Mound Performance Issues
Wisconsin installer Doug Fellner has developed a process to repair and update
pressure dose systems to avoid expensive total drainfield replacement

oud think when installer Doug Fellner gets a call to replace a burnedout effluent pump in a pressure dose system, the first thing hed
throw in his work truck is a new pump. Youd be wrong. He grabs a
5-gallon bucket of cutoff PVC pipe samples jam-packed with roots and
sludge and heads out to educate the customer.
Sometimes homeowners call him, exasperated by having to replace one,
two or even three pumps over the course of a few years. But its not about
the pump, he tells them. Its about a clog. And if he simply replaces the
pump, hell be back with another one in six months.
I will not put a pump in if the laterals arent flushed out. I know its
going to fail, said Fellner, owner of Fellner Soil & Septic Service in Sturgeon
Bay, Wisconsin. Thats when its time for Fellner to pull out his bucket of
props and explain whats really going on with the customers system.

MOUND FAILURE RISING


Several months ago, I made a friendly visit to see Fellner and his wife,
Loreen, at their office and noticed his bucket of 2015 cutoff pipe samples
from his customers systems in Door County, a tourist haven peninsula that
juts into Lake Michigan in northeastern Wisconsin. Of course, I had to ask
him about the collection, and thats when I learned about an epidemic of
calls hes been getting for failed pressurized systems, both old and new.
Fellner reckoned he encountered at least 10 systems in 2015 and
several more going back two-three years where plumbers, other onsite
contractors or county inspectors had told homeowners their drainfields
mostly mounds, but some at-grade and inground systems had failed and
needed to be replaced. Some of these systems were 30 years old, some were
only 5 years old.
Inevitably, it is recommended the mounds and laterals get
ripped out and replaced at a cost of about $6,000 to $7,000 per
mound, according to Fellners estimate. But Fellner hasnt been
convinced the mounds need replacement, and it usually only takes
a look at his bucket of root intrusion samples and a wager with the
homeowner to lead to further investigation.
Were not going to say the mound failed. Were going to say
theres a reason the mound failed, Fellner said. Ive dug down at
the manifold where theres 120 gallons of water in one spot and its
not dispersing through the whole mound. I dig up the end of the
mound and the gravel is dry.

A SURE BET
So he makes a deal with homeowners. His crew will come in,
locate the pressurized manifold and laterals, dig down into the
mound and cut away a pipe sample from the far end of the line. If
the pipe is clear, the customer doesnt pay for his time. If the pipe is
clogged, Fellner restores the system in a process that preserves
the mound.

I show them, Heres what were going to find. Theres going to be a 1


percent chance that the lateral is not clogged. Ive never had one yet where we
cut it off and didnt have a problem, Fellner said.
Because he has seen so many clogged laterals, Fellner developed a
relatively quick process to get the onsite systems up and working again. Most
of these systems were installed before clean-out sweeps were mandated by the
county in the early 2000s, so Fellner uses compact excavation equipment to
expose all laterals for inspection. He adds sweeps to the end of each line and
calls on another contractor to use a hot jet to clear out root intrusions and
sludge buildup. Occasionally jetting doesnt do the trick and sections of
laterals must be replaced. If the septic tank doesnt have an outlet filter,
Fellner recommends installing one to minimize the chance of sludge entering
the manifold and laterals. And, of course, burned-out pumps are replaced.
Fellners bill is a fraction of the cost of a mound replacement, and he urges
homeowners to have the lines flushed as a preventive measure during
mandated inspections, every three to six years. Some homeowners will do the
work themselves, opening the end of the sweeps and running the pump to
flush out the system.
Any mound thats been in the ground for five years, I guarantee youll get
at least a gallon of sludge out of (each lateral), he said.

CARING FOR CUSTOMERS


Fellner is convinced many mounds in his area are replaced unnecessarily
and could be fixed at a fraction of the cost. He believes he or other onsite
contractors could build a specialty business based on scouring out pressurized
pipe and adding lateral sweeps to older systems. For Fellner, providing this
service is all about fostering long-term customer relationships and doing the
right thing, which is not always the most profitable thing for the installer.
They might not spend $10,000 with you now, but down the road they
may need work or maybe their kids or their friends will, Fellner said. And he
said while some customers will use repairs as an opportunity to complain,
most homeowners have reasonable expectations about home maintenance
issues.
I tell people they replace the roof on their house every 25 years. Because
this is in the ground, its out of sight, out of mind, he said. We hear from
people when they have a problem, and were in the business of helping people
take care of a problem.
And for Fellner, the problem-solving often starts with a bucket of clogged
pipe samples.
We went to the old mounds showing problems and found the mound
wasnt the problem. The lateral was the problem, Fellner said. We have
really extended the life of the mounds. Its really been a godsend to the
homeowner. O

