WecometoyouwithaheavyheartbutwithgreathopeduetoourfaithinourLordandSaviorJesus
Christ.BackinJanuary22,2016themembersofourParishofSaintRoseofLimainMiamiShoreswere
informedthattheSistersoftheImmaculateHeartofMarywouldbeleavingourschoolattheendofthe
academicyear.Intheaftermathofthisnewsandinoursearchforanswerswehavecometolearn
aboutverygraveimproprietiesbyFatherPedroM.Corces.
Weappealforyoururgentattentiontothismatterandforswift,decisiveaction.Thereasonsforthis
greaturgency,whicharedescribedatagreaterlengthinthisdossier,are:
1. Fr.PedroputsthechildrenoftheParishingravedanger.Hehasahistoryofplacingunsuitable
charactersinclosecontactwithchildren.DuringhistenureasVocationDirectorforthe
ArchdioceseofMiami,whichranfrom1996to2006,heallowedfortheplacementofMiguel
CalainSt.AndrewCatholicSchoolinCoralSprings,whereMr.Calalatersexuallyabused
childrenandiscurrentlyservingtime.Fr.Pedrohasalsoapparentlycircumventedthe
backgroundcheckswhicharerequiredforhiringemployeeswhomaybeincontactwith
children.Mostrecentlyhereplacedmembersofhismaintenancestaffwithafelonand
prostitute,Santeriapractitioners,promiscuousgaypractitionersandpeoplewhoopenlymock
theCatholicfaith.
2. Fr.Pedrothroughouthiscareerhasmadeamockeryofhisvowsofcelibacy.Hehasa
documentedhistoryofbeinginvolvedinromanticgayrelationships,includinghiscurrent

relationshipwithamaintenanceworker,AlbertoCardenaswhomhesubsequentlyhiredtowork
inthechurch.
Fr.PedroleadsaCatholicchurchyetheopenlymocksanddefiesthereligion.Ofthetwo
charitiesthatheoperates,MisionManosHermanasislistedinitsIRSfilingasaProtestant
organizationandActionofSolidarityInc.islistedasnonreligious.HisboyfriendisaSantero
(voodooreligion)whoopenlymockstheCatholicfaith.Fr.Pedrohashostedan
interdenominationalservicewherehehostedpractitionersofthefollowingreligionsatthealtar:
Protestant,Judaism,Islam.HealsoledagayrightspetitionindefianceofArchdiocesepolicies.
Fr.PedrohasliedrepeatedlytoparishionersaboutthereasonforthedepartureoftheSistersof
theI.H.M.Onesuch,outrightliewasrepeatedbyhimintheSanctuary,infrontofthealtar,toa
groupofparishioners.Whenaskedforanswers,Fr.Pedrogenerallyinsistsononeonone
meetingswithparishionerswithoutwitnesses,whichraisesquestionsabouthistrustworthiness.
TherearetroublesomeredflagsaroundFr.Pedrosfinancials,puttingtheParishsfinancialsat
risk.Fr.Pedroenjoysfrequent,lavishtripsanddinnerswithhisboyfriend.Hisboyfriendlivesin
acondominium,notcommensuratewiththesalaryofamaintenanceworker.LastyearFr.
PedroraisedfundsintheparishforthepurchaseofahouseinCubabutdidnotgiveany
informationabouttherecipientsanditisrumoredthatthereceivingfamilywasthatofa
maintenanceworkeratSaintRoseofLima.AlsoraisesquestionsthattheparishSt.Vincentde
Paulfailedfinanciallyshortlyafterhistenureasitsadministrator.Fr.Pedrohasincreased
secrecyandreducedcontrolsbydismantlingtheFinancialOversightCommitteeoftheparish,by
changingthefinancialadministratorthreetimesinayear,andbychangingthesecuritycodeof
allvideocamerasassoonashebecamepastorofStRoseofLima.
Fr.PedrodemonstratesandhasmadeclearhislackofinterestintheParish.Hehastoldthe
parishionersvarioustimesinthehomilythathedidnotwanttobeourPastor.Hehastold
anotherpriestthathehatesus.Eversincehebecameapriest,theparishhasgonefrom
meetingitsABCDcollectionstargetstomissingthemconsistently.Fr.Pedro,unlikeother
priests,neverpubliclyappealedtoourknowledgefordonationsfortheABCDeventhoughany
shortfallwouldhavetobecoveredbytheparish.WhenapetitionwaspresentedtoFather
Pedro,whichwassignedbyover600parents,studentsandotherstakeholders,askingthatthe
SistersofIHMstayatSaintRose,heignoredthepetition,justashehasdisregardedallother
suchrequests.FatherPedrohasrejectedthemanycallsforaparishtownhall.
Fr.PedroopenlyviolatesArchdiocesepolicesandlacksmoralecharacterbynotscreening
maintenanceemployeeshehashiredtoworkamongstthechildren.Additionally,oncewhenhe
wentonavacationtoPuertoRicowithAlbertoCardenas,Mr.Cardenastookasickleavetofly
withhim.FatherPedrothuscoveredforhisemployeeslieandunethicallyallowedhimto
collectsickpaywhileanotheremployeewhowasactuallysickhadtocomeinandcoverforhim.
Fr.PedrooperatesinwaysthatmocktheexampleandteachingsofourLordJesusChrist.
Insteadoffreelyservingothershecultivatesloyaltiesofindividualparishionersthroughfavors
sothattheyarebeholdentohim.WhenagroupofnineparishionersaskedhimwhytheSisters
ofI.H.M.whereleavinghedemandedtoknowwhyonewasquestioninghimgiventhatFr.
Pedrohadhelpedhimwithatuitionproblempreviously.Likewisehereprimandedanother
parishionerinfrontofthegroupwhenshetriedtoquestionhimbypointingoutthathehad

