Preface
Rightfrominception,the Department ofAtomic Energyhaslaidemphasisonhumanresource
development and various institutions of the Department have been running a variety of
academic programmes including Ph.D. and M.Sc.(Engg). HBNI brings academic programmes of
thefollowingteninstitutionsofDAEunderoneumbrella.

HBNI runs academic programmes, viz., Masters and Ph.D. degrees in Engineering, Physical,
Chemical,Mathematical,LifeandHealthScienceswhileencouraginginterdisciplinaryresearch.
Additionally, a Strategic Studies programme has also been identified to ensure availability of
adequatequalifiedhumanresourcestoaddressissuespertainingtonuclearlaw,economicsof
nuclear power, nuclear security, nuclear proliferation, knowledge management, intellectual
propertyrightsetc.

AcademicVisionandprogrammes

Academic programme leading to Ph.D. is broad based and consists of two components: (i)
course work, and (ii) research work leading to a thesis. All CIs runs graduate schools. For
historicalreasons,schoolsrunatBARC,IGCARandRRCATarecalledTrainingSchools.Doctoral
studentsattendcoursesatGraduate/TrainingSchooltofulfillcourseworkrequirementsforthe
Ph.D.programme.

StudentspursuingPh.D.aftergraduationinengineeringormastersinscienceshavetostudyall
thefoundationcourses,thecorecourses,electiveorspecializedcoursesasneeded,andtakeup
one or two self study courses/ independent study/ minor R&D project to get initiated into
research. Course requirements for students admitted to a Ph.D. programme after M.Tech. or
M.Phil.dependontheresearchprogrammeproposedtobepursuedbythemandisdefinedby
doctoral committees. IMScandHRIofferasingledegreeintegratedPh.D.programme,where
students having a Bachelors in science or engineering are admitted to Ph.D. programme and
suchstudentsfirststudyforaM.Sc.andthenworkforaPh.D.

HBNI encourages research in interdisciplinary areas through a specially designed scheme


wherein a student works under the joint supervision of two research supervisors, one having
strength in basic research and the other in applied research, preferably across institutions. At
any given time, research centres pursue a variety of projects: research and development
orientedaswellasindustrial,andarealwayslookingforsolutionstoproblemsthatariseintheir
daytodayworking.Thisnurturesanatmospherewhichmotivatesfacultyandresearchstudents

toselecttheirresearchproblemsinamannerthathelpsinprovidingsolutionstothechallenges
facedbytechnologistsworkingonprojects.

FourresearchcentresalsorunaM.Sc.(Engg)programmeforthebenefitofemployees.

Research centres run a dual degree integrated Ph.D. programme for engineering graduates,
whereacandidatefirstgetsaM.Sc.(Engg)andthenaPh.D.andalsoasingledegreeintegrated
Ph.D.programmewheretheygetonlyonedegree.

HBNI expects a doctoral thesis to be a significant original and independent contribution to


knowledge in a chosen field of study and be of such lasting value as to merit publication. It
should demonstrate an ability to select an important problem and deal with it completely
including an ability to effectively communicate what has been achieved through the research
activity.Itshouldbeshortpreferablylessthan200pages,andinanycasenotlongerthan300
pages.

A Masters thesis must show that the student is able to work in a scholarly manner and is
acquainted with the principal works published on the subject of the thesis. It should
demonstrate readiness of the student to pursue research and an ability to communicate
complexissuesinacogentmannerinabout100pages.

Guidelines

Theseguidelinessupplementordinancesandhavebeenwrittentofacilitateimplementationof
ordinances. While all care has been taken to ensure that the guidelines are compliant with
ordinances,incaseofanyconflict,ordinanceswillprevail.