MAINTENANCE IS KEY
These increasing issues with mounds have less to do with the age of the
mounds and more to do with neglect of onsite systems, Fellner asserts. Hes
seen very old mound systems that perform perfectly after cleaning out roots
and sludge.
We have mounds out here that were installed in the 1970s and weve
looked at them and come to the conclusion that theyre working just as good
as the day they were installed, Fellner said. Maintenance is the answer.
In addition to periodic maintenance, Fellner looks at the landscape
surrounding the mound systems for threats of root intrusion. Water-loving
trees whose stringy, fast-growing roots are most likely to find the damp
laterals include box elders, cottonwood, cedar and willows. Hardwoods,
including maple and oak, are not as inclined to be submerged and are less
likely to seek out the pipes, he said.
To pick on every tree is wrong, he said. The offending varieties grow
right inside the laterals, find the holes and pull nourishment, working their
way into the orifices with their hair roots. Once inside the pipe, the roots
get nutrients from the solids. Theyre getting a seven-course meal now.
Preventing future root intrusion is the key to keeping down long-term
maintenance costs, according to Fellner. He suggests removing trees found to
be the source of the clogging, ripping out roots that infiltrate the mound and
run along the outside of the laterals. He also recommends removing tree
stumps to make sure no new growth is possible. Further, he suggests removing
all of the inappropriate species of trees up to 100 feet from the mound.
I tell them theyve got to get rid of the problem, he said. Do you want
to deal with us every five or 10 years or get the tree cutter in here to get rid of
the trees?

etroit has been on a long slide; no news there. But the same is not
true of the sprawling area surrounding the blighted city. There are
new office parks and new houses. Farther out the municipal sewers
stop but building continues, and here on the edge of the metropolitan area
is where Janette & Sons Excavating has found a good place to do business
and to grow thoughtfully.
In 1953, Frank Janette took over the septic business that his father had
run part time while also operating a farm. Frank focused on septic systems
and expanded. He manufactured his own concrete septic tanks and sold
them to other installers. Many things have changed for the company based
in Milford, Michigan. It is about 25 miles northwest of the Motor City and
is in Oakland County, one of the three counties that form the core of the
Detroit metropolitan area.
When Dad had the business and I worked for him, we concentrated on
home septic systems and didnt do much excavation or commercial work.
After he began disengaging from the business in late 1980s, we started

doing some commercial work, says current owner


David Janette. Those were systems to control
runoff from parking lots. The company became
licensed and bonded for sewer work, installing
early CULTEC systems in the Detroit suburbs.
Then the company expanded further, into larger
onsite systems for restaurants and schools.

THE FAMILY BUSINESS


Despite the years and growth, the company is
still a family operation, except for one employee
who isnt related but has been with the company
for 19 years and understands the culture. There is
a separate excavation division that is run by David
Janettes brother-in-law, Tim Vallette. The
wastewater business breaks down as about 30
percent pumping and 70 percent installations.

You have to be upbeat.

We all have the same outlook: We take care of
customers and go the extra mile. Its not always
about the business and making the revenue. We
look at peoples homes as if they were ours. If thats
my home, I dont want to be steered wrong by the
person I hire to serve me, Janette says.
The shiny red vacuum truck featured on the
companys website marks the most recent
expansion of the business. That was in 2010, and
it was a change intended to make the company
more self-sufficient by providing a new stream of
revenue, and it is a change that has met the goal.
We really went after it in 2010. We dont make
a lot on pumping, but it was nice to see that revenue
and have return customers, Janette says. And
because it forms connections in communities,
pumping has also provided good leads for other
services the company provides.
The person driving this end of the business,
literally driving it in the pumping truck, is Janettes
30-year-old son Darnell, the fourth generation at
Janette & Sons. Darnell didnt set out with that
intention. As a boy, he of course worked with his

to follow his dreams, Janette says. Darnell did, becoming a certified
mechanic for General Motors. Then the recession came. Auto dealerships
went out of business, and Darnell was the guy with the least seniority. Now
hes back with Janette and Sons, and David Janette says hes doing a really
good job with the pumping service.

many in his area.
Proposals in his area have suggested high-pressure sewers with grinder
pumps. For a homeowner its $17,000 to $20,000 to connect to the system
( Janettes company is certified to tap into these pressurized mains), and
then theres a quarterly bill. Im not looking at it with my financial gain in
mind. Around the lakes I agree thats not a bad idea to have central systems.
But for longevity in general, people are better off staying on septic systems,
he says.

