I am committing

responses

Name:
I would oppose the name Lumumba-Zapata
College.
The hyphenation
does not appeal to me.
It would also be more appropriate
to suggest
a single American
minority
figure.
I imagine that Third College
faculty would be receptive
to such proposals
and I think there is a
good chance The Regents would approve.

2.

Architecture

and Landscaping:

No basic objection.
I have a slight reservation
about the compatability
of the styles.
Why do you not discuss
this with Bob Mosher who is the
president
of the San Diego AIA Chapter?

3.

Minority Architects,
Personnel

Contractors,

Subcontractors

and Supervisory

I support the general principle

that University
construction
funds s hou ld
not be given to construction
firms which follow or tolerate
discriminatory
hiring practices.
I am not Sure how we would be able to apply this
principle within the law.
Perhaps
we might get the Urban League or
The Urban Coalition to prepare
a list of recommended
contractors
and
subcontractors
who have made special efforts to employ minority
people
in positions
of responsibility.
We would then try to give these firms
our business.
4.

Bonds and_ Financing:

to invest in financial

community.
Over Budget:

I interpreted
"review power" to mean the authority
to change budgetary
allocations
which did not suit him.
I would disapprove
such review power
since it could be u s e d to starve other colleges without suitable redress.
In the discussion
it appeared
that review power was intended to mean
that the Provost
should see the budgets of other colleges.
I have no
objection to this.
It happens now.
All budgets are public documents.

I object to the specific constitution
of the Board proposed
because it provide s for student control of the Board.

Shall Dispense

All FTE's:

I am not sure I know what this means.

Discussion
indicated that there
would be no academic
departments
and that the Board of Directors
would make all academic
and administrative
appointments.
I oppose both
such interpretations.
The needs of the college -f or staff and the
competence
of the proposed
staff would have to be established
in some
way. I do not believe that the College Board of Directors
can be a law
unto itself in this 'r e ga r d ,

The rest of the Course _'proposals really excite me.

I believe that
Third College faculty is receptive
to many of them.
There i s, however,
a great deal of detailed work required to bring these ,proposals

point of concreteness
that would be required to provide the actual
courses.
This should be a subject for early and intense discussion
with
Third College Provost and faculty.
