The purpose of this memorandum is to provide the Mayor and Members of Council with an
update on the Temporary Traffic Calming Measures Program.
The Public Works Department has received media inquiries pertaining to requests for a ward-byward breakdown of the funds spent in 2015 on temporary traffic calming measures. These
requests have increased in advance of the Departments Traffic, Pedestrian and Road Safety
report scheduled for Transportation Committee (February 3) and Agricultural and Rural Affairs
Committee (February 4).
The Department would like to provide an update on the Temporary Traffic Calming Measures
Program and a breakdown of the funding spent in 2015, which is attached for information.
It is important to note that the program was only in effect from August to December, 2015 as the
City of Ottawas Strategic Plan and the accompanying Strategic Initiatives were approved by
Council in July, and the Department established the management of the program in August.
Between August and December, most Councillors purchased, ordered, and/or installed several
traffic calming measures, including the following:
It should be noted that although 3 wards were unable to finalize purchases by December 31, all
Councillors had identified locations for review and implementation prior to the end of 2015. Since
most of the temporary traffic calming measures, such as flex stakes, must be removed for the
winter season, many of the initiatives were either installed for a short period of time or put on hold
until spring 2016. Approximately 80 additional locations were identified for review and
implementation in late 2015 for seasonal measures. These were deferred to 2016 but will be
funded through the 2015 budget when implemented.
Currently, the Temporary Traffic Calming Program Coordinators are meeting with each Councillor
to determine the plan for installing temporary traffic calming measures in 2016. Upon completion
of these meetings, action plans will be developed and will include details on costs and timing of
installation. The plans will include measures funded under both 2015 and 2016 funding
envelopes.
Furthermore, Councillors will receive updates on the status of their action plans and any relevant
data that is ascertained from the field.
