REFERENCES: a. Command Memorandum Circular No. 05/2014 “Intensified intemal Security Operations dated March 21, 2014; b. Information Operations-Community Intervention Concept dated November 20, 2013; c. Information Operations (IO) on Internal Security Operations dated April 23, 2014; PNP ISO Campaign Plan (Maagap Alpha) dated October 9, 2006; and e. LOI 29/2002 “PNP Communication Pian “SANTINIG" (Revised). 2. PURPOSE: 2 This IMPLAN sets forth the operational guidelines and procedures for the conduct of information operations (IO) and community-based activities, of the PNP Public Safety Forces (SAF, RPSBs and PPSCs/CPSCs), in CT affected barangays of the country, in line with the intensified internal security operations (ISO) of the PNP. 3. SITUATION: Insurgency is a multi-rooted problem; hence, a more holistic approach rather than conventional military operation is believed to be the best and most appropriate solution to the prevailing peace and security concerns in the country. The involvement of the whole government machinery, the community and other stakeholders play a vital role in addressing this problem. With the refocusing of the role of the Armed Forces of the Philippines (AFP) from Internal Security Operations (ISO) to territorial defense, the role of the PNP in internal security will obviously increase. It is therefore imperative that the PNP shall undertake more enhanced measures to abate the problem of insurgency and neutralize local threat groups. A revitalized, sustained and proactive strategy to address the problem is needed, which includes the strengthening of the capability of the Public Safety Forces (PSF) to take on the PNP’s lead role in ISO. 4, MISSION: Concurrent with its mission and functions, the PNP shall, through the Directorate for Police Community Relations (DPCR), undertake a more proactive and ‘community-based approach to reduce if not totally eliminate the threats posed by the CPP-NPA-NDF or CNN, in partnership with the AFP, other government agencies and stakeholders, and the community. 5. SPECIFIC OBJECTIVES: a. To prepare and equip every member of the PNP Public Safety Forces (PSF) with adequate kriowledge in dealing with insurgency problem; b. To win the trust and confidence of the people and strengthen civil governance for the sustainability of peace, security, and development; c. To gain media mileage and positive perception from the community on the initiatives of the government on ISO; and d. To stop or deny/negate the recruitment of potential CTs from the White Areas; ©. To stop the technical, material and logistical support from the White Area to the Red Area; and f. To preserve peace and order in the country. 6. EXECUTION: a. Strategic Concept: The PNP shall fully implement the “Information Operations- Community Intervention Concept” (IO-CIC) as embodied in the approved CMC No. 2013-019, to supplement the PNP ISO Campaign Plan “SAMAHAN 2011”, PNP LOI 22/09 “BAYANIHAN", the PNP’s basic concept of Barangay Peacekeeping Operations (BPO); and the Pulis Nyo Po sa Barangay (PSB) project. Strategic communications and !O shall be implemented at various levels to gain the trust and confidence of the public by winning their hearts and minds through community intervention activities, The 10 will involve the intensified counter-propaganda offensive against threat groups, both in Red and White Areas, with the active involvement of other stakeholders in the form of public pronouncements, media interviews, press releases, “peace rallies’ or similar related activities as a platform for different tasks targeting the members of threat groups’ legal and sectoral organizations, their supporters and the ‘community in order to: weaken the enemy by creating demoralization and distrust among its ranks; alienate their organizations from the populace; Pressure them to return to the negotiating table; discourage others to join them; and most importantly, deny them the support of the neutral masses b. Operational Concept There shall-be a Strategic Communication Team (StratComT) created in every PRO and Communication Action. Team (ComAcT) in every Company of the PNP-PSF. The ComAcT of the PNP SAF, whenever deployed in PROs, shall be under the operational control of the StratComT for purposes of implementation of this Plan. 2 The concept is summarized in the process flow chart: ress wtoisue swat Eacmneta solu menecentrof eet = meee