The BOD is responsible for authorizing Treasurer to execute financial
transactions on behalf of the CPGL, in a manner consistent with the interest of
the CPGL, at a bank that is convenient to the Treasurer. The Treasurer is also
authorized to provide the name and signature of President to act as secondary
signer of transactions on the bank account.
The BOD is responsible for establishing the administrative rules and the rules of
play that govern the CPGL during the scheduled season.
Any member of the CPGL may submit written proposals for rules changes to the
BOD. Acceptance of proposals for rules changes will be made by majority vote
of the BOD members. The President will vote only in the case of a tie.
Membership
CPGL membership will consist of Team members and Reserve members. The
number of teams will be determined based on prior year attendance.
Members must be at least 21 years of age.
Selection for Team membership will be considered in the following order:
Membership Dues
Former CPGL members who had not been excused the previous
year and return the following year.
New members.
All members not selected for a team are reserve members.
Team vacancies that occur during the CPGL season will be filled by available
reserve members in good standing based on BOD discretionary selection
process.
Membership in the CPGL may be suspended or terminated by the BOD for any of
the following reasons:
Dues for the CPGL scheduled season will be $75 for all Team and Reserve
members.
Dues must be paid in full by the General Meeting
If the $75 season dues are not paid at (or by) the seasons opening General
Meeting you will be unable to participate in the team selection lottery. Payment
can be mailed to the CPGL Treasurer, the President or brought to the meeting.
There will be no refund of any dues after the second week of CPGL team play
unless otherwise approved by the BOD.
CPGL Play
Reservation Golf Club of Mattapoisett, MA is the host of the Colonial Pines Golf
League. (Tel. 508-758-3793)
Greens fees are the responsibility of each player and are to be paid at the RGC
Pro shop before each scheduled round of golf.
The CPGL has tee-off privileges from 4:00pm to 6:00pm.
In case of inclement weather, unless the course is closed, the decision on
whether or not to cancel CPGL play will be made no later than 4:30pm by any
BOD present at the golf course.
Once play has begun, any teams not finishing will not be awarded any points. If
play is suspended during a round no points will count. The RGC will attempt to
let everyone on the course know of a termination of play with a blast of an air
horn.
Lightning in the area is an automatic termination.
Cancelled matches may be re-scheduled time permitting and at discretion of
BOD.
Scoring will be governed by USGA rules except as modified by RGC local rules
or as noted in the Rules of Play (section 9).
If a team member quits play during a match, the remaining team member will
continue to play against both the opposing team members and/or score from a
reserve member will be selected by blind draw and applied to score card. No
score will be recorded for the player who quit the round.
Handicaps
All returning members will begin the new season with last seasons handicap.
Handicaps for all members will be adjusted every week of play and calculated at
90% of the base formula after the first four weeks of play to set the new
handicaps. After the first four weeks of play the scores from each additional
week will be included in for a ten week average for the handicap.
New member handicaps will be estimated and will be calculated and adjusted
weekly for the first 4 weeks of CPGL play.
Handicaps will be available in the clubhouse prior to each round.
Absent members will receive a score that equals their average score at that time.
Scoring
All players are requested to check in with the CPGL starter upon arrival at the
golf course.
Team captains are responsible for the score cards for CPGL play.
Score cards should be set up as follows:
Team 1 low handicap (A) vs. Team 2 low handicap (A) on top
section of card.
Team 1 high handicap (B) vs. Team 2 high handicap (B) on bottom
section of card.
Player A gets 1 point for each hole that is won and point for a
split.
Player B gets 1 point for each hole that is won and point for a
split.
If one player does not sink his final putt at 3 over par (4 over par if
receiving a handicap stroke) or picks up his ball prior to reaching
the green, the opposing opponent wins 1 point for that hole if the
opponent finishes the hole in regulation strokes. The other 1 point
is determined by the low net score of the remaining players in the
match. Scorekeeping should identify unfinished holes with a U
and then the score. Ex. (U-8).
An opponent does not automatically win the hole at the time when
a player chooses to pick up his ball because he is unlikely to finish
the hole at 3 over par. The opponent still needs to make sure that
he finishes the hole within regulation (including handicap stroke if
applicable).
Reserve members will accumulate points playing against the course based on
net score. Low net scores win 3pts for 1st place, 2pts for 2nd place, and 1pt for
3rd place. Tie scores within this range will share points accordingly.
Maximum of 3 strokes over par per hole is to be recorded on the score cards.
Strokes over this maximum will not be counted in official score total for handicap
purposes. Players are strongly encouraged to pick-up after the 3rd stroke over
par.
If one player in a match holes out on his 3rd stroke over par to
win their 1 point, the opponents scorecard should clearly reflect
the loss even if a 4 over par is entered in order to make this clear.
Players who pick up their ball before reaching 3 over par should
be acting in the spirit of sportsmanship and have intentions of
speeding up play.
Players who pick up their ball before reaching 3 over par and are
acting in a manner of poor sportsmanship with intentions of
increasing their handicaps, will be considered for unacceptable
conduct (section 2).
For each round played, team captains must turn in signed and attested score
cards to the scorekeeper (or his representative) showing the gross score of each
player, holes won by each team and overall match points won by each team. All
signed and attested score cards are final. Scorekeeper reserves the right to
make corrections for errors in players calculations. Players have until the end of
play on the following week to contest any points they feel may be incorrect.