Enrolment
The following categories of students enroll for the Ph.D., (Including dual degree integrated
Ph.D.,singledegreeintegratedPh.D.)orM.Sc.(Engg)programme.
Students having a Bachelors in engineering or a Masters in Science and selected based on
performance in an all India written test conducted at the national level and approved by
Academic Council such as JEST, NET, NBHM, DBT, GATE, DST Inspire1etc. and a selection
interview by an expert committee nominated by Director of CI where student is seeking
admission.
Students having M.Tech. and screened in based on an all India test conducted by HBNI and
selectedbasedonaselectioninterviewforinterdisciplinaryresearch.
EmployeesofanyoftheCIs,whosatisfyeligibilitycriteriaandhavebeenselectedthroughan
approvedprocedureinvolvingawrittentestandaselectioninterviewbyexpertcommitteesat
theCIs.
EmployeesofunitsofDAE,whicharenotCIscanenrolforaPh.D.orM.Sc.(Engg)programme
under the external registration category. An employee desirous of admission in this category
shouldapproachtheCI,he/shewouldliketogetassociatedwithandthenfollowallprocedures
asapplicabletoemployeesofthatCI.

DetailedguidelinesforscreeningandidentifyingcourseworkforM.Sc.(Engg)programme
ThisprogrammeisdesignedtobenefitemployeesofCIsworkingonengineeringproblems2.For
thispurpose,employeescanbecategorizedasfollows.
Those who have a PGDiploma3, but are not prepared to commit to a long term research
programleadingtoPhDor
ThosewhohaveAMIE/B.Tech/M.Sc.degree.

ForstudentshavingaPGDiploma:Selectioninterviewtoascertainaptitudeforresearch
and knowledge base related to the proposed topic of research is mandatory. At least two
advanced courses (equivalent to 6 credits) related to proposed topic of research need to be
prescribedbytheStandingCommitteeempoweredforsuchselections.Additionalcourses(inthe
formofclassroomcourses,selfstudycourses,independentstudy,minorR&Dproject)totackle
obsolescencearisingoutofthefactthatthecandidatecompletedPGDiplomaoroneyearcourse
work more than five years back and taking into account the performance of the student in the
courseworkmayalsobeprescribed.

For students having AMIE/B.Tech./M.Sc. degree: Written Test for screening before
selectioninterviewismandatory.Selectioninterviewmustascertainaptitudeforresearchand
knowledgebaserelatedtoproposedtopicofresearch.Oneyearcourseworkequivalentto60

When a student gets fellowship from an agency other than DAE, he/she will be subject to the same
disciplineasanyotherstudentofHBNI.

Employees working on science problems are expected to enroll for M.Phil programme and that is
coveredelsewhere.

PriortosettingupofHBNI,TrainingSchoolgraduatesorgraduatesofasimilarprogrammeatIPRwere
notgettinganydiploma.Forthepurposeofeligibilityofthisprogramme,allsuchemployeeswhohave
completedoneyearcourseworkandobtainedmarksasstipulatedbyHBNIaregivenduecreditforthe
courseworkwhileprescribingcoursework.However,theyhavetosubmitacopyofthemarksheetasa
proofofhavingcompletedcoursework.ThosewhohavecompletedcourseworkaftersettingupofHBNI
havetosubmitacopyofdiplomaaswellwiththeapplication.

credits4ismandatory.Additionalcoursework(Classroomcoursesorselfstudycoursesorcredit
seminars)maybespecifiedbyStandingCommitteeafterthecompletionofoneyearcourse.

DetailedguidelinesforscreeningandidentifyingcourseworkforPh.D.Programme
3.1
StudentswithaPGDiploma5andaM.Sc.
Selection interview to ascertain aptitude for research and knowledge base related to the
proposed topic of research is mandatory. Preferably two advanced courses related to the
proposed topic of research need to be prescribed by the Standing Committee / Doctoral
Committee. Additional courses (in the form of class room courses, self study courses,
independent study, minor R&Dproject)to tackleobsolescencearisingoutof thefact thatthe
candidatecompletedPGDiplomaoroneyearcourseworkmorethanfiveyearsbackandtaking
intoaccounttheperformanceofthestudentinthecourseworkmayalsobeprescribed.

