GENERAL
1.1 OBJECT OF DEVELOPMENT PLAN:Aurangabad is developing rapidly due to availability of natural resources such as
good agricultural lands in the hinters land, fast growing Industrialization, Trade and
Commerce and convenient transportation and communication links. It has good
connectivity by road, rail and by air to major cities of Maharashtra and rest of the
country. The economic activity of Aurangabad is accelerating due to its location
advantages and historic importance. Specifically, industrial growth in the last two
decades is remarkable.
The sporadic development has started coming up in municipal corporation limits.
The development within the municipal corporation limits is being properly controlled by
the sanctioned development Plan. However, the Municipal Corporation is developing fast
if attempts are not made for proper planning it would create haphazard development
without social amenities like schools, play-grounds, gardens etc. It is therefore necessary
to revise a Development Plan of Aurangabad Municipal corporation which is Sanctioned
in a 1991 as per the provisions of Maharashtra Regional and Town Planning Act, 1966.
The main objects of the Development Plan are:i) To have optimum utilization of the land in the interest of community and to check the
unplanned and haphazard growth of the area.
ii) To provide most efficient traffic and transportation network to promote ease of
communication by designing proper road system.
iii) To make provisions for civic amenities and social facilities, public amenities and
services to meet the future requirement of the area.
iv) To preserve features, structures of places of historical, natural, architectural and
scientific interest.
1.2 EARLIER ATTEMPTS OF PLANNING:1.2.1 DEVELOPMENT PLANS:Prior to municipal corporation Aurangabad was "A" class municipal council
having an area about 54.40 sq.km. in 1982. The municipal council was converted into
Municipal Corporation vide government resolution No. AMC/1082/207/CR-12/82/UD21,dated 03/12/1982 and came into existence from 08/12/1982.additional 18 villages
have been included in this newly framed municipal corporation having area of 138.50
Sq.Km.

The development plan for the municipal council area was firstly sanctioned by
government in urban development, public health and housing department notification no.
TPS/3067/22693-W deted06/01/1975. after formation of municipal corporation,
development plan for extended area and the area included in No development zone of
sanctioned development plan, for Aurangabad municipal council was prepared by
municipal corporation which is sanctioned by government in Urban development
department vide notification No.TPS-3088/454-CR-59-88-UD-12, dated 15/10/1991 and
it came into force with effect from 19/11/1991.
The present revision of Development Plan includes the following areas1) Revision of sanctioned Development plan of Aurangabad (Additional Area) sanctioned
by the government vide notification no. TPS-3088-454/CR-59/88/UD-12,
Dt. 15/10/1991
2) Shivajinagar area included into Aurangabad Municipal Corporation.
3) Area De-notified by CIDCO and included into Aurangabad Municipal Corporation.
1.3 DEVELOPMENT PLAN FOR AURANGABAD FRING AREA:The Government in Urban development by its notification No.TPS 3006/381/CR-246/2006 UD-30 dt.3.10.2006 under sub section (1) of section 40 of
Maharashtra regional & town plan Act 1966 has appointed CIDCO as special planning
authority for fringe area comprising 28 villages admeasuring 15183.34 Ha. which is
around periphery of corporation limit. The development plan is submitted by the CIDCO
to government for sanction.
1.4 HISTORY OF THE TOWN:Aurangabad city was founded by the great past Malik Amber, The Prime minister
of Nizam shah of Ahmednagar, in 1610 AD. on the site of village 'Khirki'. The name
'Khirki' was given because it served as opening (Window) between the north and the
south Indian culture.
History of this city dates back to the 2nd century B.C. which indicates that it was
located on ancient trade routes from Ujjain (North) to pratishthana (Paithan), capital of
satvahana, and to tag are (Modern Ter) in south. The district of Aurangabad had attained
high level of prosperity during these days. It contained pratishthana(Paithan),capital of
satvahana as the centre of trade. In addition to north-south trade link, it has also traded
links with Nasik, Kalyan, Shupara and Baruchha in west.
In 1621 it was ravaged and burnt by imperial troops under Shaha Jahan. In the
year 1626 it was known as Fatehnagar. In 1653 when prince Aurangabad was appointed
as the viceroy of the Deccan he made Fatehnagar as his capital and called it Aurangabad.
By 1682 Khan Jahan Bahadur constructed a wall (about 6 miles in diameter) around
Aurangabad to protect it against surprise attacks of Marathas. In 1692, he ordered to
construct a magnificent palace near the great reservoir to the north of the city
(Viz.Subhedari).