When installers in Oakland County, Michigan, faced a problem, they


persevered by working together. In the process, they have a lesson for
anyone who wants to simultaneously improve the industry and their own
business interests.
The problem was unlicensed and unskilled people installing systems
and generally pulling down the business prospects of honest installers, says
David Janette of Janette and Sons Excavating LLC in Milford, Michigan.
So he and fellow installer Tim Brendel started the Oakland County Septic
Installers Association. Only 30 people came to the first meeting, but Janette
and Brendel persisted. Membership grew. More important, the association
produced change. It took four years of patient work, but the county now
licenses septic installers and requires that at least one licensed person be on
a job site. Other counties issue licenses by the business. The Oakland County
rule is better because it makes the individual responsible, Janette says.
For installers, being in the group means having a voice. Our county
listens to us, and we vote on regulations. And how many other counties listen
like that? I think its rare that we have such a relationship, Janette says.
More immediate interests are also served by joining the association.
When he and Brendel were starting the group, Janette approached a major
tank supplier and negotiated a 5 percent discount for members. Equipment
dealers and manufacturers recognized the benefit of associating with the
group, and now comprise some of the 110 members.
Janette also approached Case, Caterpillar, John Deere, Alta Equipment
and other companies. They want to host our meetings, which is nice. So the
guys get to check out brand-new equipment, and they get a nice meal out
of the deal. Some of the dealers run monthly specials for meetings. It may
be tires for backhoes, a good deal on insurance, half-price on a rental or
$10,000 off on a piece of mini equipment at years end.
This doesnt count the people who arent members but also attend.
These may be local engineers who want to network with installers or health
department staff.
Membership is only $50 a year.
That covers stamps and other office supplies. Everything else is
volunteer. It takes a lot out of me, but its worthwhile because it helps make
the group and the industry stronger, Janette says.

When Janettes technicians pump a tank, they prefer the owner to be


present. Its a good opportunity to teach people about the systems buried in
their yards and perhaps inform them about special circumstances impacting
wastewater treatment. We pumped a tank not all that long ago, and the
mother-in-law living in the home was receiving cancer therapy. That tank
was almost glowing; it had an aqua-green tint to it, and there were no solids
in the tank, Janette says.
Janettes service area includes a mix of longtime residents and newer,
younger people building large homes. When any customers tank is pumped,
along with the invoice comes a list of tips for proper care of a septic system.
Janette compiled his list from tips produced by a variety of health departments.
Education is also good for referrals because customers will remember the
customer care they received and recommend the company to others.
We get a lot of customers who call us when their systems fail. They
want us to provide a second opinion, and these contacts are directly related
to how we treat people, Janette says.

about four years working for a change in the health code to license installers.
Previously, if a landscaper put in a wastewater system a real situation
Janette heard about it would draw only a $50 fine from the county. Its a
slap on the hand, he says. Now installers must be licensed, and at least one
licensed person must be on site during an installation.

chuckle. Then he turns serious. I think where were at right now is strong.
He has concerns, but those encompass the entire industry. We dont

Janette sees a graying of the industry and a lot of retirements of qualified
installers on the horizon. He hopes the labor gap will be filled by younger
workers, and he has played his own role in that. Some of his competitors

What is the Single Largest


Cause of Septic System Failure?
We list the top 3 reasons why onsite systems fail
and tell you whats most often to blame

hen we conduct workshops or are in the field with other onsite


professionals looking at malfunctioning systems, the conversation
often turns to the reason septic systems fail. For us, failure is
when the system is not operating as its designed to; sewage is backing up
or surfacing, or effluent is going away, but not being treated properly.
We have been working together for 25 years and weve noticed there is
usually always more than one thing wrong when we are out troubleshooting
a system. We always run through the following potential reasons the system
in question is not operating as it should:
1. The homeowner is routinely using more water than the system can
handle. Systems are designed to handle a finite amount of water, and in
code it is usually expressed in terms of an average per person or a value
based on the number of bedrooms in the house. The overuse may just be
that the people living in the house use more water than the average 60-70
gallons per person per day. But overuse can also result from leaky and
unmaintained fixtures or from other extraneous water sources such as
surface runoff or clean water drainlines around foundations that are being
routed through the system. The homeowner, after the fact, may increase the
load by enlarging the house to accommodate more people or add waterusing devices the system was not designed to handle, such as garbage
disposals and large showers or tubs.
2. The system has not been properly maintained. The septic tank should
be regularly checked and the solids and scum removed before they
accumulate to levels that can be detrimental to the soil treatment part of the
system. Advanced technologies, such as ATUs and media filters, require
increased levels of care. These are often covered in maintenance contracts
written upon completion of the system, but not renewed because there have
not been problems or when new owners move in. Systems with advanced
technologies that are not cared for can represent more of a health and
environmental risk than a failed conventional septic drainfield system.
3. Improper design or installation. Here it may be that the system
selected or designed does not fit the site and soil characteristics. This can be
due to compaction problems in the soil treatment area when the system was
installed. It may be the tanks were improperly installed or that good pipelaying procedures were not followed. Or the designer was unfamiliar or
misinterpreted the information provided by the site evaluator.