3.2
StudentshavingaM.Sc.
Ascreeningwrittentestfollowedbyselectioninterviewtoascertainaptitudeforresearchand
knowledge base related to topic of research are mandatory. Those selected as JRF against
advertisementbyCIswillnothavetogothroughanotherselectionprocedureasitisexpected
thatselectionprocessatallCIsfollowsacademicrigorrequiredbyHBNI.Oneyearcoursework
equivalent to 60 credits is mandatory. Additional course work may be specified by Standing
Committeetostrengthentheknowledgebaserelatedtoproposedtopicofresearch.Candidates
who have done M.Sc. by research may be critically examined and additional courses may be
prescribedtocompensateforthefactthattheyhavenotdoneenoughcourseworkduringM.Sc.

3.3
StudentshavingaPGDiploma6andaB.Tech.orequivalent
Engineering graduates, who have joined in recent years, are expected to have completed
M.Tech.andwillfallinthecategorydescribedin3.4.Engineeringgraduates,whojoinedpriorto
starting of HBNI will fall in this category. A careful assessment is done by the Standing
Committee in all such cases. Such candidates are encouraged to enroll for M.Sc.(Engg.) and
followthecriteriadescribedunder2.1.DirectenrollmentforPh.D.ispermittedonlyforthose
students who show strong aptitude for research during the selection interview and have
publicationsinpeerreviewedjournals.Twoadvancedcoursesrelatedtotopicofresearchneed
to be prescribed by the Standing Committee / Doctoral Committee. Additional courses (in the
formofclassroomcourses,selfstudycourses,independentstudy,minorR&Dproject)totackle
obsolescence arising out of the fact that the candidate completed PGDiploma or one year
courseworkmorethanfiveyearsbackandtakingintoaccounttheperformanceofthestudent
inthecourseworkmayalsobeprescribed.

3.4
CandidateswithM.Sc(Engg)/M.Tech./M.Phil7
Selection interview to ascertain aptitude for research and knowledge base related to topic of
researchismandatory.Atleasttwoadvancedcourses(equivalentto6credits)relatedtotopic
ofresearchneedtobeprescribedbytheStandingCommittee/DoctoralCommittee.Additional

Ordinancesprovideforaminimumofonesemesterofcoursework.However,basedonexperience,it
hasbeenfounddesirabletoprescribe60creditsortwosemestersofcoursework.

courses may also be prescribed to tackle obsolescence for candidates who did M.Sc.
(Engg)/M.Tech./M.Phil.morethanfiveyearsbackorwhosetopicofresearchisvastlydifferent
fromwhathasbeenstudiedbythecandidateduringM.Sc.(Engg)/M.Tech./M.Phil.

CandidateswithB.Tech.orequivalentasqualifyingdegree8
Written test for screening before selection interview is mandatory. Selection interview must
ascertainaptitudeforresearchandknowledgebaserelatedtotheproposedtopicofresearch.
Suchstudentswillbegiventheoptionofjoiningasingledegreeintegrateddoctoralprogramme
oradualdegreeintegrateddoctoralprogramme.Detailsareasfollows.

(i)
Single degree integrated programme will be offered to only those candidates who, in
the opinion9of the Standing Academic Committee at the CI, have capability to complete the
doctoralprogrammeandwill not ask for exitinbetweentheprogramme.10Theymustearna
minimumof60creditsthroughclassroombasedcourses.Additionalcoursework(Classroom
courses or self study courses or credit seminars) may also be specified by Standing Academic
Committeeafterthecompletionof60credits.
(ii)
Dualdegreeintegratedprogrammes(asbeingofferedatHRIandIMSc)includecourse
work leading to a M.Sc. based on course work followed by research leading to a doctorate.
OGCEandannualreviewsasoutlinedinparagraph3.7areapplicableinthiscaseaswell.
(iii)
DualdegreeintegratedprogrammewillalsobeofferedatR&D centrestoengineering
graduates. Students are required to first fulfil all requirements to get a M.Sc.(Engg) and then
continuewithresearchworkleadingtoadoctorate.Ithastobeensuredthatresearchoutput
included in the M.Sc.(Engg) thesis is not included in the Ph.D. thesis. Requirements of two
programmeshavetobeseparatelymet.