counseledherintimesofneed.Inbothcasesheattemptedtointimidatethosethatquestioned
himandpubliclyremindedthemofprivatefavorsinfrontoftheother,shockedparishioners.
9. Fr.Pedrohasstokeddeepdivisionsinourparish.AnemailtothemensEmmausgroup
describesourcommunityasharshlydividedintheaftermathofFr.Pedrosrecentactions.
ThisdossierdetailstheimproprietiesofFatherPedroM.Corcesthathavecometolight,aswellas
suspectedimproprietiesbasedonapreponderanceofredflags.Beforethatwefirstlisttheurgent
actionswerequest.

II.

Urgent Actions Requested

Werespectfullyrequestyourresponseatthegreatestbrevitywiththefollowingactions:
1. ThatFatherPedrobeimmediatelyremovedaspastorgivenhisextensivehistoryof
grievousimproprieties.
2.

ImmediateremovalfromSaintRoseofLimaParishofthemaintenanceworkersAlberto
Cardenas,AlexSerpaakaManolitoSantileandJuniorReyes,followedbya

comprehensivereviewofthestaffincludingbackgroundchecks.
3. RequestbytheArchdioceseofMiamitotheMotherSuperioroftheSistersoftheImmaculateHeart
ofMarythatthenunsmayremainatSaintRoseofLimaSchool.
4. Anindependentandthoroughinvestigation,withaninvestigatorofourreasonable
approval,intothefinancialdealingsofFatherPedro,includinginhisrolesatSaintRoseofLima,
SaintKatharineDrexel,SaintVincentdePaulandhischarities.
5.

Reviewofrecentexorbitanttuitionhikes.

Werequestyoururgentattentiontothissituationgiventhesignificantrisksoutlinedaboveandto
minimizeanyopportunityforFatherPedrotocoverhistracks.Ifsuchresolutionisnotsatisfactory,we
reservetherighttotakeadditionalactionsifnecessary,suchasappealsthroughotherchannels
providedbytheChurchhierarchy,appealstothecommunityatlarge,andlegalaction.

Belowweproceedtodiscusstheevidencediscoveredsofar.Mostsourceshavebeenmaintained
anonymousforthisdossierbutmightbedisclosedasthecasemaybeduringthecourseofathorough

Maintenance Workers Let Go and New Ones Hired by Father Pedro

DuringtheAdventseasonin2014,FatherPedroletgoofasignificantportionofthe
maintenancestaffoftheparishdespiteperformingasatisfactoryjobintheestimationofparish
membersasfaraswehavebeenabletodetermine.

