Abstract
In lieu of the current transition and globalization of the Philippine education system, most
of the budget allotted for it is concentrated on implementing the Enhanced Basic Education Act
of 2013 also known as the K-to-12 program. As a result, higher education has taken a backseat.
The budget allotted for it is much lower than what it needs to be considering its significance to
developing society and the need to improve its quality as well as make it more accessible to all
Filipinos. In this paper, methods to remedy the neglect of higher education are given and these
methods are primarily anchored on increasing the budget for it. This may be done through the
revision of the General Appropriation Act in which lump-sums or PDAF-like allotments can
instead be given to the Commission on Higher Education to improve the accessibility and quality
of tertiary education. Also, in line with this, the individual and corporate tax rates must be
maintained and not decreased to provide enough funds to be allocated as this would handicap the
already detrimental budget allocation of the country. Instead, a revitalization of the current
bracketing system of tax collection must be insured to update taxpayers respective bracket rates
to todays economic setting while still guaranteeing adequate revenue for higher education and
other social services.