In our experience the single largest cause of system failure goes right
back to the process of siting and installing, specifically the identification of
soil conditions at the site. Mistakes lead to errors in design and installation,
resulting in way too many systems having little chance of working right
from day one.
Designers and installers need to be familiar with and understand the
impact of three soil characteristics: soil texture, soil structure and soil color.

Those familiar with these characteristics recognize other site and
landscape factors contribute to selecting the right kind of system and
identifying where a system should be placed on the lot. However, we have
found that when these soil characteristics are misidentified, there is usually
a lack of appreciation by the designers about how they might impact the
system. Conversely if texture, structure and color are properly identified,
the additional important characteristics are also recognized and factored
into the design.

TALK TO INSTALLERS
In our view, site evaluation is the most critical piece to ensure that a
system will last long into the future. Installers, in our opinion, are the last
line of defense to correct siting and design errors, which is why we maintain
that installers need to recognize soil characteristics. Installers in any given
area are usually very knowledgeable of changes in soil characteristics due to
their vast field experience.

evaluator and designer to take a look. Then a decision can be made whether
to proceed with the system as designed. We hear a lot of disagreement on
this point, but there is no disagreement about who gets the first call from
the homeowner when the system doesnt work. That would be the installer.
This is why we feel strongly that all designers, site evaluators and
installers need to have some training in soil identification. We would go one
step further and highlight that inspectors and regulators should have that
same training to avoid the most frequent cause of system failure. O

in Greenwich, Connecticut, included three
additional shower stalls.
A study of the ultrafiltration treatment plant and drainfield was a
prerequisite to state and local approval of the system. The school manager
hired Mark Lancor, P.E., principal engineer at DYMAR Corp. in Southbury,
Connecticut, to provide the documentation and offer recommendations.
Drinking-water-quality permeate from the plants membrane bioreactor
flushes bathroom fixtures, while excess treated water discharges to a lowpressure distribution sand filter. The 2,310 gpd system was exceeding its
discharge permit due to leaking fixtures, groundwater infiltration and
runoff, says Lancor. That created a problem for the gymnasium project
and future expansion.
Lancors recommendations included a second equalization tank, a silt
barrier and curtain drain up-gradient from the sand filter, and upgrading it
for hydraulic buffering per the states request for improved efficiency. He
also added a new programmable logic controller (PLC) to regulate process
and dosing flows.
DYMARs design limited the schools capital expense to $380,000 for
the 6,600 gpd plant, as opposed to an estimated $1 million to add
membranes and process tankage and enlarge the sand filter.

SYSTEM OPERATION
Wastewater gravity flows to the septic tank and
6,000-gallon equalization tank duplex pumps
send effluent through a 2-inch Schedule 80 PVC
force main to the ultrafiltration system, followed by UV disinfection.
Permeate not used in lavatories flows to a dosing tank and is pumped to the
300- by 200-foot sand filter.
Liquid from three rows of gravelless chambers in the sand filter leaches
down the sloped 140- by 80-foot-wide sand-and-gravel toe. No other
discharge was possible because the absorption area is on bedrock/ledge
covered with a geomembrane liner.

INFILTRATION PREVENTION
Mark Green, owner of Green Construction Management in Waterbury,
Connecticut, won the bid. Together with his father, Wayne, and laborer
Jovany Sandoval, they installed a double 225-foot-long silt fence separated
by hay bales. It prevented runoff from reaching the sand filter.
As Mark Green dug the fence trenches with his Volvo EC140 excavator,
he saw what looked like a rubber hose hanging from a nearby tree. I knock
it down with the bucket and this 5-foot-long black snake slithered away, he
says. We found five or six snakes every day.
Fifteen feet above the silt fence, the team excavated 4 feet to install the

400- by 3-foot curtain drain. After lining the trench from side to side with
filter fabric, they added 4 inches of stone, laid 4-inch PVC pipe on top,
covered it with 4 inches of stone and wrapped the fabric over it. They
covered the bundle with another layer of fabric, then backfilled with gravel
to grade.
We laid 130 feet of perforated pipe followed by 175 feet of solid pipe
discharging to the wetlands, says Green. The installations took three days.

