Introduction/Background
This business case proposal targets four middle schools in the state of Mississippi.
The initial focus in year one will be Ruleville, Carver, W A Higgins and George W Carver
Middle Schools. These schools proved to have the lowest achieving scores in recent years. For
the sole purpose of this assignment, discussion will be made about M&S-Success Enterprise and
its new, innovative and growing business process through the lenses of The No Child Left
Behind Act (NCLB) and Adequate Yearly Progress (AYP) scores. The focus and priority will be
on the AYP scores, which is measured and mandated by the government.
M&S-Success Enterprise is an organization that is interested in tutoring middle school
students. This business case proposal targets four prospective schools within the state of
Mississippi. M&S-Success Enterprise will focus on only these four schools for the first year but
will hope to see a short term and long-term growth in years to come. The main goal is to serve as
an after school program to assist students in increasing both math and writing performances on
the state examination level.
The NCLB was established in an exertion to improve value of education for all students
across the board in the United States. In resolution, all students will get a fair chance to succeed.
M&S-Success Enterprise will provide assistance to students who are failing and those who
simply need additional help in becoming successful. The desirable goal is to have students pass
the test and thus demonstrate AYP progress. This project requires an entrepreneur, web designer,
expertise, manager and leader to assist with building the state of the art organization such as
M&S-Success Enterprise and to fulfill all objectives.

Business Need
The business need for M&S- Success Enterprise is to provide a first year program
associated with a trial and error mindset to the four schools located in Sunflower, Clarksdale,
Covington and Meridian County. A study indicates that these schools have the lowest progress
scores. No opposition to different strategies will occur until the right one is measured and it will
take allotted time for the best developmental and expansion process. Students will be eager to
work together on a common ground but will have access to an online platform either via the
computer at home or at school, I-pads, savvy technology and cell phones. The usage of apps and
other creative means of learning will be developed such as homework help websites, references,
students having the capability to email and ask questions, live chats or experts to help locate
another website for the answer to any unclear coursework; in addition to e-books, encyclopedia,
dictionaries and hard copies. Moreover, calculators and other useful tools that serves as a means
to have access to a library or librarian.
Strategic Plan
The strategic plan will adhere to mission and contract consistent to that of M&SEnterprise and its improvement to the specified middle schools success. This involves teen
students to interact after school, learn, socialize and get help with their homework, at the same
time, in hope of improving their AYP scores. This type of environment will also encourage
support, counseling and teamwork. Time, resources and availability will also be addressed.
Students will be required to check in twice a week if only available online, for homework help
and advice. By the second or third year, the project will expand to additional schools in the state
of Mississippi with the lowest scores. The main focus will be on students, ages 11 through 14
and grades 6th to 8th for this agenda.

Stakeholders
This will consist of teachers, government, customers, students, parents and the specified
school districts. The government funding resource level will be of major importance and the
primary means to funds, in addition to donations and fundraisers. Teachers and volunteers will
need to be on board with the strategic planning and the aim to reaching the goal. This will make
both their time and the students valued and worthwhile. Some training, empowerment,
consistency and involvement will be necessary. In compliance with public school regulations
each student will need parental permission. Parental approval will be required to participate and
this will be done by the means of a permission slip or online acknowledgement consent.
Questionnaire and feedback will be relevant by the consumer to measure success and increase in
AYP scores.
Validity
Both internal and external validity will be conducted to improve the business process and
the students comprehension in math and writing performances. M&S-Success Enterprise has
started distributing surveys to figure out which school zones need more immediate attention for
after school tutoring and assistance with their homework assignments. Testing and statistical data
will even be conducted periodically to see an incline or decline in students progress.
Strengths and Weaknesses
This project off course will encounter challenges such as innovative ideas in keeping the
students excited and eager to learn. According to research on the web a variety of other after
school programs throughout the US exists but not any with the same concept as M&S-Success
Enterprise. Other issues may include implementing the idea, will there be enough students to

participate and if so, will we have enough staffing to sustain value and increases the AYP test
scores results.