occupying a prestigious position. The famous majnoo hill location and tank at its north
near Delhi gate also speaks of its landscape awaiting further attractive development.
2.4 CLIMATOGRAPHY
2.4.1 SEASONS:The climate of Aurangabad city is characterized by a hot summer and general
dryness throughout the year except during the south-west monsoon season. The year may
be divided into three seasons. The cold season from November followed by the hot
season from March to June and rainy season from June onwards up to October. In general
it is a pleasant for the most of the days.
2.4.2 RAINFALL:The average rainfall in Aurangabad is 734 mm. most of the annual rainfall is
generally during June to September. July is the rainiest month. Some amount of rainfall
occurs May, October and November is mainly in the form of thunder showers. The
variation in the annual rainfall from year to year is large. The climate date of rainfall is
given in following table.

Cold weather commences by the end of November and temperature begins to fall
rapidly. December is the coldest month with the mean daily maximum temperature of
10c. To 33c and the mean daily minimum of 4c to 11c.In the cold season the city is
sometimes affected by cold waves, when minimum temperature may drop to about 5.6c.
From the month of January there is rise in both day and night temperature. May is
the hottest month. With the mean daily maximum temp. 30c to 45c and mean daily
minimum temperature 27c to 34c.During the hot season the heat is often intense and the
day temperature on the individual day may rise to about 45.9 c. with the advance of the
south-west monsoon in the district by the second week of June, there is appreciable drop
in both the day and night temperature and the weather is pleasant.
With the withdrawal of the monsoon by the about the end of September the day
temperature increase a little and secondary maximum day temperature is recorded in
October but night temperature decreases progressive. After October both day and night
temperatures steadily decreases.
2.4.4 HUMIDITY:Except during the south west monsoon the relative humidity are high the air is
generally dry. The summer months are driest when the relative humidity is 1c and
relative humidity is highest i.e.90% in August the skies are generally clear except during
the monsoon season when skies are heavily clouded.
2.4.5 WINDS:Winds are generally light to moderate with increase in speed during the latter half
of the hot season and in the monsoon season. The winds blow predominantly from
direction between west and north during the hot season. They are mostly from direction
between south-west during the monsoon season. They blow mostly from the direction
between north-east and south-east during the rest of the year. Following table shows the
direction of wind blow.

3.1 GROWTH OF POPULATION:The growth rate of population for above Area for 1981-1991, 1991-2001, 20012011 decade were 101.28, 53.63% and 33.98% respectively. The population figures for
last 4 decades are shown in following table.

1175116the no. of workers in all categories including marginal workers is 377822 out of
them 301311 are males and 76511 are females.
From the available data the percentage of workers in Cultivators, Agricultural
Labours, Household Industries Manufacturing processing servicing & Repairs and others
to total main workers are 1.38%, 1.66%, 2.32% & 85.32% respectively. The percentage
of male and Female workers to total workers is 79.75% and 20.25% respectively. The
labor participation ratio works out to 32.15% as per 2011 census for total municipal
corporation limit.

3.5 EMPLOYMENT PATTERN:The majority of the workers are engaged in tertiary activities. As per 2011 census,
total workers in these two sectors are 85.32%.
3.6 FUNCTIONAL CLASSIFICATION:As per 2011 census the occupational categories are grouped in Main workers,
Marginal workers and Non-Worker. Main workers are Cultivators, Agricultural labours,
House hold Industry, Manufacturing processing servicing & repairs, other workers and
marginal workers. Considering the percentage of total workers in different categories the
Aurangabad town is classified as manufacturing town. The area around municipal limit is
developed as major industrial activity. This industries have great impact on the
Aurangabad municipal corporation city.