EFFICIENCY BOOSTER
Stripping the topsoil and 2 feet of fill off the sand filter toe presented
challenges. The only area to stockpile the spoils was between the chambers
and curtain drain. While Green exposed the septic gravel with the excavator,
his dad transported 900 cubic yards of it up the slope in a Volvo MCT125C
skid-steer loader.
I couldnt use a dump truck or push the spoils up the hill with a
bulldozer because both would crush the chambers, says Green. The fill
also contained rocks and boulders, including one too heavy to lift. He rolled
it out of the way with the bucket.
To improve the toes absorption rate, Lancor specified gravel with
hydraulic conductivity (K value) of 8 to 15 feet per day. Green searched gravel
pits in New York state and Connecticut without success. Then a friend on a
job 24 miles away in Westport, Connecticut, hit the perfect bank run gravel.

I had to install and compact it in two 12-inch lifts, 25 loads per lift, and
we couldnt use vibratory rollers because they compacted the gravel too
quickly, says Green. The only way was to water and roll the stone
repeatedly until it passed the test. Unable to drive grade stakes without
puncturing the drainfields liner, Green tied flags to PVC pipe mounted in
composite boards.

SWITCHING GEARS
At this point, they excavated the hole for the equalization tank, needing
the stockpiled soil to replace the rocks and boulders in the original fill.
Workers from Natural Systems Utilities (NSU), the plant operator, cut
the section of sidewalk covering the location for the 7,500-gallon concrete
EQ tank (Arrow Concrete Products). Vincent Noad of R V Noad Construction
dug the 27- by 18- by 16-foot hole using a Kobelco 135 excavator.

Noad needed 5 feet between the original EQ tank and new one for the
hydraulic core drill machine, and 4 feet of clearance on the opposite side. In
addition, a 2-inch force main running from the wastewater treatment
building to the drainfield passed through the excavation. Noad also couldnt
expand the width of the hole beyond 18 feet without taking out an electrical
duct bank and half the parking lot.
It was a one-shot deal, says Green. If Vinny dug too far back, he
couldnt go forward without falling in the hole.
Luckily, the bucket hit water exactly at 16 feet the seasonal high
water level. Instead of needing a man in the pit with a laser level, Noad used
the water. His driver hauled spoils to the stockpile in a tri-axle Sterling
truck with Ox dump body. They bedded the hole with 12 inches of crushed
stone and drew the tanks outline on it to mark the exact position.
Meanwhile, Greens crew placed 2 feet of fill over the gravel toe, then the
topsoil. Randy Olmstead of All Green Hydroseed sprayed it with a custom

NSU hired a septic company to pump the septic tank and remain on
standby all day. The kids were on summer vacation, so there was barely
any usage, says Green. Nevertheless, he cut the force main and bypassed
the flow around the work site.

A trucking company delivered the 75,950-pound EQ tank in two halves.


A Quick Pick Crane set them using a Grove (Manitowac Crane) GMK5120B
all-terrain hydraulic crane. The bottom section had a 14-inch stainless steel
sleeve exactly 4 inches above the floor. It would house the 10-inch ductile
iron pipe connecting both EQ tanks.
After setting the lower portion, Green used a laser to mark the location
for the penetration into the original EQ tank. The bore went smoothly, but
the floor of the new tank sloped toward the pipe, creating a lip that prevented
Green from inserting the 7-foot-long pipe through the sleeve.
The sleeves had to align perfectly, so it was with great reluctance that
we lifted out the bottom half, says Green. We inserted the pipe into the
existing tanks sleeve, Quick Pick expertly reset the lower half, and we
pulled in the pipe until it butted against the lip.
Grout and Link-Seal couplings secured the pipes to the tank walls.
Once the tank halves were mated, Greens team applied a polyolefin-backed
joint wrap (ConSeal - Concrete Sealants) around the seam to ensure
watertightness.
While they bedded the pipes and backfilled with compacted bank run
gravel around the tank, Green excavated and cut the recirculating force
main. This enabled NSU to install a dosing manifold with ultrasonic level
sensors and a magnetic flowmeter wire to the PLC.
To relocate the dosing force main, Green used a Volvo EC35C excavator
to dig a 4-foot-deep trench, bedded it with 6 inches of compacted sand and
laid new pipe. NSU installed a second identical manifold, and programmed
the PLC to send 2,310 gpd to the sand filter. On low-flow days, it discharged
excess treated water to the setpoint.
Tom Dauti, owner of Dauti Masonry, replaced the concrete sidewalk and
extended a stone wall around the new EQ tank to retain the backfill. The
upgrade was completed in a week and ahead of schedule, enabling the
school to receive state and local approval. O

