TRACK RECORD/ POSITIONS HELD IN GOVERNMENT

• During the Martial Law period, he joined the Free Legal Assis-
tance Group (FLAG) and the August Twenty One Movement
(ATOM). He also co-founded the Movement of Attorneys for
Brotherhood, Integrity and Nationalism, Inc. (MABINI). Said or-
ganizations offered legal services to the poor and the defense-
less.

• He was appointed Governor of Manila in 1987 and was later


elected by his peers as the Chairman of the Metro Manila De-
velopment Authority.

• After the EDSA revolution, he was appointed as the Mayor of


Makati and was there after elected for the same position in
1988. He joined pro-democracy forces who worked to avert the
mutinies during the Aquino administration. He was re-elected in
1992 and 1995.

• In 1998, he was appointed Chairman of Metro Manila Develop-


ment Authority.

• Again, he was re-elected as Mayor of Makati in 2001, 2004 and


2007.
ISSUES ALLEGEDLY BEING LINKED TO THE CANDIDATE

• In October 2006, DILG issued a suspension order against Binay


and his vice mayor due to an accusation by Roberto Brillante
concerning ‘ghost employees’ on the city payroll. He refused to
oblige with the said order and instead, barricaded himself inside
the city hall. After three days, the Court of Appeals issued a
TRO but before it lapsed, the court issued an injunction order
preventing the Office of the President from enforcing suspen-
sion until the case was resolved.

• Considered among the most vocal critics of Gloria Arroyo and


her administration, he has been expressing his dissenting views
on different issues such as the 2004 national elections and the
moves of the administration for Charter Change.

• Administration suspects him of funding anti-Arroyo rallies and


giving financial support to or keeping custodies of rebel soldiers.

• Criticisms on Binay also include city hall fund anomalies like


disallowed purchases, unliquidated cash advances and over-
priced purchases by the government under his watch.
