Bills of quantities as an aid to financial control and management of building contracts have developed in
the United Kingdom over a considerable period of time and, because of widely varying practices and conser
que slopes, a set of principles of meamurement was firs established on a national bass in 1922. Since

ided. ‘The Institution recognises that citcunistances vary considerably from country to county” and
contract to contract, and that the principles therefore need to be flexible to accommodate varvstions
in practice and techniques.
‘The principles are kept under review and any comments should be sent to the Secretary-General of the
RICS at 12 Great George Steet, Parliament Square, London SW1P 3AD. They are also published in French,
German anc Arabic; and a Spanish edition will be available by the end of 1985,
