NOTIFICATION

Subject:RevisedguidelinesforgrantofProfessionalDevelopmentAllowanceunderthe6thCPC

In supersession of notification No.IITD/EI/U3/2841 dated 2282001, the following revised guidelines are
notified for grant of Professional Development Allowance of Rs.3.00 lakhs to every member of Faculty including
Scientific/DesignStaffatthelevelofAssistantProfessorandaboveattheInstitutew.e.f.1stApril,2010:

1.
Threeyearblockwillbefrom142010to3132013.

2.
Professional Development allowance is made available to faculty to enable them to participate in a range of
professionalactivitesthatincludesmembershipofprofessionalbodiesaswellasattendingconferencesinIndiaas
wellasabroad.Itisalsopossiblethatthefacultymembershaveaccesstootherfunds(includingfromprojects)
foroneormoreoftheseactivities.

Out of Rs.3 lakhs, a maximum of Rs. 1.50 lakhs over three years can be spent by the concerned staff on
contingencythatincludesitemslikebooks,stationary,computeraccessories,professionalmemberships,journal
pagechargesetc.

4.
MaximumofRs.2.50lakhswouldbeavailableforInternationaltraveltoanapplicantwhohasnotattendedan
averageofonenationalconferenceperyearinthelast3yearsandisnotamemberofanyprofessionalbody.
(ThisalongwithexpenditureunderSl.No.3shouldremainwithinthelimitof3.00lakhsandwouldbeforablock
ofthreeyearsi.e.upto31stMarch,2013.Subsequentperiodswouldbefrom142013t03132016andsoon).

Grant of PDAfor attendingNational/ Internationalconference will be subject to Faculty and Scientific/Design
staffeitherpresentingapaperorchairingasessioninhis/herareaofspecialization.However,attendingreputed
conferences, symposiums and workshops without presenting a paper and / or chairing a session would be
permittedonlywithaspecialapprovalfromDD(F)/Director,basedonstrongjustificationforthesame..

6.
FacultymembercanalsousethesefundstosupporttravelofacolleaguetoaconferenceinIndiaoroutside,as
wellasastudenttoaconferenceinIndiaoroutsideforjointlyauthoredpapers.Inallsuchcasesadvanceif
requiredwouldbedrawnandsettledbythefacultymemberhimself/herself.

7.
He/Sheshouldhavepublishedatleastthreeresearchpapersinjournals/conferencesofreputeinthepreceding
threeyearsfromthedateofapplication.Thisisonetimerequirementoftheentireblockofthreeyears.

8.
New faculty and Scientific/Design staff joining at the level of Professor, Associate Professor and Assistant
ProfessorandequivalentScientific/DesignstaffcanalsoavailthePDAfromthedateoftheirjoining.Amount
available to them would beon theprorate basis (Rs.1.00 lakh peryear) for the remainingperiod in the 3year
block.

9.
Ifthepaperacceptedforpresentationattheconferenceismultiauthored,thenonlyoneoftheauthorscanavail
thefacilityforattendingtheconference.

10.
ForFacultymembersretiringduringtheblockof3years,thePDAwouldbegrantedonproratebasisi.e.onelakh
peryearofremainingregularservice.

FacultymembersavailingPDAforattendingInternationalConferenceabroadduringvacationscanalsoavailupto
amaximumof2weeksleaveofthetypeduebeforeoraftertheconferenceforotheracademicpurposewiththe
approvaloftheCompetentAuthority.

12.
PDAcouldalsobesuitablybrokenforattendingoneormoreconferencesinthesameblockperiodcoveredinthe
firstsentence.

TheamountofPDAcouldbeusedfor:

i)
Internationalairtravelincludingtaxichargesbetweentheplaceofresidenceandtheairport,visafees
andairporttax;
ii)
Registrationfeefortheconference;
iii)
Boardingandlodgingfortheperiodoftheconferenceplustwodaysi.e.onedaypriortotheconference
andtheotherdayaftertheconference;
iv)
Localtravelattheplaceoftheconference;
v)
Expensesforattendingoneworkshoportutorialuptotwodaysassociatedwithconference;and
vi)
MedicalinsuranceconnectedwiththeInternationaltravel.

Theblockofthreeyearsstartfrom1stAprilandendon31stMarchafterthreeyears.Thecurrentblockpertainsto
theperiodfrom1stApril,2010to31stMarch,2013.

All other scheme for financial assistance notified vide notification No.IITD/EI/U3/2841 dated 2282001 i.e.
NationalConferencetravelsupport,bookandothercontingencywouldexpireontheduedatei.e.31stMarch,2010.Only
PFAforattendingInternationalConference,theblockforwhichwasupto31stJuly,2010,isterminatedprematurallyon
31stMarch2010.

TheHeadsofDepartments/Centres/Units/Sectionsarerequestedtokindlybringthecontentsofthisnotification
tothenoticeofallFacultyandScientific/Designstaff.
