Purpose.
The purpose of this assessment is to bring awareness to our
nation bout the diversity that exists outside of our country. Often we
hold ourselves to a higher standard than the rest of the world. This
only becomes a problem when we become ignorant to the fact that
they have a lot of similarities to us when it comes to a human aspect.
Americans will often say we are a melting pot. This phrase comes
from idea that we encompass many races and nationalities within our
lands. This is true in many ways, however, we have become oblivious
and uninformed of the diversity that lies beyond our borders. South
America holds many diverse countries that are just as diverse and
possibly even more diverse than America.
Since there is such a lack of knowledge of the Afro Latino
existence, it is a need in the communities of our nation to educate a
promote awareness. Latinos have been a major portion of our
upcoming election topics and have been major political topics for quite
some time now. It is important that we are informed in order to further
our knowledge and have cohesive communities with better
understanding.
Level of Assessment.
The level of assessment will be on a community level. There will
be a survey made asking specific questions about the Latino
community. These questions will be gaged toward Afro Latino identities
and there ties with African American or Black American identities. This
will allow the questions to reach more people than the field workers
can possible reach. There will be field workers that will have 8 months
to conduct surveys using the same questions in hand picked
communities in the region they are assigned. This way the feedback
and data are not concentrated in one area and can better assess the
area. The ultimate survey would have every American to take the
survey field worker but that is impossible. This will be the best

alternative. The person being surveyed will have a list of questions that
they will have to answer about themselves before they are questioned
about the Afro Latino identity. The personal questions that pertain to
the interviewee will allow us to sort the data in categories post field
work and surveys.
Stakeholders.
The assessment and survey questions will be sent to all state
universities in the United States. This topic is currently a research topic
of many PHD holders and those enrolled in PHD programs. PBS has
featured a series by Henry Louis Gates Jr titled Black in Latin
America. These businesses and educated personnel already have
interest in this topic and would be the most interested and prime
candidates for the support of a needs assessment of this sort.
Budget.
The budget will consist of grants and donations. The funds will
apply to the maintenance of the field workers and the supplies needed
to run the surveys and to take the surveys in person. This includes but
is not limited to travel, room, board, data compilation, data analysis,
and public panels and forums.
Available Resources.
As previously stated, PBS has already supported this cause by
airing the segment by Henry Louis Gates Jr. There are many students
on the PHD level that study this for their program. These students
would be great candidates to be the field workers. They have the
existing knowledge and enthusiasm for the cause. They may even be
able to add the information gathered for their program. When the
grants are permitted then other universities may agree to support the
cause monetarily or with their business connections. Awareness is the
overall key and these are great starting points with endless
possibilities.
Time Allotted.
There is no strict time frame in which this project should be
completed. However, it is recommended that the field workers cover
their region for 8 months. This will allow them ample time to reach the
communities in which they will be closely working. In this time allotted
the workers will be able to build a positive rapport with community and
truly inform them on the Afro Latino community and be available to
answer the curiosities of the newly aware persons.
Once the data is entered, the team that will compile and
compute the information will have about two months to get all of the

required information and any additional outstanding data that may


have been unexpected. Additionally, they will have to conduct a
festival in each region representing the Afro Latino community
displaying the data that was gathered from the region along with
national information. This is the best way that the community will be
able to reflect and further awareness. If they are shown their previous
knowledge compared with their current knowledge it will encourage
further learning.
The time is so flexible because the ultimate goal of this project is
to reach the community. Learning takes time and this is an important
project that deems awareness as its biggest goal therefore the time is
less important than the learning that spreads in the communities.
Information Measured.
The information that is pertinent will be gathered form the needs
assessment below. The beginning of the assessment will identify the
current information about the interviewee and a glance into their
background. The middle of the survey gages the interviewees
knowledge of Latin America. While the last half gages their knowledge
of Afro Latino. The assessment builds without giving away or hinting to
the questions that follow.

What is the difference between race, ethnicity and nationality?
Race :
A group of people identified as distinct from other groups because of supposed physical or geneti
c traits sharedby the group. Most biologists and anthropologists do not recognize race as a biolog
ically valid classification, in partbecause there is more genetic variation within groups than betwe
en them.

Ethnicity:
socially defined category of people who identify with each other based on
common ancestral, social, cultural or national experience.
Nationality:
the status of belonging to a particular nation.

What is the difference between Latino, Hispanic and Spanish
The term Latin includes Brazilians and does not exclude
people from Spain. The term Hispanic includes people
form Spain but does not include Brazil. Spanish is a
language and a nationality.
Sometimes Latino and
Hispanic can be used
interchangeably, but not
always. View the ven

is important to remember
that not all people who fit
in the definition of
Hispanic identify with
the word because it
originates from a Spanish
affiliation and because of
the history they are not accepting of this term.

Where are Afro Latinos from?
Mexico, Central and South America, and the Spanishspeaking Caribbean.
What is an Afro Latino?
They are people of African decent in Mexico, Central and
South America, and the Spanish-speaking Caribbean, and
by extension those of African descent in the United
States whose origins are in Latin America and the
Caribbean.

Comments: Francesca, you addressed an important topic and


identified a needs assessment process for the topic. However, you
addressed a need for education on this matter. Thus, the needs
assessment is not doing what is purposed to do. Remember that the
assessment should answer the question.is there a need? Also, be
careful of grammatical and mechanical errors. Overall, the topic was
clearly addressed.
