Dear Secretary Foxx and Secretary Kerry
As a member of the Minnesota House of Representatives, We are writing to express my strong concems about the
ongoing discussions with Japan regarding access to Tokyo's Haneda Airport. We are particularly concerned that any
further incremental opening of Haneda airport will lead to the cancellation of our Minneapolis/St. Paul International
Airport (*MSP”) to Tokyo service and reduce competition across the Pacitic.
Delta Air Lines’ daily non-stop service from MSP to Tokyo-Narita is the only direct service that our State has to Asia.
This route is used by businesses in my legislative district, and across Minnesota, to not only travel to Tokyo, but also to
connect to important business markets throughout Asia. This enables many global businesses to locate and grow: in our
State. Major Minnesota employers used this flight over 10,000 times in just the past year alone. In addition, we have a
number of airline employees who live in my district and work this flight on a regular basis either as a pilot or flight
attendant. If the MSP-Tokyo flight is no longer viable, we fear it could have a negative impact on good paying jobs for
‘my constituents,
As you know, the U.S, and Japan entered into an “Open Skies” agreement in 2010, but access to Tokyo's Haneda
airport remains restricted. While enough capacity exists at Haneda to serve all U.S. carrier needs, the Government of
Japan has insisted on a limited opening designed to benefit Japan’s network carriers and their partners. We hope your
Departments will not agree to a deal with Japan that would destroy service to Tokyo for a number of U.S.
‘communities.
‘The Japanese government should make enough Haneda capacity available so all U.S. carriers can compete on a level
playing field. If Japan is unwilling or unable to ensure open and fair competition at Haneda, the status quo should be
left in place.
We urge you to work to protect the public interest and not needlessly inflict economic harm on U.S. communities as
you continue your discussions with Japan.