4.4 DISTRIBUTION OF LAND USE:A major portion of the Existing land use in all the proposed planning units (which
is explained in chapter No.VI) is residential development include Padik, Jirayat, & forest
land. The developed area is about 2789.87 Ha. which accounts for 27.65% of total area of
development plan area.
Table No. 6 gives the detailed existing land use analysis for development plan
area.
After comparing existing land use of 1991to2013 there is substantial increase in
residential area. This is because Aurangabad city has developed as regional, educational
and tourist center. Industrial growth is also tremendous.
There are industries in Waluj, Chikalthana and Shendra MIDC. There are few
small scale and household manufacturing units and service industries in Shendra MIDC.
4.5 STRUCTURAL CONDITIONS OF BUILDINGS:The information available is from 2011 census. The number of occupied houses in
development plan area as per 2011 census is 8544and total number of households is
44564. The occupancy of dwelling house i.e. family size during 2011 is 5 persons.
4.6 GROWTH TREND:The findings about growth trend are as follows:1. The existing land use plan indicates that the trend of development is mostly around
villages. The planned residential development is more in villages Nakshtrawadi,
Kanchanwadi, Itkheda, Satara, Padegoan, Mitmita, Bhavsingpura and unauthorized
Residential development is in Harsul, Chikalthana, Mukundwadi and Garkheda along
Beed bypass road.
2. It is seen from the existing land use plan that the most of the lands in village
(Nakshtrawadi, Kanchanwadi, Itkheda, Satara, Padegoan, Mitmita, Bhavsingpura) have
been laid out in to plots, however, all the plots have not yet been fully built up, are in the
process of development.
3.The development is along the main traffic routes, Jalgaon, Jalana, Paithan road and
Beed bypass, Nasik road. The interior lands are however in undeveloped condition for
want of necessary infrastructure facilities and some lands are good agricultural lands.
4. There is proposed Shendra-Bidkin MIDC on Jalna road. This MIDC is just adjoining to
fringe area on eastern side. The Shendra-Bidkin MIDC is developing rapidly.
5. The commercial activity is mainly located in core area, Cidco area of the corporation
limits of Aurangabad. However, there are some commercial activities like shops, offices,
hotels, lodging etc.in congested areas of villages included in municipal corporation area.

6.Public, semi-public user constitutions like MIT college, CSSSM college, Sant John
school etc Agriculture school, WALMI, Himayatbag area. There are some international
school, CBSE School and some large institutions with all infrastructural facilities like
hostels, play-grounds etc. some Zilha parishad schools are also located.
7. There are health centers in villages of corporation limit and also big private hospitals
such as Kamalnayan Bajaj hospital, Dhoot hospital, Cigma hospital, Government medical
college and hospital, District civil hospital like this and many more hospital are in
corporation limit

5.1 GENERAL:The availability of desired level of social infrastructure facilities in town is
important factor in planning the quality development of town as well life of People.
Socio-Economic surveys were conducted to have an idea about the existing facilities and
its adequacies and exact needs of the municipal corporation area which is important
aspect while framing the proposal.
5.2 EDUCATIONAL FACILTIES:Out of the total population of 1175116 souls in the development plan area,
889224 persons are classed as literates as per 2011 census. This means that 75.67% of
total population from development plan area is literate.
The educational facilities have been classified in to following categories. The
educational facilities likes primary school are running through Municipal Corporation &
some private institute school are also running through private institutes and zilla parishad
also.
5.2.1 PRIMARY SCHOOLS:There are 22primary schools run by corporation in the development plan area
under revision, total number of primary school going students in development plan area is
7965. There are 114 primary school run by private institutions, total number of primary
schools going students in development plan area is 24334.
It is observed that the population surrounding to the corporation limits used to
go to primary schools which are situated in corporation limits.
There are big institutions like Stepping school, Cambridge school, Mount valley
school, Nath valley, River dell school, Tender care school P.S.B.A. school etc. having
their schools in fringe area and Sant John school, R.J. international school, Jain
international school etc. having their school in corporation limit. Some are international
schools, some are CBSE school, English medium schools having good infrastructure of
buildings, hostels, laboratories, play-grounds etc. with all modern amenities and other
than this schools are also located in old municipal area.
5.2.2 HIGH SCHOOLS:There are in all about 49 high schools in the development plan area. High schools
are run by zilha parishad and private institutions. High schools run by private institutions
are 47 in Nos. Total number of students enrolled in high schools in additional area