FatherPedrothenreplacedatleastthreeofthesepositionswithindividualswhose
actionsorviewsareinconsistentwiththeCatholicChurchandwhoshouldnotbe
allowedtoworkinsettingswherechildrenareexpectedtobesuchasourschool.Theseactionsor
views,whichwedocumentbelow,aregroundsfordismissalasperaletterfromHisExcellency
ArchbishopThomasWenskiprovidedinAppendixA.Further,weparentswhovolunteerareheldtohigh
standardsaspertheVirtustrainingandbackgroundchecksandpertheVolunteerPledgetoPromote
SafeEnvironment,whichcanbefoundinAppendixB.Weexpectemployeestobeheldtothese
standardsaswell.WecontactedatvarioustimesourparishsVolunteersCoordinatorforconfirmation
thatallparishemployeeshavehadtheirbackgroundscheckedbutneverreceivedsuchconfirmation.
InsteadsherespondedthatFatherPedro,theArchdioceseandthenunshavetoapproveallnew
employees.However,weverifiedthatthenunswereneverconsultedonthesenewhires.
Alsotroubling,thesethreeindividualshadpreexistingrelationshipswithFatherPedro.

TounderstandFatherPedroscharacterandactions,andtheireffectonourcommunity,webeginby
providingourfindingsregardingAlbertoCardenas,amaintenanceworkerthathehiredonMay14,2015
andwithwhomhehasmaintainedanimproperrelationshipsince2014.Belowaresomehighlightsfrom
ourfindingsafterwhichwewillprovidesupportforeachofthese.

FatherPedroandAlbertoCardenasarebossandsubordinaterespectively.Thejobdescriptionfor

description.Astheyarebossandsubordinaterespectively,FatherPedrosverycloserelationshipwith
AlbertoCardenasisinappropriate.Inatypicalweek,FatherPedrostaysovernightatAlbertoCardenas
apartmentatLaArboledaCondominium,1921SW17Ave.#14,MiamionthenightsofTuesday,
Wednesday,FridayandSaturday.Perthejobdescription,FatherPedrogivesMr.Cardenasadditional
jobdutiesonMondaysandThursdays(i.e.,cleaningtherectory).ByleavinglessforMr.Cardenastodo
onTuesdayandFridaysMr.CardenasisabletoleaveearliertospendmoretimewithFatherPedro.
Similarly,onWednesdaysandSaturdaystheyoftenspendtheentiredaytogether.Indicativeofthe
timethatFatherPedrospendsatthecondominiumisthestatementofaDIRECTTVaccountinthename
ofPedroCorcesforservicesatMr.Cardenasapartment,1921SW17Ave.#14,whichcanbefoundin
Appendix.B.ThisTVservicewasorderedrecently:onApril4,2016.
CriminalRecord:Prostitution,InsuranceClaimsandForgedBill
AlbertoCardenashasacriminalhistory(seeAppendixG)thatincludesanarrestforProstitutionand
arrestsonfelonychargesofInsuranceFraudandtheUtteringofForgedBills:

Prostitution:OnOctober6,2000,whenhewas36yearsold,AlbertoCardenasapproachedaplain
clothespoliceofficerinanunmarkedvehicleandengagedhiminconversation.Hethenoffered

theofficerablowjob(oralsex)for$15,afterwhichMr.Cardenaswasarrested.

UtteringofForgedBills:OnJuly15,2002,whenMr.Cardenaswas38yearsold,hewasarrestedfor
UtteringForgedBills.

AlbertoCardenashasamassagecompany,JalcaHealingHands,Corp.,ofwhichheisthesole

officer(seeAppendixJ).ThiscompanywasregisteredinSarasota.In2010AlbertoCardenas
temporarilymovedtoSiestaKeyBeach,whichisintheSarasota,FLarea.

Apparentlythiscompanyisstillactive.InthegarbageoftherectorywhereFatherPedrolives,atax
formforthiscompanywasrecentlyfound.(Seebelow.Socialsecuritynumberhasbeenblackedout.)
ThefactthatsuchformwasfilledintherectoryalsosuggestsacloserrelationshipbetweenFather
PedroandAlbertoCardenasthantheusualbosssubordinaterelationship.Italsoraisesthequestionas
towhetherFatherPedroprovidestaxorfinancialadviceofsometype.