3.6
General:ForbothM.Sc.(Engg)andPh.D.Programmes
The course work must include a course on research methodology, which may include
quantitativemethodsandcomputerapplications.
Methodologies such as selfstudy courses/ credit seminars may also be used in lieu of
conventional course work wherever considered appropriate 11 and the candidate
examined as deemed fit. Doctoral committee must prescribe in writing to the student
syllabus for any self study course that a student has been asked to take up. Syllabus
used by elite institutes in the country or abroad may be taken as reference for
prescribingsyllabus.Coursematerialavailableonwebsiteofeliteinstitutesmayalsobe
used.Anexpertinthesubjectmaybedesignatedasfacultywithwhomstudentshould

Subsequent to setting up of HBNI, graduates (in engineering disciplines) of Training School have the
optionofworkingforM.Tech.SomedidnotopttodoM.Tech.,somedidnotdowellinthecoursework
and so could not continue with M.Tech., and some could not complete M.Tech. project after having
startedtheproject.Allstudentsbelongingtoanyofthesethreecategorieswillbeenrolledonlyforadual
degreePh.D.programme.

StudentswhojoinPh.D.immediatelyafteraB.Tech.onfulltimebasiswillbeselectedonlyiftheyare
foundsuitableforasingledegreeintegratedprogramme.

continuetohavetheoptiontochangeovertoM.Sc.(Engg).andexittheprogramme.

This may be done in cases where candidate has extensive knowledge on certain subjects because of
longexperience.Applicationsreceivedagainstsuchcaseswillbeexaminedbycompetentauthorityand
maybereferredtoBoSifnecessary.

have frequent interaction. Evaluation should be based on a judicious combination of


assignments,andoralandwrittenexaminations.Thetopicofthecreditseminarshould
bedecidedbyStandingCommittee/DoctoralCommitteeandshouldimproveknowledge
of the student significantly in the area of research. It should not be mere literature
surveyoranyotherchapterofthethesis.

3.7

General:onlyforPh.D.programmes
OralGeneralComprehensiveExamination:Withintwomonthsofsuccessfulcompletion
of course work, the candidate shall appear for an oral general comprehensive
examinationtobeconductedbythemonitoring/doctoralcommittee.Ifperformanceis
satisfactory, the monitoring/doctoral committee shall permit the candidate to
pursue/continueresearchtowardsthesis.Else,itmaygivespecificsuggestionsandtime
period(maximumsixmonths)tothecandidateforpreparationbeforereappearingfor
the oral general comprehensive examination. If a candidate fails to qualify in two
attempts, registration for Ph.D. shall be cancelled. Doctoral committee can consider
advisinghim/hertoenrolforM.PhilorM.Sc.(Engg).

All the prescribed course work, credit seminars, self study courses and general
comprehensive examination should be completed within 2years of joining PhD
program.TheyearlyprogressreportfromdoctoralcommitteeshouldbesenttoCentral
office through DeanAcademic at the CI highlighting the course work completed and
progress made. In case yearly progress report is not received for two years
consecutively,theregistrationmaybecancelled.ThePhDguide,whoisalsoconvenerof
thedoctoralcommittee,shouldensurecompliancewiththisrequirement.

4.0

LeaveRules
4.1
Studentsgettingfellowship
The leave Rules for Ph.D. students who get fellowship from DAE are given in the DAE OM
10/2/2009/Fellowship/R&DII/6093datedJune30,2010.Brieflytheyareasfollows:

1. Thirtydayspaidleave
2. CasualLeaveaspertherulesoftheInstitution
3. Maternity/PaternityLeaveshallbeadmissibleasperGovernmentofIndiainstructions
4. ParticipationinanyscientificeventinIndiaorabroadwillbetreatedasonduty
5. Whilepursuingcourseworkduring thefirstyearofPh.D.programmeorforanyextended
duration, leave will be limited to regular vacations as per the programme of the
Institute/R&DCentre.
SomeoftheAidedinstitutionshaveissuedcircularselaboratingthesebasicguidelines.Several
issues particularly minimum residence time, semester leave, leave without sanction etc. have
been raised from time to time by students. This note provides necessary clarifications and
complements the OM issued by DAE. It is not meant to supersede the DAE OM. Aided
institutionsarealsorequestedtoadopttheseguidelines.