development plan area is 16513 this is 26% of total population of additional development
plan area.
Most of the well-known high schools situated in Aurangabad additional
development plan area serve students for educational needs.
5.2.3 COLLEGES:There are two engineering colleges in development plan area
5.3 HEALTH AND MEDICAL FACILITIES:The government hospitals in the Aurangabad Municipal Corporation area are
1. Government civil hospital near Shivaji maidan, Government medical college hospital
in medical college campus.
2. Government dental college hospital in medical college campus.
3. Public hospital- KamalNayan Bajaj hospital at Beed bypass road.
4. Public hospital- Dr.Hedagewar hospital at Bhagyanagar, Dhoot hospital on Jalana
road.
5. One civil hospital is also under construction near chikalthana goathan.
It is seen from the survey that all well-known and well equipped government and
public hospitals/dispensaries of well-known specialists and practitioners are situated in
Aurangabad corporation area.
5.4 COMMERCIAL FACILITIES:5.4.1 MARKETS:Agricultural produce market committee, Aurangabad is situated in Aurangabad
municipal corporation area in Jadhavwadi village. There are private markets as well as
organized markets constructed by Aurangabad municipal corporation the old vegetable
market in city area is also now under construction. There is no well-organized market
inthis development plan area. There are some shops in village congested areas. There are
some shops and hotels along Jalgaon road, Jalana road, Beed bypass and on main busy
streets. There are no well-constructed daily vegetable markets,ottas, and mutton shops in
the development plan area. Except old development plan area.
5.4.2 BANKING:Aurangabad is Divisional Head-Quarter. Government and Semi-government
offices in additional to Semi-government organization are located mostly in Aurangabad
municipal corporation area and most of the nationalized as well as scheduled banks are in
Aurangabad municipal corporation area.
5.5 RECRATIONAL AND ENTERTAINMENT FACILITIES:It is to note that, there is no well-developed garden or well organized playground, sports complex in the development plan area. Which is under revision all

7.2.3 AIR CONNECTIVITY:Aurangabad City has an International Airport. Aurangabad Airport has
connecting flights to Delhi, Udaipur, Mumbai, Jaipur as well as Hyderabad. The
Aurangabad airport is located in Aurangabad Municipal Corporation Area at
Chikhalthana and having their expansion Programme about -182 Acre land.
7.3 ROADS:1. Aurangabad has a very good network of roads, connecting various parts of the region
with National Highways, State highways and Major District Roads.
2. Dhule-Solapur is the only one National Highway No.211 passing through the
Aurangabad city. It enters the town on western side and after passing through the
Aurangabad municipal corporation area it passes from eastern boundary towards Beed.
3. The Aurangabad Jalgaon State Highway enters the Northern side at village Sawangi
& Harsul and passes through the Aurangabad corporation area.
4. AurangabadJalna Bypass road having existing width 30 meters passes through
Aurangabad corporation area.
5. Aurangabad-Ahemadnagar-Pune State Highway passes through Aurangabad
corporation area which passes on South-western side of town. Waluj Industrial Area
and Waluj Mahanager are located on this state Highway.
6. Aurangabad-Paithan Road State Highway passes through Aurangabad corporation area
through Nakshtrawadi area on southern side.
7. AurangabadNasik State Highway passes through the Aurangabad corporation area
and passes on western side.
8. A new Bypass road is constructed by PWD.
7.4 MAJOR DISTRICT ROADS:NagarAurangabad-Jalna Road divides the city in two parts Northern and
Southern. Due to heavy burden of traffic on this road,the demand of alternative roads was
under consideration from long period.The Government has proposed a by-pass road
(Beed Bypass) in Southern side of Aurangabad and implemented it.
On Northern Side, Public Works Department has proposed a new Ring Road of
60 meter width passing through partly chikhalthana& fringe area and also 60 meter wide
road is proposed through mitmita, Bhavsingpura area to join Pune road and Nasik road.
7.5 LOCAL ROADS:Local roads circulation system is not proper. Existing conditions of roads are not
up to the mark. This may be due to lack of funds and litigations.
The areas to the south of Jalna road and towards Paithan road are fast developing.
Layouts for most of the lands in this area are sanctioned. Many road links from
sanctioned development plan in this area are yet to be developed. Therefore, proper
circulation of road cannot function. These links should be developed on top priority basis.
7.6 GENERAL CONDITIONS OF ROADS:All State Highways are asphalted. All these roads are provided with central street
lights and divider are put up and width of two traffic lane is developed on these roads
except Aurangabad-Jalgaon state highway, Paithan road and Nasik road.