Effort to Shut Down
Remaining Cesspools

emoving existing cesspools from service after a property is sold is


among the changes to onsite wastewater rules to be considered in
Rhode Island this year. The state Department of Environmental
Management says the technical changes and clarifications are primarily due
to legislative actions taken in 2015 dealing with onsite wastewater, including
the Cesspool Act, according to a public notice announcing the proposed
amendments to the Rules Establishing Minimum Standards Relating to
Location, Design, Construction and Maintenance of Onsite Wastewater
Treatment Systems.
New cesspools have been banned in Rhode Island since 1968, but there
are still about 25,000 in operation. The proposed rule, which is consistent
with the Cesspool Act signed into law last summer, requires cesspools to be
disconnected and replaced with a modern septic system or connection to a
sewer system within 12 months of the sale of the property. It is expected to
result in about 400 cesspools being taken out of service every year.

MINNESOTA
Onsite professionals in Minnesota who failed to meet their continuing
education requirements in 2015 have received a reprieve from the state
Pollution Control Agency. Legislative action aimed at simplifying regulations
and administration of rules required the agency to establish a one-year
extension of certification for those who failed to meet the requirements.
During the conditional certification period, the person must complete the
missed continuing education and pass one or two certification exams that
apply to the onsite wastewater work they perform.

MISSOURI
The Missouri Coalition for the Environment may file suit soon to force the
creation of standards for nitrogen and phosphorus levels in state lakes and
reservoirs. The U.S. Environmental Protection Agency rejected the states
proposed standards four years ago. While the Missouri Department of Natural
Resources published draft recommendations last fall, it has yet to approve
anything. Based on a Notice of Intent filed with the EPA, the coalition will
allege that the federal agency failed to force regulators to establish nutrient
levels in a reasonable amount of time. The coalition can file suit 60 days after
issuing the Notice of Intent.

NOVA SCOTIA
The provincial government of Nova Scotia has approved new onsite
wastewater regulations along with a new standards document to replace the
existing Technical Guidelines. The new regulations take effect in May. The
program changes have been explained to onsite professionals through
regional meetings of Waste Water Nova Scotia Society. O

heres something about the feel of a well-crafted hand tool. Perhaps


its the weight, the finish, the design or just knowing you can
depend on it to get the job done time after time.
How do you know what brand and quality of tool is right for you? That
depends on how often you use it and the job youre performing. You dont
need a $100 hammer to hang a picture, but you wouldnt want anything less
than the best possible wrench when wrestling with a bolt in a confined
engine compartment.
As any onsite installer who has spent a lot of time in the shop knows,
not all tools are the same, but all will do the job they were intended to do.
For starters, hand tools generally fall into three categories: professional,
intermediate and consumer or DIY.

EVERYDAY USE
Professional-grade tools are made to be used every day all day long.
In short, theyre made to last. Snap-on is a brand that often comes to mind.
They are the personal work tools of mechanics. These are the tools you dont
want to lend or leave laying around the shop primarily because theyre
not cheap. Keep in mind, professional in name does not mean professional
in grade.
Intermediate, mid-tier-grade
tools are often shared by

Each level of tool has numerous brands to choose from. But how do you
know youre getting the best value for your dollar?

PERSONAL PREFERENCE
Many old-schoolers point to weight and country of origin. Others insist
on service and availability. In the end it comes down to personal preference:
Do you like a soft or hard grip?
If youre a professional mechanic and are happy with your tool performance, selection and service, you probably have no reason to change. But if
youre in charge of buying tools for the shop or are an occasional mechanic,
you might be tempted to shop around.
Lets start with country of origin. For years, Made in the USA was the
gold standard. And many buyers still rely on it for their decision-making.

TOOL TIPS:
Whenever youre working with hand tools its a good practice to wear
safety glasses. Gloves are also recommended but can be cumbersome
in tight spaces. Whatever brand of tool you own, it will last longer if
properly stored and care for. Here are a few tips to get the most life
from your tools:
On any job you do, you want to thoroughly inspect your tools before
and after use a broken tip on a screwdriver, for example; a rounded
edge on a socket, says John Ficcadenti, product manager, Snap-on
Industrial.
You always want to wipe them down and store them properly,
he says. Put it back in its right place in your toolbox or drawer so
the next time youre ready to use it its ready to be used. If theyre
your tools and youre not sharing them with anybody else, youre going
to know you put your tools away in the right place in the proper order.