sweet Taneteste sacear sermette Serer indice Oar saom = cod ¥ 1) PHASE | (Preparation, Planning and Training) a) Preparation. The StratComT will conduct the operational’ environmental scanning through Area Study and shaping and engaging key stakeholders to generate support to the forthcoming Community-based Activities. b) Planning. The StratComT will prepare comprehensive plan to synchronize all activities and timeline, including the resources needed during the operations. ©) Training. The training of ComAcT on I0-CIC is mandatory before immersion, to fully orient the operators on the general situation (issues and concerns), peculiarities of the target sector! barangay and the available government programs for the sector. 2) PHASE II (Immersion, Issue identification and issue Resolution) a) Immersion. Engagement of ComAcT at the grassroots. They will immerse and be part of the community to have the opportunity interact to validate information and comprehend the sentiments of the barangay folks b) Issue identification. Consultation with the target sector/ barangay would reveal standpoints and classify the primary and secondary issues. ©) Issue Resolution. Hold consultation with the concerned agencies to address the primary issues. After which, brief the community and the Local Chief Executive on the development. 3) PHASE Ill (Organization and Awareness) a) Organization. ComAcT will organize and train Technical Working Committee (TWC) of affected sector to negotiate with concerned agency and resolve the issues. Likewise, facilitate meetings and various activities, which primary aimed to improve self-sufficiency of the community. b) Awareness. ComAcT will invite concerned agency to hold awareness program to educate the sector or affected community in order to clear perception on various issues. The ComAcT will conduct lecture and training on BPO/BPAT to the TWC. The ‘TWC will then be transformed into BPAT. 4) PHASE IV (Implementation of Programs and delivery of Basic Services) a) ComAcT will facilitate the delivery of government's basic services to strengthen civil governance and win trust and confidence of the affected sector/ community. b) The TWC/BPAT will perform its functions, duties and responsibilities as outlined in the PNP LOI “SAMAHAN.” 5) Phase V (Mobilization, Hand-over and Maintenance) a) Mobilization. ComAcT should develop a message emphasizing that the problem of peace and order and ‘economic insufficiency are traceable to the mess created by the CNN. The community shall willfully mobilize themselves to publicly denounce the CNN. This delivers message of rejection to the CNN and support to the government. b) Hand-over. It is a symbolic ceremony of tuming-over the ‘community organizations (BPATs/ cooperatives, etc) to the Local Peace and Order Council (POC) to take the lead role in the peace, security and development campaign of the community. c) Maintenance. Upon redeployment of ComAcT, the PSB from territorial unit will supervise the operations of BPATs to sustain the peace, security and development activities in the community. c. Tasks: 1) D,PCRG . a) Conduct IO-CIC training to all PROs and SAF; b) Initiate the production of IEC materials, audio visuals, and info graphics pertaining to ISO for the use of the ComAcT; ©) Submit to DPCR (Attn: IORC) updates of the IO-CIC trainings; 4) Capitalize presence at the social networking sites in support to the ComAcT; and b) Perform other tasks as directed. 2) D, SAF a) Organize at least one ComAcT in every battalion in coordination with PCRG; b) Replicate the conduct of IO-CIC training to SAF personnel using the trained ComAcT, as mobile training team (MTT); and ©) Perform other tasks as directed 3) RDs, PROs a) Create StratComT at the regional level pursuant to PNP MC No. 2013-019; b) Closely supervise the StratComT; ©) Direct respective BCs, RPSBs and CC, PPSCsICPSCs to organize their respective ComAcTs; 4) Direct respective BCs, RPSBs and CC, PPSCs/CPSCs to replicate the conduct of IO-CIC training to their respective personnel; and d) Perform other tasks as directed. d. Coordinating Instructions: 1) All tasked units shall submit —their__—_report of compliance/accomplishments to this Directorate (Attn: IORC); 2) All tasked units shall exercise initiative and resourcefulness for an effective execution of this IMPLAN; and 3) Lateral Coordination is authorized and highly encouraged. 7.