7.7 MASS TRANSPORT SYSTEM:The road network system is planned to enable efficient and safe movement of
motorized traffic. This motorized traffic includes public transport and private transport.
The public transport comprises passenger transportation services.
The mass transport system for Aurangabad includes Bus System &Intermediate
Public Transport (sharing Autos, Auto rickshaws.)
7.8 BUS TRANSPORT SYSTEM:The S.T.Bus stand is situated in Aurangabad in heart of city on JalgaonAurangabad-Pune State Highway and other S.T. Stand (CIDCO Bus Stand).
The bus transport services need to be augmented with the development forthis,
bus terminal at different locations have to be proposed. Buses mostly stop on roads
causing disturbance to the traffic. In absence of the proper sheltering facility, the
passengers are required to wait for the buses on the roads.
7.9 INTERMEDIATE PUBLIC TRANSPORT MODES:Intermediate Public Transport Modes are an important component of an urban
public Transport System. At present metered auto rickshaws are operating as I.P.T. mode
for Aurangabad. It is prudent to facilitate entry and exit of goods by technologically
modern, energy efficient and environment friendly modes.
7.10 PARKING FACILITIES:At present there are no organized parking facilities in the area.
People utilize the open lands and curb side of roads for parking purposes.
However, with the development of the area, parking demand will emerge. Parking spaces
are necessary especially near terminal locations and at commercial activity locations. The
parking within plots will be guided by Development Control Regulations.
The vehicle ownership has been increasing in recent years due to increasing
disposable incomes and increase in credit availability of consumers.
7.11 TERMINAL FACILITIES:Truck Terminal Facility in the form of truck terminus for heavy vehicles is not in
existence. Trucks are being parked along Highways and Major Road near Hotels,
Dhabas etc.
Considering the large Industrial Area and Traffic of heavy vehicles it is very necessary to
have a well developed truck terminus of larger area on the National Highway and Slate
Highway so as to ease the traffic problems.

10.1 GENERAL :On careful consideration of existing conditions of the development plan area,
demographic characteristics and finally studying the conclusive problems of the area, the
proposals of the development plan have been formulated. Attempts have been made to
fulfill the basic amenities required for urban life to the inhabitants of the town and further
to achieve a balance between the financial position of Corporation and needs of the town.
The proposals which ultimately add to the financial resources of Corporation have also
been incorporated. It is expected that the plan will fulfill the basic requirements of the
citizens.
10.2 DEMOGRAPHICPROJECTIONS:According to the proposals, population of Development plan is projected as
8,50,000by 2026. But considering the growth potentials & industrial development around
the town, population projection is made for the next two decades by adopting following
methods:
1. Geometric Increase Methods
2. Incremental Increase Method
3. Arithmetical Increase Method
4. Current Rate Ratio Method
On carefully analysing the results obtained from above methods and taking in to
consideration the industrial development in Chikalthana, Waluj and Shendra industrial
area, upcoming Bidkin industrial development by MIDC, Dehli-Mumbai industrial
corridor adjoining to fringe area, which will force to accommodate large amount of
population in the fringe area. And corporation limit also as already mentioned, this fringe
area is adjoining to Aurangabad Municipal Corporation, so taking in to consideration all
the above factors, population of the Development plan. Area is projected as 8,50,000souls
by 2026 and 12,00,000 souls by 2036.The population projections adopted for preparation
of the Revise Development plan of Aurangabad. As under:For providing public amenities (2026) = 8,50,000 souls

10.3 PLANNING OF SECTORS :In the Development plan area the trends of development varies as area. Hence,
depending on trend of existing development, location, areas and population of villages,
physical and natural features are the considered parameters for deciding the boundaries of

Each planning Unit consists of two or more villages and is designed to have
self-sufficiency by providing requisite amenities and Development plan Proposals in

