In view of the current transition and globalization of the education system in the

Philippines, most of the budget allotted for it is concentrated on implementing the


Enhanced Basic Education Act of 2013 also known as the K-to-12 program. As a
result, the budget for higher education has been neglected and has been lower than
it needs to be. In this paper, we argue that the budget for higher education must be
increased. This may be done through the revision of the General Appropriation Act
in which lump-sums or PDAF-like allotments may be utilized better if placed in the
accessibility and improvement of quality for higher education. This step will both
benefit the different institutions to be at par with international standards while
maintaining an affordable tertiary education. In line with this, the individual and
corporate income tax rates must be maintained to provide enough funds to be
allocated. Some lawmakers are hinting a reform on the current tax collection
policies to decrease the income tax rates and align it with neighboring countries to
attract more foreign investors. However, this would handicap the already
detrimental budget allocation of the country therefore a revitalization of the current
bracketing system of tax collection must be insured to update taxpayers respective
bracket rates to todays economic setting and still guarantee adequate revenue.

Should we include the point na developing country pa rin ang Philippines so our
proposed solutions are leaning to economic terms? Like we needed to be
economically ready before we implemented K12 pero since naimplement na we
need to remedy the negative impacts (specifically yung pagababa ng budget sa
