the election laws of the State of Connecticut have been violated in the following manner,
place and time, as specified below:
‘Between January 13th, 2010 and January 27th, 2010 the City of Hartford Registrar of Voters office
aceepted and processed several petitions from the Sth Assembly District for a Town Comamittee Primary
scheduled for March 2, 2010. January 27th, a member of the "Kirkley-Bey"slate discovered that Part C of
several petitions from the "Giles'slate were left blank. The section in question was brought tothe attention
of John Bazzano, Town and City Clerk. The Registrar of Voters, Olga Iris Vazquez failed to address the
terror made by her office. Instead of rejecting the petitions as required by State Statue the petitions were
accepted and processed. The "Kirkley Bey” slate hired an atfomey and a complaint was filed in Hartford
‘Superior Court. A hearing was schediuled for February 19th, 2010. During the several days of testimony the
Deputy Registrar of Voters, Garey Coleman testified that he completed Part C ofthe petitions that were left
blank. Part C states the section ‘must be completed by circulator. Ted Bromley, Atlomey from Secretary of
‘State office sent an email to John Bazzano, copy to Garey Coleman with specific instructions to forward to

Note: This oath may be administered by anyone authorized by Section 1-24 of
the Connecticut General Statutes, which includes notaries public; justices of the
peace, town clerks and assistant town clerks, judges and clerks of any court, and
attorneys who are Commissioners of the Superior Court of Connecticut.‘Olga Vazquez with specific instructions on how to respond tothe issue.
‘Iethe Registrar of Voters fail to sign the endorsement in Section C that's considered a clerical eror and
‘can be corrected. If section C is not completed by the circulator, state statue (9-410) requires the Registrar
(of Voters to reject the entire petition page!
In my opinion the Registrar of Voters, Olga Irs Vazquez and Deputy Registrar of Voters, Garey Coleman
purposely and consciously violated Connecticut General Statue (9-410) and the State Of Connecticut
Election laws, Furthermore they perjury themselves by stating that atthe Sth District town committee
‘meeting they informed the members that Part C of the petitions were to be left blank. Petitions were not
discussed at that meeting
‘The Registrar of Voters has more than ten years experience working in that office asthe Assistant
Registrar, Deputy Registrar and Registrar of Voters. There is no excuse for violating the law. She must be
held accountable for her actions and the actions of her Deputy.