4.2
Leave:Exceptformedicalreasons,nootherleavewillbeallowedduringregularcourse
work. Medical leave up to twelve days may be allowed during the course work subject to
certification by an authorized medical officer. During the period when a student is pursuing
researchwork,eightdaysofcasualleaveisallowed.Thirtydaysofpaidleavepermittedduring
theperiodofresearchworkcannotbecarriedoverifnotavailed.

4.3
Minimum residence time:Somestudentsgetjobs basedonresearchalreadydoneby
them, but before they have written and submitted the thesis. In some cases, because of
personal circumstances, students are forced to take up jobs before they have submitted the
thesis.Tocatertobothcategories,itisnecessarytomakeprovisiontoenablestudentstofinish
Ph.D.Suchaprovisionwillbeavailabletoonlythosestudents,whohavecompletedMinimum
ResidenceTimeataCIofHBNI.AresearchstudenthastoremainonthecampusofaCItill
he/she has completed course work, passed OGCE, finished all experimental work and done
substantive part of theoretical work. Thesis supervisor has to certify that the student can
completetheremainingworkandwritethethesisevenwhenheisnotresidingonthecampus.
In no case, minimum residence period shall be less than two and a half years. Before such
permissionisgrantedstudentsmustgivewrittenconcurrenceoftheemployer.

4.4
Maternity Leave: A female student will be entitled to maternity leave as per the
GovernmentofIndiainstructions.However,femalestudentsareadvisedtolimitmaternityleave
to a maximum of three months. Leave up to six weeks can also be granted for miscarriage
including medicalterminationofpregnancy,ifsupportedbyapropermedicalcertificate.Such
leave can be combined with any other leave due and will not entail any loss of financial
assistantship. In case of a need for maternity leave during the course work, action plan with
regardtocompletionofcourseworkwillbedecidedbasedonthespecificsofthecaseandin
consultation with the student. Specifics here mean number of lectures missed, number of
examinationsmissed,availabilityofcourseinthefollowingyearetc.

4.5
Semester leave: Semester leave for up to a maximum of two semesters for Ph.D.
studentsmaybesanctionedforbonafidereasons.However,exceptformedicalreasons,leave
formorethanonesemesteratatimewillnotbegranted.Also,exceptformedicalreasons,such
leave would not normally be sanctioned before a student has completed his/her oral general
comprehensiveexamination.

4.6
Deemedsemesterleave:Ifastudentisabsentonsanctionedleaveforaperiodoffour
weeks and seeks further extension, thesis supervisor may bring this to the notice of Dean
Academic in the Institute and after discussion on all issues pertaining to circumstances, two
togethermaydecidetoconverttheleavetoadeemedsemesterleave.

4.7
Absencewithoutsanctionedleave:Absencewithoutsanctionedleavewillentaillossof
financialassistantship/fellowshipfortheperiodofabsence,andmayresultinthetermination
ofthestudentsenrolmentintheprogramme.Decisionaboutsuchterminationwillbetakenby
DeanAcademicbasedonareportbythesupervisor.

4.8
Students who are employees of a unit of DAE and do not get any fellowship: Leave
rulesasapplicabletoemployeeswillbeapplicabletoallsuchstudents.Theycandropuptotwo
semestersduetoanyreasonincludingmedicalandexigenciesofofficework.

Scholarship
All students enrolled under category 1.1 and 1.2 are paid a scholarship at rates prescribed by
DAE. Absence from classes with prior permission is treated as leave without stipend and one
mark per day is deducted from the aggregate. Absence without prior permission entails
deductionoftwomarksperday(orpartthereof)fromtheaggregateinadditiontodeductionin
stipend.

