CHRISTINA BOARD OF EDUCATION

RESOLUTION ON SCHOOL DISTRICT AND SCHOOL BOARD RESPONSIBILITY

WHEREAS, it is the mission of the Christina Board of Education to educate each student to the highest
levels of success through Expectations of Excellence, Safe Working and Learning Environments, Respect
for Diversity, and Caring and Knowledgeable Staff Members;
WHEREAS, we the members of the Christina Board of Education believe that we must hold ourselves, all
of our employees and all of our students to the highest expectations possible;
WHEREAS, we the members of the Christina Board of Education believe that a safe and orderly learning
environment is paramount and critical to support the highest student achievement;
WHEREAS, we the members of the Christina Board of Education believe that we have a responsibility to
enable all students to develop positive, healthy behaviors and attitudes around issues of racial, socioeconomic, ethnic, religious, familial, gender and all other aspects of diversity;
WHEREAS, on June 2, 2014, Shirley A. Sutton-Saffer, a member of the Christina Board of Education was
arrested and criminally charged with Harassment, against a school district employee, a bus operator;
WHEREAS, the offense occurred on May 21, 2014, while the staff member was assigned to pick up
students; the staff member reported that Mrs. Sutton-Saffer harassed her and that Mrs. Sutton-Saffer
used offensive, racially charged language;
WHEREAS, on August 7, 2015, trial was held on the offense in the New Castle County Court of Common
Pleas, and the Court found Mrs. Sutton-Saffer guilty of the offense of harassment against the district
employee;
WHEREAS, on May 22, 2016, that same district employee filed a Civil Action (No. 1:16-cv-00310-GMS)
against the Christina School District, et al (naming The Christina School District, the Christina School
District Board of Education, Shirley Sutton-Saffer and John Does 1-10 (as both entities and/or individuals
whose identities are presently unknown) individually, jointly, severally and/or in the alternative;
WHEREAS, on March 23, 2016, the Christina School District successfully passed an Operating Referendum
to restore local tax dollars to the District budget;

BE IT RESOLVED, that Mrs. Sutton-Saffers conduct was contrary to and in violation of the Mission, Beliefs
and Duties of the Christina Board of Education;
BE IT RESOLVED, that Mrs. Sutton-Saffers conduct took place without the authorization, the approval,
and/or the knowledge of any and all members of the Board of Education;
BE IT RESOLVED, that the taxpayers of the Christina School District not be held liable for monetary costs
engendered by this same Civil Action (No. 1:16-cv-00310);

BE IT FURTHER RESOLVED, that it remains in the best interest of the Christina School District that Mrs.
Shirley-Sutton Saffer now resigns from the Christina Board of Education.