Inasensual,gaymassagesite,aJalcainMiami,whomwesuspectisAlbertoCardenas,receivesa
favorablereviewforhisgoodhandsandproducts.HeisalsoreferredtobythecustomerasAl.

wouldnotacceptassignmentsiftheywouldnotbeabletostaffthem.

WesubsequentlylearnedthatinameetingofthestaffoftheschoolFatherPedrohadexplainedtothe
teachersandtheadministratorsthathewantedtoreplaceSisterBernadettewithalayprincipaltobring
newthinking.WelaterlearnedthatbackinNovember2015FatherPedrohadinformedSister
Bernadettethathewantedalayprincipal.WhenaparishionerconfrontedPedroCorcesindividuallyhe
repliedthatI.H.M.wasadyingorderandthathewantedalaypersontoleadtheschoolmoving
forward.

InaletterthanFatherPedrosenttoMargiePontilloattheArchdioceseofMiamiinSeptember2014he
saidthatwiththenunswewerewearepayingalotforverylittle.(SeeAppendixAB.)
3rdTheSistershaddonesomethingverygravethatrequiredtheirdeparture.
AnotherparishionerapproachedFatherPedro,remindinghimfirstofallthatitisasintolie,andthen
proceededtoaskhimwhythenunswereleaving.FatherPedrorespondedtoherthathecouldnottalk
aboutitbecausehewasunderavowofsilencefromabove(curadesilencio).Hefurthertoldher
thatsomethingverygravehadhappened,implyingthatthesistershaddonesomethingverybad,and
thatthroughhissilencehewasprotectingthemfromthisawfultruth.Theparishionerwasvery
sympathetictoFatherPedrobecauseshefeltheevidencedgreatstressandshebelievedhim.
Followingthatencounter,shewentontochallengeanyparishionerwhoassertedthatthesisterswere
speakingthetruthaboutthismatter(i.e.,thatFatherPedrohadaskedSisterBernadettetoleaveand
didnotwantthenunsattheparish).
4thSisterBernadettehadbeenaskinghimtoletherleavefortwoyearsbecauseshewastired.
OnFebruary9th,followingameetingaboutthenewtuitionrates,agroupofnineparentsspokewith
FatherPedrowhostoodinfrontofthealtarduringthisexchange.Thisexchangewasasfollows:

AlargegroupofparentsspokewithSisterBernadettefollowingameetingoftheHomeandSchool
AssociationOnFebruary11thandsheexplainedthatshenevertoldFatherPedrothatshewastiredof
thejoborwantedtoleave.Infact,FatherPedrosrequesttoherthepriorNovembertoreplaceher
withalayprincipalhadcomeasacompletesurprisetoher.
5thFatherPedroisjustapawnandthesedecisionsaremadeattheArchdioceselevel,notbyhim.
Throughouthistenor,FatherPedrohasmadevariousmajordecisionswhichaccordingtohimwere
dictatedfromaboveasheisonlyapeon,despitenoevidenceofthisfromotherparisheswehave
comparednoteswith.Invariousconversationsregardingthereasonsforthedepartureofthesistersof
I.H.M.hehasmadeapointtoemphasizethatheisnotthedecisionmakerandthatdecisionsaremade
abovehim.Infact,thisexplanationisacceptedbyvariousleadingmembersintheparishwhohave
continuedtosupportFatherPedroandarecoordinatingcloselywithhimonwaystofurtherhisagenda.

TherearevariouselementstoFatherPedrosapproachwhenaskedfurtherquestionsinlightofthe
broadconfusiongiventhefivereasonsprovidedabove:
1)Completelyignorethequestionsandinstead:
a)Praisethequestionerforbeingagoodparent.
b)Telltheparentsinaletterandinhomilies(suchasduringEastermass)thatchangeisalways
uncomfortableandtojusthanginthere.Intheemailbelowtothestaff,FatherPedro
recommendsthatthestaffreadWhoMovedMyCheese?asawaytogetmorecomfortableto
changeandtonotresistit.

d)RemindtheparentthatGodisGood.Verygood.Andthatheismostconvincedthanever
thatGodisalwaysincontroleventhoughFatherPedroisdictatingthechanges.
Thisisgenerallydoneviaemailorhispreferredformat,oneononemeetingswithout
witnesses.