Studyawayfromuniversity
Insomecases,astudentmightbenefitbyconductingresearchatanyinstituteoutsideofHBNI.
This could be a part of any ongoing collaboration, to which her/his CI is a Party. Guide may
encouragethestudenttodosoinconsultationwiththedoctoralcommitteeinaccordancewith
relevant decision of the Academic Council. This is in addition to any field work or short
laboratoryvisitsformeasurementsetc.

Coursework:furtherdetails
8.1
Creditsforcoursework:Assignmentofcreditsforcoursesisbasedontheassumption
thatonecreditstandsfor25to30workinghoursorworkload.Workloadreferstonotionaltime
studentstypicallyneedtocompletealllearningactivities(suchaslectures,seminars,projects,
practicals, selfstudy, preparation for examinations and examinations) required to achieve
expectedoutcomes.

Performance Assessment: Performance Assessment is carried out on the basis of
examinationswritten,vivavoce,seminarsandinternalassessmentasdetailedbelow. Marks
andcreditsforselfstudycoursesaredecidedbyfacultyandstudentthesissupervisor.Modeof
examinationforsuchcoursescouldbeawrittentest,avivavoceoranopenseminarfollowedby
aquestionanswersession.Marksandcreditsforindependentstudyleadingtoareportanda
seminar and also minor R&D project leading to a report and a seminar are decided by faculty
andthesissupervisor.

8.3
Reexaminations are held for students missing examinations due to hospitalization on
medicalgroundsorincaseofstudentswhoscorelessthan50%marks.Ifastudentfailssecond
time,DirectoroftheCI/HeadoftheInstitutionorhis/hernomineemayinterviewthestudent
andmakeanyofthefollowingrecommendations,

Amendmentinmarksallocatedafterassessmentisallowedonlyincaseofanymistake
inadditionofmarksormissedevaluationofaquestionorquestions.Allsuchamendmentsare
carried out in a single session with the students by the concerned faculty. Answer sheets are
showntothestudentsandretainedbytherespectiveSchoolforoneyear.

written tests, and to assess overall understanding of all the subjects studied by the student
duringtheprecedingsemester.

ResultsofallexaminationsarecommunicatedbyrespectiveSchoolauthoritieswithin4
weeksoftheconductoftheexaminations.

Detailed Syllabus: Subject wise detailed syllabus is given in a separate booklet. The
syllabusisreviewedeveryfewyearsandrevisedwherevernecessary.Anyrevisionisapproved
by the Board of Studies. Syllabus for self study courses is designed by thesis supervisor in
accordancewithneedsofthestudentandwiththeapprovalofthedoctoralcommittee.

8.8Qualifyingmarks:ToqualifyforhavingcompletedcourseworkforPh.D.orM.Sc.(Engg),
a student must score more than 50% in each subject and more than 60% in aggregate. A
doctoralorM.Sc.(Engg.)studentwhostudiesfourorlesscoursesisdeemedtohavecompleted
thecourseworkifhe/shescoresaminimumof50%marksineachofthecourses.

Codeofconduct
9.1
Eachstudentshouldconducthimself/herselfinamannerbefittinghis/herassociation
withtheCIandHBNIasagraduatestudent.He/shemustshowduerespecttofacultyandstaff,
fellowstudents,residentsonthecampus,andvisitors.

9.2
Ragginginanyformisstrictlyprohibitedandisaseriousoffence.

9.3
Adoption of unfair means during examinations, noisy and unseemly behavior in the
school,hostelortownship,useofelectronicmediaincludingemails,telephonesandmobilesfor
anykindofharassmentshouldbestrictlyavoided.

9.4
Any written submission by students pursuing research based degree programmes
shouldrepresentideasofstudentsinhis/herownwordsandwhereothers'ideasorwordshave
beenincluded,theyshouldbeadequatelycitedandtheoriginalsourcesshouldbereferenced.
Studentshouldalsodeclarethathe/shehasadheredtoallprinciplesofacademichonestyand
integrityandhasnotmisrepresentedorfabricatedorfalsifiedanyidea/data/fact/sourceinthe
submission. Further, he/she must understand that any violation of the above will call for
disciplinaryactionbytheInstitute,andcanalsoevokepenalactionfromthesourceswhichhave
thus not been properly cited or from whom proper permission has not been taken when
needed.