Most chrome tools can be cleaned with a rag: wipe them off and
put them away. Ratchets can be greased but shouldnt be cleaned in
solvent, it sucks the grease out, says Jim Stewart, brand manager for
GearWrench.
Impact sockets and pry bars can develop rust spots. Clean them
with an oily rag or use a little WD-40, he says.
In the case of a click-style torque wrench, loosen the spring before
you store it. Turn it down to its lowest possible setting.

Wastewater Contractors and


Regulators Make a Strong Team

Nova Scotias environmental department jump-started the provincial wastewater trade


association and continues to help fund its mission to raise professional industry standards

early 20 years ago, the provincial agency Nova Scotia Environment


decided it needed help from the private sector to properly regulate the
onsite wastewater industry. The result was the Waste Water Nova
Scotia Society. Today, the group has around 700 members and a memorandum
of understanding that guides the cooperation between the association and
the NSE.
Everybodys fighting the same battles, theyre just at a different stage of
the war, says WWNS Executive Director Gary Cameron about the onsite
wastewater industry in Nova Scotia compared to the rest of Canada and the
United States.
You have a large membership, especially considering youre
in Canadas second-smallest province.
Cameron: A lot of that is a direct result of us providing the continuing
education required by the province. There is a professional development
program for each designation and they come to us to get that: (system
designers), installers, pumpers, portable restroom operators, cleaners, (onsite
maintenance providers), and suppliers. Thats a good incentive. Engineers
have their own professional development, but are also members of WWNS.

how they work together to train, educate and upgrade the
qualifications of onsite professionals in the province to ensure:

The two parties work together on guidelines, standards and
policies to ensure a professional onsite service industry exists
and is maintained in the province
The provision of timely delivery of information and up-to-date
training for the industry and the delivery of public information
programs for all Nova Scotians on unserved building lots

We started in 1997 because the government
was looking to privatize the selection and
design of systems. NSE used to do the
permitting and inspection and wanted to get rid of that portion of their
inspectors work so they could concentrate on some other things. They
approached people in the industry and helped form Waste Water Nova
Scotia.
The province also wanted an association that could provide feedback
and recommendations about changes. They were pretty good from the start.
They wanted this to happen so they provided some money and expertise to
make it happen. We get up to 50 percent of the licensing fees to help fund
the continuing education for people in the onsite wastewater industry. Daily
operations are funded by our $100 annual dues.
What is the continuing education requirement?
Cameron: It goes on a point system to remain qualified for the various
licenses so you dont have to take the training over and do the exam again.
You get points for being a member of the association and there are points
associated with our annual general meeting every spring. We have a series
of regional meetings around the province to keep people up to date and you
get points for attending. Suppliers and engineers attend the meetings but do
not collect points.
We have between 14 and 19 meetings every year and get between 600
and 700 every year in groups of 25 to 50 at each meeting. The last few years,
weve cut down the meeting to just the morning, from about 9 to noon, so
it doesnt cut into peoples day too badly. No sense making people sit there.
We get in, give them the meat and potatoes, and send them on their way.
Last year, we had a septic pumping expo and trade show that added a
day to our annual general meeting. That was for the pumpers and portable
restroom operators and we had a good turnout and feedback. Were hoping
to build on it this year and make it grow.

We also have a series of six educational videos on our website (see them
at http://wwns.ca) and keep adding one or two a year. They show different
types of systems being installed and some of the processes of getting approvals.
We work closely with the onsite services coordinator with Nova Scotia
Environment, who travels around to our regional meetings. Its a great time to
get people up to speed if there are new regulations or anything people have to
be made aware of. If NSE is proposing any changes, we see a good percentage
of our members at those regional meetings and get their feedback before
anything goes ahead.

go to the local office of NSE to write the exam.
The videos are done through my office, collaborating with the board
members to make sure things are on track, and we hire a production company
to put them together.
What are the current onsite issues in Nova Scotia?
Cameron: Like most governments, money is tight so there are a lot of
changes coming. The system approval process requires a lot of upfront work
for the provinces inspectors, so were changing to a notification process that
puts more of the onus on the industry and takes away some deskwork for the
inspectors to allow them to get out and do more of their inspection work. It
will be the big topic this year.

What do you have for staff to get all this done?


