USTAINABLE = ENVIRONMENT = AND NATURAL RESOURCES (ENR) PLANNING AND RESULTS ~ ORIENTED IMPLEMENTATION The reforms in DENR’s organizational and functional structure during the past decades were aimed to instill and reinforce an intersectoral perspective. These initiatives, however, did not completely eradicate the predominant sector-oriented mindset of the Department's workforce in managing the environment and the country’s natural resources. Given current efforts in implementing the Rationalization Plan and the filling up of vacant and new positions, the opportunity exists to renew previous attempts at pursuing an integrated ENR perspective. This can be done through a capability-building program which focuses on establishing and strengthening this mindset among the new entrants and the incumbents.