2)Remindothersofthefavorshehasdoneforthem.Forexample,attheimpromptumeetingin
frontofthealtarwiththenineparents,heaskedonefatherwhyyouareaskingmequestionswhenI
helpedyouoncewithyourtuitionandhealsoquestionedanothermotherwhyshewasaskinghim
questionsconsideringtheadviceandcounselhehadprovidedherinthepast.Themotherthankedhim
againforpastsupportbutaskedhimwhythatmeansshecouldnotaskanybasicquestionsaboutthe
situation.

3)Dividetheparishandintimidateopponentsbyrecruitingsupportersandunleashingthemas
attackdogs.ThePresidentoftheHSAhaspubliclybrandedcriticsofFatherPedrosremovalofnuns
asterrorists.Anotherofmanyexamplesofintimidationwaswhenanotherparentwhobelongstothe
coreofFatherPedrossupporterstoldateacherifyouareinterestedinworkingatStRoseyouhad
betterbequietafterthisteacherhadpostedonFacebookinsupportofkeepingthenuns.

4)Scheduleoneononemeetingswithparishionersandthenskipthem:Hedidthistoamotherandto
acouple.Inbothcases,workingpeopleatsacrificetothemselvestooktimeofffromworktoattend
thesemeetingsthathecancelledatthelastminute.
5)Notprovidetheminimalinformationandyetquestionwhyanyonewantsanyinformation:In
responsetoaparishionersrequestforatownhallmeetingtoprovideaquestionandanswerforum,
FatherPedrorepliedviaemail:Ireallydon'tknowwhatmoreinformationpeoplewant.Wehave
beencommunicatingbyletters.Thefirstofthesetwolettersprovidedmisleadinginformation,by
assigningastheculpritforthenunsdepartureareorganizationbytheSistersofI.H.M.Thesecond
letter(seeAppendixQ)didnotprovideanyadditionalinformationthedepartures.Itonlyadvisedthat
Changesarealwayshard.Evenpainful.ItalsowentontoexplainthatOneofthefearsoutthereare
thismomentisthepresenceofalayprincipalinourschool.FatherPedroneverbothered,andstill
doesnot,tosettherecordstraightastowhythenunsareleaving,orwhathisgoalsorvisionforthe
changesarenorwhyweshouldsupportit.

VII.

Father Pedros Lack of Concern for the Parishs Well Being

HehastoldtheparishionersvarioustimesinthehomilythathedidnotwanttobeourPastor.At
anothertime,atmassheinformedusthathismeetingwiththeArchbishophadnotgonewell,implying
thathewasstuckwithourparish.Hehastoldanotherpriestthathehatesus.Eversincehebecame
apriest,theparishhasgonefrommeetingitsABCDcollectionstargetstomissingthemconsistently.
FatherPedro,unlikeotherpriestsintheArchdiocese,neverappealsformorefundingfortheABCDeven
thoughthereshouldbeaninterestsinceanyshortfallwouldhavetobecoveredbytheparish.
WhenapetitionwaspresentedtoFatherPedro,whichwassignedbyover600parents,studentsand
otherstakeholders,askingthattheSistersofIHMstayatSaintRose,heignoredthepetition,justashe
hasdisregardedallothersuchrequests.FatherPedrohasrejectedthemanycallsforaparishtownhall.

A. Exorbitant School Tuition Hikes

Perthetablebelow,schooltuitionwashikedbyasmuchas73%forparishioners.Thesehikeswerethe
highestforparishionersandforfamilieswithmultiplechildren.FatherPedrostressedthatthesehikes
weredictatedbytheArchbishop.

Parishionerssubsequentlycheckedwithotherparishesanddidnotfindanyothertuitionhikesofthis
magnitudedespitebeingwithinthesameArchdiocese.
Aletterwassubsequentlythensenttoallfamilieswiththreechildrenormoreencouragingthemto
contactwithFatherPedrosothathecouldarrangespecialdiscounts.(SeeAppendixW.)Whynottreat
allparishionersstudentsthesameinsteadofcreatingsomeindebtedfew?
Thesehikesaremoreoutstandingconsideringthattheschoolrecentlyreceivedan$1.7millionestate
gift.
Toaddtothedifficultiescausedbythesetuitionincreases,theywereannouncedafterthedeadlines
hadpassedatotherschoolstoenrollforthecomingschoolyear.
TheemailbelowfromaparentagainshowsthatFatherPedroisofferingatuitionbreakbutyouhaveto
reachouttohimpersonallyandrequestanappointment.