When a team has an absent member and there are no reserve players to replace
the absent member, the team member has a choice to match his score against
each of the opposing team players or use a score from other reserve player
based on a blind draw. Individual points accumulated will be based on the higher
points of the 2 matches.
When a match is missing a whole team and there are no reserve players to play
against than that team will play the round and a blind draw score will be applied
to the scorecard to determine match results. In no event will the team that played
receive less than 9 points. The absent team will receive a maximum of 6 points
and will not receive more points than any other team that actually played their
match. Points for each individual absent player will be applied based on 50% of
total points awarded.
In the event that 2 whole teams are absent, the 2 remaining teams can play a
match with each other. In no event will either of these teams receive less than 9
points for the week. The winning team of the match will be awarded the actual
points won.
When a match has absent team members on opposing teams and there are no
reserve members to replace the absent players, the remaining team members
can choose to play head to head for the total 18 points for the match. Points for
each individual will be based on 50% of total point awarded for their team.
Alternatively, they must both choose to have a reserve player score applied to
their card based on blind draw.
Absenteeism
Golf is a gentlemans game. In joining the CPGL you have in effect made a weekly
commitment to a teammate and to the CPGL. Absences (especially unexcused) are not
fair to the teammate, and demonstrate a discourteous attitude to the CPGL in general.
The following rules and policies have been put in place in an attempt to minimize the
frequency of unexcused absences. A true Gentleman Golfer will accept and honor
these rules and guidelines.
It is the responsibility of each member (team and reserve) to notify the CPGL as
far in advance as possible and no later than 4:00pm on the day of an expected
absence, when they will be absent from CPGL play. The suggested ways of
informing the league are:
Call the golf course: 508-758-3793 (make sure they have your
name correct).
Reserve members
Excused absence openings on teams will be filled with reserve players on first
come first served basis and with priority given to those groups who are ready to
start.
Any team member who is absent without notification for two consecutive weeks
will be replaced with a reserve member selected from reserve members who the
BOD feels will best honor the weekly commitment to the team.
A CPGL members absenteeism rate will impact their consideration for league
tournaments and for team membership in the following season.
Replacement of team member during championship match will be based on blind
draw of all league members present at the time drawing is needed that have
handicaps within a range of +-3 strokes of team member needing replacement.
If both team members on a championship match team are unable to play then
the team forfeits the match.
Reserve members are members of the CPGL in all aspects except that they are not
permanently assigned to a team.
Reserve members pay CPGL membership dues and are subject to all the CPGLs rules,
and penalties.
Reserve members are expected to show up for all CPGL scheduled play (section 7).
Upon arrival, reserve members must check in with the CPGL starter for a team
assignment. If not required to substitute on a team, reserve members will play as
individuals, against the course.
All rounds played by a reserve member will count towards their CPGL handicap and total
points score accumulation for the season.
Rules of Play
USGA rules govern all league play except where noted below. The BOD will resolve
disputes.
All water hazards will be considered lateral water hazards. A ball may be
dropped in an area laterally to where the ball entered the water, but no
closer to the hole. One stroke penalty.
Balls hit out of bounds will be considered lateral hazards. A ball may be
dropped in an area lateral to where ball lays at rest out of bounds. The
drop will be made 2 club lengths from boundary, including going
backward to a preferred drop area of the players choice. One stroke
penalty. No additional penalty for taking distance.
Relief from stone walls and fences, one stroke penalty drop within 2
club lengths from stone wall or fence and no closer to hole.
Holes # 3 and 12 Balls hit out of bounds to the left must drop ball in
the drop area indicated by marker. One stroke penalty. No additional
penalty for taking the distance.
Hole #4 - Balls hit into hazard in front of tee box will be dropped in drop
zone parallel to last tree on right, one stroke penalty.
Holes # 5 and 14 Balls hit into the hazard may be dropped in drop
zone. One stroke penalty. No additional penalty for taking the distance.
Balls hit out of bounds to the right, follow rule 3 above.
teams will compete for 3rd and 4th place prize money. Ties will be decided by a
sudden death playoff if time permits or matching of cards (starting with most
difficult handicap holes first) by the CPGL scorekeeper.
(1) During the championship week, all other teams and reserve members not participating in the
championship matches will have a chance to win prize money by playing against the course. Based on
low net scores, 5 teams will win prize money. Ties will be decided by matching of cards (starting with
most difficult handicap holes first) by the CPGL scorekeeper.
The two Gilly SimmonsTournament weeks are scheduled at mid-season and end-ofseason. The tournaments will be a Scramble/Best Ball format. Prize money will be
awarded to 3 teams with the lowest scores in each tournament. Ties will be decided by
matching of cards (starting with most difficult handicap holes first) by the CPGL
scorekeeper.
Green Jacket Tournament will be played after the end of the scheduled league season
and will be a 2 week tournament. Total points for the two weeks will be declared the
winner. Points will be 4 points for eagle, 3 points for birdie, two points for par and 1
point for bogie.
Reserve member prizes will be determined by the total points accumulated throughout the
weeks of official CPGL play. Prize money will be awarded to the top 4 point scorers.
Prize money will be determined by the BOD and will be awarded at the end of season
Banquet Meeting.
Weekly closest to the pin and longest putt awards will be paid out at the end of
season Banquet Meeting. Holes # 5 & 14 are designated as closest to pin holes
and holes # 9 & 18 are designated as longest putt holes. Members can win both
closest to pin or longest putt hole per week. The prize money will be $5 for each
closest to the pin and longest putt per week.