Notificationanddeclarationofresults,andawardofdegreesanddiplomas
Results are notified immediately on successful completion of an academic programme by a
student by issuing them a provisional certificate after their having completed all academic
requirementsandformalities,andresultsaredeclaredandfinalcertificateissuedafterapproval
bytheCouncilofManagement.
Durationofenrolment
11.1 The initial enrolment will be for a period of 5 years for candidates with a M.Sc. or
B.Tech. and 4 years for candidates with M.Tech. or M.Phi. or M.Sc. plus one year PG Diploma
fromHBNI.
11.2 The first extension of oneyear may be given based on the recommendation of the
doctoralcommitteeandforwardedbyDeanAcademicwiththeconcurrenceoftheHeadofthe
CIoranyauthoritydesignatedbyhimforthispurpose.
11.3 Inadditiontowhatisstipulatedforthefirstextension,thesecondextensionofoneyear
shouldbebasedonrecommendationoftheBoS.
11.4 Theenrolmentwillbeterminatedaftersevenyearsunlessrecommendedotherwiseby
BoSduetosomecompellingcircumstances(Suchcaseswillrequirefulljustificationinwriting.)
11.4 IncaseofintegratedPh.D.,thetimelimitsspecifiedearlierwillstartaftertwoyearsof
M.Sc.programme.
11.5 Application for extension may be made in accordance with the form available on the
HBNIwebsite.

12.0. Finalwordsofguidanceforresearchstudents
Primaryactivityofastudentistoplanandactivelypursueresearch.Astudentshouldplanand
execute a research project within the expected time period by devoting sufficient time to the
prescribedcoursesofstudy,bybeing committedtotheresearchandavoidingactivities which
willinterferewithsatisfactorycompletionwithinthetimelimit.Astudentshouldattendregular
meetings, as agreed with guide, and do their best endeavour to achieve agreed milestones. A
student with the help of the Guide should identify indicators of progress, the timing of the
submissionofappropriatewrittenworkincludingprogressreportsorresearchresults.Astudent
should become familiar with all relevant ethical guidelines for the conduct of research and
ensurethatthenecessaryapprovalsareobtainedforresearchinvolvinganimalsubjects,human
subjectsortissue.Studentmustnotresorttoplagiarismandfollowcopyrightlaw.

Above all a student should participate in the intellectual life in the institute such as attending
seminarsandcolloquia.

Variousstepstobetakencareofbystudentareoutlinedhere.WhilestepsarewrittenforPh.D.
student,theyaremoreorlessapplicableforM.Sc.(Engg.)studentsaswell.
12.1 EverystudentmustenrollbyfillingPartAoftheenrolmentformatthetimeofjoininga
CIofHBNI.DocumentstobesubmittedtoHBNIthroughDeanAcademicinclude(i)Certificate
and mark sheet of qualifying degree including PG Diploma, (ii) Proof of date of Birth, (iii) `

5,000/ Demand Draft payable to Accounts Officer, HBNI. Once research proposal has been
finalized,PartBalongwithresearchproposalalsohastobesubmitted.
12.2 ThestudenthastowritearesearchproposalforPh.Dprogrammeandheshouldspeak
to Dean, deanAcademic and Faculty and seek help in identifying a guide whose area of
expertisematcheswiththeresearchinterestsofthestudent.Ifnecessary,guidemaydecideto
takeacoguideoratechnologyadviser.Thesecondstepistoidentifyatopicthatiswithinthe
mandateoftheDAEandtheCI,sothatavailabilityofresearchfacilitiesandfundingistakencare
of.Thestageatwhichguideandtopicareidentifieddiffersforthetwotypesofstudents.

