Introduction

The best source of information concerning the safe and effective use
of a pesticide product is the label on the pesticide container. It is also a legal
document that in most countries requires the Pesticide Registration Boards
approval.

The importance of label

A label is the written, printed or graphic material firmly attached to a


product container. The label is a mandatory part of the product package.
Additional information may be provided by means of technical leaflets or brochures which accompany a container, in which cases these leaflets or brochures should be referred to on the label.
Labels are the principal, and sometimes the only, contact between the
manufacturer/ supplier and the user of the product. The purpose of the label is
to provide the user with all the essential information about the product and
how to use it safely and effectively.
Label should be resistant to the normal wear and tear encountered in
transport, storage and use. These requirements apply equally to the print on
the label and the material on which the information is printed. Several years of
storage may elapse between manufacturer and final use of the product. Without a complete and legible label during storage and at the time of final use, a
pesticide is likely to present a serious potential hazard.

International Pesticides Classification and Labelling


System.

Currently there are at least 3 main internationally recognized


classification and labelling of chemical/pesticide guidelines available for
reference, and they are: (1) FAO Guidelines on Good Labeling Practice for
Pesticide (1995), (2) WHO Recommended Classification of Pesticides by
Hazard (2009) and (3) Globally Harmonized System for Classification and
Labeing of Chemicals (GHS) (2003). This guideline has been developed under
the FAO Technical Cooperation Program (TCP), a project implemented to
assist countries in ASEAN in achieving pesticide regulatory harmonization in
the region. This guideline is also intended for use by the pesticide registrants in
label preparation to be submitted to regulatory authorities for approval.

Label Content

The purpose of the label is to provide the user with all the essential
information about the product and how to use it safely and effectively. With
the minimum information on the label should be able to provide the user with
the following information:

how to identify it is a registered product;


what is in the container;
the hazard it represents
associated safety information;
directions for use; and
supplier identification

Information to identify the product

The following information identifying the contents of the container should


appear on all labels.

Product or Trade name


Each company has Trade names for its products. The Trade name is
the one usually used in advertisements. The Trade name is printed plainly
in big bold letters on the front panel of the label and is the most identifiable
name for the product.

Product category
The product or Trade name should be associated with the product
category (e.g. herbicide, insecticide, fungicide, etc.)

Type of formulation
Different types of pesticide formulations (such as emulsifiable
concentrates and dusts) require different methods of handling. The label
must indicate what type of formulation the package contains as the same
pesticide may be available in more than one formulation. Type of formulation
includes name and code. The Annex 1 is list of formulation types and the
international codes as introduced by GIFAP and now adopted FAO. As
far as possible these two letter codes should be used on labels.

Active ingredient name


Many pesticides have complex active ingredient names. Some have
been given another name to make them easier to identify. Such a name is
called the common name. For instance, carbaryl is the common name for
1-naphthyl N-methylcarbamate. An active ingredient may be made by more
than one company and thus be sold under several trade names, but the
same active ingredient name or common name will appear on all the
products. Information on the chemical group of the pesticide should be
included in the label. (such as Organophosphate, Organochlorine,
Carbamates etc.)

Active ingredient content


Every pesticide label must list the active ingredients present in the
product. It is highly desirable that this information should appear on the
front panel directly below the Trade name. Active ingredient should
normally be expressed as contains x g a.i per kg (for solids, viscous
liquids, aerosols or volatile liquids) or contains x g a.i per liter (for other
liquids), or just y %. It may be listed by either the chemical name or the
common name, but the use of the common name should be encouraged
when one has been agreed upon.

Name of any dangerous co-formulation


The inert ingredients need not be named, but the label must show what
percentage of the contents they take up. However, the name of any
dangerous co-formulation (e.g solvent) should be mentioned.

Net contents
The net contents number indicates how much is in the container. This
can be expressed in litres, grams, gallons, pints, pounds, or other units of
measure approved by the authorities concerned. The content may also be
expressed as percentage weight/weight (%w/w). For microbial pesticides
the content normally be expressed as IU per mg. However, this should be
expressed in Metric Units (e.g. liter, gram, kilogram, which can be
abbreviated to l, g and kg) unless the country does not use, or only partly
uses, metric units. In such situations, local units should take precedence,
but metric units should also be given.

Batch number
The shelf life information is desirable. We do not support the date of
expiry on the label because customers will select latest dates and this
increases the chance of obsolete stocks with accompanying disposal
problems. With the date of formulation or the batch number on label, it is
responsibility of the retailer to ensure stocks are managed within the
companys shelf live recommendations. This system appears to work well.

The registration number must appear on every pesticide label. It shows
that the product has been registered with the Government. It should appear
on the front panel of the label.

Hazard and safety information

The WHO recommended classification of pesticide by hazard was


approved by the 28th World Health Assembly in 1975 and has since gained
wide acceptance. Nowadays, The Global Harmonized System of Classification
and labelling of Chemical (GHS) acute toxicity hazard category for each
pesticide is now presented alongside the exiting WHO information. WHO
currently uses the Acute Toxicity Hazard Categories from the GHS as the
starting point of classification.

An important function of the label is that it warns the user of the hazard
of the pesticide and, where possible, of the risk. For the purpose of
labelling, there are three types of hazard need to be shown on the label i.e.
physical hazard, health hazard and environmental hazard. The hazard
classifications proposed are based on the FAO, GHS and WHO, which
are relevant to pesticide i.e. hazard symbol, signal word and hazard
statement.

Depending on the hazard category and if any, appropriate hazard
statements should appear on the colour band of the label close to the
hazard symbol and signal word.

Colour band
Depending on the hazard category, all labels must display the hazard
colour band assigned to the pesticide and the colour band must be at least
10% of the label height and runs from the left to the right of the lowest part
of the label. If a hazard warning colour band (such as that recommended
by FAO) is used on the label, the pictograms can appear within it. If one
of the established hazard warning symbols, such as the skull and
crossbones, needs to be shown, it should be located at the centre of the
hazard warning colour band, together with the accompanying warning
statement.

The safety statements should be appropriately, placed on the label to
warn the user on the potential hazard of the pesticide. In order to prevent

Layout should be considered before a proof is prepared.


Labels may be as one, two, three or more panels. If label size

A panel label should only be used where the uses of the product
are limited and Directions for Use, General Instructions, Safety

Dual/Multi-language labels
Where the label is required to be printed in more than one
language, each language should ideally have its own complete label.
Translations must convey the same meanings in each language.
Style and wording of text
It is recommended that all safety text should be at least 8point, and that all other text should be at least 6-point. The preferred
size is 11-point. Highlighting with bold letters is more effective than
using capitals.

Use of colour
Red is a generally accepted warning colour and should be used
only to highlight warning phrases, or for hazard symbols and safety
precaution instruction headings.
For best contrast and easy reading, the text on labels should be mainly
black on a plain white background.
Colour contrast is just as important as the colour itself. Thus, red
should always be on a white background and never on other colours,
such as yellow. To maintain contrast, use strong colours on a neutral
contrasting background,

WHO Classification of hazard of the formulation. FAO recommends
that a colour code is used to denote toxicity classification. The relevant
colour band has to be included on the label according to the Pentone
Inc, USA, colour matching system (PMS) mainly used by printers,

not permitted elsewhere on the label.