10.3.1 PLANNING SECTOR NO. A:This Sector comprises the area situated to the North- West of Corporation Limit
and includes the lands from the villages Mitmita, Padegoan, Bhavsingpura, Jaisingpura,
Ravraspura, Pahadsingpura. The area covered under this Sector is 3034.01 Ha. It is
assumed that this sector will accommodate population of 160000 and 355000 by the
year2026 and 2036 respectively.
10.3.2 PLANNING SECTOR NO. B:The lands situated between the northern boundary of the Corporation Limit
included in this sector. It includes the lands from villages Harsul, Himayatnagar,
Begumpura, Jadhavwadi, De-Notified Area. The total area included in this sector is
2620.19 Ha. And would accommodate population of 217000 and 278000 by the year
2026 and 2036 respectively.
10.3.3 PLANNING SECTOR NO. C:It includes lands from villages Naregoan, Brijwadi, Chikhalthana (Part-I).The
total area included is 1238.18Ha. This sector would accommodate population of 143000
and 200000 by the year2026 and 2036 respectively.
10.3.4 PLANNING SECTOR NO. D:The sector is situated on South- East side of Corporation Limit and on Jalna road.
Southern side of this sector comprises of lands from village Chikhalthana(Part-II),
Murtujapur, Mukundwadi, Garkheda, De-Notified Area. Total area of this sector is about

1542.74 Ha. And would accommodate population of 168000 and 190000 by the year
2026 and 2036 respectively.
10.3.5 PLANNING SECTOR NO. E:This sector is a southern part of Corporation Limit & situated on East &West
side Paithan road. This sector comprises of lands from village Shahanurwadi,
Mustafabad, Satara, Itkheda, Banewadi, Kanchanwadi and Nakshtrawadi. The total area
of this sector is about 1655.55 Ha. And would accommodate population of 162000 and
177000 by the year 2026 and 2036 respectively.
10.4 PLANNING STANDARDS:Considering the availability of agricultural and vacant lands an attempt has been
made to provide required amenity sites for each sector independently as per planning
standards prescribed by Government in Urban Development Department under
Resolution No.3674/18773/UD-5, dated 19/06/1979. Table No.14gives the details of
sector wise requirement of amenities and proposed sites reserved for various amenities in
the draft Development plan.
Table No.15 gives the details about Gut No. / survey No. of each site along with
its area, approximate cost of acquisition and appropriate authority for the reserved sites in
the draft Development plan.
10.5 TRANSPORTATION :1. As far as possible, Most of the roads as proposed in the Sanctioned plan of
Aurangabad Corporation Area are incorporated in the draft Development plan, as while
approving the layout plans by authority cognizance of these roads have been taken. Most
of the lands in village Garkheda, Mukundwadi, Chikalthana, Murtujapur have already
been laid into residential plots .There is no scope to propose new major road linkages in
this pockets. It has been proposed to regulate the traffic in D.P. Area by widening some
of the major road links considering its function. Attempts also have been made to achieve
the proper linkages by widening the layout roads.
2. Considering the industrial and commercial business in Aurangabad, the
available facilities of parking for trucks, matadors, and other vehicles are of acute
shortage resulting in traffic congestion in the various parts of city. Therefore to avoid
heavy traffic congestion on roads, a site for truck terminus has been proposed along
Jalgoan road APMC.
3.With a new concept a shopping mall has been proposed in planning area
business sector. This mall will allow all types of activities related to house hold,
parkings and Hotels. It can be developed through various modes of development as
stated in Development control Regulations.

as 160000 souls. 7.5% of this population is estimated as high school going population
which works out to12000 pupils. By considering one site for 750-1000 pupils total 12

required for Health and Medical facility. By considering the forecasted population16

Health Centre in this sector.
10.6.1.3 COMMERCIAL FACILITIES:A. SHOPPING CENTRE & VEGETABLE MARKET:The projected population for sector A for the year 2026 has been estimated at
160000 Souls. As per planning standards for 10000 souls one site of 0.20 Hectare.is
required for commercial purpose. In order to improve the financial position of municipal
corporation 19 sites are proposed in this sector.
10.6.1.4 RECREATIONAL FACILITIES:A. PLAYGROUND:The projected population for sector A for the year 2026 has been estimated as

required for Playground. By considering the forecasted population of 64.0 Ha. area is
required for playground. Therefore 83.99 Ha. area. proposed as Playground in this sector.
B.GARDEN:The projected population for sector A for the year 2026 has been estimated
as160000 Souls. As per planning standards for 1000 Souls one site of 0.20 Hectare.is
required for Garden. By considering the forecasted population of 32 Ha. area is required
for Garden. Therefore 20.28 area proposed as Garden in this sector.