In case of students(s), the initial period is spent on the course work and getting
acquainted.CIshaveputinplaceamonitoringmechanismtotrackprogressofstudents
duringthecourseworkandidentificationofguideandtopicisdoneattheendofcourse
work. For students joining Ph.D. programme after M.Tech., guide and the topic are
identifiedinthefirstfewweeks.

Students (e) are invariably exposed to the subject during their professional activities,
and are, therefore, expected to formulate the research problem at the time of
appearing before the standing academic committee for selection for the Ph.D.
programme. The first identification of course work (class room courses, selfstudy
courses and credit seminars) to be done by the student(e) is also done at this stage.
DoctoralCommitteeisalsoidentifiedbythestandingcommittee.

12.3 Once Guide and broad topic have been decided, further details of the problem are
formulatedinamannerthatitenablesresearchembodyingnewknowledgeappropriateforthe
degree to be completed within the specified time. Experience of the Guide is an essential
element in formulating the problem. The student should seek guidance from his guide with
regardtoextentofliteraturesurveytobedoneandwritingtheproposalinaformthatcanbe
defendedbeforethedoctoralcommittee.
12.4 Lookingattheproblemdetail,theguidemayadvisethestudenttomodifycoursework
requirement. The process of identifying class room courses, self study courses and credit
seminarshastobeadynamicprocessandneedstobetunedinaccordancewithrequirements
astheworkprogresses.Studentsareencouragedtolistentoonlinecoursesthatareavailable
on internet. The student should complete all recommended credit courses and/or credit
seminars(withinabouttwoyearofenrolment).
12.5 AstudentshouldappearintheAnnualProgressReportmeetingcalledbytheDoctoral
CommitteeandshouldmakesurethatthereviewreportissenttotheHBNICentralOffice.
12.6 The progress of the research proposal is quantified by the number of journal
publicationspublishedduringthePh.Dprogramme.AsperUGCnorms,astudentshouldhaveat
leastonejournalpaper.However,doctoralcommitteeexpectsthestudenttohavemorethan
onejournalpaper,exactnumberdependsonthetopicofresearch.PublicationsduringthePh.D
programmehelpexaminerstotakeafavourabledecisionaboutacceptingthethesis.
12.7 Havingcompletedtheresearchprogramme,astudentshouldappearinthepresynopsis
seminarcalledbytheDoctoralCommittee.Therecommendationsofthecommitteeshouldbe
incorporatedinthefinalsubmission.

12.8 In case the Doctoral Committee has cleared the presynopsis seminar, the student
shouldsubmitcopiesofthesynopsis(bothhardandsoftcopies)andlist12allpaperspublished
asaresultofresearchfindingsincludedinthePh.Dprogrammetoguide.Heshouldhelphis/her
guide to prepare a certificate regarding completion of course work and Oral General
ComprehensiveExamination.
12.9 ThestudentshouldsubmitcompletePh.DthesisinHBNIformattotheDeanAcademic
withinthreemonthsofthepresynopsisseminar.
12.10 On receiving the examiners comments from guide, the student should incorporate all
commentsoftheexaminersinthefinaldissertation.
12.11 Thestudentshouldappearinthefinalvivavoceanddefendthethesissuccessfully.
12.12 After successfully defending the thesis, the student should submit the following
documentstotheDeanAcademicthroughtheguide:

Softcopyofthethesis,
Softcopyofthesynopsisinworddocument,
DemandDraftof`5,000/asthesisevaluationfeespayabletoAccountsOfficer,HBNI,
and
Softcopyofabstractandlistofpublicationsinwordformatforinclusionintheannual
report of HBNI. List of publications should be under various headings: Journal
publications, Conference publications, chapters in books, and others such as archival
sites.

12.13 In case of any grievance, a student should approach Dean Academic who will take
appropriate action in concurrence with the Director of the CI. In case Dean Academic is the
guide,studentmayapproachtheDirectorofCI.Ifthestudentisstillnotsatisfied,he/shemay
approachViceChancellor,HBNI.

conferencepublications,chaptersinbooks,andothersuchasarchivalsites.
