to three years or Rs. 1 lakh fine or both.The maximum
punishment for which will be seven years in prison or fine up to Rs. 5 lakh or both.

SC/ST victims to get minimum compensation of Rs 8.5 lakh from state government
Union government to compensate of Rs 8.5 lakh for SC/ST victim of gang rape, murder or an

rules have come into force immediately.
Amended SC/ ST Prevention of Atrocities Act 1995:
The amended the Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities)
Rules, 1995, in which states will pay compensation ranging from Rs 1 lakh to Rs 8.25
lakh to SC/ST victims.
The amounts now must be paid by the state within 7 days of the incident being
reported, either in full or at various stages of the investigation and trial, as per a
schedule.
The new rule says state Police have to file a charge sheet in cases of SC/ST victims
within 60 days and any delay has to be explained in writing by the officers.

New Rules notified by Government to revamp Scheduled Castes and Scheduled Tribes
(Prevention of Atrocities) Act
Union government has notified the new rules on the Scheduled Castes and Scheduled Tribes
Act, 1989 was amended by Parliament in Dec 2015.
The notified rules will ensure speedy justice to their members, it also mandates police
to file charge sheet within 60 days after a complaint is lodged.
Important Provisions:
The law emphasizes relief for offences of rape and gang rape, this is the first
time such provisions being implemented.

The rule notifies medical examination for getting reprieve amount for non-invasive kind
of offences against women like sexual harassment, gestures, assault or use of criminal
force with intent to disrobe, voyeurism, stalking.

With Effect from 01.01.2018 All mobile phones will be provided to have the facility of
recognizing the location through Satellite based Global Positioning system.

Union Railway Ministry to set up Rs 1 lakh crore Rashtriya Rail Sanraksha Kosh
Ministry of Railways has pledged to set up a 1 lakh crore rupees safety fund called Rashtriya
Rail Sanraksha Kosh which aimed to strengthen safety measures on the rail network to
prevent accidents.
The fund will be a non-lapsable in nature which will be make use of safety measures.
Under the fund 75 per cent reimbursement of cost of water audit limited to a
maximum of Rs 1 lakh and subsidy up to 50 per cent or maximum of Rs 20 lakh on
the cost of capital equipment required for water conservation or harvesting systems.
After the ban on country liquor, the state government said it would continue
selling IMFL at 655 liquor shops in towns and cities.
The decision in this regard has been taken at the Union cabinet meeting, which was
chaired by Union home minister Rajnath Singh.

Action Plan by the Delhi Government:

German Governments Development Bank KfW pledged to provide a loan assistance of EUR 500

Anandiben Patel launches Maa Annapurna Yojna
Gujarat Chief Minister Anandiben Patel launched the state-wide implementation of Centres
National Food Security Act, which has been renamed as Maa Annapurna Yojna by the state

These pumps will come enabled with sAprt control panel and a SIM card, giving
farmers the flexibility to switch-on and switch-off these pumps from their mobile
phones and from the comfort of their homes.
Two ceiling fans can be bought on one electricity bill from domestic category consumers
only. Energy Efficient Ceiling Fans of 5-star rating 50 Watts will be provided at Rs 60 a
month on EMI basis and Rs. 1250/- on upfront basis.
This means, a consumer can recover the cost of this energy-efficient ceiling fan in less than
2 years. While these energy-efficient ceiling fans will cost Rs 1440/- to a consumer who
uses the instalment method, for those who can pay upfront can buy this fan for Rs
1250.

Lanka to sign MoU with Japan, India for collaboration in Science & Technology
A Trilateral Memorandum of Understanding (MoU) has been signed in Science and Technology
among Sri Lanka, Japan and India.
On behalf of the MoU Sri Lankas University of Sri Jayewardenepura will sign the
MoU with the National Institute of Advanced Industrial Science (AIST) and Biomedical
Research Institute (BMRI) of Japan and Department of Biotechnology (DBT) of Ministry
of Science and Technology, India.
The agreement was signed by Khaled Al-Aboodi, CEO of the ICD, and Tarun
Sharma, regional head on behalf the EXIM Bank.
This MoU will also be achieved through the exchange of information on trade-related
matters and the identification of business opportunities for Indian companies to pursue
in ICDs member countries
The MoU was inked between the IDBs private sector arm, the Islamic Corporation
for the Development of the Private Sector (ICD) and the Export-Import Bank of India
(EXIM) Bank to finance and facilitate foreign trade.

Haryana Government appointed two-member inquiry panel to probe into Jat quota stir
Haryana government set up a two-member Commission of Inquiry headed by Retired Justice S
N Jha, former Chief Justice of Jammu to probe the sequence of events leading to violence
during the Jat agitation for reservation in February.
The commission is formed under the Commissions of Inquiry Act, 1952.Another Inquiry
Commission, headed by retired IPS officer Parkash Singh, is already probing into the

The Union Home Minister Rajnath Singh chaired a meeting attended by various
portfolio of Ministers of the High Level Committee (HLC) has granted a Central
Assistance of Rs 842.7 crore to Karnataka, Puducherry and Arunachal
Pradesh affected by drought and floods.
The proposals from the Union government is based on the report of the Central Team
which visited Karnataka, affected by drought, and Puducherry and Arunachal Pradesh
affected by floods.
The committee approved the assistance Karnataka will get the tune of Rs
723.23crore while Rs 35.14 crore for Puducherry and Rs 84.33 crore for Arunachal
Pradesh.
The Sub-committee will look into the issues associatedwith compliance procedure for
excise duty, records to be maintained, operating procedures and all other pertinent
issues.
The governments decision to set up the committee follows the budget announcement
as promised by the PM Modi.