B. SEWAGE TREATMENT PLANT:As per geographical condition of the city & In order to avoid pollution of river
water & to improve the hygienic condition of the citizens leaving in the city at least one
site of sewage treatment plant is essential. By considering this fact one site of sewage
treatment plant is proposed in this sector.
C. FIRE STATION:Taking into the consideration the existing location of the fire station & also to
cater the need of the future projected population of this sector one site for Fire station is
proposed in this sector.

10.6.2.1 EDUCATIONAL FACILITIES:A. PRIMARY SCHOOL:The projected population for sector B for the year 2026 has been estimated
as 217000 souls. 15% of this population is estimated as primary school going population
which works out to32550 pupils. By considering one site for 400-500 pupils total 65
sites of primary schools are required. In this sector there are 21 existing sites of primary
school which are of inadequate area. Considering this fact extension to these existing
sites is proposed and in addition to this 32 new sites of primary schools along with
playground are proposed in this sector.

217000 Souls. As per planning standards one site in each planning sector is required. By
considering this 3 site for town hall admeasuring area about 0.89 Ha. is proposed in this

B. OXIDATION PLANT:One site of Oxidation plant is proposed in this sector.
C. FIRE STATION:Taking into the consideration the existing location of the fire station & also to
cater the need of the future projected population of this sector 02 site for Fire station is
proposed in this sector.
10.7 RESIDENTIAL ZONE :For providing the residential zone following criteria have been considered:1. Capacity of residential areas to accommodate the maximum additional population.
2. Zoning of the draft development plan of Aurangabad development plan area.
3. Trend of development and compactness of future development.
4. Quality and feasibility of soil.
As per proposed Land Use, residential area proposed within development plan
area is about 5537 Ha. Considering the average density of 230 persons per Ha. It can
therefore accommodate population of 1200000 souls. The projected population for 2026
and 2036 is 850000 and 1200000 respectively.
10.8 COMMERCIAL ZONE:The shopping habits of the people to depend for needs on central market situated
in heart of the town within municipal corporation limit. Separate commercial zone is
proposed along with Jalna road, Beed bypass road. In order to provide the facility in the

developing parts of the city and also to provide job opportunities for the educated
unemployed persons the sites for vegetable markets and shopping centres have been
proposed as per requirements of the planning standards in different parts of the area.
10.9 INDUSTRIAL ZONE:This corporation plan area has been already surrounded by industrial estates
developed by MIDC. No specific provision has been made for Industrial Zone.
10.10 AGRICULTURE ZONE/GREEN BELTS:Agriculture Zone to the extent of 600 Ha.have been proposed in the draft
Development plan. Green belts along all the nalas flowing through the municipal
corporation area should be kept as per provisions in the DCR.
10.11 FOREST/HILL TOP HILL SLOPE ZONE :Forest and Hill Top Hill Slope Zone to the extent of 421 Ha.have been proposed
in the draft Development plan.
10.12 OTHER GENERAL REQUIREMENTS:Land requirements from various Government and Semi-Government
Departments in the draft plan area were ascertained before finalization of the proposals of
draft development plan. The Government land are shown in public, semi public zone.
Due to this government offices can accommodate in this land for their purpose.
10.13 COMPOST DEPOT:In the draft development plan report of Aurangabad fringe area it is mentioned
that. Existing compost Depot of Aurangabad Municipal Corporation is situated in
G.No.78,79 of village Mandki, which locates in the centre of fringe area and mostly
surrounded by residential zone in this plan. Due to the vicinity to residential area from
corporation and fringe area, it is obligatory to shift it away to avoid unhygienic living
conditions and further to promote good quality of residential development in this area. It
is necessary to shift this Compost Depot 10 to 12 Km. away from Municipal Corporation
and fringe area limit. The site should be selected by Aurangabad Municipal Corporation
and CIDCO jointly as per the prescribed norms. The same needs due consideration by
planning authority.
10.14 CREMATION GROUND AND BURIAL GROUND :The existing sites of Cremation Ground and Burial Ground are inadequate and
not conveniently located. Additional sites have therefore been reserved in the draft
development plan in order to make the facility available to the public within reasonable
distance in every village.

