Preamble
``As an appointed body in the modern democratic era, the Senate must work hard to claim and sustain
public confidence. The public has faith in appointed judges, but principally because of the belief that
judges interpret and enforce established legal rules, principles, and rights..
Thus the long-term prospect for public support for the appointed Senates role in Parliament must rely on
how constructive its role is seen. The Senate must provide clear and visible suggestions to improve
legislation, and to a large enough number of bills to justify its value in the system. It must not be seen as
an unaccountable entity obstructing or vetoing choices endorsed by the peoples elected representatives.
Neither should the Senate be seen principally as a forum for some interesting committee discussions over
bills that seldom get improved through amendment.`` Quote from Andrew Heard 1
Role and tasks of the Legislative Deputy
Role
Assists the Governments Representative to process the legislation coming from the House of Commons
(government, private members bills and government bills in the Senate) in a transparent, impartial,
constructive and non-partisan manner;
In the context of an evolving modernized Senate, assists the Governments Representative so that all bills
(including bills coming from Senators) receive a fair and non-partisan treatment;
Assists the Governments representative to provide Canadians with a clear understanding of the treatment
by the Senate of the bills coming from the House of Commons;
Tasks
Assist the Governments Representative
In the Chamber, to make sure that due process is provided to Government legislation and all
other bills and businesses,
Follow the legislative work of Committees,
Assist Committees to provide more substantive reports on their specific study of bills,
Assist informally Senators with rules and procedures.

Prambule
En cette re dmocratique moderne, le Snat, en tant quinstitution dont les membres sont nomms, doit
travailler sans relche pour gagner et maintenir la confiance du public. Si le public a foi dans des juges
nomms, cest principalement en raison de la conviction que ceux-ci interprtent et appliquent des rgles,
des principes et des droits juridiques tablis...
Ainsi, la perspective dun appui durable du public quant au rle exerc par un Snat nomm dans le
Parlement doit dpendre de la faon dont ce rle est jug constructif. Le Snat doit offrir des suggestions
claires et tangibles afin damliorer la lgislation, et ce, pour un nombre suffisant de projets de loi afin de
justifier son rle. Il ne doit pas tre peru comme une entit irresponsable faisant obstruction ou apposant
son veto aux choix entrins par les reprsentants lus par la population. galement, le Snat ne doit pas
tre peru comme tant un forum permettant uniquement aux comits de mener des discussions
intressantes sur des projets de loi qui sont rarement amliors par voie damendement. [Traduction

Le rle et les fonctions du coordonnateur lgislatif.
Le rle :
Appuyer le reprsentant du gouvernement traiter la lgislation provenant de la Chambre des communes
(gouvernement, projet de loi manant de dput et projet de loi du gouvernement au Snat) d'une manire
transparente, impartiale, constructive et non partisane.
Dans le cadre volutif de la modernisation du Snat, appuy le reprsentant du gouvernement afin que
tous les projets de loi (incluant les projets de loi provenant des snateurs) reoivent un traitement
quitable et non partisan;
Appuyer le reprsentant du gouvernement fournir aux Canadiens une explication claire du traitement
fait par le Snat, des projets de loi provenant de la Chambre des communes;
Les fonctions :
Appuyer le reprsentant du gouvernement
Sassurer quune procdure en bonne et due forme soit accorde la lgislation du gouvernement,
tous les autres projets de loi ainsi quaux autres affaires traites au Snat.
Assurer le suivi du travail lgislatif des comits,
Aider les comits fournir des rapports lgislatifs plus substantiels lors de ltude des projets de loi.
Aider de faon informelle les snateurs avec les rgles et les procdures du Snat.