B. Cultivation of Personal Loyalties and Promotion of Divisions

Inhismeetingwiththenineparentsdescribedabove,FatherPedromadecleartotheentiregroup
assemblesthathedidnotexpectanyquestionsfrompeoplewhomhehadpreviouslyhelped,inone
caseaparentwhohadhadaprivatetuitionproblemandinanothercaseaparishionerwhohadgone
throughpersonaldifficultiesandhadsoughthiscounsel.Giventhis,itraisessuspicionswhenFather
Pedroraisessignificantlythetuitionforparishioner,multichildrenfamilieswhileatthesametime

encouragingthemtocometohimpersonallytorequesttuitionbreaks.Otherdecisionsthatraise
questionsofindebtednessarethegrantingofscholarshipsforcontinuededucationorpayraisesbeyond
thenormforstaffperceivedasloyaltohim.
FatherPedrosdecisionsandactionshavegreatlyaffectedparishmorale.Anemailtothemens
EmmausgrouponFebruary8,2016reportsthattheissueofthedepartureoftheSistersofI.H.Mthat
ithasharshlydividedmanyintheSt.RoseofLimaCommunity.
Inrecentmonths,variousschoolparentsandvolunteerswhocoincidentallyhavebeensympatheticto
theplightoftheSistersofI.H.M.havereceivedemailsfromtheschool,announcingthattheyhadbeen
suspendedasvolunteersfornobackgroundcheck.Thesegavetheimpressionofbeingarbitrary
suspensionssincethesevolunteershavehadbackgroundchecksrunasrequiredbyVirtus.Despite
severalrequests,ithasneverbeenverifiedifthethreemaintenanceworkershiredbyFatherPedro,
havehadbackgroundchecks.
VariousparishionerswhoactivelysupportFatherPedrohavebecomehostilewiththosewhohave
questionedhisdecisions.WehavelearnedofvariousthreatsmadebyparentswhosupportFather
Pedroagainstthosethathaveopposedhismoves.Asanexample,oneoftheleadingparentsupporters
ofFatherPedrocalledafellowmother,withwhomshegenerallydoesnottalk,toaskhertostop
commentinginaFacebookpagesetupinsupportofthesistersofI.H.M.ThesupporterofFather
PedrotoldherthatthecriticismofFatherPedrowasallliesandthatsheshouldntbegetting
involvedbecauseherdaughterhadonlytwoyearsleftinSaintRoseandshedoesntwantittoaffect
herdaughter.Morerecently,severalparishionersreportthatsupportersofFatherPedrohavebeen
tryingtodissuadethemfromattendingafarewelleventthatisbeingplannedforthenunsinJune.
ThePresidentoftheHomeandSchoolAssociationreferredtocertainpeoplethathavequestioned
FatherPedroasterroristsonapublicFacebookpagesetuptosupporttheSistersofI.H.M.Alsonot
supportiveofunityandreconciliation,membersoftheboardoftheHome&SchoolAssociation(HSA)
whopubliclysupportFatherPedro,pushedforandobtainedapprovalonMarch16,2016ofan
amendmenttothebylawsofHSAwhichspecifiesforthefirsttimeaprocessforremovingboard
members.Thismovewasunderstoodbythecommunityasbeingintendedtoprovidetheabilityto
removethetwomembersoftheboardoftheHSAwhodisagreewithFatherPedrosmoves.Insteadof
theusualHSAvotewhichisunanimousoronesided,thisvotewasclosewith21infavorand18against,
reflectingthehighlydividedcommunity.
Asaresultofthesedivisionsandintimidation,parishmoraleisdownasevidencedby:
7of20homeroomteachershavequitoroptedtoretireforthenextschoolyear.
ABCDcollectionsaredownasnotedabove.
Weeklycollectionshavealsofallen.
AsofMarch5,2016apparentlyabout100currentfamiliesorabout25%ofstudentshadnot
reregisteredforthenewschoolyear.
Wehavealsolearnedof42familieswhichhaverequestedschooltranscripts,indicatingpotential
schooltransfers.

havetimelaterthatdaytolieonthebeachinMiamiBeachwithanunidentified,muscularyoungerman.