10.15 FIRE BRIGADE STATIONS:The existing fire station is situated in Corporation and M.I.D.C. area, which is
far away from the surrounding development of the Area. Therefore, new sites have been
proposed in different parts of the area at suitable locations.

improve the environment of the Aurangabad Additional Area. All the Nalas passing
through Aurangabad Additional Area has been proposed to be channelized; this will
improve the hygienic and environmental consideration of the Aurangabad Additional
Area.
It is suggested that the planning Authority may approach the private institutions
such as Rotary Club, Lions Club or Large Scale Industries to develop the Traffic islands
and related activities in the Aurangabad Additional Area.
The number of open spaces proposed in approved layouts, if not in possession
of AMC which can be taken in possession by planning Authority under the provisions of
the Standardized Building Bye-Laws and Development Control Rules. They have to be
properly fenced and developed by planning Authority.

CHAPTER XII
12.1 GENERAL :The discussion made in the foregoing Chapters mainly deals with a
comprehensive study of the existing conditions and problems which are prevailing in the
town and on approach to solve these problems by way of framing land use zoning and
reservations of sites for achieving orderly development and expansion of the Aurangabad
Additional Area. The exercise ultimately would lead to a better living environment for
the inhabitants of the Aurangabad Additional Area. The objective of the preparation of
the Development plan is to afford the residents to enjoy the benefits of all types of social
facilities so that they can have healthy, happy dignified life. Mere preparation of a
Development plan would not provide them with these benefits. All the proposals of the
plan are therefore, required to be implemented within reasonable period.
A large amount would be required for implementing the proposals of the
Development plan which exerts a heavy financial burden on the planning Authority.
Hence, the ways and means to augment the planning Authority, sources for implementing
the public sites with minimum financial burden by allowing additional F.S.I. in lieu of
compensation on affected lands as also by motivating privatization etc. shall have to be
thought off. In order to make the implementation realizable and enforceable, necessary
provisions are made in Development Control Rules. It is also desirable to involve the
public participation in implementation of proposals of the Development plan.
The land management policy with due thought given to resource mobilization, if
honestly and consistently implemented can help in averting, the problems of the town.
The attempts for resource mobilization have been discussed below.
The implementation of the proposals of the Development plan plays a vital role
in molding the character of the town and making it a better place to live in.
This plan is expected to be implemented during a period of 20 years.

programmers by planning Authority after finally Sanctioning this Development plan.

While preparing such phased programmers priority has to be fixed considering the

12.2 RESOURCE MOBILISATION FOR EFFECTIVE IMPLEMENTATION :The implementation of the Development plan can be classified in to two broad
categories:59

12.3 PHASING PROGRAMME:To implement any project, it is essential to have a phased programme so that
envisaged project is implemented in systematic manner and with economic expenditure.
It would therefore, be necessary to formulate a tentative phasing program.
The Draft Development plan of Aurangabad corporation plan area provides a
broad outline for development and expansion of the town for new development. This plan
is expected to be implemented during a period of 20 years. Considering the long period of
Development, it is necessary to formulate a proper phased programme by planning
Authority after finally Sanctioning this Development plan. According to which various
sites reserved in the Development plan would be acquired. While preparing such phased

On the other hand Planning Authority should undertake demarcating the proposed D.P,
roads along with Drainage Lines and Water Supply Lines on priority basis such that

alignments from encroachments.

12.4 CONCLUSION:The ultimate goal of preparation of the Development plan is to make the town a
better place for living of its dwellers, Well lighted and ventilated houses to live in, wide
roads, spacious premises for educational institutions, gardens, parks for recreation, good
play-grounds to play are some of the sweet fruits anticipated to be gained by the
implementation of the Development plan. The entire endeavor is for the welfare of the
people of the area. Never the less the Development plan, moreover it should be
accelerated after the sanction of this plan such that the plan is not remained a paper plan.
Necessary pressure should be build upon for the implementation of this plan by the
stakeholders, NGO'S, different associations working in the field of planning. It is
absolutely necessary to give wide publicity to this Development plan for enlightening the
public attention and opinion.
