A BILL
To create a more clean environment by increasing funding programs in
universities and electric motor companies.

States of America in

SECTION 1. SHORT TITLE

This act may be cited as the Zero Emission Act of 2015

SECTION 2. FINDINGS

Congress hereby finds and declares that,
9
1) The air we breathe in many U.S. cities is being polluted by activities such
as driving cars and
10
trucks.

2) Many air pollutants, such as those that form urban smog and toxic
compounds, remain in the
12
environment for long periods of time and are carried by the winds hundreds
of miles from their 13
origin.

3) Ozone is the major component of urban smog.
15
4) More than 200 chemicals are currently listed as toxic air contaminants in
California.
16
5) Pollution likely affects over a billion people around the world, with millions
poisoned and
17
killed each year.
18
6) Toxic emission from industry and other sources may contain greenhouse
gases. Therefore
19
some sources of pollution contribute to global warming.
20
7) Air pollution occurs in many forms but can generally be thought of as
gaseous and particulate 21
contaminants that are present in the earth's
atmosphere.

8) Primary pollutants are those that are emitted directly into the air from
pollution sources
23
9) According to the new figures, long-term exposure to traffic noise may
account for
24
approximately 3% of coronary heart disease deaths (or about 210,000
deaths) in Europe each
25
year.

10) Collectively, cars and trucks account for nearly one-fifth of all U.S.
emissions, emitting
27
around 24 pounds of carbon dioxide and other global-warming gases for
every gallon of gas.

SECTION 3.

A) A primary step to creating this bill and allowing it to continue is to effective
immediately fund 30
programs for them to begin research on more powerful
and long distance electric motors. By

the year 2020 motors must be sold commercial to US companies that do not
use the new
32
engine.

B) Funding sources will come from the together fund of congress gathered
recently as well as 10 34 million dollars donated to the project by Mr. Tesla. Wells
Fargo has also agreed to match any
35
donations to the program dollar to dollar.

C) If companies do not have the new engine setup before 2020 a 10 million
dollar fine will be

enforced and kept until the fines are paid. If the fine is not paid it will increase
to 20 million

within 6 months

Environmental issues are becoming more prominent in todays society
especially air pollution. Although pollution is an increasing issue it can be decreased
heavily but changed one of the leading sources of pollution which is CO2 emission.
Reducing the amount of CO2 emission on a yearly average would create a much
cleaner environment for many years in the future. While combating these pollution
issues global warming would also be slowed by a substantial amount. All of these
problems we have would further lower ozone in the air which is a major component
of smog. My law enforcing the use of full electric cars by all companies by the year
2020 should be passes because it reduces massive amounts of CO2 emissions, the
rate of global warming would be decreased, and the ozone creating mass pollution
would be erased.
Many cities in America such as Los Angeles is covered with a layer of smog
due to a large amount of motor vehicles driving the roads all at once. The options to
reduce the smog includes remove the cars or reduce the pollution but asking people
to stop driving is not easy. Stated by the Environmental Protection Agency, the
smog we see is created by the CO2 that is built up by all the vehicles on roads. In
this statement we see that pollution has been placed here and will stay for a while.
This means we need to act as soon as possible in order for us to begin reversing the
effects of the damage done any time soon. All the pollution problems have begun
accelerating the process of global warming over the past few decades.
Once many of the gases leave the cars it goes much more beyond the city.
Some gases make it all around the world and burn the ozone layer which allows
more sun heat to enter our atmosphere. Research has shown that the toxics that
are released into the atmosphere kill and harm people everyday. Further evidence
showing the direct relation between greenhouse gases causing more global
warming. Most of the gases remain in the ozone layer creating a hole which is
detrimental to the status of our atmosphere.
The ozone layer is the layer that blocks the outer universe from our
atmosphere. Since there is a large hole in the ozone now large amounts of heat are
entering the earth leading to global warming. Ozone is all the toxic greenhouse
gases released into the atmosphere and hurts the atmosphere by floating all around
the world and creating holes in the atmosphere. Primary pollution from cars and

trucks are all we see above cities and are also those that contribute to the pollution
problems today. All together creating more electric cars just in the US will solve
huge amounts of problems.
All the research supports the fact that cars would save lives in the world with toxic
gas and noise cancelation as well as much of the atmosphere containing less toxic
gases. Creating all electric economy will enable a long lasting effect that would
enable future generations to breathe much cleaner air. Forcing companies to have
an electric car by 2020 will only contain benefits pertaining to today's current
pollution situation.

A common issue that many car enthusiasts would complain about is the
driving experience of big V8s and fun gas powered cars. A possible separate
bill may be enacted if the drivers chose to go through further steps of

licensing allowing their personal use of motor vehicles. Although If the U.S.
transitioned to all electric cars much of the pollution over major cities would
slowly but surely disappear. Along with us other countries would begin
following our lead and begin to use electric cars to reduce their pollution as
well. "Collectively, cars and trucks account for nearly one-fifth of all U.S.
emissions..."(NASA 1). Just by using electric cars we can eliminate one-fifth
of the potential pollutants in the Country. "According to the new figures, longterm exposure to traffic noise may account for approximately 3% of coronary
heart disease deaths in Europe each year"(NCBI 1). Electric cars could not
only eliminate pollution but also noise pollution due to the silence of the
motors. The amount of cars that would continue to be aloud would have to
be kept very minimal so that no coronary heart diseases would inflicted,
saving even more lives.
All the research supports the fact that cars would save lives in the world with
toxic gas and noise cancelation as well as much of the atmosphere
containing less toxic gases. Creating all electric economy will enable a long