Cameron: The total paid staff of WWNS is one, and thats me. We have
a volunteer board of directors of nine people. WWNS organizes the continuing
education and the training and has an instructor who puts on the training
courses. We provide them when we have enough students that have to take
the licensing exam.
We normally have three installer courses a year and one for qualified
persons (designers). For pumpers, we have a home-study model using material

Cameron: I hope not, but its hard to say. Things are always in a state of
change. Having everyone as a part of our association and having people
working together is a real benefit.
Having read articles about other jurisdictions in this column, the key is to
get that good working relationship with your regulator and having consistent
rules across your province or state. That way there arent individual rules here
and there, and everyone is working from the same book. O

Supermarket tackles premature failure of leachfields


Problem: A supermarket chain with nearly 75 stores in Maine, New Hampshire and Massachusetts had
ongoing issues with premature failure of conventional treatment systems. Experience indicated that a
conventional system may fail as soon as two or three years after installation. A new store that opened in
2011 called for a design flow of 8,500 gpd of blended wastewater including kitchen, bakery and sanitary
waste with anticipated biochemical oxygen demand of 650 mg/L.
Solution: Designers chose a Clean Solution aerobic treatment system from Advanced Onsite Solutions,
which can be scaled to accommodate applications ranging from a single-family home to a large community
or commercial system. In this moderate-sized system, effluent flows to a 12,600-gallon grease trap, then
to an 8,500-gallon septic tank. From the septic tank, it flows through two 4,500-gallon aerated treatment tanks, then to two 5,000-gallon settling tanks, a
1,500-gallon pump station, and finally to a field of concrete chambers.
Result: As part of normal maintenance, in March 2015, grab samples were taken of both untreated effluent entering the system and treated effluent sent
to the field. Biochemical oxygen demand coming in was 720 mg/L; going out was 8 mg/L, a 99 percent reduction. COD was reduced from 1,200 to 89
mg/L, a 93 percent reduction; FOG was reduced from 72 to less than 5 mg/L, a 93 percent reduction; and TSS was reduced from 170 to 8 mg/L, a 95

Treatment system meets discharge requirements


Problem: The Carenage Health Centre, located in Carenage, Trinidad and Tobago, replaced the previous
location that was housed in an old Colonial building. The wastewater treatment system was commissioned
in August 2015. The time frame from order to completion, including shipping and installation, was six
weeks.
Solution: The treatment plant consists of a lift station that pumps the wastewater 12 vertical feet and
across a 300-foot horizontal distance into a CromaFlow advanced wastewater treatment system. The model CF-30 treating 3,000 gpd includes advanced
remote monitoring and operation by a technician utilizing a program logic controller. The CF-30 is buried with only the hatches exposed. It consists of four
Salcor 3G UV disinfection units, in a series-parallel arrangement.
Result: The system was able to meet the strict discharge requirements and environmental standards of the Water and Sewerage Authority of Trinidad and

MBR system saves business on sewer bill


Problem: Faced with a 1,320-foot distance to connect to the centralized wastewater treatment system, the owner of a
commercial storage facility in central Bradley, Illinois, began exploring decentralized options. To gain decentralized system
approval, the village required installation of a NSF 350 certified water-recycling system to accommodate the flow from restrooms
and other facilities for office workers.
Solution: Ray Tebo of New Excavating Technology Inc. designed and installed a complete wastewater treatment system
including a Bio-Microbics .5 (500 gpd) BioBarrier Membrane BioReactor installed within an Infiltrator Water Technologies
IM-1060 tank. The modular MBR system uses advanced technology to produce recycled water. The tank offers strength in a
lightweight and easy-to-transport design. The system had an Infiltrator IM-540 lift tank, followed by another IM-540 tank with
a 1/16-inch SaniTEE for solids retention. The BioBarrier is followed by a 2- by 10-foot EZflow 1202GEO drainfield installed at
the precise location where a double-ring infiltrometer test was conducted to test the hydrologic conductivity of the soil. The
recycled water is then dispersed at .5 gpm for process control. An Aquaworx IPC duplex control panel controls the Champion
pumps. The total footprint of the system is 8 by 40 feet.
Result: The system provides effective wastewater treatment, meets town regulations and so far has resulted in more than a $100,000 savings for the

Drip system fit into small lake lot footprint


Problem: A residence on the shore of Grand Lake near Alpena, Michigan, appeared to be impossible
to upgrade with its proximity to the water and tiny footprint. But it did have a small corner that met
the needs for a subsurface drip system.
Solution: Perry Losinski, of Losinski Excavating & Septic, was able to draw on the SludgeHammer
technology and expertise for the solution. The company had remediated dozens of small sites with its
ABG by converting the outmoded septic systems to advanced treatment units. This provided the
quality effluent needed for GeoFlow drip irrigation disposal and protection of lake water quality. An
Infiltrator IM-1530 1,530-gallon tank slid in to replace the old tank, with room for a 1,000-gallon
pump tank. SludgeHammer developed its own control box for the drip system.
Result: The drip system allowed treated effluent to be moved from the shoreline with discharge of highly treated effluent into the grass root zone for both
